The Federal State of Serbovia expresses its formal condolences over the recent fatalities that were incurred in unrest in the Mandate of the Isphilistines. The call of the ethnic Pelasgians in the Mandate to be reunited with their ancestral homeland rings to the Serbovian people in a familiar, sympathy-incurring tone, for we are likewise beset with the moral responsibility to protect our own people residing outside of our fatherland's borders.

These events are also another symptom of the outdated nature and growing irrelevance of the system of European Forum Mandates. Where the Mandates System originally served to provide stability for struggling regions of the world, it has become a hindrance to the goal of realizing the hopes and dreams of the people in the Mandatory territories. In its present state, the Mandates System is an obstacle to the natural development of the Mandatory territories.

We can only conclude that an end to the Mandate System is both inevitable and necessary for the people currently residing in the various Mandatese.

Honourable Minister,

The Pelasgian Empire would like to offer its most heartfelt thanks to the Federal State of Serbovia for its condolences regarding the deaths of innocent Pelasgians in the territory presentled occupied by the EF Mandate of the Isphilistines. Indeed, we know well of Serbovia's own woes with yet irredeemed minorities existing outside the borders of the national state, and hope that Serbovia may, one day, be reunited with its lost brethren.​

We further agree with your analysis of the pathological state of the EF Mandate System. Whatever its goals and benefits at the time of its inception, the System as a whole has failed woefully in living up to Europe's expectations. As we have already publicly stated, the few successful mandates, such as Thrakia, are the result of benevolence on the behalf of the mandatory power, and not of the System's own success; indeed, they have succeeded in spite of the System, rather than because of it.​

Given our shared goals in this matter, it is the Empire's distinct hope that Pelasgia and Serbovia could work together to bring about the end of the Mandate System. Perhaps, and if you would be so inclined, this could form the basis for a more lasting friendship between our nations.​

The Serbovian government has committed itself to ending the system of the mandates in its present form and looks forward to cooperating with Pelasgia to realize this aim. The Pelasgian political aims in Isphilistines have the support of the Serbovian government on the condition that similar courtesies are extended in regards to our ongoing Thrakian policy.

Hopefully our cooperation in the issue of the mandates will be a herald of renewed and improved Serbovian-Pelasgian relations for the future.

The government of the Nasrid Kingdom officially recognises the restoration of the Pelasgian Empire and the coroation of its new sovereign, his imperial majesty, Ioannes III Kantakouzenos. At the same time, we congratulate the Pelasgian authorities for the return to legal civil administration and the end to the military dominated emergency transitional government.

Hence, the Nasrid Kingdom is ready to enhance the current political and economic bonds between our nations and we wish to see Saba and Pelasgia rise up and become the twin beacons of development in the Himyar and the southern regions of Europe, away safely from the path of death and destruction that Gallo-Germania has been set upon.

For this, we propose the signing of a Mutual Understanding and Friendship Memorandum, where we both support a non-aggression stance between our realms. At the same time, we propose further cooperation within our nations through the enhancement of trade and travel, by increasing the number of international trains crossing the border between Makri and Duqm, while also increasing the number of airplanes connecting our cities. At the same time we also propose a student exchange program between our universities and much more.

We hope that our nations can leave behind historical rivalries and turn to each other as pillars of Himyar, creating a symbiotic relationship from which we can both gain.

His Royal Majesty's wishes and salutations are a great honour to us. In the name of His Imperial Majesty, I am in the privileged position of returning the greeting and wishing a prosperous and peaceful future to His Royal Majesty and the whole Saban Nation. We thank the Nasrid Kingdom for its recognition of Pelasgia's return to its ancient and lawful form of government, and we hope that the deep historical ties shared by the Throne of Pelasgia and the Nasrid Crown will also characterise this new chapter in the Empire's history.​

In this vein, we very much share your apprehension regarding the recent events in Gallo-Germania, as well as your analysis that they point to a need for a strong and independent Himyar. Now, more than ever, Himyar must stand proud and strong, lest it be drawn into the self-inflicted terrors that the old colonial powers across the Propontine Straits are currently inflicting upon themselves. As Himyar's two historic sovereign powers, it is incumbent upon us to show our brethren the way forward by setting an example for the whole Ebony Continent.​

The Mutual Understanding and Friendship Memorandum that you have proposed is most pleasing, and we whole-heartedly accept this summary of terms as the basis for a full agreement between our Realms. I hope that we can work out the details in more detail, to which end I would invite you to Decelea for further discussions and as a sign of friendship between the two great powers of Himyar. May this be the beginning of a lasting friendship between Pelasgia and Saba.​

The events in Pelasgia did not go unnoticed in Eiffelland and Al-Magrab. We are very worried about the situation, and want to see if we can contribute to a solution.

Pelasgia's recent history shows many internal conflicts and violent switches of government styles. None of these switches has led to a final solution, and it is highly probable that, if the current civil war is fought out until one of the factions comes out victorious, the next civil war will break out soon.

It is our aim to look for a long-term solution for Pelasgia that suits everyone and lays the basis for a prosperous development of the country. In order to achieve that, the governments of Eiffelland and Al-Magrab want to invite representatives of the Propontis-government, the Decelea-government, the self-proclaimed provisional government of Tyrasia and the people of Hierosolyma to Barqah for negotiations.
We realise that the presence of representatives of the self-proclaimed provisional government of Tyrasia is a sensitive topic. However, we have to realise that the self-proclaimed provisional government of Tyrasia is one of the major factions in the current situation in Pelasgia; therefore, they cannot be ignored in peace negotiations.

On behalf of the Pelasgian Nation, I would like to thank Your Imperial Majesty and the nation of Justosia for its support and condolence to Pelasgia in this trying time.

The Armed Forces of Pelasgia remain in the control of the Pelasgian State, and they are not affiliated with those responsible for Their Imperial Majesties' murders; however, the allegiance of those forces is divided between the official government, headed by myself, in Decelea, and the rogue regime in Propontis. The latter chiefly controls the Navy, while the Army and a large part of the Air Force remain loyal to the legitimate authorities of the State.

For now, Pelasgia does not require your aid, though we appreciate your support and vow to further stengthen our relations at the conclusion of this crisis.​

Pelasgia's woes will be settled once and for all upon our ultimate victory against the secessionists of the west and the treasonous violators of the Constitution to the north, following which Pelasgians will be free to establish a true National State.

The Pelasgian State does not negotiate with traitors and with terrorists. We thank you for your initiative, and we will keep it in mind if we decided to pursue negotiations for our rivals' surrender in the future; however, at present, we must kindly reject your offer.
