The Ministry's Mission
The Ministry of Foreign Affairs is a cabinet-level office of the the Government of the Pelasgia. Headed by the Minister of Foreign Affairs, the Department is generally divided into three branches: (i) foreign affairs; (ii) international trade; and (iii) international development. The Ministry is responsible for Pelasgia's international representation, for the maintenance of relations with and the protection of Pelasgian nationals abroad, and for the advancement and safeguarding of the interests of the Pelasgian State. To carry out these tasks, the Ministry maintains Pelasgia's extensive diplomatic network of embassies and consulates throughout Europe.

The Minister
The incumbent Minister of Foreign Affairs is the Hon. Mr. Ioannes Argyropoulos. Born in Aspropol on July 7, 1973 to a military family, Mr. Argyropoulos studied law at the National University of Propontis, whence he graduated with distinction, before pursuing graduate studies in international law. After completing his national service as an officer in the Pelasgian Army, Mr. Argyropoulos sat the public service examination and successfully applied to be a diplomat. He served in a number of diplomatic and advisory positions, including Head of Mission to the European Forum, Ambassador to Tarusa, Consul General in Valls, and Consul General in Banja Luka. In 2023, Mr. Argyropoulos left the Diplomatic Service to be appointed as Minister of Foreign Affairs at the personal request of His Excellency, President Leontopoulos.

Legal Framework and History
The Ministry of Foreign Affairs traces its roots to the medieval Logothesion of the Drome, which served as the foreign department of the Propontine Emperors. The Department received its current name in 1931, following the reorganisation and modernisation of Pelasgian public administration. The operations of the Department are regulated by the Law respecting the Ministry of Foreign Affairs .

Diplomatic Notices & Travel Advisories
Countries with diplomatic or travel restrictions:
  • Former Republic of Pannonia (March 15, 2021): Avoid All Travel - A prolonged civil war poses high risk of death, serious injury, unlawful detainment, and other dangerous scenarios. Due to these circumstances, the Ministry might not be able to aid Pelasgian nationals in Pannonia. Therefore, all unnecessary travel must be strictly avoided. (Note: Kingdom of Csengia is recognised as the lawful successor to the Republic of Pannonia; this notice applies to Csengia and to , unless otherwise specified.)
  • Hajr (August 21, 2022): Avoid Non-Essential Travel - Following the end of military operations in the territory by the Empire of Tarusa and the Holy Frankish Empire, certain security concerns persist, but the situation has started to stabilise. An exit visa is required for travel to this region, which will only be granted for essential travel, including missionary and humanitarian work. Nevertheless, the Ministry might have difficulty in aiding Pelasgian nationals in Hajr. Therefore, all non-essential travel must be avoided, if possible.
  • Al-Maghrab (August 21, 2022): Avoid Non-Essential Travel - Following the end of military operations in the territory by the Empire of Tarusa and the Holy Frankish Empire, certain security concerns persist, but the situation has started to stabilise. An exit visa is required for travel to this region, which will only be granted for essential travel, including missionary and humanitarian work. Nevertheless, the Ministry might have difficulty in aiding Pelasgian nationals in Al-Maghrab. Therefore, all non-essential travel must be avoided, if possible.
  • Central Himyar (November 15, 2022) Avoid Non-Essential Travel - Despite general pacification of the recent civil conflict, an ongoing low-level insurgency in certain regions of Central Himyar renders the country unsafe, particularly to Pelasgian nationals due to the opposition of the insurgents to the Government of Pelasgia. Travel to those parts of the country should be strictly avoided, and non-essential travel to all of Central Himyar should be avoided. Local authorities might have difficulty in ensuring the safety of Pelasgian nationals in the affected regions.
  • Former Scanlaw Region (January 10, 2023): Avoid All Maritime Travel (Jydsken-Østveg, Gutarike-Lethonia, Metsamaa); Reconsider Travel (Jydsken-Østveg, Gutarike-Lethonia) - Due to reports of state-sanctioned pirate activity in the region of the former Scanlaw, Pelasgian nationals and vessels should avoid all maritime travel in the following jurisdictions and their environs: Jusken-Østveg, Gutarike-Lethonia, Metsamaa. Additionally, due to related security concerns, travel to the following jurisdictions should be reconsidered, though not necessarily avoided: Jusken-Østveg, Gutarike-Lethonia.
  • Tarusa (May 20, 2023): Avoid All Travel; Evacuation in Progress - Due to credible reports of civil war within Tarusa, Pelasgian nationals and vessels should avoid all travel in these jurisdictions and their environs. Pelasgian nationals are encouraged to report to their closest Pelasgian consular authority to seek evacuation along routes set up by Pelasgian authorities. Non-Pelasgian family members may only be allowed to leave with the permission of local authorities; without such permission, they will be denied boarding, though their Pelasgian relatives will still be allowed to board.
  • Hanseatic Republics; Gutarike (June 1, 2023): Avoid All Travel - Due to openly confirmed reports of naval warfare between the Hanseatic Republics and Gutarike, including attacks upon civilian shipping, any and all naval traffic through their surrounding maritime region should be avoided at all costs. Additionally, due to the significant risk of broader military clashes between the two concerned countries, as well as neighbouring nations, any and all travel thereto should be avoided. The Ministry of Foreign Affairs will coordinate evacuation efforts for Pelasgian nationals and their immediate relatives in the region.
Other:
  • Diplomatic communications must be sent in Engellsh, failing which return correspondence will be conducted in Pelasgian.
  • As an Orthodox nation, Pelasgia does not recognise any special privileges for Apostolic Nuncios of the Tiburan Catholic Church. First order of diplomatic precedence is granted to the Head of the Diplomatic Corps by ordinary seniority (currently: the Ambassador of @Great Engellex).

For a reason unknown to us, the Pelasgian Empire, considers the article in the Uicheon Times newspaper, called A few words from the President, as a threat. Allow us to resolve these doubts, remembering that the threats are very different and do not have the outbreak of preserving the status quo at the international level.

Pelasgia has every right to pursue its international policy, as long as it is not aggressive and harmful to its neighbors. After all, you are a nation prone to instability and violent coups d'etat. Acts that would not generate interest if you were not in a geographical position of global interest.

That said, we confirm that the president's words are not a threat to any peaceful sovereign nation, they are only the new foreign policy that the Republic has adopted to guarantee its survival.

With this in mind, I have the distinct privilege of extending to you an invitation to Pelasgia to discuss matters of our common interest. Specifically, the Government of Pelasgia hopes to work closely with Radilo to revatilise the Meridian Sea corridor and to liberalise trade between our countries. These have indeed been challenging times for the Meridian Sea and Europe as a whole. As a matter of formality, I will restate that the Most Serene Republic, while spiritually loyal to Tibur is not in anyway bound to its conflicts. And while concerns have been expressed in the necessary venues, the Most Serene Republic and the Empire remain on good terms, as you have expressed given the marriage between Mr. and Mrs. Dandolo.*
I would be more than happy to travel to the Pelasgian Empire to further discuss trade and whatever else is necessary for the continued stability and liberalization of the Meridian Sea.

To whom it may concern,


Following the end of the conflict in the former E.F. Mandates of Hajr and Al-Maghrab, as well as the gradual stabilisation of the political and security situation in those regions by the forces of @Tarusa and the @Holy Frankish Empire, the Government of Pelasgia has decided to reduce its travel warning status for those two regions from "Avoid all travel" to "Avoid non-essential travel". If the situation persists as is, then the Government of Pelasgia will be prepared to lower the caution further, to "Exercise elevated caution".

The Ministry of Internal Affairs will still exercise care in reviewing requests for exit visas to the two jurisdictions. However, travel will now be open to Pelasgian nationals for legitimate purposes, including missionary work. At a later date, and if the security situation continues to improve, Pelasgian airlines may be authorised to resume flights to the two locations.

On behalf of His Imperial Majesty and the Pelasgian Nation, it is my immense honour to congratulate you on your election to the highest office of the United Republic of @Natal. I also wish to extend to you thanks, in my capacity as Chairman of the Government of Pelasgia, on your historic inaugural address to the People of Natal as the country's first President of Himyari ancestry, where you explored the possibility of friendship and cooperation between the United Republic and our Empire; indeed, such a possibility had be also envisaged by the Pelasgian Foreign Ministry in a public statement earlier this month, seeing much potential for trade and collaboration between Propontis and Camp Hill.

With this in mind, and with the express consent and instruction of my Sovereign to that effect, I have the further honour of inviting Your Excellency to Propontis for a meeting between our governments, with a view to exploring avenues to strengthen and enrich our ties. More specifically, the Government of Pelasgia hopes to liberalise trade with Natal; to ease restrictions on freedom of movement between our countries; to launch bilateral initiatives for youth, sports and cultural exchanges; to facilitate educational and work visas; to increase ease of investment; and to collaborate in the realm of intelligence, policing and security, with intelligence sharing and extradition agreements. We also hope to discuss investments to boost maritime trade between our countries, and to enhance joint initiatives between our major industries.

It is our hope that these topics will be amenable to you, and that you will do Pelasgia the honour of making it the destination of your first visit abroad. While the Government of Pelasgia condemns rash and provocative actions on all sides, we consider the conduct of the Government of @Prydain in this matter to be most careless and needlessly provocative, having responded to the great restraint shown by the Cyrenaic Empire with naught but continued provocation and the intimidation of local Pelasgo-Carian speakers.

The Pelasgian Empire has long condemned colonial attitudes and holdouts throughout Himyar, and this case is no exception. We therefore caution Prydain against any further provocations against both the indigenous Cyranaic population of the island and the Cyranaic territorial waters and EEZ, and we call on all parties to come to a negotiated solution of the dispute. The Pelasgian Empire is ready to offer Propontis as a neutral venue for such talks to take place.

Failing a peaceful solution of this dispute in order to prevent further escalation, the Pelasgian Empire may be forced to force a settlement of the dispute through other means, in keeping with our traditional role as the guardian of Himyari self-determination and stability.

We appreciate & understand your concern over the island, we wish to reassure you that any provocations between Manx & residents is being done by a very vocal minority.

None of the reported actions carried out by said minority is done in the name of or supported by any public institution representing the Commonwealth of Prydain government.

Saying this we do not understand how sending a carrier task force of the Pelasgian First Fleet is in keeping with your traditional role as the guardian of Himyari stability.

We believe this will only increase tensions with such a strong visible military presence,we instead welcome your administration to send delegates to observe law enforcement operations carried out by the Commonwealth overseas constabulary.

The advisory is as follows:

The Ministry of Foreign Affairs wishes to notify the international community that the country's official name has been altered to the Pelasgian Union (Πελασγικὴ Συμπολιτεία, Pelasgikì Sympoliteía), following a legislative amendment to that effect. The decision was made to give the country a name that better reflects its character as a federal state and to avoid use of the transitional, non-descriptive name Pelasgian State, itself one of two translations of Πελασγικὴ Πολιτεία (Pelasgikì Politeía), along with "Pelasgian Republic". The alternative translations of Sympoliteía (namely, Federal Republic, Federation, Confederation and League) have not been authorised for official use.

The Ministry of Foreign Affairs thus requests that all foreign governments comply with this new proper usage. A memorandum to that effect has been submitted to the Secretariat of the European Forum (
). Further information on specific translations in national languages can be found on the Ministry's webpage .
Foreign governments may contact the Pelasgian diplomatic authority accredited to them for further comment.

Following instructions to that effect by the Prime Ministry, the Ministry of Foreign Affairs has issued the following public notice:

In light of ongoing abuses by the Serbovian occupation authorities in neighbouring Thrakia, the Kingdom of Pelasgia has decided to endorse and formally recognise the Internal Thrakian Revolutionary Organisation (ITRO) as the sole legitimate governing body of that country. Pelasgia will continue to allow the ITRO to use the Pelasgian city of Thermi as its provisional capital in exile, and we will assist the body in the issuing of government documents to Thrakian citizens under its own auspices, as well as in the establishment of foreign representation and in the carrying out of its activities, in so far as they respect international law. Pelasgia no longer recognises the pretended authorities in Thrakia except as an unlawful Serbovian occupation force.

Additionally, due to similar circumstances in Csengia, Pelasgia is bound by international law and by the needs of logical consistency to recognise the Csengian Patriotic Council as the lawful government of Csengia, and to likewise withdraw its recognition of the usurper "Kingdom" of that country. Pelasgia hopes for a peaceful reunification of Pannonia under a legitimate authority—a position we have held since the beginning of the Pannonian crisis.

For immediate release:—


The Pelasgian Republic considers the policy undertaken by the authorities of the Kingdom of Pelasgia, and especially the administration of former Prime Minister Th. Angelopoulos, with regard to the Empire of @Tarusa , the Kingdom of Csengia and the Thrakian State to have been deleterious to the National Interest and unjustified in light of international law. Pelasgia has long held that sovereignty and legitimacy over territory are based on the principle of uti possidetis—the same principle that has underlied our own position with regard to Philistaea, Euxenia and the Lycaonian border.

With this in mind, the Pelasgian Republic has decided as follows:
  1. The recognition of the Internal Thrakian Revolutionary Organisation (ITRO) as a legitimate governmental body is hereby rescinded and declared null ab initio; the ITRO, as a non-state actor, cannot be held to lawfully administer a territory, let alone a territory it does not control. All Pelasgian efforts to support the ITRO are hereby ceased and cancelled.
  2. The recognition of the Csengian Patriotic Council (CPC) is likewise rescinded, with identical effects.
  3. All purported diplomats of the CPC are declared personnae non gratae and directed to leave the territory of the Republic and its protected states within five (5) days. All remaining property of theirs and of the CPC in Pelasgia will be forfeit as proceeds of unlawfully activity or holdings of a proscribed organisation.
  4. The Kingdom of Csengia is once again recognised as the sole legitimate governing authority of Csengia and the lawful successor to the Republic of Pannonia. This has been Pelasgia's long-standing policy, in keeping with international law.
  5. The Serbovian Military Administration in Thrakia is restored to the de facto recognition that had been originally granted it by the Pelasgian State at its inception.
These measures shall have immediate effect.
