For now we are issuing a moratorium on new nations in Germania/Scania/Gallia (essentially, 'Europe'). We ask that new nations do not have more than 25,000,000 (25 Million) people for now, pending a forum discussion. Old nations that already exist are not affected by this temporary measure.
