“It needed to be done,” Abkhaz thought as he sat in his suite in the Council Building. Technically, he has access to the Executor’s Suite, but out of respect for Saakashvili, he decided not to go into his room.

Akhaltsikhe’s Meritocracy is the best form of Government to come into Europe. It accounted for the general ignorance of the populace when it came to voting in leaders. That was democracy’s failure; anyone who looked good on a camera and could speak got the job. The Meritocracy countered this flaw by leaving leadership selection to intellectuals. However, a main aspect of this Meritocracy, what kept it alive for more than 100 years is the peaceful exchange of power. That was the problem in Akhaltsikhe. Despite Saakashvili’s success as an Executor, he lacks the ability to surrender his power. He was an old, frail, 73 year old man who is still hell-bent on maintaining his Executorship. In fact, he is so old and frail he finds it difficult to leave the Council Building and often has his laky Kikabidze make his speeches for him. That wasn’t the leader Akhaltsikhe needed, not now.

Most of all, Abkhaz knew of how Saakashvili ascended to the seat of power, by slaughtering the previous Council. Abkhaz thought it necessary though, the pre-Saakashvili Councils were inactive, unintelligent; it was needed that they be removed. That same revolutionary spirit exists in Abkhaz now. Saakashvili needs to be removed from Office, there needs to be a new Executor. The Meritocracy needs to be maintained and with each passing day Saakashvili was forming a dictatorship.

Abkhaz’s plan was well thought out. The League of Ten’s annual four year summit was postponed two years ago. As he had expected, the Council wouldn’t form the League, so Abkhaz needed it to be formed. How? Adding new Councilors. Councilors can only be selected by the League, if the Council was to approve of this notion, the League would need to be formed.

If the League was to form, they would choose Saakashvili to be Executor and Abkhaz would get nowhere. Abkhaz walked to the window of his suite and looked out at the gleaming lights of Tetri Tsqaro and sighed.

“Not only will I need to secure five more votes, but I’ll also need to convince the nation, in a non-direct way. Those two tasks are big enough as it is, breaking down a war hero…not easy in the least. On top of all of this, I need to get it done before Saakashvili leaves the Hospital,” Abkhaz said, sipping his wine.
