Liberal Constitutionalists Dominate Constitutional Convention, South Himyar Votes for Home Rule

Friday was the day of the two most important votes in recent Pelasgian history: the elections for the Constitutional Convention called to revise Pelasgia's Constitution in Propontis; and the South Himyar Home Rule Referendum.

The Pelasgian Constitutional Convention has, for the first time, given all Pelasgians a voice in the constitutional future of their country, at a time of growing polarisation between reformists and absolutists. The Convention is divided into thee General Delegations for the Empire's three main political regions, each dominated by a distinct faction. Memphis, also known as Kyphtic Memphis, is the Empire's easternmost region; a culturally distinct region populated by Kyphts, indigenous Memphians who have been pelasgised to varying degrees, Memphis is dominated by an urban and aristocratic elite of Pelasgians and Pelasgised Kyphts who are staunchly Absolutist and resistant to any reform. The region, though smaller, less populated, and poorer than Pelasgia proper, still has some strategic ports and a considerable military force that guards the Empire's eastern frontier, the entrance to the Kalahari Sea and the Sea of Buto. Memphis consists of Rhakotaion and Souchoton Prefectures, and Cassandris is its de facto regional capital.

Philistaea, on the other end of the Empire, is notorious for its volatile politics, being populated by a population of Orthodox Christian Urudoah, as well as considerable minorities of ethnic Pelasgians and Karaite Jews. As the region has become more urbanised in recent decades, the local Urudoah majority has come to identify as the "Philistaean Nation," with growing calls for autonomy or even outright separation. The Pelasgian and Jewish elite have reacted with skepticism and attempts to silence such voices. Ironically, the Jewish population of the region, who once partially fought a Zionist insurgency against Imperial authorities in the 1950s during the Augousto-Septemvriana Events, has become more and more staunchly loyalist, viewing the Empire as a shield against abuses by the Urudoah majority. Philistaea consists of Hieron and Makrinon Prefectures, and Hierosolyma is de facto its regional capital.

Finally, Pelasgia, as defined for the purposes of the Convention, consists of all remaining metropolitan regions of the Empire, including the capital city of Propontis, which are mostly populated by ethnic Pelasgians and vary from highly industrialised metropolitan areas to the north to more rural and sparsely controlled rural lands in the south.

The Liberal Constitutionalist Party of Pelasgia dominated Pelasgian voter intentions, winning 396 Delegates, represented by gold in the graph above. The Liberal Constitutionalists are a merger of the Chamber of Deputies' largest party, the conservative Constitutionalist Party, and the Liberal Union, led by Deputies Philippos Merkoures and Ioannes Kravatas-Apostolakis, respectively. Memphis, by contrast, remained a stronghold of the Absolutists, its 85 seats remaining in the grip of the Absolutist Party, represented in dark blue. It ought to be noted that Memphis was allowed to retain the Chamber's current system of qualified suffrage, which limits voting rights to land-owning net-taxpayers, as a condition for its recognising the Convention. As such, the Memphian landowning elite was still able to choose most Delegates of the region. Finally, Philistaea came out of the vote divided along ethnic lines. One the one hand, the Urudoah-dominated Separatist Coalition elected 31 Delegates, represented in green, who are likely to push for the independence of the region from the Empire. By contrast, the Loyalist League, a coalition of smaller parties mainly dominated by ethnic Pelasgians and Jews, elected 13 delegates, represented in light blue, who are determined to fight for Philistaea's remaining in the Empire, or at least its partition.

The new Constitutional Convention is set to sit at Laskarides Palace in the heart of Old Chrysoupolis, across from Propontis proper, on the island of Prinkeponesos. With the various regions of Pelasgia highly polarised and the country in an uneasy coexistence since the Philistaean ceasefire and the transfer of high-profile Absolutist detainees from Propontis to Cassandris. The fight against the DKKP certainly continues, as the insurgents flee to inland highlands to wage a guerilla war against Pelasgian forces. In the cities, DKKP holdouts appear to be laying low, trying to recover from the party's prohibition and suppression following its failed coup attempt.

South Himyar Votes for Home Rule
Over in South Himyar, the results of the local referendum were much more clear cut. With a participation rate of 63.3% and a valid ballot count of 95.9%, 70.1% of ballots cast voted in favour of Home Rule, while 25.8% voted against. Opposition seemed to be concentrated among some Kintu voters who were against the idea of equality with the Kéké and of the adoption of a new Constitution to merge the Far Southern Territories so soon after the HPU Insurgency, as well as some settlers who opposed equal representation with the locals. For the most part, however, support for Home Rule transcended ethnic and sectarian lines, carrying the day with a clear result. International observers confirmed the vote's fairness, with the Imperial Pelasgian Army doing its best to help organise the vote in the colony's hinterlands, where the lack of infrastructure and literacy, as well as the still quite recent effects of the Southern Himyari Emergency partially depressing turnout. The largest issue appeared to be the lack of democratic literacy among many indigenous voters, who often differed to local notables and elders and even attempted to ask Pelasgian authorities which option to vote for. The Pelasgian South Himyari Company had tried staging mock votes for local issues and other activities to ease the concept of a referendum on the locals, with mixed success.

With much pomp and circumstance, including 21-gun salutes, jet flyovers, parades and firework displays in the new capital of Fort Antipas, the Federation of South Himyar has entered the family of European Nations. The new Federation is to consist of the twelve states, these being Antipeia, Neolcis, Nea Makri, Ostria, Antiperama, Theodoris, Ankystrion, Aristarcheia, the Northern Kintu Kingdom, the Southern Kintu Kingdom, the Kingdom of the Islands Kéké, and the Kingdom of the Highlands Kéké. Each state shall retain its own ceremonial sub-head of state (a Lieutenant Governor for the former Pelasgian colonies) and a King for each of the Kingdoms, along with its own local government, including its own legislature. Each state, or kratidion in Pelasgian, retains great autonomy and self-government over all matters not dealt with by the Federal Government. The Federal Government itself is a constitutional parliamentary monarchy whose powers are limited to defence, foreign policy, currency and other such overarching matters. The federal parliament is to be bicameral. The lower house is to be composed of seats elected by the people of South Himyar as well as several functional constituencies, to give interests such as the PSHC a lawful channel to exercise their influence subject to public scrutiny, while the upper house is to be composed of one delegate for each colony and two delegates for each kingdom (8 and 8, or 16 in total), with the Prime Minister having the tie-breaking vote. The Prime Minister is to be elected by the lower house.

Citizenship is to be granted equally to all citizens, including the Kintu and Kéké, and non-Pelasgian and non-registered settlers residing in the colonies at the time of Home Rule. The new state will retain the same monarch as Pelasgia, but is to otherwise be an independent Dominion. As such, Emperor Theodore III Laskaris remains South Himyar's Sovereign, though as the head of a separate monarchy, or Throne, in Pelasgian legal terminology, marking the new state's de jure independence even in terms of head of state. That being said, the new colony remains closely associated with Pelasgia on a de facto level, with much of the economy being dominated by the PSHC, and many citizens, both settler and Kéké alike favouring a close relationship with South Himyar former colonial master (89% according to a recent poll, compared to 43% of Kintu). Likewise, the Pelasgian Orthodox Church, which has been gaining ground among the local native population through its charitable works, also exercises a strong influence, among natives and settlers alike. The transitional government, which is the last Pelasgian colonial administration, has begun preparing for a general election, to be held sometime in late July or the start of August. The current Governor General, Avgoustinos Solomos, has vowed to hold elections as soon as possible. Ironically, the local governments of the Federation, especially those of the eight Colonies, seem to be much better prepared for the transition, given that they have been functioning in much the same way envisaged by the Constitution of South Himyar up until now.

As the sun rises on Fort Antipas and Port Neolcus, South Himyar's capital and largest city, respectively, many issues remain to be settled in the young nation. Settlement continues, with a new drive from Pelasgians displaced by the DKKP insurgency and internal instability in the metropole, as well as many Orthodox Kadikistanis fleeing oppression at home. The regions ravaged by the HPU Insurgency are still in need of rebuilding, a task for which the PSHC hopes to use new immigrants, while the Federal Government pressures the company to employ as many Kintu and Kéké as possible to ensure their economic recovery and integration into the country's modern economy and chain of production. Finally, the Colonies continue their whaling activities, which have often sparked controversy, and seek to settle disputes between themselves. Regardless, South Himyar holds much promise, as an aspiring symbol of cooperation between settlers and natives, and as a potential future hub of commerce, given its strategic position at the southern mouth of the Sea of Buto.

☞ (Himyar) – Pelasgia and South Himyar exchange first diplomatic missions in respective capitals. High Commissions and Commissions will be used instead of Embassies and Consulates, given that both state will retain the same monarch. South Himyar has initiated the process of exchanging diplomats with other Himyari and European states, while the transitional government has aired the idea of joining the Himyari Cooperation Forum and other international organisations.
☞ (International) – Pelasgia formally rescinds its recognition of the People's Republic of CBS, following the successful evacuation of Pelasgian citizens from the country. Pelasgia has withdrawn all diplomatic representation from CBS and ejected the CBS ambassador from its borders, following the support of the new CBS regime for the attempted DKKP coup in Propontis. Pelasgia has asked @Nedernesië to serve as its protecting power and indirectly represent Pelasgia in CBS for any matters that may arise between the two countries.
☞ (Religious) – Patriarchate of Cassandris excommunicates series of Kyphtic particularist clerics on charges of high heresy and phyletism, i.e. dividing the Orthodox flock along ethnic lines and attempting to undermine Church unity and the authority of the Ecumenical Throne. The move puts an end to discussions of a potential split within the Orthodox Church along doctrinal lines. Still, Propontis and Cassandris continue to have tensions over the latter's wishes for more autonomy, and perhaps even autocephaly, depending on the outcome of the Constitutional Convention.

The Constitutional Convention of the Pelasgian Empire has reached an agreement for the constitutional reform and state succession of the Empire. Supported by 420 delegates and opposed by 105, the agreement was supported by all delegates from Memphis and Philistaea, as well as all Pelasgian delegates except those of the Liberal Union. The Constitutionalist Party has apparently broken its alliance with the Liberal Union, choosing to make some concessions to the Absolutists of Memphis to peacefully resolve the divide between Propontis and Cassandris, concessions which the Liberal Union accuses the Constitutionalists of having undertaken to ensure its own electoral success in the new State Union of Pelasgia and Memphis. In the upcoming elections, it appears that the two parties will run separately, though the Constitutionalists will likely be able to count on the support of the Propontine Absolutists.

According to the settlement, Philistaea has been granted independence as the Commonwealth of Philistaea-Judaea, a federated state of the Republic of Philistaea and the Free State of Judaea, separated by the Mountains of Hierosolyma, as well as the autonomous Holy City of Hierosolyma. The new state will ensure the equality of the Philistaean Urudoah and Jewish communities, while also protecting the rights of the Pelasgian and Catholic minorities, and of the Patriarchate of Hierosolyma. Headed by triumvirate and a federal government which only controls defence, foreign relations, and currency, the new state retains a guarantee on the part of Pelasgia to enforce the treaty, by force if necessary. A population exchange shifting all Urudoah and Jews in the Empire to Philistaea, and all other subjects outside Hierosolyma to Pelasgia and Memphis, is to take place, with compensation for all lost property and passage costs, as well as a six month citizenship choice period for those with mixed families or other exemptions.

Memphis, for its part, will also be granted independence from Pelasgia, being allowed to retain a Constitution substantially alike that which Pelasgia had before the Constitutional Convention. This will effectively ensure the dominance of the Cassandris Absolutists over the new Kingdom of Memphis. Likewise, the Patriarchate of Cassandris has been granted autocephaly by the Ecumenical Throne, to reflect the change in stately status. Nevertheless, Memphis will retain the same monarchy as Pelasgia, leading to a State Union between the Empire of Pelasgia and the Kingdom of Memphis. This new State Union will possess a Union Government, responsible for defence, foreign relations, and currency. The Union Government will have its own legislature, the Common Parliament, a bicameral body. The lower chamber, known as the Union Boule, will be elected by all net tax-paying citizens of Pelasgia and Memphis, and will be responsible for all money bills. The upper chamber, known as the Union Council, will be staffed by sixty members chosen by the Government of each Member of the State Union. All laws will need to be approved by both houses, and each Member will determine how its seats will be filled. The new Union will retain the Pelasgian Hyperpyron, Armed Forces, Diplomatic Service, and central bank. Likewise, a more limited population exchange is to take place with Memphis based on the Patriarchate under which citizens fall, while a division of debts, assets, and liabilities is to take place. The Imperial and Royal Armed Forces and the Pelasgian State and/or Union Government are to take over most assets of the Empire, including military assets, across Europe.

The Empire of Pelasgia itself is transformed into a true Constitutional Monarchy. Cabinet The lower house of the Boule will be be the Chamber of Deputies, whose Deputies will be elected by all adult Pelasgian citizens based on universal suffrage every five years. To ensure adequate rural representation, the system of first-past-the-post shall be maintained for rural districts but will be replaced with proportional representation for urban centres. The upper house of is to be the Senate, which will be composed of one hundred and twenty members elected for nine years, with one third renewed every three years with elections, to be elected by land-owning net taxpayers, and another one hundred and twenty members to be appointed for life by the Emperor at the recommendation of the Prime Minister. The requirement for the Boule to sit at least twice every twelve months, once every semester, has been written into the Constitution, codifying a long-time convention. Judicial independence has also been written into the Constitution, along with the creation of a new, unified Supreme Court of Cassation for all cases. The court is to hear cases by leave, and is to have fifteen Justices, appointed by the Throne at the recommendation of the Prime Minister and Minister of Justice, with the approval of the Cabinet. All Justices are to retire at seventy years of age and will only be impeachable by the Throne at the advice of two thirds of the Senate. The Emperor's prerogative powers have been codified and limited to largely ceremonial or operational functions, such as calling elections. Notably a Bill of Rights has been added into the Constitution to bridge Section II of the previous Constitution, while the official status and privileges of the Orthodox Church are maintained and enshrined into hard law. Conscription for both sexes is also envisaged, though women will be exempted if they bear at least one child within marriage. The constitution is amendable by referendum supported by sixty percent of electors, or two thirds of both houses of the Boule.

As the process of state transition unfolds in all three states, elections are expected to take place for the states' various legislatures, and that of the State Union of Pelasgia and Memphis, early in august. The Settlement of Chrysopoulis, as the agreement has come to be called, has put an end to the Philistaean Question, at least in so far as it concerns Propontis, and has settled the constitutional debate between Propontis and Cassandris. Though widely supported according to polls, it remains to be seen how the new Constitution, the most liberal in decades, in Pelasgia, is to play out. Already, the Liberal Union, the Constitutionalist Party, and the remnants of the Absolutist Party have started to draw lines, with the latter two likely to form a coalition, while the left remains vacant since the prohibition of the DKKP.

☞ (International) – Ecumenical Patriarchate and other Patriarchates issue anathema against head of the Church of @Furlanìe following latter's refusal to help Kadikistani Orthodox refugees, his openly defying the Ecumenical Patriarch, and his branding the Kadikistani Orthodox "heretics." Church relations parallel worsening international relations, as the Union Government of Pelasgia and Memphis mulls sanctions against Furlanie over close ties with Kadikistan.
☞ (National) – Pelasgian Petroleum S.A. and other Pelasgian oil companies concentrate efforts on returning Pelasgian oil exports to pre-crisis levels, as rising international polarisation raises prices and demand. Pelasgian Ministry of Trade assures international partners that production should rise back to normal levels by the end of the summer, and could surpass them soon after, if necessary. To ensure protection of crucial facilities, units of the Pelasgian National Guard have been deployed to guard oil facilities. Notably, Pelasgian Petroleum retains ownership of most Philistaean-Judaean and South Himyari oil fields.
☞ (National) – Imperial and Royal Air Force makes use of thermobaric weapons and bunker-busters in Haydian Highlands and southern border regions as anti-insurgent operations against the DKKP continue. Imperial and Royal General Staff notes that, though mid to low in intensity, the DKKP insurgency is likely to continue for months. The Imperial and Royal Foreign Ministry has accused Kadikistan of funding and arming the DKKP terrorists, noting the presence of Kadikistani weapons among captured and slain DKKP militants. The Union Government has reached out to @Central Himyar regarding policing operations against smugglers in the Sea of Buto and around Nzadiland.

Conservatives Sweep Pelasgian, Memphian, and Union Parliaments in Landslide

The General Elections in the Empire of Pelasgia and Kingdom of Memphis, two Realms joined by a State Union, have resulted in a landslide victory for the conservative faction, represented by the National Rally in the Boule of Pelasgia, the Absolutist Party-Constitutionalist Party coalition in the Chamber of Deputies of Memphis, and the Constitutionalist Party in the Common Parliament of the State Union.

The conservative National Rally (Ἐθνικὸς Συναγερμός) which emerged from the merger of the Constitutionalist Party of Pelasgia and the Absolutist Party of Pelasgia has conquered a strong majority in the Chamber of Deputies, the lower house of the Boule (Parliament) of the Empire of Pelasgia. Under the leadership of Philippos Merkoures, Deputy of Thoricus, the National Rally dominated the rural ridings of inland Pelasgia, which elect Deputies based on a first-past-the-post system, while also gathering significant support within urban centres (which use proportional representation), earning over a third of their seats. Overall, the National Rally earned 287 seats out of 396, well over the 198 seats needed for an absolute majority and even 23 seats above the 2/3 supermajority needed for constitutional amendments and impeachments of judges. Ioannes Kravatas-Apostolakis led the Liberal Union (Ἕνωσις Φιλελευθέρων), the Constitutionalists' former partner, to a defeat, earning only 87 seats. Mostly gathered in urban centres among the affluent and more secular northern Pelasgian middle class, the Liberal vote was depressed by uncertainty, an electoral system that favours rural voters, and the independence of ethnic minorities which would have previously supported the Liberal Union against the National Rally. The Pelasgian left, represented by Alexandros Iordanides's Christian Syndicalist Union (Ἕνωσις Χριστιανῶν Συνδικαλιστῶν), was by far the biggest loser of the election night, earning only 22 seats out of the 44 seats the now-banned DKKP used to earn, chiefly among the urban working poor.

Propontis was clearly divided along class lines, with the more affluent and rural north voting for the National Rally, while the middle class central district voted for the Liberal Union and the poorer port district of Pyrgos voted for the Christian Syndicalist Union. The wealthier port of Hagios Simeon was divided almost evenly between the Liberal Union and the National Rally. The suburbs of Propontis generally favoured the National Rally, owing to their more rural nature.

The upper house of the Boule of Pelasgia, the Pelasgian Senate, was an even clearer victory for the National Rally. The Senate consists of 120 Elected Senators and 120 Lifelong Senators. The Elected Senators are elected much like the Chamber, with one third of them (40) being elected every three years by land-owning net-taxpayers. Among these, the National Rally clearly dominated, since the definition of "land-owning net-taxpayers" is so broad it basically encompasses most independent farmers in Old Pelasgia, as opposed to southern Pelasgia, where feudalism left many farmers landless or owning very small parcels of land. The National Rally thus returned 88 Elected Senators, chiefly in rural and suburban areas, while the Liberal Union returned 26, mostly in urban centres among the middle class and bourgeoisie, and the Christian Syndicalist Union returned a mere 6 Senators, all in urban areas. Due to its domination of both houses of the Boule, the National Rally is in a position to draft its own list of Appointed Senators to be recommended to His Imperial Majesty for lifelong appointment to the upper house. Mr. Merkoures, the National Rally leader and upcoming Prime Minister of Pelasgia, has already aired a list composed solely of 120 National Rally candidates for the Appointed Senator seats. This would give the National Rally 208 Senators out of 240 for the next three years, until the first 1/3 of the Elected Senators is set to be renewed via elections.

With such a strong majority in both houses, the National Rally will likely form Pelasgia's government for the next five years. It will also be able to appoint the 15 Justices of the Pelasgian Supreme Court of Cassation, ensuring a favourable composition of Pelasgia's highest court until the judges' mandatory retirement at 75 years of age.

Memphis: Untouched by the Constitutional Change

Looking at the electoral results in Memphis, one would wonder whether the electors of that Kingdom were aware of the profound political change that occured in Pelasgia but a few weeks ago. Led by Ptolemaios Patrinos, the chief Delegate of Memphis in the Constitutional Convention of July 2020, the hardline reactionary Absolutist Party (Ἀπολυταρχικὸν Κόμμα) conquered 64 of the 85 seats, earning a comfortable majority in the Memphian Chamber of Deputies. Leon Nikolaou's conservative Constitutionalist Party (Συνταγματικὸν Κόμμα) earned 21 seats, by far outclassed by the Absolutists. The two parties have former a coalition, based on the Constitutionalist-Absolutist Agreement in Pelasgia, though, in Memphis, it is the Absolutists who are the senior coalition partner. Memphis's electoral system of qualified suffrage limits voting rights to a minority of the adult population, effectively ensuring the continued dominance of the mostly Pelasgian or Pelasgised aristocracy of the Kingdom over the Chamber of Deputies. That being said, Memphis is an absolutist state like the Pelasgian Empire of old, and so the Chamber is a merely symbolic body, being relegated to passing non-binding motions, and only ever really having input when spending bills are discussed. Most legislative activity actually takes place in the Governing Senate, a body which is appointed by the Throne and not elected, and which is staffed entirely by Absolutists.

Common Parliament: The More Things Change, the More They Stay the Same

A portrait of Pelasgia-Memphis that does not differ too much from the pre-Convention days is clearly painted by the election results of the Common Parliament, the legislature of the Union Government of the State Union of Pelasgia and Memphis. The Union Boule is has essentially replaced the old Chamber of Deputies of the Pelasgian Empire, even taking its physical place in the Grand Palace of Propontis' southern wing, albeit with a slightly smaller electoral base. The 44 seats once accorded to Hieron and Makrinon Prefectures, which now form the independent country of Philistaea-Judaea with a population of 10,643,809, no longer figure in the parliamentary graph. It ought to be noted that the Boule is still elected by net-tax-paying landowners, as it only meets twice a year (outside of extraordinary sessions) to validate Acts of the Union Council and to pass bills largely dealing with defence and foreign policy spending, as well as currency matters, the three competencies of the Union Government. Given that all other competencies, such as social policy, are the mandate of the National Governments of Pelasgia and Memphis, the Union Boule is largely seen as a vehicle to represent those who pay for the Union Government's expenses in both Realms.

Otherwise, the portrait resembles that of the pre-Convention Chamber very much. The Constitutionalist Party, the Union-level equivalent of the Pelasgian National Rally and Memphian Constitutionalist Party, has taken 287 seats, 46 more than are needed for an absolute majority. The Absolutist Party, the Constitutionalists' junior coalition partner from Memphis, has taken all of Memphis's 85 seats, giving the right-wing coalition a broad majority of 372 seats, well above the 2/3 supermajority needed for certain special acts. This is akin to the Constitutionalist-Absolutist Coalition that governed by pre-Convention Pelasgia, albeit with the Constitutionalists as the senior partner. The Liberal Union is limited to 87 seats, mostly in urban Pelasgia, while the Christian Syndicalist Union has but 22 seats, just like in the Boule of Pelasgia. This majority will allow the Constitutionalists and Absolutists to comfortably enact their budgets, while undertaking military reform and foreign policy realignment to counter Kadikistan and suppress the continuing low-level DKKP insurgency.

The Union Council, the standing Union Government legislative body and upper house of the Common Parliament, is much more clear cut. Composed of 120 Councilors, 60 of which are chosen by the National Government of each Realm, the Union Council is sharply split between 60 Constitutionalists and 60 Absolutists. The tie-breaking vote is held by the Sovereign of the United Realms, who is to exercise it at the advice of the Prime Minister. The current coalition has indicated its willingness to appoint Count Nikolaos Margarites, the former transitional Minister of Foreign Affairs, to the position of Prime Minister. The current Prime Minister, General Porphyrios Theosophides, would become the Minister of Defence, while former Finance Minister and Imperial Chancellor Georgios Arsenes being appointed to the position of Finance Minister. The Governor of the Bank of Pelasgia and Memphis, Aristoteles Martinos, is set to continue in his role without interruption, pursuing his policy of stabilizing the Pelasgo-Memphian Hyperpyron.
