Court of Cassation Rejects Group Defamation Claim by Taxi Drivers, Lawyers Against Comedian
Propontis, 17 December 2019 | Trikalinos Iordanes

You must be registered for see images

The main building of the Court of Cassation, Pelasgia’s final civil and criminal court of appeal

The Court of Cassation, Pelasgia’s highest civil and criminal court, has rejected an attempt by the Propontis Taxi Drivers’ Union and the Propontis Bar Association to institute group defamation proceedings against Elias Lambropoulos, a notoriously provocative late-night comedian. According to the press statements by both professional associations, Mr. Lambropoulos made “untrue negative comments regarding the plaintiffs, with an extremely prejudicial effect to their reputation” during a segment on his widely popular late-night comedy show “Elias’ Emporium”. The segment, titled “The Greatest Crooks of Pelasgian Society”, made several scathing comments against lawyers and taxi drivers, who were referred to as “money-hungry crooks that’d defend their own sisters’ violators for a few thousand obols an hour” and “stinky, uneducated know-it-alls, who’d tell an astronaut they’d been to Mars if he told them he'd just came back from the Moon”, respectively. Lambropoulos, who has been repeatedly fined by the Pelasgian Broadcasting Council for his vulgar and inappropriate remarks in the past, maintains that his claims are protected by freedom of the press and speech, and thus fall within the legal defence of fair comment, due to the public interest in protecting his speech.

The Court declined to agree with either side’s substantive arguments, instead focusing on a procedural matter: in the Pelasgian civil law, defamation is an individual, not a collective wrong, and can only be claimed by individual persons, whether natural or legal. Given that Mr. Lambropoulos named neither professional association as a legal person, but instead referred to individual natural persons who may or may not be members of the said associations, the two groups cannot institute an action in defamation against the defendant via uninterested third parties, who have not received mandatory power from the said groups’ members. As the class action is equally unknown to the Law of Pelasgia, the Court concluded, that remedy too cannot be sought, outside of limited, statutorily-prescribed cases. Though individual lawyers or taxi drivers might still seek a claim in defamation, their chances of success would be slim, given that Mr. Lambropoulos did not name any persons in particular, according to legal specialists.

The ruling has seen a mixed reception from the legal community, and Pelasgian society at large. The Dean of Law at the University of Propontis, Avgoustinos Harmenopoulos, hailed the decision as upholding the proper doctrine of defamation in the civil law tradition, without falling prey to influences from other traditions, particularly the Engell common law and its emphasis on class actions for all sorts of wrongs. By contrast, the General Council of Israelite Communities, the largest body representing the Pelasgian Jewish communities, expressed its dismay at the decision; the Council has long hoped to use group defamation as a means to counter anti-Semitic propaganda, and sought to intervene in the case citing public interest, unsuccessfully. The Ministry of Justice has not commented on the decision, citing the principles of separation of powers, judicial independence and the rule of law. Debates among legislators in the Legislative Council this week have made it clear that the government has no intention of altering defamation laws or increasing the scope of class actions, limited as it is, in the Pelasgian legal system.

Wishing to avoid a major disruption in both passenger and cargo traffic as the Christmas holiday season approaches, the Government has hinted at declaring any sudden strike illegal.
☞ (Law & Order) – Pelasgian Politarchy troopers shoot man dead during a traffic stop gone bad at a routine checkpoint, near the Propontis-Kerasond highway. When motioned to stop, the man allegedly attempted to run Politarchy troopers over, driving into a nearby storm shelter, before exiting the vehicle and opening fire. One Politarchy trooper was lightly wounded, while the attacker was shot twelve times, leading to his near-instantaneous death.
☞ (Religion) – The Ecumenical Patriarch has hinted at a potential early retirement in recent statements, leading to rumours that a new Patriarchal election might be close. The Ecumenical Patriarch, who is approaching eighty years of age, has found himself embattled and embittered after the repeated criticism of his reforms and policy by other leading Bishops. April’s failed talks regarding the relations between the Orthodox Church and the Pelasgian State, and the latter’s seizure of Church property, were a major source of embarrassment for His All-Holiness.

University of Propontis Takes Action Against Uncovered Radical Student Group With Faculty Links
Propontis, 22 December 2019 | Demosthenes Antoniades

You must be registered for see images

The rectorate and historic main building of the University of Propontis, which used to house the Faculty of Philosophy

The Rectorate of the University of Propontis has announced the expulsion of thirty-two students and the suspension of two faculty members after an undercover group of radical anarchists was uncovered among the student body. The group, calling itself the "Anti-Statist Student for Popular Liberation" reportedly consisted of a small but hardcore group of radical anarchists with links to radical underground groups of Marxist revisionists, post-delegationists and anarchists. Members of the group allegedly planned to stage an occupation of the university, barricading themselves in the rectorate building, while sympathizers of the group took over the faculties of law, medicine and philosophy. A similar protest had allegedly been planned by a linked group at the Polytechnic of Propontis. A manifesto discovered by University authorities reportedly included demands such as the breaking up of the university into smaller groups, the abolition of university entrance exams, the abolition of final exams in favour of group and oral examinations and the institution of a police exclusion zone on higher learning institutions. Other, more vague social demands such as climate action, radical anarcho-socialist economic reforms, the suppression of the Orthodox Church and the dissolution of the Central Government were also included in the manifesto, along with a call to the Pelasgian people to "rise up against state oppression". The University authorities have vowed to take a hard stance against such incidents, both due to their illegality and their descriptiveness of student life, particularly in the midst of exam period.

The General Directorate for Public Security, Pelasgia's civilian police, have reportedly opened an investigation into the incident, as has the Propontis First Instance Procuratorate. Some sources have also reported the potential involvement of the State Security Service (YKA) due to the profoundly concerning political dimension of the allegations. If proven true, these allegations could amount to several felonies, including but not limited to conspiracy to overthrow the lawful government of the land and the constitution, conspiracy to cause grave public disorder, conspiracy to constitute an illegal political group, and founding a political group inside a public institution of higher education. Charges under the notorious Special Compulsory Law 571/1971 (commonly known as the "Delictum sui generis law") for "conspiracy to overthrow the political and social regime of the land" are also likely to be levied against the students and two professors, if sufficient evidence is gathered. The unfolding of such a conspiracy in the country's most prominent university has caused great alarm in Propontis, where the Ministry of Internal Affairs (YPES) and Ministry of Justice have launched preliminary inquiries along with prosecutors to ensure the political loyalty of the country's academic institutions to Pelasgia's constitutional regime and the rule of law. The uncovering of the University of Propontis cell by university authorities and police might likely be linked to Operation Tiresias, an unconfirmed but widely suspected operation by Pelasgian authorities to suppress radical anti-regime movements, particularly of a left-wing nature, in the country's intelligentsia and public service.

The Propontis First Instance Procuratorate and the several government agencies and departments involved have refused to provide further comment on the story as of now, but more information is expected to surface in coming days as the story unfolds. Right now, the thirty-two students and two faculty members, along with a few dozen other linked persons inside and outside the University and Polytechnic, have been placed in pre-trial custody by the Propontis Directorate for Public Security. Bail has been denied by the Propontis Criminal Court of First Instance, while the Prosecutor has reportedly asked for the transportation of the persons in question to Hagioi Anargyroi Prison, a high-security prison for political offenders. Law enforcement forces have been deployed at both the University and Polytechnic of Propontis, as a crackdown on groups linked to the affair is expected in coming weeks.

Pelasgian State
Office of the Chief of State
Public Announcement

Propontis, 25 December 2019
Notice: The following document has been released by Office of His Excellency, the Chief of the Pelasgian State for public circulation without any restrictions.
--------------------------------------------------------------------------------------------------------------------------------------------------------------------------------
ADDRESS OF HIS EXCELLENCY, THE CHIEF OF STATE, TO THE PELASGIAN NATION, ON THE OCCASION OF CHRISTMAS, IN THE YEAR OF OUR LORD MMXIX.

People of Pelasgia,

Today's anniversary marks the passage of two thousand and nineteen years since the Birth of our Lord and Saviour, Jesus Christ of Nazareth. Two thousand and nineteen years since the Light of God became Flesh and delivered all of mankind to Salvation from its sin and hopelessness. For us Pelasgians, this occasion is even more poignant due to our geographic and civic connection with the event: Jesus Christ was born in Nazareth, a village in the Hieron Prefecture of Philistaea, in the Tiburan Empire, the State of which our own is a direct successor. It gives us hope to this day that God became man in that small corner of the world, and yet saved humanity like no Sovereign ever could. It is the hope of the Miracle Birth of Jesus from the All-Saintly Virgin Mary that inspires the vast majority of Pelasgians to this day, in Philistaea and beyond, to follow the teachings of Christianity, so much so that it is the dominant faith in our country.

And on this day, just like every year before, these countless millions of our compatriots are gathered in their homes and their parishes, among family and friends, to celebrate and to reflect on the momentous occasion of Christ's Birth. Let us then, gathered among kin and folk, reflect on all that has transpired since we last met in churchyard or homely hearth, in Pelasgia and abroad. The great deed of the development of Himyar has progressed further, with the expansion of rail links between West and East Himyar, and the establishment of trade outposts in the Far South; in this struggle, Pelasgia has always been at the forefront. Pelasgia herself has seen wealth and prosperity like never before, and security and stability for fifty years since the National Revolution.

In the half century that has elapsed since 1969, we have seen industry and development spread to the furthest corners of the country. We have seen unemployment virtually eradicated, and poverty made a thing of the past. We have forgotten the sight or sound of violent clashes among compatriots, of employee versus employer, of parishioner against parishioner, of citizen against citizen, of husband versus wife, and of brother against brother. All Pelasgians today stand united in brotherhood and peace, blessed by education, healthcare, work safety, social security that the world would envy. Our economy and industry have made Pelasgia once more a shining pearl on the Long Sea, and our science has made the stars our next frontier. Our military stands strong on air, land and sea, guarding our country from outside dangers, as our constables guard it from crime and subversion within. And all of this is due to our continued piety, our unapologetic nationalism, our uncompromising patriotism and our readiness to make sacrifices for the common good. The soldier, the worker, the peasant, the student are ever ready to progress Pelasgia into the future, led by the careful stewardship of the officer, the priest, the constable, the teacher and the elder. And let us not forget of five generations of Pelasgian women: mothers, nuns, nurses, artists, poets, writers, doctors, educators, sisters and wives. If our men are to follow the example of Jesus and Joseph, this they can only do if our women stay true to that of Mary. For as long as the sons and daughters of Pelasgia are virtuous, our State, blessed by God, shall never perish!

With this in mind, my fellow countrymen, I invite you to reflect on all that God has bestowed us in reward for our faith in him and for our honest labour since last year's Christmas, and since Christmas of 1969. And I assure you that, if we continue on this virtuous path, we will only strive to further glory, ever and ever onward. And let us thus glorify the Name of the Indivisible Triadic God, of the Father, the Son, and the Holy Spirit, who came down from heaven and was made Flesh on this Day of December, two thousand and nineteen years ago.

To every Pelasgian family, from the furthest outpost of the Far South or of the Sovereign Bases of Tephanon to the great metropole of Propontis and the Holy City of Hierosolyma, I extend the same wish: Merry Christmas and a Happy New Year! To next year, with health, safety and joy.

With esteem,

Evangelos Sakellarides
Marshal of the Pelasgian Armed Forces
Chief of the Pelasgian State

Authorities Ban Blasphemous Play After Immense Public Outcry
Propontis, 28 December 2019 | Markos Voulares

You must be registered for see images

Propontis State Opera, where the play was allegedly set to be performed, has disavowed it following public outcry

Authorities in Propontis have formally prohibited the performance of a play following immense public outcry over its blasphemous content, in the midst of the holiday season. The play, titled "Queer Jesus", raised immense public outrage by ridiculing the figure of Jesus Christ, along with other important Christian Saints, such as the Virgin Mary. The play's authors claimed that they hoped to provoke public dialogue over the need for a more inclusive, tolerant and secular society; evidently, the vast majority of Pelasgians did not see it that way. The Propontis First Instance Procuratorate has opened an investigation into the matter, and the Propontis Court of First Instance has issued an order prohibiting the play's performance. Public outcry swelled almost immediately, reaching national news, when a local Propontine newspaper circulated a picture of a poster put up by the play's organising troupe, with the headline "BLASPHEMY". The poster include Jesus Christ dressed in drag and the Virgin Mary wielding a bong, according to a press release by the Propontis Directorate for Public Security.

The play's organisers, which include its writer and the posters' makers, have been charged with gross offence to public morality and the mocking of religious sentiment, both of which are misdemeanors under the Pelasgian Penal Code. The Court has so far not seen fit to place the defendants into pre-trial custody, given the non-violent nature of the offence, though they have been cautioned to abstain from public communications on the matter, or on religious topics in general, until the trial's conclusion. A trial date has been set for January, and the group's members (six men and three women) appeared before the Prosecutor yesterday to respond to the charges. Though the defendants' identities have been kept secret, a standard practice under Pelasgian criminal law, the General Directorate for Public Security has revealed that they have previously been charged with participation in illegal marches and groups, as well as vandalism and petty theft. One member has even been arrested for vandalising a Church, after spray-painting political messages on the walls of Iolcus Metropolitan Cathedral a few years ago.

For its part, Propontis State Opera, which was allegedly listed as the play's venue, has disavowed all connection to the play and claimed to be ignorant of any such arrangement. The director of the Opera publicly denounced the group and its blasphemous practices, and reaffirmed the Opera's respect for religious sentiment and the Christian festivities of the holiday period. On a political level, the disavowal of the troupe's alleged blasphemy has been all but unanimous, with the Minister of Internal Affairs and the Minister of State for Religious Affairs promising to ensure that laws protecting religious sentiment and public morality are upheld to the letter. Though some civil society groups have voiced concern over what they deem to be censorship, the vast majority of the Pelasgian public seems to support the authorities' response to the controversy. According to a poll by Palmos Statistics S.A., 79% of Pelasgians supported the government's response, 14% were neutral, 4% did not answer, and only 3% were opposed. The powerful and influential Orthodox Church clearly echoed the majority position, voicing its satisfaction through the mouth of His All-Holiness, the Ecumenical Patriarch of Propontis, in a press statement earlier today.

In other news
☞ (Politics) – Pelasgian Senate formally moves to nominate His Excellency, the Chief of State, for the title of Ethnarch. Ethnarch, meaning "Leader of the Nation", is an honourific usually applied to a handful of important Pelasgian historical leaders, such as deceased Prime Minister Sophokles Krevatas. Though it would not grant the Chief of State additional powers, it would certainly elevate him to the status of a core historical leader in the pantheon of Pelasgian nationalism, and in the collective historical imagination of all Pelasgians.
☞ (Law & Order) – Clashes between the DKKP and Post-Delegationist groups leave twenty-nine injured and result in thirty-three arrests. Union groups aligned with the two factions brawled over a proposed strike and came to blows at the Propontine port of Pyrgos, before police forces intervened. No arrests of DKKP members were made, as police and Procuratorate sources claim that the clashes were instigated and carried out by the Post-Delegationists.
☞ (Infrastructure) – Chief of State to visit Sindos to inaugurate the new metro expansion, as works are set to finish in coming weeks. The new metro lines and extensions will double the network's coverage to correspond with the metropolitan area's expansion over recent decades. Works to expand the metro have been going on for over a decade, as archeological findings continuously delay digs.

Explosion at Sindos Metro Kills 43, including Chief of State and Wife
Propontis, 4 January 2020 | Demosthenes Antoniades

Sindos police and emergency personnel rush to Akrosindos Metro Station, moments after the blast

Early this morning, an explosion at Akrosindos Metro Station occurred, resulting in the death of 43 men and women, and the injury of tens more. Among the dead were His Excellency, the Chief of State, Marshal Evangelos Sakellarides and his wife, Penelope, as well as the Mayor of Sindos, Mr. Demetrios Zervas. Hundreds of dignitaries and journalists were gathered at the site, along with tens of thousands of Pelasgians above ground, as the Chief of State, who had been recently granted the honourific title of Ethnarch by the Senate, had come to Sindos to inaugurate the city's expanded metro network. The excitement of the moment was cut short by the sudden and powerful blast, which killed 43 men and women of various ages; 32 died instantly due to the blast, and the rest succumbed to their injuries later that day, with up to a hundred more being treated at various hospitals in Sindos, at varying degrees of severity. Authorities have not yet attributed a certain cause to the blast, but a spokesperson for the General Directorate for Public Security (GDDA), Pelasgia's civilian police, stated that the most likely cause was a terrorist attack. Forensics and investigative teams of the GDDA's anti-terrorist unit have arrived to Akrosindos Metro Station to further investigate the incident. At the same time, the Prime Minister has ordered the deployment of thousands of Politarchy, GDDA and other law enforcement personnel at public buildings, spaces, infrastructure hubs and ports of entry across Pelasgia, to prevent any further attacks.

The Senate has met in an emergency session to determine the succession of the now deceased Chief of State, and His Excellency's designated successor, General of the Army Stylianos Leontopoulos has been evacuated to Prinkeponesos Island across the Propontine strait for security reasons. The Senate has voted to enact a temporary State of Siege for a provisional period of 10 days, until the causes of the tragedy can be determined and the perpetrators apprehended, so as to ensure the safety of the Pelasgian State and the public at large. In the interim period until the new Chief of State's appointment, the Senate has designated His All-Holiness, Ecumenical Patriarch Sergius III of Propontis as Interim Chief of the Pelasgian State, a task which His All-Holiness has most dutifully accepted. In a message to the Pelasgian people, the Patriarch urged for national unity and cooperation with the authorities, vowing that those responsible for this grave national tragedy would be apprehended and that no further attacks would be allowed to take place. In the meantime, civil defence authorities in Sindos, Pelasgia's second largest city, have announced that they have completely secured Akrosindos Metro Station, with all fires being put out and all wounded and trapped persons evacuated. They will now begin the process of clearing any secondary debris and verifying the identities of those whose remains have yet to be identified.

The Orthodox Church has called for a period of mourning following this tragedy, as have Pelasgia's civil authorities. The funeral of the Chief of State is set to take place in the nearby future, along with that of all those slain in the attack. The Government of Pelasgia has vowed to cover all costs for the funeral, making it a public ceremony. By Executive Decree, all flags in Pelasgian government buildings and Pelasgian diplomatic missions abroad are to be flown at half a mast, with a black pennant of mourning, until the expiration of the official mourning period. An all-night akathist held in the Cathedral of Sindos to call to the Virgin Mary, the city's patron, will take place, for all those mourning the loss of loved ones or of important national figures. Across Pelasgia, civil and religious authorities have been toning down the celebrations for the upcoming religious holiday of Epiphany, and cancelling some events, so as to not conflict with the broader spirit of mourning and grief.

In other news
☞ (Weather) – Intense snowstorms leave hundreds without power or cut off in central and southern Pelasgia, prompting Prefectural authorities to request support of local Politarchy and Army forces. Efforts to clear snow from rural roads and reconnect power links to smaller towns progressing rapidly, according to local government officials.
☞ (Justice) – Propontis Court of First Instance, Criminal Division convicts all thirty-four defendants implicated in the University of Propontis radical group affair. The defendants, thirty-two students and two lecturers, were found guilty of a series of offences, including violations of Special Compulsory Law 571/1971 and sentenced to ten years' incarceration without parole and disfranchisement. Defendants plan to appeal to Propontis Court of Appeal.
☞ (International) – Concern mounts in Propontis over the future of the Status Quo Treaty with Kadikistan, as the anti-SQT Youth League, a radical faction within the dominant Communist Party, grows increasingly strong. Diplomatic circles are increasingly considering potential realignments to compensate for the potential failure of SQT, though many analysts fear the collapse of the SQT could permanently damage the stability of the Long Sea corridor.

On behalf of the Central Committee of the All-Union Communist Workers' Party, the Council of People's Commissariats, the All-Union People's Assembly and the united soldiers, workers and peasants of the Kadikistani Union we wish to send our most profound and deepest condolences for the tragic death of a glorious statesman Marshal Evangelos Sakellarides. Truly today, the 4th of January 2020, is a day that will live in infamy. A day when not one, but two great leaders have reached their tragic endings. Two leaders who together, and only together, succeeded in bringing a lasting peace to our region which is so often threatened by the forces of instability both in the East and in the West. Marshall Sakellarides will be remembered as a statesman who brought not only stability and wealth to the region, but also strength and justice.

While we mourn alongside our Pelasgian partners we also experience great anger and resolve. While First Secretary Sergej Moravscik died from natural causes, Marshall Sakellarides was killed in a most cowardly fashion alongside 43 fellow sons and daughters of the Pelasgian State. May the retribution for this horrible crime be just and swift, may this horrible tragedy be avenged in such a way that will deter other from ever committing such atrocities again. As always our Pelasgian friends can count on our support wherever they may need it.

Ministry of Foreign Affairs

To the government and people of Pelasgia,

The government and people of the Despotate of Nobatia, decries the horrific and barbarous act that ended the lives of so many Pelasgian citizens. The loss of the Chief of State, Marshal Evangelos Sakellarides and his wife, has shattered the dreams of hope, unity, solidarity and community of the entire Himyari community as they fought so hard to see the three Himyari Lions come together and let aside their differences. Nobatia will join Pelasgia in mourning and the government in Faras will start a week long period where the flags will be flown at half mast in a sign of solidarity.

We fully condemn this act of terrorism and fully understand the need to catch the criminal cowards that have done unspeakable pain to countless families in Pelasgia. We will stand in solidarity and be ready to aid the Propontine authorities in any way necessary, be it for medical emergencies or aid in catching the perpetrators.

The Nobatian Church will organise a mass in memory of the victims which will be held at the Saint Markos Cathedral in Faras. We will pray for the best and for the souls of the deceased one.

Signed and sealed,

To the People and Government of Pelasgia,

The people of Auraria woke up in a state of horror after learning of the inhuman acts that have taken place in Sindos. The lives of 43 innocent people, including Chief of State Marshal Evangelos Sakellarides and his wife, is a tragedy beyond measure. These are people who were carrying about their lives, enjoying the blessings brought by citizenship in Pelasgia. Their futures, their dreams, and their ambitions were robbed from them by the action of cowardly terrorists.

The death of Chief of State Sakellarides will leave a void in the Pelasgian State as the people mourn his loss but celebrate and memorialize his leadership and contributions to the country. Pelasgia, supported by the Pelasgians, remains a strong country that can and will endure. The Pelasgians' commitment to maintaining peace and security not only within its homelands but on the critical waterways of the Long Sea remain a critical component to global security and this is a commitment that must always endure.

The Republic joins Pelasgia in mourning the lives lost in this terrible assault and it stands in solidarity to find the culprits.

All the best,

Greiving Pelasgians,

Upon receiving the brief containing the tragic news of the senseless murders of the Chief of State & his wife, I commenced to authoring this communique with a heavy heart. Marshal & Penelope Sakellarides will be remembered as patriots who strived to better Pelasgia & indeed all Europe.

In response I am ordering all national flags to half staff for a week. Justosia grieves with you. God bless you.

Sincerely,

Senate names Admiral Laskarides Emperor, establishes Constituent Assembly
Propontis, 10 January 2020 | Demosthenes Antoniades

A nighttime shot of the New Senate House in central Propontis, which houses the upper house of the Pelasgian legislature

In a surprise move, the Senate of Pelasgia has voted to appoint Admiral of the Fleet Laonikos Laskarides as Chief of State of Pelasgia, and to bestow upon him the title of Basileus and Autocrat of the Pelasgians, the traditional style of the Propontine Emperors of Pelasgia. The Senate has also moved to convene a Constituent Assembly to draft a new Constitution to reflect this change in the country's political affairs, a move which was seconded by the country's lower house, the Legislative Council soon thereafter. In both houses, the dominant Constitutionalists obtained a wide majority: 60% in the Senate, with the defection of three Party of April hardliners, and 80% in the Council with the support of the opposition. The aforementioned defection allowed the Constitutionalists to gain the 3/5 majority mandated by the Constitution to veto the appointment of the late Chief of State's designated successor, General of the Army Stylianos Leontopoulos to the highest office in Pelasgia, paving the way for Admiral Laskarides' ascension to the Throne. The Restoration of the Laskarid Dynasty to the Throne of Propontis was greeted by military units garrisoned in the capital to enforce State of Siege regulations in the wake of the Sindos Metro Bombing with overflights of jets and the firing of gun salutes. Soon, the barely awoken Pelasgian public joined in the celebrations, with the chiming of church bells and the honking of car horns. For his part, the would-be Chief of State, General Leontopoulos remains in Prinkeponesos, though whether that is of his own will remains unknown.

The wide presence of the military units in the capital, heavy even for a time of martial law, has many talking of an Imperial coup. The affiliation of these units with the Navy, the General Directorate for Public Security, and the Army's Supreme Command of the Interior and Islands (ASDEN), forces traditionally affiliated with the Propontine loyalist elites, has strengthened such talk. In the meantime, however, no attempts by regime hardliners or republicans to take advantage of the situation seem to have taken place, largely due to the already tight public order restrictions brought about by the tragedy in Sindos but late last week. Whatever the political machinations behind this regime change, which surely involve the three high-ranking Aprilian senators of aristocratic origin who seemed to have switched sides in the blink of an eye, public support for the Laskarid Restoration seems to be high. The uncertainty of the future of Pelasgia's hybrid regime between monarchy and republic, autocracy and constitutionalism, a de facto institutionalised regency with a duration of half a century had grown increasingly acute with the passing of every year since the advent of the new century. The death of Marshal Sakellarides, the architect of the regime's Constitution and the linchpin holding the whole delicate house of cards behind this permanent state of transition together seems to have been the final straw that broke the back of the old regime and forced the various factions of Pelasgia's internal politics to show their hand.

The hardliners of the Party of April had inertia on their side, and banked on the letter of the law to put their candidate in office and then resume the country's course, gradually reversing any progress that the moderate Constitutionalist faction might have made since 1969. The radical Republicans played their own card with the bombing at Sindos Metro Station, something which backfired and essentially saw their faction eliminated by the State's security apparatus. Finally, the Constitutionalist moderates realised that the status quo was untenable and needed to be replaced, if they were to win; thus, they sided with the opposition and the Throne loyalist circles of Propontis to restore Pelasgia to a true Constitutional Monarchy which, in all but name, it had become with the Constitution of 1969. The political path on which Pelasgia will tread from here is uncertain; tomorrow could bring civil war or revolution. But, right now, the Constitutionalists, who hold near-absolute power in Propontis, have proclaimed their wish for constitutionalism, the rule of law and traditional hierarchy to guide Pelasgia's path, as they once did before the crises that gripped the country in the second half of the 20th century. The great success of the Regime of April 15th, 1969 was to repair Pelasgia's social and economic fabric; the great challenge of this new Laskarid Restoration will be to do the same with Pelasgia's constitution and politics.

☞ (International) – Pelasgia and Justosia restore diplomatic relations, following the ascension of a new Justosian Empress. Ministry of Foreign Affairs

The Nobatian Realm wishes to congratulate Laonikos Laskarides for his proclamation as Emperor of Pelasgia, finally ending the period of vacancy for one of the oldest thrones in history. We understand that those are hard moments that the country goes too and we will send our blessings and prayers so that God can lend a hand and help the people and the State go through this crisis with no more tragedies or problems.

We salute the return to constitutionalism and to the traditional political status quo of Pelasgia that has been created by centuries of Leontic and Tiburan political culture. We hope that the voice of the people will be heard as they will be called to give their support or reject this new constitution, so that this current hybrid regime, caught in limbo between republicanism and monarchism and civism and militarism can finally step down, putting an end to a political experiment that has lasted for over half a century.

The Achilleion Palace wishes to congratulate Laonikos Laskarides, with his Majesty, Markos V Ioel offering his best regards in those trying times of suffering and change, but hope for the future.

Signed and Sealed,
Gabriel Zariades

Constitutional Referendum, General Amnesty, New Regal Name Proclaimed by Decree

Propontis, 19 January 2020 | Petros Mavropoulos

You must be registered for see images

The Marmaras Provincial Governorate, where the Decree was signed and sealed by His Imperial Majesty

During a visit to the port city of Marmaras, in that same Province, His Imperial Majesty, the Emperor of Pelasgia published outlining a series of measures reforms to resolve the Empire's political issues. For starters, the Emperor accepted the titles and offices bestowed upon Him by the Senate and the Constituent Assembly of Pelasgia, taking the regal name Theodore III Laskaris, designating the Laskarides cadet branch from which He hails as the restored main branch of the Laskaris Dynasty. Thereafter, His Imperial Majesty proclaimed a general amnesty for whole swaths of political offenders and dissidents of both recent weeks and previous years, on the condition that more recent offenders vow to never take up arms against the government again. The Decree was carefully drafted so as to not grant amnesty to Delictum Sui Generis law violators and other terrorists, such as those behind the Sindos Metro Bombing. As part of the same Decree, His Imperial Majesty has accepted the constitutional draft approved by the Constituent Assembly, and has decided to submit it to the Pelasgian electorate for approval or rejection in the form of a referendum.

If approved, the new Constitution would return Pelasgia to its traditional form of government before the Fifty Years' Regency and the Twenty Years' Apostasy: a Constitutional Monarchy. Notably, the Emperor vowed to uphold and enshrine protections for all rights and freedoms enjoyed by Pelasgians, including property rights, and to respect equality between commoners and Peers, despite a restoration of the Peerage as per the 1889/1922 Law. Additionally, the decree vowed to protect religious minorities while continuing to officially recognise the dominance of the Orthodox Church, and to avoid any and all reprisals or factional and nepotistic appointments to public and judicial offices. Last but perhaps more importantly, the Decree promised a lower house to replace the Legislative Council. This house, termed the Chamber of Deputies in the draft constitution, would be elected by universal suffrage and would be the originating point for all legislative initiatives. Moreover, the new Constitution would make half of the Senate electable by the public, albeit with the added restriction of electors needing to be net tax contributors to the public purse, to act as a check on populist initiatives and to prevent class antagonism. The other half of the Senate would still be composed of Peers, though the reformed peerage would allow new Peers to be created at the Prime Minister's recommendation. Notably, the Prime Minister would now require the confidence of the new Common Parliament (the collective term for the bicameral legislature) to be appointed by the Emperor.

The proposed Constitution contains plans for a unified Supreme Court, rather than the current system of multiple concurrent High Courts for different areas of law. This Supreme Court would consist of fourteen Justices and one Chief Justice, to be appointed by the Throne at the Prime Minister's recommendation. The Throne would largely retain a ceremonial role, with everyday governance being the responsibility of the Cabinet, as has traditionally been the case in Pelasgian politics before the Regency. The new draft Constitution also contains long lists of rights and freedoms, which once more enshrine what many Pelasgians held dear about the Pelasgian legal order: freedom of speech, religion, assembly, association and conscience, as well as property rights, rights to keep and bear arms, civil rights (in the Civil Law sense of private legal rights), legal rights, political rights and equality rights, to name some. These would be enshrined in Section II of the Constitution, which solely dedicated to rights and freedoms. Finally, both the proposed Constitution and the Imperial Decree endorsing it vow to maintain Pelasgia's international rights and obligations as part of state continuity, a statement which must be a relief to those concerned about the future of the Status Quo Treaty, the Zarakas Declaration and countless other agreements.

With the referendum scheduled by the end of January, political analysts are rushing to conduct polls regarding public opinion. For now, the public certainly seems to be excited about recent developments in Pelasgian politics.

In other news
☞ (International) – Bizarre spat between Pelasgian Empire and Confederation of Montedoro leads latter's protecting power, Serenierre, to disavow Montedoro's concerns over supposed Pelasgian expansionism in the Long Sea. Propontis concerned that Montedoro might be attempting to provoke tensions in the Long Sea for internal political gain, while Pelasgian Foreign Office sources maintain that Pelasgia's claims completely respect the customary rules of the international law of the sea.
☞ (Far South) – Pelasgian Southern Himyari Company reports that the population of Registered Settlers in the Far Southern Territories has reached four hundred and twenty thousand thanks to continued settlement efforts. Number of Independent Settlers might likely be nearing a million, according to PSHC sources. Propontis increasingly interested in expanding direct control over the Territory given the progress of development and settlement, as evidenced by dispatching of new Imperial Far Southern Constabulary units to Port Neolcus.
☞ (Himyari Affairs) – Pelasgia to participate in the Games of the VII Apolloniad in Nobatia, with countless other nations showing interest in the Games. Nobatia expresses interest in Pelasgia's initiative for an Association for Himyari Cooperation, proposing a rotating capital, an idea to which the Pelasgian Foreign Office responds positively. Pan-Himyarist circles in Propontis increasingly excited about the prospects of the Ebony Continent in the near future.

"The Pelasgian propaganda machine continues to propagate an impression that the Imperial ambitions of Pelasgia do not hamper our legitimate concerns. It is indeed interesting that our legitimate concerns are being cast as 'attempts to provoke tensions' whereas the Confederation is but a small presence in the region. We know well the ways of the treacherous Himyari in Propontis. The world should be aware. "

Pelasgian Empire
Ministry of Foreign Affairs
Official Communiqué

Propontis, 21 January 2020
Public Statement

To whom it may concern,

If Pelasgia had its Imperial sights turned on Montedoro, the Confederation's leaders can rest assured that they would have long felt the pressure in much more substantive ways by now. Montedoro's recent provocations have now reached a level of blatant racism against Himyaris, a matter which should be of concern to all people of the Ebony Continent. We wonder when the Confederation's far more sane protectors will step in to remind their vassal to not provoke its bigger neighbours in hope of adventurism for which the said protectors will have to foot the bill. Pelasgia shall persist in its lawful claims in the Long Sea and shall continue to act on them without undue delay.
