The Kadikistani State is disturbed by the recent happenings in the Pelasgian Empire and are deeply concerned for the fate of the Pelasgian proletariat as well as that of the Status Quo Treaty, which protects the lives of millions of innocent people. We hope the new regime in Propontis will clarify the situation and reaffirm its sworn commitment to the Treaty. Having experienced similar matters in our recent history, we do not yet condemn this change in leadership, but we will monitor the situation closely. We are also particularly concerned over the fate of the Internationalist Communist Party of Pelasgia and hope, for the benefit of us all, that the putchists will relinquish control back to the people at the earliest day possible and without further repression.

To whom it may concern,

The fate of the common people of Pelasgia is right at the heart of the Imperial Government's concern, which is why the new cabinet is in the process of presenting a plan to provide them with adequate care and education, with the aid of the Orthodox Church. Moreover, the Internationalist Communist Party of Pelasgia has no reason to be concerned for its existence, as long as it continues to follow the Empire's laws. There is a need to point out that there has no been no putsch in Propontis, merely a policing action to return the capital to legality and peacefulness. Indeed, the Empire continues to be ruled by the same authorities, in the name of God and Folk, and shall continue to abide by its treaties, alliances, pacts and promises, as it has done since the fall of the Junta. Any emergency measures taken to restore order shall be terminated once the State of Siege is lifted by the Senate.

SENATE RECONVENES - NEW POLICY DIRECTION
Gov't sets out new policy objectives and administrative reform

Following a two day period of dissolution under Martial Law, the Senate has reconvened in the Forum of Valentian, with the new Prime Minister, Lord Eugenios Chalkondyles, gave his first official speech in office, setting out the policy objectives of the new government. More specifically, the new Imperial Party-dominated coalition government has vowed to improve the life for the Empire's lower classes; "For far too long has this body ignored the people who form the lifeblood of our Commonwealth," the Prime Minister stated, before outlining a detailed plan to provide accessible health care, higher education and other social services to the common people of Pelasgia via the aid of the Orthodox Church, which owns, operates and funds a number of hospitals, academies and other charitable institutions. As the Chruch possesses considerable funds and assets and is exempt from taxation, the Ecumenical Patriarchate would certainly be in a position to provide such aid, especially considering that it would greatly help it in solidifying its role a major pillar of Imperial society.

At the same time, the Imperial government has presented the Senate with plans to continue funding for aerial modernisation and a new class of aircraft carrier currently being developed, while also vowing to ease barriers on international trade, especially with fellow Western nations and regional partners. On another note, Lord Chalkondyles' cabinet seems poised to enact administrative reform, presenting the Senate with a plan to replace the plethora of ministries currently extant in the Empire's administration with a set of Lothesia (sing. Logothesion, roughly "Secretariat" or "Department") overseeing the functions and duties of a number of previous ministries. The Empire's administrative divisions are also being considered for reform, with a new level called a Diocese (from the Pelasgian word for Administration) being seen as a possible replacement for the current Themes, or a new, superior level which would include a number of Themes, having greater autonomy and less bureaucratic red tape. This reform is also seen to be accompanied by efforts to ease civilian control over the military and security services, giving the Great Palace greater power in those areas.

Of course, the Common Parliament's new session was not solely dominated by the new government's policy; PLK and Prometheist parliamentarians were quick to denounce what the labelled a "palace coup" and even a "putsch", while the DKKP seemed by far the most reserved party on the left, even if it did express concern for the Empire's "proletariat" under the new regime. To the right, the Imperial Party and the Mercantile Union played down the events of June 21st as "a lawful and necessary policing action", while the Nationalist Party, by far the most vitriolic of right-wing factions, praised the Emperor for "preventing the crypto-Communist scum from seizing control of God's Empire" [sic]. The National Assembly found it hard to compromise with its new role as a mere advisory body to the Senate, while the new government's plans to enfranchise and grant real voting power to most of the common populace are bound to have changes in its composition. The trend of referenda as a means of democratic legitimisation which has persisted since the fall of the Junta is assumed by many experts to be continued by the new administration, though whether that is to be the case remains to be seen. CONSTITUTIONAL REFORM UNDERWAY
Referendum planned on July 7 - Mass participation

As announced by His Majesty, a referendum is to be held on Friday, July 7, 1957, to determine the fate of a large-scale constitutional reform which was brought before the Senate earlier this week. Though many proclaim the death of the Crowned Democracy that seemed poised to dominate Pelasgian politics for decades to come, the new referendum is seen as the first true chance of Pelasgia's lower classes to make their voices heard since the fall of the Junta; unlike the middle and upper class-dominated system on which Pelasgian parliamentarianism has been based since its inception, the new Constitutional Monarchist regime wants to grant the lower classes an actual chance to cast their ballots, with easy leave permits for election day, fines for not voting and more voting centres in working-class areas. Of course, ever fearful of separatist and left-wing movements, the Senate has proposed a reform to the electoral law, which would restrict voting to those who have completed military service (effectively excluding minorities such as open homosexuals, various ethnic groups in sensitive areas and conscientious objectors, who are exempt or barred from military service) and to the wives or fiances of said men. The leader of the Imperial Party's hard-line Conservative faction defended this choice by stating that "only those who fulfil their duty to the Fatherland can have a say in its affairs. Since olden times, men's duty was to guard the Empire's frontiers and women's duty was to populate it."

The reform itself would retain the title of Autokrator (similar to the Tiburan Imperator) as an office assigned to a person by the Senate but Basileus (meaning Sovereign) would be inherited, like the social status of Patrician. Only a Basileus (or a Bassilissa, if the eldest child of the Imperial Family is female) could be appointed Autokrator, effectively making the Pelasgian monarchy hereditary, though the control of the Empire's Armed Forces would still be given to the Sovereign at the Senate's discretion. The Common Parliament is also to be replaced by the separate Senate (Gerousia) and House of Deputies (Boule ton Antiprosopon), the latter serving as an advisory body which would recommend amendments to Senatorial bills and bring issues of each constituency to the attention of Ministers and the Senate. Both bodies will be elected in the same way as the two respective parts of the Common Parliament used to be elected. At the behest of the Imperial Party's partners and its own conservative sectors, the provisions pertaining to civil unions have also been struck from the proposed Constitution, while the Imperial Military and security services, such as the Imperial Intelligence Service, have been granted greater autonomy from the Senate. More specifically, the Minister of Defence is required to be a serving five-star officer, as is the chief of the General Staff of National Defence, which are to be replaced by the State Department of Martial Affairs and the General Staff of the Armed Forces, respectively.

Government ministries are to be further consolidated into State Secretariats or State Departments (both terms being valid translations of the Pelasgian Grammateia tes Epikrateias), such as the State Department of External Affairs, the State Department of Internal Affairs, the State Department of Economic Affairs (supervising industry, production, labour, the workforce, international trade and related matters), the State Department of Maritime Affairs (supervising fisheries, oceans, shipping, coasts etc.), the State Department of Martial Affairs (supervising all military matters), the State Department of Public Order (supervising all policing matters), the State Department of Special Affairs (supervising the Imperial Intelligence Service and matters of state security), the State Department of Justice (supervising the courts and legal affairs), the State Department of Cultural and Athletic Affairs, the State Department of Education and Research, the State Department of Health and Social Solidarity, and any other Departments of State which the Senate and the Emperor might see fit to establish. The Office of the Ecclesistical Mesazon is to also be established to handle religious affairs and mediate between the Orthodox Church and other faiths and the State, while the Ministry of Finance and the Imperial Treasury is to be replaced by the refounded Sakellareia (Chancellery). The Areopagus is to remain the Empire's Supreme Court, and the justice system in general has seen few if any proposed changes.

Apart from these changes, the Government is also seeking to reestablish the Imperial Gendarmerie, placing it under the control of the State Department of Public Order, just like the Imperial Police and other policing forces. Though the opposition has voiced concerns at the proposed legislation, the government has attained enough support in the Senate to see it through to a referendum, hoping to make Pelasgia's transition into a full Constitutional Monarchy official and permanent.[continued on page 2]

Unexpected victory of Loago crew catches all by surprise

The 46th International Archipelago Sailing Rally was declared a success by spectators, athletes and organisers alike, continuing a tradition of Pelasgia's northernmost Civil Diocese (the new administrative units which have replaced the Themes since the recent Constitutional Reform) which has been held annualy since 1911. The Secretary of State for Cultural and Athletic Affairs, Mr. Pyrrhos D. Spyropoulos, proudly congratulated the authorities and inhabitants of the isle of Theake, which hosted the event this year, as part of a yearly rotation between all of the Archipelago's major isles. Engellexian, Eiffellander, Nichtsteiner, Ayyubistani and local Pelasgian crews have always seemed to dominate the race, with faraway visitors from Bourgogne, Kadikistan and even Varinia seizing the day on multiple occasions. This year, however, it was a crew of native Himyari tribesmen from Loago, hailing from a port town of said Southern Himyari land, who caught Europe by surprise and seized the first prize, their discipline, experience at sea and grace in winning impressing all those in attendance.

As with every incarnation of the event since its inception in 1911, multiple Pelasgian shipping magnates, especially those hailing from the isles, donated generously to support the rally as well as to help cover the expenses of various participants. The Imperial Family also attended the event, their private yaught, the Porphytogennete, participating in the naval show that takes place on the last day of the festivities, following the completion of the rally itself. Along with the Porphyrogennete, all ships participating in the rally, as well as six historical ships maintained by the Imperial War Navy, the trireme Pampelasgias, the quinquereme Tivyra, the dromon Vasileia, the classic frigate Poseidon, the armoured cruiser Tephanon, and the dreadnought Andronikos III Megas Komnenos, along with a number of vessels owned by the local islanders took part in the naval show, parading around the island. INFLUX OF NARCOTICS FROM EASTERN HIMYAR TO BE STEMMED
Government promises swift response as suppression of outlaw clans comes to a close

About half a month has elapsed since the execution of Georgios Phlamoulakes by firing squad on the August 21, 1957, as per the ruling of a the Special Military Tribunal for Organised Crime in the Archipelago, and the once mighty outlaw clans of Chandax and the other isles seem to have been wiped from the map. Once feared by civilians and authorities alike, the outlaw phratries of the Archipelago had seen themselves rise to a status in stati, essentially operating as a parallel system of authority for the inhabitants of those islands. Though the modernisation and industrialisation of the country saw the phratries as well as local brigands and outlaws driven once and for all from mainland Pelasgia, thanks in no small to the vigorous efforts of the Imperial Gendarmerie, the inability or unwillingness of the two Crowned Democracies and the Militarist Junta that have ruled Pelasgia since then to eradicate the clans had left the Pelasgian isles a hub of organised crime across the Long Sea. It was then fitting that the Imperial Constabulary, the newfound successor of the Gendarmerie, would finish the job and wipe the outlaw clans once and for all, returning control of social, political and economic matters to the lawful authorities of the land while also granting freedom and safety to the residents of those areas, permitting them to enjoy their rights and freedoms as law abiding citizens without fear of the scum that once plagued their isles.

And yet, though the July Monarchy might have delivered on its promise of safety from the outlaw clans, a steady influx of narcotic substances from Eastern Himyar has the State Secretariats for Public Order and Justice on their heels as an external force might be coming to fill the void left behind by the indigenous criminal elements of society. In recent months, there has been a marked increase in smuggling attempts of new narcotics substances; these include various kinds of amphetamines and psychedelic drugs, as well as cannabis, a plant produced in large quantities across Pelasgia's eastern frontier. Plantations of cannabis have also been found and destroyed on remote regions of Chandax formerly dominated by the outlaw phratries. In response the crisis, the State Secretariat for Public Order has announced increased patrols across the frontier and large scale operations to crack down on the illegal importation and production of the narcotic substances as well as equipment and ingridients used in the making. The Orthodox Church has also announced its intention to preach against the sinful and harmful use of these most vile substances, whereas the State Secretariat for Health and Public Solidarity and the State Secretariat for Education and Research have announced a large-scale awareness campaign about the effects of these substances and the signs of their use.

In Propontis, the Coalition Government led by the Imperial Party of General Secretary of State Lord Eugenios Chalkondyles, the Authente of Syra, has proposed severe penalties for the promotion, transport, use, possession, sale, production and attempted normalisation of the substances (or aiding in any and all of the aforementioned offences), including long prison sentences, lifelong registration in a public registry and lifelong parole for severe offenders. Such a law is being debated in the House of Deputies, with some protest from left-wing factions opposed to its radical measures and some rather surprising support from the Communists, who share the Conservative-dominated cabinet's views on narcotics, though they disagree on the motivations and reasons for their use and trade by the Empire's citizens. A more radical section of the Right-Centre Loyalist Government in the Senate has even proposed an amendment to mandate capital punishment for various offences dealt with in the bill, though it is unclear whether such an amendment would garner the necessary support to be approved if the bill were to make it to the Senate.

His Imperial Majesty had congratulated the ministers of State of His Imperial Majesty's Government for their acts to deal with the spread of narcotics, while also denouncing the substances as "unholy, immoral, deadly, ruinous and degenerate" in an address made to the Nation on the radio and on television. Her Imperial Majesty, the Empress Consort has met with clergymen, volunteers and social workers in the Church-run health centres which deal with the fallout of substance abuse and has called on mothers, wives and sisters across the nation to watch their loved ones and protect them from "these devilish substances". TRIBUNAL OF ATTEMPTED INSURRECTIONISTS CONCLUDED
Lymperopoulos and associated harshly punished - PLK and partners dissolved

After months of deliberations, the Special Tribunal for the Attempted Insurrection of June 20, held at the five-member appellate court of Propontis, has finally concluded its proceedings with the conviction and sentencing of several high profile defendants. The trial attracted a great deal of attention in Pelasgia and abroad, due to the considerable political implications of its process and outcome, while security was just as heavy as attendance for the entirety of the trial. Among those convicted was Dr. Vartholomaios Lymperopoulos, the leader of the Progressive People's Party (PLK) and the leader of the faction in the former Common Parliament's lower house which called for a "popular uprising" against the Senate, His Imperial Majesty and the Constitution. Dr. Lymperopoulos, just like many other political leaders who supported his illegal motion after it was vetoed by the Senate, was charged with and found guilty of High Treason and Insurrection, being sentenced to death. In a most gracious display of Aristotelian magnanimity befitting a noble and of Christian charity and forgiveness, His Imperial Majesty, Emperor Attalos I Laskaris-Komnenos has seen fit to commute those sentences to life in prison with no chance of parole.

The parties of these traitors, however, were not equally fortunate; the PLK, the Prometheist Party of Pelasgia (PKP) and the Progressive Party of Ms. Logothetaiou, herself a convicted felon, have been dissolved and banned as terrorist organisations. The SEKP has avoided a similar fate, with its law-abiding members absorbing the remaining MPs of all leftist factions save for the DKKP into the Second United Left Movement, under the leadership of Mr. Kassandros Proskinetopoulos. The convicted defendants have been transported to the High Security Correctional Facility of Elenonisos, off of the coast of Atthis. Bi-elections have been scheduled to fill the seats of the convicted MPs without dissolving parliament, a decision approved by both the House of Deputies and the Senate, with the acceptance of the Imperial Praetorium of Propontis (the Empire's Supreme Court, which has returned to its original name, being known as the Areopagus during the Crowned Democracy period). The right has responded to these developments by further consolidating itself in the already extant Loyalist Coalition Government, comprised of the Imperial Party, the Mercantile Union and the Nationalist Party.

Another faction which called to revolt against the Empire, the Popular Union of Workers and Peasants (LAEE), was scrutinised by the Public Prosecutor's Office, only for it to be discovered the the break-off hardline Marxist-Leninovist branch of the DKKP comprised of six delegates, and that the complaint had most likely been filed by the single member of its youth wing (the United Popular Youth of Workers and Peasants) as a means of getting the party some media coverage.
