To the governments of:Veniasufia, Cymru, Carinthia-Harkány and Cumbria Within the next days you may be informed by your staff that vessels of the Socialist World Republic have begun operating within the Gothic Sea. Because our intentions are entirely peaceful and, despite our differing ideologies and national interests, for the best of the whole region, we wish to inform you in advance and seek your nations' cooperation. We thus wish to clarify the following: Republican fleets are ordered to stay clear of national waters. They will operate within international waters exclusively, with the sole exception of entering the territory of the Milesian Republic where needed. The mission is humanitarian in nature and does not intend to engage in hostilities with any nation operating within the region. It does not seek to take sides within the civil war in Ivernia/Milesia, but solely to evacuate refugees. Units of the World Republic operating within the Gothic Sea will not carry any form of supplies or armarment for the Milesians. Their sole mission is to evacuate and help reduce the scope of the civil war. The World Republic desires the support of your countries in this operation. We request that vessels enforcing a blockade in the Gothic Sea do not interfere with our operations, as they do not intend to breach the blockade in any way. We furthermore would appreciate, if you would prove willing to provide access to local airports to allow us to transfer refugees to the Free States. We can't or have problems of your fleet traveling freely on international waters but surely you can see, your fleet will not help matters in the Gothic sea. You are a foreign socialist power,we understand there's a difference between democratic socialism and authoritarian communism but other nations in the region will see you as another red like the Kadikistani who are the elevating tensions in the area.

Finally due to the tensions in the Gothic Sea our navy have been order to shot without warring at any foreign military ship who comes even within an inch in our national waters or threatens merchant ships coming in and out of our port.

We will accept the Socialist World Republic's right to enter the Gothic sea but requests that it does not enter the national waters of Veniasufia or its exclusive economic zone which is 200 nautical miles off of the coast but requests for the Socialist World Republic to acknowledge that it is by law violating the sovereignty of Ivernia by entering its waters without the rightful authorities permission and warns it that any action taking by Ivernia or its allies in this water will be fully legal and to not call on the international community to condemn any nation which took steps to protect Ivernia's sovereignty as the SWR is entering its waters illegally furthermore any action against the Ivernish government in its sovereign territory will be seen as a clear declaration of war and as its ally we will not hesitate to protect it.

We wish to remind the Kingdom of Veniasufia that the 200 nautical miles Exclusive Economic Zone is not subject to a state's sovereignity and, in fact, can be freely crossed by ships of any nation. Veniasufia's exclusive rights to economic use within the zone in question does not extend to controlling the passage of foreign ships.

Furthermore, it is the SWR's position that the Republic of Milesia is a sovereign state. While it is not within our intention to intervene within the conflict between Milesia and Ivernia, we will enter Milesia by invitation of the Milesian government for a humanitarian effort and in order to evacuate refugees, which we believe will speed up resolution of the conflict.

The leaders of the Socialist World Republic have shown a level of diplomacy that goes far and beyond the totalitarian regime in Kadikistan. The SWR’s decision to inform the nations of the Gothic Sea of their intention has been taken with the utmost appreciation. We cannot stress the degree in which the Empire thanks President Winters for his diplomatic nature.

However, it does not change the fact that the Empire of Carinthia-Harkány has, as of February 27[SUP]th[/SUP], begun a quarantine of Milesian ports and has the full intention of enforcing the quarantine. We believe that it is clear that it can be seen that if the Empire makes the exception for the Socialist World Republic, a nation that recognizes the rebellion as a sovereign country, creates a deeply problematic situation.

That being said, it is the opinion of the Empire that the SWR’s intentions are pure. That being said, we would like to offer a counter offer. We present two options, both of which we are open to negotiation.

1) All Socialist World Republican ships are to be examined and monitored by the Imperial Navy upon entering the quarantine zone. Any vessel caught entering without the consent of the Imperial Navy will be forced to to turn course. So long as the vessels are carrying solely humanitarian goods, the Empire will not impede upon the SWR’s mission in the Gothic Sea. Carinthia-Harkány will also aid in any evacuation measures the SWR pursues.
2) The Empire of Carinthia-Harkány will offer its ports to the Republic where humanitarian supplies will enter the Empire for immediate dispersal into the rebel Milesian territory. Carintho-Harkaner forces will also aide in any evacuation measures the SWR seeks to pursue.

We understand the inconvenience brought by these negotiable counter offers, but the Empire must enforce the quarantine and it intends to do so. We eagerly await the reply of the Socialist World Republic.​

The Socialist World Republic is, in principle, willing to comply with Carinthian-Harkánian demands. We merely fear that, given the scope of the operation, the examination of every ship en route to Milesia might prove too daunting a task and would constitute a considerable obstacle in the ongoing efforts. We thus suggest that Carinthia-Harkány restrains itself to mere spot checks. As the Socialist World Republic has nothing to hide, Carinthian-Harkánian inspectors are welcome to investigate any vessel that will pass through the blockade. We will furthermore provide Carinthia-Harkány with a schedule for ships and helicopters of the SWR that intend to enter Milesia. As for the question of war criminals raised by Veniasufia: we feel that the SWR can not pass any judgement as to the legitimacy of claims in regards to war crimes during the conflict between Ivernia and the breakaway Milesian Republic. Due to serious concerns regarding the possibility of fair trials given the circumstances, the SWR will not extradite any individuals to the Ivernian government. Should convincing evidence, however, be brought forward in specific cases, the government of the Republic will investigate the matter and may try suspected war criminals accordingly. Lastly, we reiterate our request for logistical support in transporting Milesian refugees to the SWR. If any of you esteemed colleagues would prove willing to authorize the use of airports within your respective countries for transfer of Milesian refugees onto planes from the Free States, your cooperation would be much appreciated.
