To whom it may concern,
Following the announcement of Serenierre's willingness to deport the Pelasgian journalists currently in Serenirrese custody following a reduced sentence, instead of executing them, the Pelasgian Empire has looked rather favourably upon the prospect of a normalisation of relations between itself and the People's Republic. Indeed, as a number of statements on both sides can attest to, we believe this wish to be mutual.
In light of this, I have been instructed by His Imperial Majesty's Government to contact you about the possibility of secret talks for the normalisation of relations between our two countries. While the Empire would not officially start this process in public until the journalists are released, as per its commitment to its allies who are also engaged in an exchange of sanctions with Serenierre, I believe it would be best for the process to start in secret before this time, to allow for a more coordinated, mutual and effective restoration of relations, as per a bi-lateral agreement, once the Pelasgian nationals are released.
