With chaos in the Retalian, Chancellor Rheinfeld bends knee to longstanding Serenien demands

All through February, the Retalian Sea was the subject of intense debate and increasing tensions as Serenierre announced its support for the nascent independence movement of the Retalian Archipelago from the Kingdom of Eiffelland. The increasing tensions led to a very real sense of danger to spread across the wider region, as fears of another war sent ripples across the markets. On the invitation of Prime Minister Marino of the Grand Duchy of Lars, a multilateral summit was convened to discuss and resolve the issue of the Retalian Sea.

However, as the said summit began, the Retalian Sea itself saw a bizarre string of events which resulted in a Serenien cargo vessel sunk, a skirmish between Eiffellander naval units and pirate vessels (a first in the Retalian Sea in this century) and a daring rescue of the stranded sailors from the Serenien ship by a Pohjaaman submarine which was controversially on a patrol in the Retalian. During the entire episode, Eiffellander naval units engaged in hostile fire which, it is said, contributed to the damage to the Serenien ship, as well as arrested some of the pirates.

In the context of the drama on the high seas, the international summit saw intense scenes of trading accusations and grandstanding from all corners. It is rumored that Prime Minister Marino was shocked at the level of animosity on part of Madame Elisabeth Martinique over the old Grand Duchy's claims to the Retalian Sea. According to our sources in the Serenien delegation, it was noted that Mme. Martinique especially reprimanded Chancellor Rheinfeld for the use of force by his navy in close proximity of civilian vessels. It is rumored that at a few points, Prime Minister Marino had to intervene to calm down the Premier and the Chancellor as heated words were exchanged on both sides.

However, in public, none of the behind the scenes drama has been acknowledged. The three leaders emerged from their summit without acknowledging the events in the Retalian Sea and instead announced that the Kingdom of Eiffelland had agreed to drop the maritime policy of the former Grand Duchy of Retalia and that a large-scale internationalization of the Retalian Sea would be carried out. The Government of Chancellor Rheinfeld had agreed to the demands made by Premier Martinique and not only had he accepted the proposal of independent maritime channels, but also the internationalization of the Retalian straits, thus taking Retalian affairs in an entirely new direction.

Premier Martinique specifically called on Chancellor Rheinfeld in the press conference and welcomed the mature stance adopted by him. She stated, "to recognize the irrational policy adopted by Altburg had been easy for Villesen. But to recognize the folly had been hard for Trier. Chancellor Rheinfeld has shown to me, by adopting a new policy, he is a statesman for our times.".

While the exact terms of the agreement will be negotiated by senior bureaucrats from all Retalian stakeholders, the general policy has been drafted and is a major diplomatic coup for Mme. Martinique.

As Premier Martinique returned from Lars, her plane landed in Ardeche, a commercial hub in eastern Serenierre, which stands to gain tremendously from the result of the Lars Summit. While there, Mme. Martinique was greeted by a crowd of five thousand members of the fisheries community, long antagonized by the Retalian coast guard, who hailed her as a heroine. The business community of Ardeche, too, has responded tremendously well to the summit's conclusion.

The strength of the reaction in Ardeche has shown that in the coming elections, Premier Martinique is expected to show a particularly strong presence in the Province of Oroix and could potentially yield her enough support in the Commissariat of People's Deputies to have a strong majority - a rare feat in the historically divided legislature of the Republique Serazinist.

Communist Party announces election date, campaign commences

THE CHAIRMAN OF THE COMMISSARIAT is the head of the foremost body of the Communist Party of Serenierre, although, in recent years the position has come to be a rather obscure one; with the Chairman only coming to prominence on a few occasions. One such occasion are the septennial elections, during which the Commissariat of People's Deputies - the legislature of the Republic and the beating heart of the Party - opens its door to the will of the proletariat. After an absence of seven years, once again, the nation saw the Chairman make the fabled journey from the Maison de Peuple in the capital's picturesque Jardin de Renaudot district - which houses some of the most historic and noted architectural landmarks from the old royalist era - to the Chateau de Ferrière, the official residence of the President.

President Hortefeux at the ceremony [/div]
President Maximilien Hortefeux, who himself served as the Premier in 1992 to 2001, was familiar with the protocol of the ceremony. He received the grand declaration from the outgoing People's Deputies and announced the date of the election, thus commencing the national campaign. In the pomp and ceremony observed during the ceremony, it showed the importance of the election for the effective functioning of one party democracy within the scheme of Marxist-Sérazinism.

With the date in hand, the main opposition bloc of former Premier Charles Millerrand - which currently has 112 seats - wasted no time and was soon after the ceremony attending a rally in the city of Bouenville. Other leaders, such as Hervé Rousseau and Alexandre Renaudierre, also commenced official campaigning from the date of the announcement.

Controversially, Sylvestre Choiseul, who had until recently been in coalition with Premier Martinique, broke from the traditional date for starting campaigning and had already broke free from the ruling coalition on account of disagreements with the foreign policy pursued by the Politburo over the past year.

Premier Martinique and Commissar Bernard Lavosnier, both of whom are powerful leaders within the Commissariat and have their own blocs which are closely associated with one another, have yet to commence their campaign. However, the polling figures for both politicians are soaring, especially after the string of foreign policy successes in the Retalian and after the Seven Day War.

Election season in Serenierre is marked with an intense period of excitement, wherein all the internal blocs of the Communist Party openly debate and liaise with district based leadership to connect with the proletariat, which is guaranteed universal suffrage under the Constitution of Serenierre. The Election Commission is responsible for administering the elections in a neutral manner and all ballot papers are marked with the names of the candidates of the internal party bloc which the proletariat may choose from.

In the coming campaign, it is expected that economic policy in the post-war Gallian dynamic, the issue of a resurgent Pan-Gallian monarchism in Bourgogne, and the defense policy shall inform the main thrust of the political narratives.

Over the course of the coming weeks, this publication shall cover all six of the internal blocs within the Party, examine their policies and their leadership, and on what they intend to do for the country and the Party over the coming seven years.

Leader of the Choiseul bloc, a profile in Christian Conservatism in Serenierre

Sylvestre Choiseul made headlines last month by his radical departure from the coalition government, pulling out his 16 deputies into the opposition, along with him. The move came as a surprise to many, not least - it is rumored - the Premier, who was said to be taken aback by the withdrawal of her hitherto most uncontroversial ally. Speaking at small gatherings in various churches, M. Choiseul cited his diverging views on Serenien foreign policy as a reason for his dramatic exit. The breakdown in relations between M. Choiseul and Mme. Martinique can also be said to unusual on account of the general understanding that the Martinique Bloc shall be returned to power, if opinion polling can be believed.

Over the past month, M. Choiseul has campaigned aggressively among the 16 districts held by his deputies, meeting with many local commissars and religious figures to explain his policies and stances. His gatherings and rallies have seen modest attendances, as is usually the case for smaller blocs. The Archbishop of Villesen, controversially, lauded M. Choiseul and seemed to have endorsed his campaign in February.

This quiet and unassuming man, has been associated with religio-Serazinist political circles since the early 1970s, and has slowly established his political career with a grassroots movement among the churches of Vaujours and Arriere province. He served as the Commissar for Industrial Affairs in the Politburo of former Premier Christophe Alliot between 1988 to 1992 and went on to serve as the Chairman of the Standing Committee on Industrial Affairs within the Commissariat of People's Deputies from 1998 to 2003. Since the election of Mme. Elisabeth Martinique as Premier in 2008, M. Choiseul was largely a quiet presence in the Martinique Politburo, serving as Commissar for Industrial Affairs (2008-2011) and Commissar for Fisheries (2011-2016). His last position in the Martinique Politburo was as Commissar for Provincial Affairs (2017-2019).

FOREIGN POLICY
The Choiseul bloc is opposed to Auraria and Engellex on account of the perceived radical liberalism of those societies, which is antithetical to core values of the christian democratic values of the bloc as a whole, as well as M. Choiseul personally. He has spoken against the real-politik of the Martinique foreign policy doctrine and called on the Government to avoid tainting Catholic and Serazinist ideals with foreign ideologies.

ECONOMIC POLICY
As a committed Serazinist and a social welfare oriented Christian, the economic platform of his namesake bloc is to foster an equal level of development across the country and to better regulate the booming corporate and financial sector in Monserans. He has called for greater investments in universities and the healthcare sector and for enhancing the scope of taxes on corporate giants. He has, however, welcomed efforts to encourage free trade with Auraria and other economic policies, while denouncing that society as a whole.

DEFENSE POLICY
As a committed conservative, Choiseul believes that the Serenien military should remain committed to its old doctrines of "Fortress Gallia" and defer from adopting an adventurous attitude. Echoing the traditional understanding of Serenien politics with respect to a defensive military, M. Choiseul was a prominent opponent of the Elisabeth Martinique led Politburo's authorization of the war and subsequent conquest in West Occitania, with his speeches in the Commissariat being particularly hostile to the use of chemical weapons by the Serenien military. As a committed pacifist, M. Choiseul has said that the scheme of social welfare espoused by Serazinism would be threatened if the military was to adopt an adventurist stance.

NATIONAL POLICY
During the campaigning, M. Choiseul has said that he sought greater powers for the local districts and wanted to see a more aggressive effort to provide better social services for the homeless and economically distressed. He has been railing against the inequalities in development between the Province of Coubron and the other provinces. He has furthermore criticized the lack of cohesive structure between the five provinces, saying the unitary system of control weakened provincial identity and that provincialism had an important voice in the effective functioning of a state.

Polls and opinion figures
According to independent polls and those conducted by this publication, M. Choiseul has managed to attract the attention of a diverse mix of people. The solidly conservative Serazinist Christian vote has long been a stagnant voting bloc but over the past year due to his pacifist tendencies, M. Choiseul has also attracted the support of several anti-war student unions and his popularity has generally increased since the break with the Martinique government. It is expected that M. Choiseul will retain his 16 deputies but it is expected that he may tack on a few more seats to his name.

Champion of pan-Marxist unity and the peasants

Alexandre Renaudière is among the few Serenien politicians who have emerged from the stuffy world of academia and successfully established themselves in the political establishment. Where others have at best reached the levels of only chairing a sub-committee in the Commissariat, M. Renaudière is an exception, striking a bold, albeit understated, presence in the Commissariat and commanding the support of 23 deputies.

[/div]Since the 2002 proletarian election, the Renaudière Bloc has emerged as a strong proponent of pan-Marxist unity and to develop greater links between the various strands of the ideology among the revolutionary states of the world. Often said to be soft on the ideological extremism of vanguardist communism, the Bloc has had to defend its commitment to the ideals of Marxist-Sérazinism, which has at times, been opposed to other Marxist factions on ideological grounds.

Since the election of Premier Martinique in 2008, M. Renaudière has had a frosty relationship with the foreign policy team. However, has been a noted supporter of the economic agenda of the Premier and her Politburo over the past eleven years. As the Bloc sees its primary support base among veterans and among the rural communities of Vaujours province, the economic program pursued by the Government has been beneficial to the same strata of society. Furthermore, in politics, M. Renaudière, who is widely respected for his intellectual and wise commentary on political and economic affairs has distinguished himself as among the brightest members of the Commissariat.

Since his election as a People's Deputy in 1995 and upon the subsequent creation of a Bloc following his outlook, M. Renaudière has chaired the Subcommittees for Defense and Economic Affairs on two separate
occasions. Since joining the coalition of Premier Martinique, he has served as the Commissar for Education (2008-2012) and Commissar for the Interior (2012 - present). However, despite his longstanding support of the Premier, M. Renaudière has expressed his displeasure at the Premier's distancing from Ivar since the end of the Seven Days War. It is rumored that the Renaudière Bloc, following the Choiseul Bloc before it, would break from the ruling coalition.

FOREIGN POLICY
The Renaudiere Bloc has historically been close to communist nations, keeping close connections with the diplomatic representatives of those countries in Villesen and frequently pushing policies which favour their interests. The Renaudiere Bloc is responsible for pushing Serenierre closer to the Volksrepublik of Ostmark and M. Renaudière is said to personally be on good terms with Volkskanzler Grasser. In the past, he has at times argued for Serenierre to join the Ruriksgrad Pact.

ECONOMIC POLICY
As an intellectual, M. Renaudiere believes that the state should limit controlling regulations on the market and adopt free market principles but institute safeguards to prevent abuse of proletarian interests. As a member of the Commissariat, M. Renaudiere has tabled many resolutions which have brought about considerable employment in rural areas and also encouraged the modernization of the agricultural sector.

DEFENSE POLICY
M. Renaudiere has stated that Serenierre should defend leftist and Marxist interests across the world, using force if necessary. However, he has praised the historical restraint of the military. He has on occasion endorsed the "Fortress Gallia" doctrine of the military but also said that the ability to defend and protect Marxist nations should be enhanced.

NATIONAL POLICY
The Renaudiere Bloc has spoken aggressively about reforming agriculture and other primary sectors of the economy to increase the efficiency of those sectors of the economy. The Bloc is committed to enhancing employment opportunities among the youth in rural areas, which have found themselves struggling as Serenierre has adopted mechanisation and modern means in traditionally labour intensive sectors of the economy over the past thirty years.

Polls and opinion figures
According to independent polls and those conducted by this publication, M. Renaudiere has failed to radically engage with the public and is expected to see some of his deputies fall by the wayside in the coming elections. While his campaigns have been well attended, the outreach programs of the Bloc have failed to substantially connect with the proletariat at large. The general intellectual demeanor, which is considered an asset during debates and discussions in the Commissariat, have come to plague the campaign and cost the Bloc considerably historically. Modest losses are expected for this bloc.

Strident anti-monarchist, believer in Republican supremacy, and Serazinist traditionalism

In a country like Serenierre, the voice of tradition is a decidely Marxist one and personified best by Hervé Rousseau. A name which shook the Gallo-Germanian continent last year by calling for an invasion of the Kingdom of Occitania after it joined the now disbanded Trier Concord. He was the first to realise the threat of an ever increasing bond between Marsilia and Trier and championed a vociferous campaign to get the Serenien military to respond to the egregious actions of the Trier based monarchist organisation. For his efforts, it is rumoured that M. Rousseau is on the blacklist maintained by several Germanic kingdoms for his hostility to the monarchical form of government.

[/div]As a bloc, M. Rousseau commands the support of 36 deputies and is the third largest leader in the Commissariat. As a presence in national political discourse, the Rousseau Bloc is decidedly anti-monarchist, anti-Burgundian, and ideologically considered to pursue a purist strand of Marxist-Sérazinism. Since the late 1980s, the Bloc has been a solid presence in the Commissariat, never straying below 25 deputies. In the 2008 proletarian election, the Bloc succeeded in forming a provincial government in the Province of Oroix, whose capital Ardeche is considered a stronghold for the faction.

On account of his strong conservative credentials, M. Rousseau served as Commissar for War during the Premiership of Charles Millerrand (2001-2008), however has been antagonistic against the former Premier after the defeat of that government. M. Rousseau is known to be a close friend of many in the arms industry of the country and is considered to also have many contacts in the military and intelligence establishment of the country.

During his campaign rallies, M. Rousseau has spoken at length about the continued threats which face the country and the need for a continued military operation to wipe out the Kingdom of Occitania in toto. Such controversial remarks have generated much publicity for him but the Bloc as a whole seems focused on mounting a defensive strategy to retain its seats in the province of Oroix, where the Bloc was in government for the past seven years.

The Province of Oroix has been lagging behind economically and socially for much time but the Rousseau Bloc is said to have mismanaged a number of departments, especially the urban development department which led to the Pipes Scandal of 2014. Even though many years have gone by since, the Bloc seems to be struggling to clean up its image at the provincial level.

FOREIGN POLICY
The Rousseau Bloc is vehemently against normalisation of ties with Bourgogne, Occitania, and Eiffelland, seeing these kingdoms as existential threats to the Sérazinist revolution. The Bloc has on occasion openly called for the assassination of the Trier based Valvoisette family, due to their continued claim to the toppled throne of Serenierre.

ECONOMIC POLICY
M. Rousseau has written extensively on economic policy and believes that state regulation is a necessity for a truly Marxist-Serazinist economy to function effectively. He calls on state capitalism to dominate private property and that the yolk of Bourgeoisie exploitation would only truly be destroyed if state entities could more effectively compete on the market without fear of anyone but the Party.

DEFENSE POLICY
A decidedly hawkish approach is envisaged by this Bloc. They believe in significantly enhancing the military budget and seeking an interventionist doctrine designed to counter the ideological threats which exist in the region. They have also spoken against Kadikistani technology and said that Serenien military technology is more refined.

NATIONAL POLICY
The Rousseau Bloc views the Martinique Government's efforts to enhance civil rights and increase the powers of the provincial governments as being against the principle of one party democracy. They call for great unitary power for Villesen and for provincial governments to serve merely as middle level managers for edicts from Villesen. The centralised approach to government is considered old fashioned in Serenien discourse and hasn't yielded much support.

Polls and opinion figures
According to a few polls published by the Universities of Monserans and Villesen, the Bloc is expected to lose significantly in the coming elections on account of the wave of support for the ruling Martinique Bloc, which has in recent polls dominated the Province of Oroix following the conclusion of the Seven Day War and the Lars Summit which ended the aggression in the Retalian Sea.

Of all the candidates in the coming proletarian elections, none can claim to rival Premier Elisabeth Martinique in terms of international reputation - except Bernard Lavosnier, the foremost member of the nation's diplomatic corp - as the Commissar for External Relations over the past eleven years, M. Lavosnier has seen the country rise in the ranks of great Gallian powers. As one of Premier Martinique's oldest allies, M. Lavosnier has seen his star rise along with the Premier. It is often said that M. Lavosnier is a premier-in-waiting, on account of his range of governmental experience, party connections, and high profile in the affairs of the government of Serenierre.

The Lavosnier Bloc, with its modest strength of 26 deputies is the ruling bloc of the Province of Coubron, with an especially strong presence in Monserans, the economic hub of the country. Coming from the cosmopolitan environs of that city, the Lavosnier Bloc is noted for its outward looking approach to statecraft, which is in direct opposition to traditional Serenien politics, which are decidedly insular. M. Bernard Lavosnier has, over the course of his political career has been a strong proponent of enhancing the Serenien role in international politics and has generally espoused a moderate foreign policy outlook which has almost always aligned with the Martinique Bloc's pragmatic doctrine.

First elected as a deputy in 1998, M. Lavosnier, before his service in the Commissariat was a lawyer, with noted experience in constitutional and commercial law. As an avocat, he represented a number of controversial clients, such as the alleged serial killer Jacques Brδles when he had been sentenced to death. Due to his efforts, it was uncovered that Brδles was not a serial killer and that unrelated evidence had been attached to his case. The Presidium had duly reduced the sentence to life in prison for the proven murder. The case is a landmark decision in the law of Serenierre.

Since joining the Commissariat, M. Lavosnier has served as a chairman for the subcommittees for External Relations, Legal Affairs, and as the Deputy Chairman of the subcommittee for the Exchequer. Since the start of the Martinique politburo's term in 2008, he has served as the Commissar for External Relations.

As a native of Monserans, Commissar Lavosnier has embedded links with the commercial and mercantile sectors of society and is a hugely popular figure in the Province of Coubron, where his bloc has been the majority partner in the provincial government since 2012.

FOREIGN POLICY
The Lavosnier Bloc is decidedly aggressive in the conduct of foreign policy, believing it to be right and proper for a country of Serenierre's stature to exert its influence not only in the immediate region but also further afield. As Commissar, M. Lavosnier has spoken at length about the need for greater engagement with Occidentian and Himyari nations and to conduct foreign policy from a modern vantage point. The Lavosnier Bloc is also pro-Aurarian and pro-Engellexic, seeing both Republics as a natural ally in the wider Thaumantic region.

ECONOMIC POLICY
This Bloc is among the liberal coalition (which includes the Martinique Bloc) which believes in reducing state controls and mechanisms as much as possible to ensure the market performs autonomously. The economic policy preferred by the Lavosnier Bloc is decidedly more liberal than the one preferred by the Martinique Bloc, as Commissar Lavosnier has on many occasions stated that the Code of the Competition Commission has unduly curtailed the commercial activities of Serenien companies on account of the robust regulatory framework. He believes in easing regulations to a considerable degree. He believes that Serenierre should aim to break the 3.5 trillion benchmark for its GDP by pursuing a more open economic policy by reducing reliance on state capitalism. The divergence from the Martinique Bloc has been a source of tension and disagreement between the two leaders.

DEFENSE POLICY
M. Lavosnier believes in enhancing the military budget considerably and for Serenierre to expand its naval capacity to match the standards of the Army and Air Force, allowing Serenierre to play a part in threats to its interests beyond the immediate Gallo-Germanian continent. To that effect, the Lavosnier Bloc has developed several resolutions which have called on the Commissariat to enhance the support for the military. This view has found support among the military establishment, as well as among some progressive elements within the Party which see the traditional isolationism as being restrictive for the growth of the country. Commissar Lavosnier was also a proponent of the Seven Days War and is credited with convincing Premier Martinique to militarily engage the Trier Concord.

NATIONAL POLICY
The Lavosnier Bloc is a resoundingly liberal faction within the Party. It has supported efforts to enhance the powers of the provincial governments and also has sought to introduce a federative character to the constitutional framework of the country, which has hitherto been confined to a unitary nature.

Polls and opinion figures
The Lavosnier Bloc is expected to ride the wave of popularity which has been generated by the success during the Seven Days War, as well as the normalization of the Retalian Sea situation. Latest polls suggest that the Bloc would overtake the Rousseau Bloc and emerge as the third largest bloc in the Commissariat. However, there is little chance that M. Lavosnier will break from the Martinique Bloc.

Few can forget the resounding defeat suffered by Charles Millerrand in 2008, when Premier Elisabeth Martinique and her Bloc were elected into office for the first time. The defeat of a darling of the conservative establishment at the hands of a liberal coalition sent shock waves across the ranks of the Party stalwarts. However, since then, M. Millerrand has been the strongest and most vociferous opponent of the Premier and the radical set of policies which have transformed the country over the past eleven years.

The Millerrand Bloc stands at 110 deputies in the Commissariat and is the main opposing bloc. In Serenien politics, the Millerrand Bloc occupies the rank of the conservative wing of the party, without only the Bloc Rousseau counting as being even further on the spectrum of conservatism.

First elected in 1986, M. Millerrand was close to the administrations of former Premiers Jean Louis Francois and Christophe Alliot during the mid-80s to the early 90s, serving as a Commissar in both Politburos. He, himself, ascended to the Premiership of the Party and country by defeating President Maximilien Hortefeux in 2001 when he had been Premier. The vitriolic nature of the 2001 campaign was among the more unique aspects of the elections of that year. Upon defeat in 2008, as a former premier, M. Millerrand was entitled to a comfortable post retirement life, however he chose to continue his service in active political life. Despite significantly being weakened politically and losing several allies in the election, the Millerrand Bloc has been a tempering and restrictive element for the firebrand Martinique Bloc.

The Millerrand Bloc is noted for its support base among the industrial and urban workers community, with particular support coming from the traditional labour unions. The Millerrand Bloc forms the provincial government of Lourleau. During its campaigns, M. Millerrand and his supporters have channelled the imagery of the 2001 election, in which M. Millerrand was elected as Premier. The nostalgia of the 2001-2008 period is one of the primary tools being used by the Bloc in all its advertising.

FOREIGN POLICY
The Millerrand Bloc is opposed to monarchist and radical states, however is pragmatic in its opposition, choosing to make token and ceremonial gestures of opposition on matters of substance while continuing to engage with opposing foreign nations. However, the sophisticated nuance to the Millerrand foreign policy doctrine is often not understood effectively by foreign governments, according to some. The Millerrand Bloc has supported the Seven Days War due to the serious nature of the threat of an encroachment by the Trier Concord.

ECONOMIC POLICY
This Bloc calls for strengthening the manufacturing and industrial sector. The bloc draws immense support from the urban factory workers, for whom M. Millerand is an especially active advocate. The emphasis on the secondary sector of the economy is one of the hallmarks of the traditional approach to Marxist economics. The Bloc has also been critical of the Martinique Bloc's emphasis on the tertiary sector, as well its aggressive commitment to automation.

DEFENSE POLICY
M. Millerrand, much like the rest of conservative thinking in Serenierre, believes that Serenierre's military doctrine should remain "Fortress Gallia" - wherein the military is designed to be a bulwark against regional threats, with limited projection to other parts of the world. The Fortress doctrine has been the traditional doctrine espoused by the military in the Marxist-Serazinist era and only recently have ground realities required the Serenien defensive posture to change.

NATIONAL POLICY
The Millerrand Bloc is opposed to the Martinique Bloc's federalisation campaign, wherein the powers of the provincial governments are enhanced, and as a traditionally conservative bloc sees such efforts to be against the unitary nature of state power under Marxist Serazinism. The Bloc is also opposed to the Martinique and Lavosnier coalition's provision of greater civil rights, beyond the scope of the Serazinist charters of the 1920s and has opposed the generally secular nature of the said reforms. The Millerrand Bloc is also noted for being a traditionally Catholic bloc.

Polls and opinion figures
Independent polls suggest that the coming election shall be brutal for the Millerrand Bloc, with serious losses in the Lourleau stronghold, with Premier Martinique being the main beneficiary. The liberal wing of the Party has made significant dents in the base of the Millerrand Bloc on account of the strong and robust performance of the current Politburo and the successful campaigns in Occitania and Retalia. It is expected that M. Millerrand's deputies will also lose control of the Lourleau provincial government.

After His Excellency Generalissimo Nicolas Serazin's death in 1978, national politics over the next thirty years followed a pattern of frequent leadership changes and provided a large number of candidates for senior Party positions in every electoral cycle. However, since 2008, the name Elisabeth Martinique has been inextricably linked to power in Serenierre. The dynamic leader who has made seismic changes in the political and economic framework of the country stands now ready to be elected for a further term of seven years, if polls are to be believed.

Madame Martinique, whose bloc controls 126 deputies in the Commissariat, has overseen the most laissez-faire period of the Serenien economy, with only the apolitical State Bank and the Competition Commission regulating the economy and the Commissariat for Economic Affairs focusing instead on macroeconomic matters, such as monetary and fiscal policy. The novel approach to state capitalism has seen the economy boom over the past eleven years in a way unlike ever before. Termed the "Gallian Lion" the economic performance of Serenierre under the Martinique Politburo has been radical and for much of her tenure had been the primary feather in her cap. However the events of the last year have transformed Mme. Martinique into a leader quite unlike others in the field.

First elected as a deputy in the 1980s, Mme. Martinique's rise to the top was slow at first, hampered by the chauvinism of the old generation of party leadership. However, since the mid-1990s, on account of her personal tenacity and robust support amongst the local party membership, Mme. Martinique established a presence in the Commissariat by being an early and vocal proponent for the liberal economic platform, which has been associated with her since then. Serving as the Commissar for External Relations and for Economic Affairs at various points during the Politburo of the then Premier Maximilien Hortefeux (now President of the Republic), Mme. Martinique revealed herself to be adept at the highest levels of state and Party. On account of M. Hortefeux's age, after the defeat in 2001 elections, Mme. Martinique came to the forefront of national opposition against then Premier Charles Millerrand. Although defeated in the 2005 elections, Mme. Martinique was able to successfully turn 30 of M. Millerrand's deputies, who proceeded to join her Bloc, thus propelling her to power by way of an internal election within the Commissariat. Subsequently, she was elected as Premier when her Bloc was voted into the majority in 2012.

Mme. Martinique's government has been noted for having to contest for control in a Commissariat which has come to be a consent driven body of considerable power, with subcommittees in the Commissariat exercising considerable control over the Politburo. However, by sheer force of will and personality, Mme. Martinique has forced important policy, economic, and legal reforms through the traditionally conservative body.

FOREIGN POLICY
The Martinique Bloc's foreign doctrine is premised on principles of pragmatism. Building links with unlikely friends, Premier Martinique when approaching the international arena has historically always kept the economic aspect of diplomacy foremost in mind. Her negotiations with Engellex in particular have been strong examples of such an approach. But the politics of pragmatism are reflected even in the handling of the Eiffello-Retalian superstate with which Premier Martinique signed a non-aggression pact in exchange for Trier's concession on the internationalisation of the Retalian Sea - a major foreign policy victory for her. A key foreign policy goal for Mme. Martinique is the establishment of a pan-Gallian economic union to unite the nation-states of Gallia against threats from across the world. It is rumoured that during the past year, the Martinique Politburo has been courting the Government of Auraria extensively to achieve such a result. According to rumours, President Sanabria is said to be lukewarm to the proposals. However a strong performance in the elections by Premier Martinique may see the Aurarians yield to the proposal (or else face seven years of convincing from a tenacious Martinique led Villesen Government!)

ECONOMIC POLICY
This Bloc has maintained its commitment to state capitalism, while at the same time hugely incentivising the private sector. Premier Martinique's economic policy has seen tremendous efforts to control inflation and to privatize underperforming state corporations in novel public-private partnerships on the Monserans Stock Exchange. Premier Martinique has invested heavily in the automated manufacturing sector and by setting up training schools for mechanics and other support personnel for automated factories. While her policies have greatly benefited the agricultural and services sector, her support for automation has generally kept her less popular amongst the industrial heartlands of the country.

DEFENSE POLICY
Historically, the Martinique Bloc has not been focused on the defensive aspects of statecraft, choosing instead to follow a more strident foreign policy premised on the use of Serenien soft power. However, on the advice of M. Lavosnier, Premier Martinique adopted a robust policy on Occitania and was quick to engage in a decisive war against the Trier Concord, in a war in which Serenierre faced off the militaries of Eiffelland, Retalia, and Occitania - with eventual victory in the short period of seven days. Since then, Mme. Martinique has leaned into her martial credentials and has spoken briefly about the need to adopt a modern military doctrine, beyond the traditional "Fortress Gallia" mindset that has been the hallmark of Serenien military thinking over the past decades. It is undoubted that M. Lavosnier has been the architect of altering Premier Martinique's views on the military. However, Mme. Martinique has avoided using the language of adventurism in official speeches to avoid, it seems, alienating conservatives.

NATIONAL POLICY
At the national level, the Martinique era has seen a campaign to devolve powers to the provincial governments, which has been doggedly opposed by the conservative factions of the country. Since 2013, considerable portfolios have been passed down from Villesen to the 5 provinces, to better aid efficiency in state bureaucracy. Likewise, Premier Martinique and Commissar Lavosnier have both championed the Proletarian Charter of Civil Rights (PCCR), which has seen a massive extension of rights already granted by the Serazinist constitution. The PCCR is another politically controversial but popular measure pursued by the Bloc. However, the radical approaches to politics and civil rights has on occasion also seen the Martinique Bloc butt heads with the overarching spectre that is the Church of Serenierre, and more particularly the Archdiocese of Villesen, whose Archbishop is one of the most powerful members of apolitical Serenien society.

Polls and opinion figures
In the coming election, Premier Martinique is defending her performance as Premier over the past eleven years. Her Premiership which began in controversial circumstances has come to be seen, now, as a great stabilising factor for the country's politics and economics. Her emphasis on civil rights, political and economic reform, as well as a focused commitment to social welfare have earned her tremendous support among the liberals of the country. However, on account of her actions last year, in resolutely pursuing the Trier Concord and achieving the Retalian Sea Convention, with Eiffelland, have propelled her standing even amongs the conservatives in the country. As such, according to nearly all opinion polling, the coming election will see Premier Martinique return to power with a considerable majority. It is expected that she may not need the support of any of the other Blocs in the formation of her Politburo, however, M. Lavosnier and Mme. Martinique have undertaken all official campaigning together, signifying their desire to continue the hitherto successful liberal coalition.

In a rally in the city of Brêves, the three conservative blocs of the Communist Party of Serenierre (namely, Millerrand, Choiseul, and Rousseau) announced that had formed a coalition against the Martinique and Lavosnier Blocs, as the country faced another seven years under their liberal and progressive rule. The leaders of the three blocs berated the Martinique Politburo for emphasising on automation over the past 11 years and for being tone deaf to the traditional backbone of Marxist politics - the workers. M. Millerrand is leading efforts to defend his provincial Government in the Province of Lourleau, which is under tremendous pressure on account of the recent popularity of Premier Martinique in the industrial heartland of the country to the north.

Madame Martinique, in turn, launched into a biting tirade against the Conservative coalition, calling it a regressive and antiquated alliance which aimed to drag the nation back. She emphasised that the Serenien economy was booming, despite the set backs faced during the immediate aftermath of the war and the financial burden of supporting the Protectorate of Occitania. In a defense of her generally successful government, Mme. Martinique stated that the Serenierre she sought to build was a global leader. The Serenierre seen by the conservatives would only be a regional player, which sees enemies all around. She called on the people to cast aside the old isolationist tendencies and to embrace the politics of economic, political, and diplomatic engagement with the world. In turn, Commissar Bernard Lavosnier also praised the foreign policy victories in the past year, from the successful Treaty of Camp Hill to the Retalian Sea Covenant, he termed the Martinique Politburo to be the most successful Serenien government since the establishment of the Sérazinist Republique - which has drawn some criticism from conservatives.

Former Premier Charles Millerrand criticised the government of Madame Elisabeth Martinique for failing to tackle inefficiency and white-collar crimes with as much gusto as she has gone after corruption in the Communist Party. He condemned the monetary policy approved in the last financial year and said that Serenierre needed stable and cautious heads to make wise investments on the gains made over the past year. He rejected the assertions of Premier Martinique and Commissar Lavosnier as being unrealistic and said that Serenierre must continue to work on enhancing its internal state to better serve the proletariat.

Opinion polling continues to show that Premier Martinique is set to make considerable gains in the provinces of Oroix and Lourleau, while enhancing the majorities in provincial assemblies in Vaujours and Arierre. Commissar Lavosnier, in turn, is expected to also make significant gains in his stronghold of Coubron. M. Hervé Rousseau continues to lag in the polls and is expected to lose his control of the provincial government in Oroix, while M. Charles Millerrand is currently in a dead heat with Premier Martinique for control of Lourleau province.

As roads between the two countries have been closed to non-military traffic since the war, the border is still under heavy military control due to the security situation in the Protectorate of Occitania, which remains complicated even now. Arriving in several civilian cars and buses that, it seems, were clandestinely hired by the Archbishop's office, the Archbishop and his priest saw their journey brought cut short by the border troops - who were taken aback by the presence of the senior most cleric in the Catholic country standing before them.

Archbishop Hippolyte, who had expected the delay, according to reports, quickly stood silently before the troops and commenced a silent protest, to which his 50 or so priests joined. Several lay followers, who were on specially hired buses, also joined the silent protest, creating a large throng on the motorway.

The Archbishop, , had announced that he desired to go on a pilgrimage across West Occitania to mark the "success for Catholicism in Gallia" after the defeat of the historically Cathar nation. Under traditional Catholic doctrine, the Cathar sect is considered heretical and historically many crusades have been unsuccessfully been fought against the sect. However, the Serenien victory in 2018, ostensibly fought by secular Marxist-Sérazinists, has emboldened the religious community in Serenierre for the historical nature of the defeat of Occitania.

The Archbishop has said that he would walk with a heavy cross on his shoulder across the length of Western Occitania. The cross, a holy relic, is made from the same tree as the coffin of St. Bernard of Villemarne - famous for his martyrdom in a crusade against the Cathars in the middle ages.

Sensing the politically volatile nature of the Archbishop's mission, as well as the tricky security situation in Occitania, the Martinique Government has opposed the Archbishop according to private sources in the know. It is rumored that M. Sylvestre Choiseul broke with the Martinique Government over its opposition to the Archbishop's desire, among other things.

Embroiled in electioneering, the Archbishop's ploy seems to have surprised the political leadership of the country, which only learnt of the event via the news reports. News channels famously ran clips of Premier Martinique and Commissar Lavosnier being informed of it at the separate rallies they were campaigning at.

So far, as Sunday has progressed, border troops have not been given permission to allow the Archbishop to proceed into West Occitania. The Archbishop, the priests from Villesen archdiocese, and the array of lay supporters have continued their silent protest. All Serenien television channels have been covering the event, postponing the vast majority of their election coverage to cover the issue.

Premier Martinique yields to pressure, authorises Archbishop's pilgrimage
News has emerged that Premier Martinique has authorised the Archbishop and his retinue to proceed into West Occitania as part of his pilgrimage in honor of the anti-Cathar martyr St. Bernard of Villemarne. The authorisation will allow border troops to step out of the way of the Archbishop and a 765 member strong retinue and allow them into West Occitania.

The Premier has yielded to intense criticism from conservative sections of the country for her perceived stubbornness against the wishes of the senior most cleric in the country. Criticism grew especially intense as the public was shown the images of the Archbishop standing with naked feet in the full glare of the sun carrying a heavy wooden cross which he is intent to carry across the length of West Occitania.

Lt. General Sylvestre Damas, the military governor of West Occitania has announced that the security of the retinue was of paramount importance and that he would dedicate the soldiers of the 321st Infantry Brigade to the protection of the pilgrims. One of the reasons for Premier Martinique's refusal to allow the pilgrimage was the unpredictable security situation in the Protectorate.

Once informed of the Government's decision, Archbishop Dominique Hippolyte blessed the Communist Party of Serenierre for seeing sense and invited the senior clerics of the sister churches in Gunnland and Friuli to join him during the pilgrimage. He also called on His Holiness Pope Ioannes XXIII to bless him in his undertaking.

In the interest of better informing the faithful and the intrigued, the Archdiocese of Villesen has prepared this pamphlet to illuminate the details of the Pilgrimage of St. Bernard of Villemarne as proposed and currently being undertaken by His Eminence The Archbishop of Villesen, Dominique Hippolyte, the first pilgrim to undertake the journey in honour of the great saint.

The pilgrimage has been established by Archbishop Hippolyte in honour of St. Bernard of Villemarne on the occasion of the victory of Serenierre against the Kingdom of Occitania - which was made to cede 60% of its territory by the success of the Serenien military. His Eminence first proposed the Pilgrimage in honour of St. Bernard of Villemarne at the Mass of Thanksgiving held at the Villesen Cathedral at the conclusion of the Seven Days War after the Treaty of Camp Hill.

The delay in organising the march, unlike some rumors spread by miscreants, was only due to logistical issues and on account of safety related concerns. The Archbishop and the archdiocese is much obliged to the efforts of the Military Governor of the Protectorate of Occitania, the Central Secretariat of the Protectorate of Occitania, the Military of Serenierre, and also the Politburo of Premier Martinique.

St. Bernard of Villemarne (b.1210 - d.1247)
According to the historical treatise, "The Catholic Saints of Serenierre", St. Bernard has been the patron saint of the city of Villemarne since his death. Originally a knight in the disastrous first crusade against Occitania, St. Bernard renounced all forms of kingly violence and was ordained as a member in the Order of Estarviellien Monks. In 1246, he had a vision which saw Catholic victory over the Cathars and he called on the Kings of Gallia to launch a second crusade against the heretics in the south in the name of God. Believing his vision to be divinely inspired, St. Bernard was successful in launching a crusade which united a number of nobles and kings against the Occitan. During the second crusade, St. Bernard performed valiantly as a divinely guided soldier-monk, leading the armies of Catholicism through his visions and sermons. At each battle he was present at, it is said, angels descended on the battlefield and destroyed Cathar heretics. A long chain exists of the many miracles performed by St. Bernard during this time.

However, due to the luciferian tendencies of the Occitan people, St. Bernard was betrayed by a Serenien soldier who was tempted into sin by a Cathar seductress. The soldier allowed a group of Occitan soldiers to capture St. Bernard, who was then forcibly taken to the Cathar citadel of Lions. There, the Cathar heretics abused the saintly dignity of St. Bernard and martyred him in a most gruesome and heinous manner. Within days of his martyrdom, the city of Lions was struck by a thunderstorm and an earthquake. And a mighty plague swept through heretic lands, which miraculously did not affect any Serenien soldier.

Convinced of his miracles, the Pope summarily declared him a saint in 1250.

Procession of the pilgrimage
The Archbishop shall traverse the historical path taken by St. Bernard in his journey. Starting at the historical border outpost at the Aurignac Pass, then following the sites connected with the legend of the warrior-monk, eventually the pilgrimage shall stop at the site of the Great Treachery - where St. Bernard was captured by the heretics - and shall continue onward along the saint's last journey. The pilgrimage shall end in Lions, with a mass at the spot where St. Bernard was brutalised by the heretics.

Throughout the pilgrimage, His Eminence shall carry on his shoulder the Cross of St. Bernard, a large wooden relic which is made from the wood of a tree planted by St. Bernard on the day he was captured by Cathar heretics.

Message of Archbishop Hippolyte
"I call on my fellow Christians to follow the example of St. Bernard and stand firm against Cathar heresy. I am pleased to see that my pilgrimage in the honor of the greatest saint of Gallia shall receive the support of the grand Catholic patriarchs and cardinals of the one true Church. And my faith has been much strengthened by the words of support and Christian affection I have received from His Holiness Pope Ioannes XXIII and many esteemed clerical authorities across the world. It is my hope that I may be granted the strength to undertake this pious act of worship in the honour of the sacrifices of St. Bernard and as thanksgiving to the Lord for having sided with the brave forces of the Serenien nation during times of war."

After an historic election campaign, Elisabeth Martinique claimed victory last night in the Proletarian Election and so, further solidified her place in history by becoming the first Serenien to win three consecutive terms.

Following official reports released by the independent Directorate for Proletarian Elections within the Communist Party of Serenierre, it emerged fairly early on that the Bloc Martinique was set to make history. Early forecasts predicted that Premier Martinique would begin her seven year term with an absolute majority in the Commissariat of People's Deputies – the first such result since the Constitutional Convention of 1978.

Premier Martinique at the victory rally[/div]In the provincial vote, the Bloc Martinique also saw considerable gains in the provinces of Vaujours and Arierre, while it went on to dominate the polls in the provinces of Oroix, thus ousting the Rousseau Bloc after its troubled tenure in control there. With a national turnout of 76%, the Bloc Martinique received a huge increase in the popular vote.

Speaking at the victory rally, Premier Martinique stated that it was possible for her to form the next Politburo on the backing of her Bloc, alone, however she reiterated the Marxist-Sérazinist ideal of consensus government and offered the Lavosnier Bloc a chance to continue on as a partner. The Lavosnier Bloc agreed. Thus, the liberal blocs in the Commissariat stand to control 69% of the seats. The historic result will make it possible for them to pursue a range of constitutional amendments hitherto impossible due to entrenchment legislation prohibiting any constitutional amendments with less than two third of the Commissariat's backing.

At the victory rally in Monserans, Premier Martinique said: "In the coming term of the Commissariat, we plan to uphold our end of the bargain. The proletariat has voted for a fundamental change in direction in our country and Monsieur Lavosnier and I are committed to effecting that change. My government over the past eleven years has made our economy grow in leaps and bounds and we shall continue that trajectory in the future as well."

Commissar Lavosnier, in his own speech, stated "Over the course of the coming seven years, we seek to engage more intensively with the other nation-states of the world. We seek to establish a Pax Serenicus in the wider region, designed to uphold the interests of modern civilisation and to provide the safe space needed for the economies of the world to flourish. We say NO to radicalism. We say NO to monarchism. We say NO to barbarism. And we say YES to peace, the economy, self-defense, and Gallian integration!"

The conservative blocs namely, Millerrand and Rousseau, saw their worst performances ever. The Bloc Millerrand lost heavily, losing even several stalwarts to the Martinique wave and the Bloc Rousseau was reduced to being the smallest in the incoming Commissariat. The Choiseul Bloc saw a minor gain of 1 deputy, while retaining its figures unchanged. However, the conservatives in the Party have vowed to resist foreign policy adventurism or constitutional shifts by the liberal Martinique-Lavosnier coalition.
