The Federation wishes to congratulate the people of Serenierre for expressing their democratic rights and also Premier Martinique for winning the hearts and minds of the Serenien people by winning the elections. We know that the relationship between the Serazinist Republic and the Federation have been strained at times, especially in the last century and recently with the war in Occitania, but we believe that a time has come, to see a reset in the way we see each other.

The Federation wishes to present itself as a cordial partner for peace and prosperity to the Serazinist Republic and we hope that our olive branch will be responded the same way, as in the end, we have the same goals in seeing our continents peaceful and prospering and we are both trying to build bridges rather than walls.

Conflicting stances adopted in Commissariat and Politburo shakes region

DURING the debates of the Commissariat, Premier Martinique was confronted by 50 of her deputies who managed to filibuster the proceedings and pass a resolution condemning the government's support for Auraria following the confrontation with the Post Delegationist nations after the sinking of the FNS Espoo came to light. The deputies demanded that a resolution be passed which required Auraria to indicate it would not discard Serenierre and that it was committed to a vision of a unified and strong Gallia.

Premier Martinique in the Commissariat during yesterday's commotion[/div]It is no secret that the more liberal elements within the Martinique Bloc clamor for the establishment of a regional alliance which brings together all Gallian nations as a defensive and economic union. It is thought that sensing a critical moment, these deputies sought to bring the alliance into reality. In an effort to calm them, Premier Martinique stated that she would fully back the ongoing diplomatic negotiations and that Serenierre would not fire first in any hostile event and that certain red lines were important to define regarding Serenierre's involvement in any potential conflict.

The opposition conservative minority condemned the actions of the 50 deputies and called for a centralization of power in the Politburo, a direct challenge to Premier Martinique's liberal political agenda.

This internal conflict within the Commissariat was not well received in Auraria and it is said that Premier Martinique called the Aurarian President to personally offer an explanation of the events and to reaffirm the official position. This was echoed in a statement issued by the Commissariat for External Relations to the Government of Friuli, where Commissar Lavosnier denied any rumors of a split between Solis and Villesen.

However, Villesen remains adamant that diplomacy remains the first option and only after all such measures had been exhausted could other possibilities be considered. The Ambassador of Serenierre in Solis stated that the Villesen Government remains committed to its partnership with Auraria but is equally committed to de-escalation and diplomatic resolution of all international disputes.

Minister Leverkühn's comments are nothing more than a reflection of the insults phrased by the Serenien government. Like I mentioned in today's press conference, Commissar Lavosnier is reaping what he sows.

Chairman Leopold Millerand: The People's Deputies welcome Premier Elisabeth Martinique to the floor.

Premier Elisabeth Martinique: Mr. Chairman, I thank you for the opportunity. Today, is the first time I am addressing the Honorable Commissars and my Comrade Deputies since the terrible assassination of Prime Minister Hannson and I am sure the Commissariat shall join me in expressing my condolences. Since then, the Two Kingdoms have embarked on a war and these concerning events shall remain something we monitor and we hope that peace shall return to Scania. [hear, hear]

Mr. Chairman, closer to home, the situation is not any more reassuring. Our neighbors in Germania continue to propagate hostility and animosity towards Serenierre and the liberated Protectorate of Occitania. This strategy of targeting the Protectorate of Occitania, as a means to challenge the establishment of the Gallian order after the Treaty of Camp Hill is a dangerous thing, indeed. All the wise and established nations of the world must remember that whatever actions were taken by Serenierre in the heat of battle were the need of the hour and were without a doubt the only option available to us to ensure a decisive blow to the enemy we fought. The irrationality of certain quarters in opposing Villesen at every turn is evident by the fact that two independent non-governmental organisations — namely Manusdei and others — have reviewed the post-war establishment in Occitania and found Western Occitania to be performing fundamentally better than the Kingdom to the east. The facts are clear and on our side. Serenierre has uplifted people always. The same cannot be said of the reactionary forces of the Germanian continent.

M. Alexandre Renaudiere: Madame Premier. While I am in concurrence with you, the problem in this sense is that Lars, Justosia, and Virumaa have chosen to create a narrative of the "evil Serenien" — a grossly racist sentiment. And not only that, the ethnic purism that the Government of Lars and Virumaa espouse is decidedly against the ideals of equality and humanity espoused by progressive nations. Would the Politburo and you, join me, in condemning this narrative.

Premier Elisabeth Martinique: Comrade Renaudiere, I am agreement in with you and as my fellow Deputies are aware, the Politburo has authorised and approved the scaling down of diplomatic relations with these countries as a response. While I realise that many here may believe that this is not sufficient, I say that as the major power, we have a responsibility to exercise our power with due care. I assure you that militarily we are not lacking in any form or way. But, it is exactly for that reason that calmer minds must prevail.

Despite the perception existing in the rabid minds of the Germanian reactionaries that I am a warmonger or anything of that sort, I remind my Comrade Deputies that the war in Occitania was only waged after... I repeat... after our diplomatic efforts to mitigate the situation failed. After the Trier Concordat refused to veto the accession of the Kingdom of Occitania. Only after the Rubicon did Serenierre need to act. We were pushed and we fought. For that we cannot be faulted. And yet again, I, as Premier am confronted by obstinate forces in foreign capitals, unwilling to listen... or to negotiate... or even to rationally consider the ramifications of geopolitics. But I remain committed to my core ideals. To that effect, I say, that retribution from us in the form of sanctions, biting and severe, would only serve to heighten tensions in the region.

At a point in time when Gallia is coming together, moving surely into a new era of progressive cooperation and economic partnership, the reactionaries in Germania and beyond are seeking to draw our attention to matters which are of no import in the grander scheme of things.

I have, already, served eleven years as Premier and have been reelected to a term of seven more years. It is my hope that as I end my political career at the end of those seven years, I will not be remembered as a warmonger but as the leader who brought together Gallia. I do not believe that it serves anyone's interests to give much attention to the machinations of the reactionaries. I urge this Commissariat to focus on the prosperous future we seek to build for Gallia and further afield.

To that effect, I speak now boldly on the floor of the Commissariat that I look to my friends in Auraria, Bezonvaux, Friuli, Neustria, and the Protectorate of Occitania, let us defy the narratives of hatred and backwardness. Let us build a prosperous, peaceful, and progressive Gallia. Let us come together and build bridges. Let us come together and unite under the banner of Gallian unity. As multilateral partners. As friends. As Gallians. To the peaceful belongs the future.

We will remember Premier Martinique mainly as the woman who denied us our sovereign right to choose our friends, who filled the complete region with fear, who used poison gas and who burnt down Viasinde. What was her thought when she burnt down that beautiful city including its people? Did she want to rebuild it as Martiniqueville, like emperor Nero burnt down Tibur to rebuild it as Neropolis? Premier Martinique is not a stateswoman, she is a sadist narcissist with only one agenda: Bringing whole Gallia under the banner of Serenierre. We warn the people of Friuli, Auraria, Bezonvaux and Neustria, and our fellow Occitanians in the Protectorate: This woman is a psychopathic monster addicted to murder which will not allow you your own will on the longer term. In her eyes, peace is only possible when everybody obeys her.

However, the government of Serenierre should not be blind for the factors that made Occitania apply for membership of the Trier Concord. Serenierre created an athmosphere of fear in the region. That is something the government of Serenierre should not close its eyes for. Occitania did not join the Trier Concord just because it wanted to irritate Serenierre without a reason, but because it was afraid of Serenierre.

Eiffeland-Retalia and the Kingdom of Occitania are open for dialogue with Serenierre. However, in the past, Serenierre has not been very much interested in our arguments, ideas and wishes. In that way, a dialogue cannot work.

We are fully aware of the fact that Sereniens are, well let's say it plainly, hated extremely much by the Eiffelloretalians. We are completely willing to change that, but we can only really change that when the government of Serenierre talks more friendly about Eiffelland-Retalia and stops treating Eiffelland-Retalia, Lars and Occitania as disobeying vassal states of Serenierre.

The Government of Serenierre has been at the forefront of attempting to negotiate and discuss matters of disagreement. It was Villesen which first approached the then Retalian Government over its maritime claims. Subsequently, it was Villesen which sought to resolve the issue of the Retalian Sea by dialogue. Moreover, the Eiffello-Retalian superstate was also able to secure a non-aggression pact with this country as a result of dialogue. Hence, once again, reality remains a distant notion in the wise minds of Trier Government officials.

The complete failure of the Trier Government to understand the notion of geopolitics and diplomacy has time and time again seen the Trier sphere witness its relegation to a minor power following the destruction of its Concordat. The Serenien Government continues to believe that the reactionary and hostile responses emerging from Germania are the dying throes of a failed region, bound to its reactionary and backward ways.

In our maturity, we shall let the downtrodden enjoy their fleeting feeling of superiority. The future is Gallia's and in that we find our peace.

We can only conclude that Commissar Lavosnier is blind for his own behaviour. Serenierre never opened talks, but always summoned. If Commissar Lavosnier does not understand the impact of such behaviour, he is the one who doesn't understand diplomacy, not us.

We will see which country will be doing better in the future. However, Serenierre will have a problem when it thinks it will be able to win the race with arrogance alone.

The Government of Serenierre cannot be said to have acted in an imperious manner on any occasion. The first summit was held in Altburg and then the second summit was held in Lars. To say that Villesen acted in a manner which was anything other than designed to build consensus is an outright lie.

The Eiffellander Government alone is full of hubris and pride, ideals which are wholly against the Christian faith of our nation.

During the last decade, the government of Serenierre has never shown any other kind of behaviour to us than an imperious one.

We have to admit that Commissaire Lavosnier is better in diplomatic tricks than me. Serenierre tries to get better relations with two devoutly Catholic nations, and suddenly the world has to believe that Serenierre is devoutly Catholic as well. Chapeau!

The only thing we can hope, is that the governments of @Gunnland and @Elben see Premier Martinique's real face behind the devoutly Catholic mask. Lying is a sin as well.

IT IS WELL ACCEPTED that since the end of the Seven Days War, the Military of Serenierre has been busy in putting into effect the lessons it learnt in the open field of battle, with considerable contracts having been awarded to a number of private contractors and major defense corporations over the past year. However, while the Navy was not as active in the conflict, it has seen its submarine fleet receive considerable attention from the High Command, as part of its wider Reform Policy.

The Type 909 diesel electric submarine[/div] Under conventional Serenien naval doctrine, it is believed that aircraft carriers are overall not cost effective and are too ostentatious in terms of national defense. The preference for submarines and lighter surface ships, such as cruisers and destroyers, has been the primary approach. The Type 909, first inducted in the 1995, is the primary workhorse of the diesel electric submarine fleet and the Government has continued to finance several generational upgrades to the vessel over its twenty year service.

The announcement of the expansion of submarine fleet was well received by the Hortefeux Shipyards, Leclerc Heavy Industries, and Marignac Industries, which are the largest defense shipbuilding companies in Serenierre. It is expected that additional contracts for anti-submarine frigates will also be concluded following the recent spate in pirate submarines in the wider region.
