FORMAL ALLIANCE WITH Kadikistan LIKELY: GOVT
"Diplomatic ties need to be stronger and deeper", says Chairman Sérazin

The Commissariat of People's Deputies has issued a statement to inform the nation that the Commissariat of External Relations has been engaged with its Kadikistani counterpart in a series of intense diplomatic engagements designed to bring the two largest Marxist sovereign states in a closer engagement aimed at promoting a strategic partnership and to band together in face of a rising tide of imperialism.

The proposed strengthening of ties between the two People's Republics is set to be focused in the realm of defence cooperation and enhanced cooperation on a host of strategic threats, including, it is suggested by some analysts, to cover a joint response commission on international issues of importance. This news bodes particularly well for the domestic arms industry which is particularly eager to partner with Kadikistani firms employed in the venture. Additionally, heavy industries in the country are interested in learning the ways of enhancing the rate of industrialisation in the country as well.

The People's Republic does not recognise the claim of neutrality expressed by the Government of Gouw Marken, given the fact that Serenierre is a purely Twentish nation, opposed to the Papacy of Quintus II. As such, with respect, we decline the offer.

BOURGOGNE HOLDS ARTEFACTS HOSTAGE!
Museum in Chagny forcibly retains control of artefacts belonging to Musee du Villesen

Today, the hearts of the nation have been shattered and broken to hear the news that the Burgundian menace has attacked our nation at its very soul. The travelling exhibit from Villesen's own illustrious museum has been stopped from continuing forward by the State Authorities of the Grand Duchy, who have refused to grant the permissions to have the exhibits move. The intellectual community at the University of Villesen, led by the Departments of Archaeology and History, have held a series of protests in which they have denounced the provocation by the Chagny regime and called on the First Comrade to respond in the most robust manner.

The news, likewise, has sent shock-waves in the ranks of the People's Deputies who have been visibly shaken by the fact that the travelling exhibit, which has been on tour for two years, as part of a successful example of soft diplomacy. A meeting of the Commissariat of the People's Deputies was hastily called to address this gross action by the Grand Duchy of Bourgogne and a litany of the highest members of the Party have launched brutal scathing attacks on the Grand Duke and his regime. Some People's Deputies, quite reasonably incensed by the backstabbing Burgundian antics, have threatened the Grand Duke and other senior Burgundians if they do not return the antiquities.

The Generalissimo, First Comrade Sérazin, has issued a statement that the People's Government would not allow the Grand Duchy to pressurise the People's Republic and the Musee du Villesen had the full support of the Government in its legal action against the National Museum in Chagny. The Generalissimo has further reiterated the commitment of the Government to keep the frontier sealed with the Grand Duchy due to its continued efforts to destabilise the People's Republic.

The Burgundian museum has been attempting to return the artifacts. A closed border has meant that the antiquities cannot cross the border. We have wished to return these artifacts for some time. It is the government of Serenierre who have stopped this exhibit from returning home. If the authorities of Serenierre wish to open a border crossing for the return of these artifacts, we are happy to have them there within 24 hours. If not, the museum has applied for government funds and the exhibit will be moved to a third party country for repatriation within 48 hours.

We must inform the pretender regime in Chagny that the artefacts are on a tour of Gallo-Germania and are not to be shipped to Serenierre, the Burgundian Government has restricted this movement by insisting on using the exhibit as a bargaining chip to reopen the frontier between these two Gallic nations. Further, we have been informed by the representatives of the MdV that legal proceedings have been commenced against the National Museum of Chagny in the Burgundian legal system.

We were neither aware of nor informed of any grand tour. If the Burgundian government was behind such an action, which seems to be what is being accused in this statement; then the lawsuit should be against the Burgundian government and not the museum. As your government must be aware, while the museum receives some government funding it is run by a non-government trust.

At this moment, we cannot conclude anything else than that the government of Serenierre is deliberately looking for an excuse to blame Bourgogne. Apparently the museum wasn't aware of the fact that the exhibition in question had to go to somewhere else than Serenierre. It would have been wise to be clearer in the communication about this. Furthermore, the Burgundian museum wants to send the collection to its rightful owners, but cannot do so because the country where the rightful owners are situated refuses to let the collection pass the border. And now Bourgogne is to blame? We suggest the Musée de Villesen to file a lawsuit against the State of Serenierre, because that is the entity that caused this situation.

Despite the fact that the collection in question is unique and enormously valuable, we cannot do anything else but strongly recommend to the Eiffellandian musea not to schedule any exhibitions of this collection, and in case any exhibitions have already been scheduled, to cancel them. We take this step with very much regret, but we cannot close our eyes to the current situation, and have to warn our musea.

To whom it may concern

It is with the utmost displeasure that we, too, must state that we consider it unfair that the Government of the Grand Duchy of Bourgogne, as well as the nation's National Archeology Museum, should be sued for an inconvenience caused by the Government of Serenierre, through the latter's decision to close the borders between the Grand Duchy and the People's Republic. It is an utmost display of improfessionalism for the Museum of Villesen to have failed to inform their counterparts in Chagny of this so called 'tour.' Having taken all of this into consideration, we will have to follow the example of the Kingdom of Eiffelland in advising our Musea against any future cooperations with their counterparts in Serenierre.

PEOPLE'S MILITARY CONTACTS BURGUNDIAN MILITARY
Spokesman states efforts to calm situation and keep channels of communication open

On the direct orders of Generalissimo Serazin, the military spokesman has contacted his Burgundian counterpart to proceed to begin a process to open a communication channel between the two militaries and to calm down frayed nerves in the Grand Duchy following a robust closure of the frontier due to a developing nationalist movement, which is said to be supported by far-right forces in Bourgogne. While the spokesman has stated that efforts to calm down the northern border were being taken seriously, he reiterated that the efforts to destroy the Burgo-nationalists active in Serenierre would continue.

GENERALISSIMO SERAZIN: "Burgo-Royalisme in our lands is a crime!"
Government deems anti-Revolutionary activities to be unpardonable offenses, death penalty restored

The People's Government has ordered the immediate execution of 34 Burgo-Royalists arrested in the north-eastern province of Arriere-pays due to their involvement in anti-revolutionary activity and espionage. The Generalissimo has stated that such offences are against the spirit of the Revolutionary struggle and as such must be punished as severely as possible. The Generalissimo also took the opportunity to announce the restoration of the death penalty in the People's Republic, a penalty which was foolishly abolished by the regime of the last king of Serenierre in 1918. The People's Deputies have welcomed the restoration of Section 991 of the Penal Code and have asked for an expansion of it to other offences as well.

Pelasgian Empire
Ministry of Foreign Affairs
Public Statement

9th of July, 1956
To whom it may concern

"The superiority of Democracy lies in that Democracy needs not execute its opponents," Thrasybulus said upon restoring Anthenean Democracy and magnanimously exiling the Thirty Tyrants. For those who do not know, Democracy literally means "power being held by the people" (ie. popular rule) in all forms of Pelasgian that have ever existed. It would thus seem most ironic that a state which prides itself in being ruled by the people and furthering their interests would seek to execute them for merely preferring another form of government than that which currently reigns over the aforementioned state. Unless, of course, one was to consider the fact that Serenierre is not, in fact, a "People's Republic" or any sort of well-governed and democratic "Republic" in anything but name, but, rather, a bloody and vicious neo-feudal dictatorship, which only seeks to further the interests of its own ruiling elite, in the name of a people whose rights and very lives the aformentioned elite constantly trumple.

Having stripped them practically every personnal liberty and civil right, the Tyrants of Villesen now seek to strip them of the very first right which they conquered when they first drew breath in this world: the right to life. It is our unwavering conviction that all men and women are entitled, from the moment of their birth to the moment of their death, to the right of life, as well as that of freedom of thought and expression and countless other rights and liberties which our Empire freely affords to all people, regardless of race, creed, political affiliation and any other personnal characteristics. It would seem that our counterparts in Villesen do not share our appreciation for this most basic of ideals, being no better, if not far worse, than our very own Junta, due to their hypocrisy and complete lack of even the semblance of a Democracy.

Pertaining to Ms. Martinique's ridiculous claims, this Empire has never sought to achieve, at least under a legitimate, democratic government, the establishment of any sort of Hegemony over the Long Sea and its adjacent Nations and States. If we have achieved any sort of leading or dominant role in the region, it is due to our own industry, ingenuity, might and our love and respet for and cooperation with any and all Long Sea Nations, as well as many Nations beyond the aforementioned region, none of which Serenierre's current criminal régime could ever hope to match. When Villesen is not oppressing its own working class or Burgundian minorities (never mind the fact that Serenierre and Bourgogne sister Nations, if not two states of the same Nation), perhaps its incompetent leaders and intellectual cave-dwellers, such as Ms. Martinique, could look at our Empire and take a couple of notes on how a nation is properly governed, so as to achieve and command might, respect, love and welfare. They could even look much closer to home, at Bourgogne, and see a Sister Nation which has needs not administer death penalties to political dissidents and ethnic minorities, en masse.

To the Serenien Government,

Although we hope for a strengthening of relations between our two nations we can not accept the murder of 34 people for there political views. Never once during the struggles between our nation and the communist insurgents within it have we executed someone because they supported a cause. Yes it is true we have launched strikes on bases of the militants but these were military facilities of an enemy. We're calling on the Serenien government to halt the killing of these men and send them back to Bourgogne if they so wish to be a Burgundian citizen, this petty fight has gone on for long enough and surely the Serenien government should offer all Burgo-Royalists a chance to move to Bourgogne as this would allow for the betterment of both nations. We hope this message will help with the issue and we wish for the Villesen government to know that we will continue any efforts to better relations between our countries.

Signed,
Thomas K. Eldritch, HMs Most Loyal Minister of Foreign Affairs

Commissariat of External Relations

The following matters must be addressed:
1. The 34 individuals are not nationals of the Grand Duchy of Bourgogne. They are ethnically Burgundians who are legally citizens of the People's Republic of Serenierre. They are individuals who have been found guilty by a fair trial of engaging in anti-state and anti-revolutionary activity; the severity of their crimes has rendered the only appropriate punishment to be the restoration of Section 991 of the Penal Code.

2. The Government wishes to inform the international community that the Burgo-Royalists are insurgents who are aiming to destabilise this country and they shall not be tolerated. This ugly organisation aims to destroy the Serenien state and to force the Burgundian crown upon our peoples by reinstating the Monarchy. This is unacceptable. The Government does not believe that the Chagny Government is engaged in supporting this movement but the risk of exiled royalists in Bourgogne assisting them is a reality and we will not allow it.

3. On the question of relocating the Burgo-Serenien ethnics from our land to Bourgogne is not workable. The efforts of the Burgundian nationalists in the People's Republic seeks to break away the Burgundian majority areas of this country and join the Grand Duchy. Their efforts are an existential threat for us. This should be recognised.

We echo the words of the Minister for Foreign Affairs of the Pelasgian Empire that it is the duty of the state to preserve the right to live. The death penalty does not fit in with that duty. We strongly condemn the upcoming execution of the 34 individuals in question, also because it is clear that the individuals in question will be executed for their opinions.
