= TOP SECRET =

FROM: Office of the President of the Republic; Ministry of Defense of FR Nova Srbja
TO: Grand Duchy of Bourgogne

The Federal Gendarmerie would definately improve its combat efficiency and mobility if provided with armoured vehicles and infantry transports. The last modernization of our equipment occured in 1939, during the years of the regime of the Socialist Federal Republic of Nova Srbja. Most of the equipment used by the Novosad Liberation Army belongs to the Federal Gendarmerie and the former Nova Srbjan People's Army, and the if the Federal Gendarmerie could receive modern equipment, it would provide a great advantage over the separatists. If possible, we are suffering serious shortages of medical equipment and resources. Our hospitals are in desperate need of medicines and surgical equipments to treat injured civilians and military personnel aswell.

It is with a heavy heart that we witness a further fragmentation of our brothers in Nova Srbja. It is indeed truly sad to see a once proud nation, with which we share a great historical connection and deep cultural ties, fall to its knees due to a lack of a unifying government that speaks for all its equal citizens. The failure in keeping Nova Srbja together lies in the camp of the ruling elite in Banja Luka that failed to look past its own interests and outright alienated itself from its noble people. That is why we are hereby ceasing our support for the increasingly illegitimate government of Filip Vlahovic. The latter desperately holding on to power in Banja Luka by selling his own country to the capitalist West and even allowing the meddling of the imperialist machine that rules the Pelasgian people's. Vlahovic would rather see his nation infested with foreign powers in order to maintain his power and further enrich himself and his entourage while caring little about the political and social-economic needs of the people.

The sole actor in the second modern Srbjan civil war that is genuinely interested in the betterment of all the people is the People's Government of Jakov Nenadovic, that has courageously taken up the arms against the fascist Novosad Liberation Army and was forced into a class conflict with the Banja Luka elite. The Srbjan Communist Party and the government in Istokgrad are the sole legitimate government currently operating within the territory of Nova Srbja by the will of the people. That being said we extend our full morale, political and humanitarian support for the People's Republic of Istokgrad while remaining committed to a unified Srbja and a peaceful, diplomatic end to the fighting. Our offer to provide humanitarian aid to the Federal Government in Banja Luka still stands and we sincerely hope that they will look beyond their immediate borders and accept the hand that was reached out to them by Kadikistan and other members of the Rurikgrad Pact. We warn the Vlahovic administration that they will loose all credibility among their people and the international community if they continue to open their borders to power-hungry and imperialist nations such as Bourgogne and those affiliated with the Trier Concordat.

We also strong-heartedly condemn the interference of nations outside of the region such as the Pelasgian Empire in Germania. Pelasgia is rapidly increasing its influence in Gallia, Germania and even Scania as we, together with the Varinian authorities, confirmed during the civil conflict in the High North when large quantities of Pelasgian weapons were found in the hands of the rebellious White Army. This along with a large group of self-proclaimed Pelasgian legionnaires that was captured during and after the Varinian people crushed the foreign-sponsored reactionary forces. Similar finds and testimonies surround the ongoing conflict in Borovanger where our comrades from the Red League have reported the enemy's usage of Pelasgian weaponry. All of this can not be disconnected from Pelasgia's successful attempt to increase its influence over our Markenese friends that where fooled into converting to the Pelasgian orthodox church, thus relinquishing some of their independence to the reactionary christian lords of the Himyar. Indeed the tentacles of the Pelasgian monster have succeeded in reaching every corner of the northern hemisphere, but we warn them that this situation will inevitably bring the Empire in conflict with the people's of Gallia, Germania and Scania.

RE: Humanitarian and military aid and support

Esteemed Comrades,

The following is a list of the goods and materials, humanitarian and military, made available to further your goals in Nova Srbja. Our own economic troubles, a heritage from systematic corruption, mindless spending and flawed economic planning in the previous regime, we will not be able to donate more than 19% of the military aid and will request for the remainder of the weaponry to be lend-leased in the following years or paid directly. We do offer considerable discounts on this weaponry making the eventual cost for the Istokgrad Government only slightly over the production price.

Statement from the Ministry of Foreign Affairs
Federal Republic of Nova Srbja

The statements of the Office of the People's Commisariat for External Affairs of the Democratic Republic of Kadikistan do not reflect the reality of facts in Nova Srbja. President Filip Vlahovic is the democratically elected Head of State of the Federal Republic, elected by the Federal Parliament with a 2/3 majority following the first free elections of Nova Srbja in 1946, the year of the fall of the socialist regime of the Socialist Federal Republic of Nova Srbja, re-elected in 1951 and again in 1956 during the first Nova Srbjan civil war. President Vlahovic is therefor the legitimate and democratic leader of the Federal Republic, and will not hesitate to hold parliamentary elections as soon as the conflict is resolved. President Vlahovic is also the man who guided the transition from a strictly totalitarian system, to a more liberal one which guarantees Nova Srbjans basic human rights and fundamental individual freedoms. The people of Nova Srbja have suffered both the plight of dictatorship and war, and the end of the war will not open the doors to another socialist system, the same the people of Nova Srbja rejected in the first place.

It is not in the plans of the Office of the President, or the remnants of the Federal Government, to allow the meddling of foreign powers and somehow sell our sovreignty or our identity. We cannot however hide the fact that the majority of the population of Nova Srbja follows the Orthodox faith, and the fact the Orthodox Church of Nova Srbja has always played an important, almost vital role, when it comes to relief and support for the displaced, the injured and the victims of this atrocious conflict. We strongly oppose the presence of foreign combat units, with the exception of a small peacekeeping brigade from the Nation of Sheridan which is not entitled nor allowed to actively take part in any combat operation unless attacked and provoked first by separatist forces. Their task is to provide an escort to humanitarian convoys and therefor safely reach civilians in need of relief and supply. Our main priority is the safety and the rescue of the displaced, the injured and the entire civilian population which is the first and only real victim of this tragedy. Our second priority is the defeat of the Novosad Liberation Army and the capture of General Dragan Milutinovic, President of the self-proclaimed Republic of Novosad.

The People's Republic of Istokgrad issued an unilateral declaration of independence, followed by an immediate defection of the Kosmovac Autonomous Province whose inhabitants have refused to accept the authority of the self-proclaimed eastern Republic. While the eastern part of Nova Srbja is composed of many actors who often hold different views, the cooperation between the parties against the totalitarian threat posed by the Novosad Liberation Army is not debatable. The Federal Government reaffirms its effort to protect the unity of the nation of Nova Srbja, thus we do not formally recognize the sovereignty of the People's Republic of Istokgrad.

Signed,

Ministry of Foreign Affairs
Federal Republic of Nova Srbja

Public Statement

30th of May, 1957
To whom it may concern,

His Imperial Majesty's Government finds itself in need of answering Kadikistan's most absurd and faulty claims yet again.

First and foremost, any purchases of weaponry by legitimate foreign governments and actors from the Empire's arms industries are completely lawful and not in any way the responsibility of the Empire. If the Empire held Kadikistan responsible for every single conflict where Kadikistani weapons have been found, the flow of complaints to Ivar would be without end. Moreover, the presence of Pelasgian volunteers on the side of the whites was accompanied by a near equal presence of Pelasgian volunteers on the side of the reds; unless Ivar considers the possibility that our government might be sending our own civilians to fight as volunteers on both sides of a conflict realistic, we would kindly ask that the honourable Commissar refrain from making such evidently false claims in the future.

Furthermore, the contacts between the ecclesiastic authorities of Gouw-Marken and of the Ecumenical Patriarchate are of no concern to the Empire's temporal government; unless Kadikistan considers the Orthodox Church to not be a separate institution from our government and its own allies to be immature children who can be 'fooled' into choosing the light of the One True Faith, we cannot be held accountable for the decisions of Gouw-Marken's autocephalous Church. Finally, and in a rather similar vein, the only 'involvement' Pelasgia had in the current conflict in Nova Srbja was the distribution of humanitarian aid by the Orthodox Church (which, one again, is a separate and independent institution from His Imperial Majesty's Government) impartially to civilians on all sides of the conflict.

Unless our Church's providing all noncombatants, regardless of their personal and group characteristics, with basic necessities is somehow an attempt by the Empire's temporal authorities to involve themselves in the Civil War on any faction's side, we would advise the government of the Democratic Republic of Kadikistan to seize its impertinent and disingenuous assertions.

Indeed, the Empire is rather concerned at how so soon after the death of Comrade Leninov and the subsequent change of power in Ivar, Kadikistan is already seeking to reassert its Imperial policy in Gallo-Germania, by taking sides in a foreign internal conflict, something which we have not done and do not intend to do anytime in the near future. The fact the Kadikistan itself is still ravaged by internal conflict, while the National Committee of for Justice and the Rejuvenation of Socialism looks to such conflicts elsewhere instead of focusing on concluding its own is, admittedly, even more flabbergasting.

Once again, Kadikistan shows its true colors as the true imperialist nation of the world. Ivar will do anything, utterly void of ethics, in order to exercise its neo-imperialist identity for the spread of communism. While nations such as Bourgogne and Serenierre are able to build a relationship, we see no attempts by Ivar to build relationships outside its own border. The pathetic attempts to justify their imperialism are as transparent and cold as the ice of Kadikistan's northern provinces. The only unified Srbja that Ivar will recognize is a red Srbja. The desperate attempts by Ivar to curb this situation in their favor is only further evidence of Kadikistan's identity crisis- an imperialist nation parading itself as an anti-imperialist state. The Grand Duchy stands behind the true government of the people and is willing to extend whatever support necessary to her alliesin Novo Srbja.

Judging by the detrimental loss of territory by the armed forces loyal to the Vlahovic Administration, we dare question the legitimacy of this regime. No history lesson can deprive us from objectively looking at the facts and seeing an astounding lack of support for the 'Federal' Government. Despite of what previous election results might have been, the situation today is clear. We have a self-proclaimed 'federal' government that rules little more than a portion of the capital and a segment of the nation's centre. While there is still cooperation between some of the de facto independent entities, including the People's Republic of Istokgrad and the Vlahovic Administration, it is clear that most of the lands of Nova Srbja have ceased their faith in the ruling elites of Banja Luka. The Srbjan Communist Party understands well that the fight against fascism is a priority, but we stand by them in their call for deep and unconditional changes to the flawed Srbjan political, social and economic system.

Furthermore we will not engage upon the verbal provocations coming from Propontis. The White Army was in no way a legitimate government nor actor, as your statement so vaguely describes. In fact it was a reactionary alliance of social-capitalists, catholics, tribal warlords and fascists without any clear agenda and with the sole purpose to undermine the Varinian Popular Government. Pelasgia has always shielded itself with the Status Quo Treaty, but how does it justify sending heavy military hardware, including even naval vessels and submarines, to an organized group of terrorists as far from their own border as the Scanian High North while internationally flaunting its self-appointed role of peace-keeper in the world. Indeed such things are unworthy of the international position that the Pelasgian Empire consumes. Our concern for and solidarity with the Srbjan people is historic and goes back to the very roots of our shared ethnicity, rather than the opium that is religion which has contaminated both the Eastern and the Western Slavs. We urge the other nations involved in this conflict to be rational when it comes to this highly delicate conflict. Blind support for the Federal Government for the sake of anti-communism will only lead to more suffering. Any peace talks without involving the Srbjan Communist Party and the regional powers, including the Democratic Republic of Kadikistan is doomed to fail.

Official Communique from the Office of the President

Federal Republic of Nova Srbja

While it is true the Federal Gendarmerie has struggled to contain the advance of the Novosad Liberation Army, debate over the fundamental values outlined and envisioned by the constituent assembly in 1946, is out of question. Since the day of my first election in 1946, i have promoted the establishment of a society based on freedom of opinion, freedom of the press, freedom of worship, political pluralism, democracy, assistance for the poor, the homeless, the unemployed, children and the participation of all citizens to the political life of the the nation. Equality is also a fundamental value of our society. While it is true that our enemies, the Novosad Liberation Army, are better equipped and forced our troops to retreat in several occasions during the conflict, Nova Srbja aims to be a nation where political opinions and systems are not enforced by either fighting or dictatorship, but trought civil and democratic processes such as elections, referendums, and public debates where each participant is allowed, entitled and encouraged, to freely express opinions, freely ask questions, and freely criticize the actions of the political class. If the political system of Nova Srbja will change, it will change according to the opinion of the majority of the citizens of Nova Srbja, trought the process of free and fair democratic elections. In no case, changes to the political and economic system of Nova Srbja will result in a cut to the fundamental freedoms guaranteed by our Constitution.

Freedom, is who we are. We do not judge, or intend to criticize, the system adopted by the Democratic Republic of Kadikistan, nor we seek to impose our will, or our authority, over the self-proclaimed People's Republic of Istokgrad. If the Istokgrad Government wishes to rejoin the Federal Republic, they will be welcomed. If the self-proclaimed People's Republic of Istokgrad is seeking to distance itself from the political and economic system of Nova Srbja, and shift its alignment with regional powers which adopt different systems, all i hope is that such choices will not affect the freedom and the rights of the citizens and the workers. However, Nova Srbja will not become a socialist state. Not after the incommensurable suffering, oppression and violation of human rights inflicted upon the people of Nova Srbja by the socialist regime which encircled our nation, and the Srbjan people, for over two decades. We genuinely believe in our final victory over the fascist and totalitarian threat posed by the Novosad Liberation Army, and we strongly believe that changes are necessary. But changes must not, and will not, imply an amendment to the fundamental values of Nova Srbja, which strives to be a bastion of freedom, pluralism and democracy.

HORROR EMERGES AS DISSIDENT PHOTOGRAPHER EXPOSES CRIMES AGAINST HUMANITY IN NOVOSAD

NOVOSAD, SELF-PROCLAIMED REPUBLIC OF NOVOSAD - Pictures have emerged showing the emaciated corpses of inmates from prisons run by the Novosad regime. The images are so graphic that it has now been branded as the most atrocious holocaust of Europe. More than 2000 of the images have been smuggled out of Novosad by a dissident photographer, known as "Slobode". They show the conditions of the victims of the prisons run by General Dragan Milutinovic’s regime who are said to have been deprived of food, water, medicine and subjected to weeks of torture. In one picture, one body was missing an eye, another had no head and a third showed acid burns along the back. Everyday these bodies are delivered to Novosad hospitals from the prisons where they are wrapped in plastic sheets and dumped into mass graves. And doctors are allegedly forced to cover up the disturbing truth by signing certificates. One of the doctors, who wishes to stay anonymous, told Nova Srbja Today: "It was like a scene from hell. We did not even have time to check if they were dead. I have seen so many terrible things. The first time I refused to sign the death certificate but an intelligence person held his pistol to my head and said, ‘Do it or die’." The doctor, who now lives in the territory controlled by the Federal Government, helped Nova Srbja's humanitarian organizations to build a damning report, which claimed up to 30,000 people were ‘executed by mass hangings’ at one jail. The corpses were scribbled with an identity number, the unit that killed them and the hospital case file number, like victims of an holocaust, according to the report.

But General Milutinovic has dismissed the photographic evidence as "anti-novosad propaganda". Two doctors said in the first week of may, two buses, a truck and an ambulance pulled up stuffed with injured Novosad's Srbjans who had been shot taking part in unarmed protests. "It was horrible to see them arrive. They had bullet wounds in their legs and backs but the NLA troops were kicking them on the injured areas as they left the buses," he told the newspaper. He even claimed one heartless security guard switched off an elderly man’s machine that was keeping him alive. The remainder were allegedly taken to an underground emergency room, where they were handcuffed to each other and crammed into 200 hospital beds. As protests escalated more torture victims were dumped outside the hospital, said the doctor. He added that their lives were only spared to send a terrifying warning to others who oppose the regime established by General Dragan Milutinovic. But despite his best effort to help the wounded, the doctor said patients were subject to further torture in the hospitals by security officials. He said: "I would carry out an operation under anaesthetic, clean up wounds, use antibiotics and then screw an external metal fixation on to the bones to hold an arm or leg together. But when I went back, someone from intelligence had pulled it out. Can you imagine the pain that must have caused?"

President Vlahovic reacted in shock to the report. An anonynmous source from the frontline command east of Banja Luka, allegedly reported that Nova Srbja's Head of State bursted into tears, as commanders of the Federal Gendarmerie renewed their loyalty oath, and efforts to insensify military operations against the Novosad Liberation Army and bring to justice the perpetrators of such horrendous crimes against humanity. "This is who, we are fighting against. This is our enemy. Barbarians, uncivilized barbarians with no respect for human dignity. This is why Nova Srbja, and President Vlahovic, deserves not only support, but full recognition and sympathy from all regional and international powers, irrespective of political differences. The Novosad Liberation Army must be defeated, we call upon the bordering Duchy of Bourgogne and Yiddish Free State to intervene against the Novosad regime and help us to stop this genocide. General Milutinovic must pay for his crimes, the international community must take action, as one, for the sake of the people of Nova Srbja. History will harshly judge those who stood by, and refused to take decisive actions against the regime of the Novosad Republic" a spokesperson for the Ministry of Foreign Affairs told Nova Srbja Today.

Exilregierung

The government in exile of the Kingdom of Varinia wishes to warn the legitimate government of the republic of Nova Srbja of the threats that come from negotiating with communist and socialist powers, especially with the monsters from Kadikistan and their puppets, the Calidian and Varinian regimes. The Kadikistani imperialism has destroyed some of the proudest and most ancient nations in the world, from Calidia to Varinia, Jurzan and now they are aiming for the Republic of Nova Srbja. We ask the nations of the world to help the Srbjan people in their plight and to defend them from the tentacles of marxism-feudalism and savagery of Kadikistan.

It is sad to see the country of Srbja fall again in civil war, but it must be understood that the real enemies in this conflict aren't Novosad or Banja Luka, but Istokgrad and their Kadikistani masters. We would do anything to help the people of Srbja, but be have our resources strained as it is. We ask our friends in Pelasgia, Bourgogne, Eiffelland and the Yiddish Free State to do anything possible to stop Kadikistani interference in Nova Srbja. We ask our friends in Nova Srbja to stay away from all gifts the Kadikistani come bearing, as they are tainted.

God help the people of Srbja!

FEDERAL GENDARMERIE SEALS BORDER WITH ISTOKGRAD

NOVA SRBJA -
The Federal Gendarmerie closed the border between Nova Srbja and Istokgrad. Federal Gendarmes stood guard at the main border crossings between the two countries. The Federal Government banned its citizens from holding jobs in the Eastern part of the divided country. This will affect tomorrow the thousands of West Srbjans who daily commute to work in the eastern People's Republic. The Federal Government's orders do not affect the access routes to western Srbja for humanitarian convoys.

The quietness of the eastern border towns of the Federal Republic's deserted streets was shattered by the screaming of police sirens as police cars, motorcycles and truckloads of Federal Gendarmermes sped trought the towns to reach the checkpoints. The action came shortly after publication of a declaration by the Office of the President who stated "We don't know if the People's Republic of Istokgrad is on our side, or if they are selling their sovereignty to foreign powers which might aswell seek to implement a different political system in Nova Srbja. It is a risk that i, as President of the Federal Republic, cannot accept. We have reasons to believe the Democratic Republic of Kadikistan is supplying weaponry and ammunitions to the Istokgrad government. Given the latest statements by both the Istokgrad Government and its ally, we have reasons to believe that such weapons will be used against the Federal Gendarmerie to seek to impose a different political system on Nova Srbja. To protect the freedom and the rights of the Srbjan people, the borders must be sealed until further notice."

The declaration made it clear these measures were directed at stopping the flow of military personnel from East to West. The order barring commuters from reaching their jobs in Istokgrad said that no West Srbjan could cross into the eastern People's Republic of Istokgrad unless he had "a special certificate." The orders would stand "as long as the People's Republic of Istokgrad will seek to impose a socialist system on all Nova Srbja," the Federal Government said. The declaration admitted that the proposed measure would "create certain discomforts for the population," but said the blame for this rested squarely on the self-proclaimed People's Republic of Istokgrad.

"The Federal Government naturally understand that the taking of protective measures on the borders with Istokgrad will create certain discomforts for the population. But in view of the existing position the blame for this must be taken exclusively by the menace posed by foreign interferences and above all by the Government of the People's Republic of Istokgrad. Naturally these measures will not affect the valid conditions for traffic and control on the connection routes between Srbja and Istokgrad," it added. The necessity for these "protective measures" would cease to exist after the end of hostilities. "In view of the aggressive efforts of the reactionary force of Istokgrad Government", the declaration said, "the Federal Republic cannot avoid taking the necessary measures themselves to guarantee the safety of our people and above all the safety of the Federal Republic of Nova Srbja."

The latest move made by the Banja Luka Federal Government is nothing short of an act of aggression towards their fellow countrymen in Istokgrad. The forces of Istokgrad and the Federal Gendarmerie have until this date fought together to preserve their country from becoming a fascist haven were the working class is oppressed and the peasantry artificially kept backwards and unaware of their social-economic conditions. Indeed they have fought and died together in order to preserve a shared dream of democracy. But the capitalist's view on democracy has once again been revealed by this move that can not be describes as anything else than a dagger in the back of the forces controlled by the Srbjan Communist Party. The closing of the borders will negatively affect the lives of thousands of workers who have been forced into unemployment and the peasants will no longer be able to sell their products on the markets that they desire. Freedom, a word which the Vlahovic Administration flaunts so carelessly in self-defence, has effectively died under the flag of the Federal Government as free traffic of people and goods are an essential part of true freedom.

While we do not in anyway wish to inspire our comrades in Nova Srbja to open hostilities with the Federal Gendarmerie, we do urge them to be ready for the seemingly inevitable conflict with the Vlahovic Regime. The latter proving with these latest actions that it seems determined to destroy any opposition, even though they have been fighting and dying side-by-side against the fascist hordes of General Dragan Milutinovic since the start of this catastrophic conflict. With such actions the belief in a diplomatic solution for this civil conflict seems increasingly unattainable, yet we still support any efforts to bring about peace through words rather than bullets and bombs. We urge Vlahovic and his clique to abandon this hostile move and focus rather on destroying the fascists in the West than spending manpower and resources on enforcing this travesty of an action. This move is wrong both rationally and humanly speaking and must be undone before the situation escalates and the Federal Government finds itself wrapped up in a two-front war that it called upon itself. Worse yet, the people will be the primary victim. If not for yourself, end this for them.

The government of the United Republic of Varinia wishes to see an end of the war in Nova Srbja and was prepared to aid the people in their struggles to return to a normal life but sees that the calls for peace are being overshadowed by the deafening clamor for war between socialist and capitalist regimes. We condemn the imperialism of the Empire of Pelasgia and their warlike policies always ready to start a war against the socialist countries. We hoped to see the Srbja of tomorrow as a united, strong and free country, but it seems that the Vlahovic administration is so intransigent that it reaches the absurd.

While as we have said before, are ready to help the Srbjan government by sending supplies to it, we first must see a mature internal policy in which Banja Luka respects the will of the people of Istokgrad and cooperates with them in fighting the greater enemy, the Novosad regime. Until then we cannot do anything but look and see how the current government in Nova Srbja calls itself a beacon of democracy and freedom, while adopting increasingly authoritarian measures to combat any kind of political differences from the official line. This kind of radical centrism that is ready to fight any kind of political thought that isn't accepted by president Vlahovic is what will bring Nova Srbja to the brink of catastrophe, if it isn't already there. We will send supplies to Banja Luka if and only if the president will accept to create a united front with Istokgrad.

Signed,
Sabine Schneider,
Chancellor of the United Republic of Varinia

Public Statement

1st of June, 1957
To whom it may concern,

His Imperial Majesty's Government considers the claims made by both the so called "Democratic Republic" of Kadikistan and the United Republic of Varinia to be simply laughable and tragically out of touch with reality. The White forces in Varinia were acting on the behalf of the Kingdom of Varinia, the legitimate state within said northern country, which was violently and illegally supplanted by a Kadikistani puppet following a coup d'etat. The Empire's choice to approve the sale of weapons to the forces of His Majesty, the King of Varinia, is lawful and just by all the laws of man and God. Though we understand the confusion a Communist country might have with the term sale, since Kadikistan seems to limit itself to generously sending weapons and equipment to radical leftist terrorist groups around the globe, it would be appropriate for a distinction to be made.

As for the absurd assertion that the Pelasgian Empire has at any point attempted to provoke and pursue the existence of a state of war between the Empire and the countries of the Communist bloc, nothing could be further from the truth. Pelasgia has at no point breached the Status Quo Treaty (though, unlike Kadikistan, all of whose borders are constantly consumed by conflicts of its own making, we have no need to "hide" behind it), which solely deals with matters pertaining to military balances in the Kalahari Sea, not the far north, Gallia, or any other part of the world where the red menace seeks to expand its claws and tentacles of barbarism and savagery. The dispatch of humanitarian aid by the Orthodox Catholic and Apostolic Church of Jesus Christ in Propontis to the men, women and children of Nova Srbja can in now way be considered to be a warlike act or an act of aggression, nor an act of His Imperial Majesty's Government for that matter. Alas, our repeated calls for peace and diplomacy seem to not have only fallen on deaf ears in the areas controlled by the insurgents of Nova Srbja, but also in Ivar and Hartem, where the self-proclaimed "humanists" and "liberators" of Europe seek to reap another bloody harvest of innocent lives, in the name of their godless cult.

His Imperial Majesty's Government shall maintain its full recognition of Nova Srbja's Federal Government, along with full diplomatic and other ties, rejecting the so-called "de facto" statehood of any breakaway factions or the self-proclaimed right of foreign powers to dictate the makeup and function of the peace negotiations in Nova Srbja. The country's internal matters are its own and Pelasgia wholeheartedly and severely condemns any foreign intervention in them that breaches international law and norm.

Signed and Sealed,

Ikaros Dragasēs

PRESIDENT FILIP VLAHOVIC ADDRESSES THE NATION AND THE PEOPLE OF NOVA SRBJA

Filip Vlahovic, President of the Federal Republic of Nova Srbja

President Filip Vlahovic said:
Fellow Citizens of Nova Srbja,

As you all know, I have spent most of my life as a Socialist. But the oppression and the systematic violation of our people's liberty and dignity by the same regime that arrested opposers and dissidents, have forced me to take another course. After the five years i have spent in a jail of the socialist regime which encircled our beloved Nation between 1924 and 1946, you, the People of Nova Srbja, have entrusted me with the task of guiding this nation from the misery of tyranny to the prosperity of liberalism and democracy. We have failed, my fellow citizens. We have failed in this task, and i am not afraid to take my own share of responsibility. My will to cooperate and welcome all political forces in the renwed political life of the nation, has prompted a number of backstabbings, uprisings, state coup attempts, assassinations, terrorist attacks. And now, the tremendous war waged by the criminals and degenerates of the Novosad Liberation Army, against the Srbjan People.

As for the peace that we would achieve, I wonder who among us would like to approach the wife or mother whose husband or son has died in Banja Luka and ask them if they think this is a peace that should seek indefinitely. Do they mean peace, or do they mean we just want to concede defeat? There can be no real peace while one Srbjan is fighting on the frontline against the Novosad Liberation Army. We're at war with the most dangerous enemy that has ever faced Nova Srbja in his long climb from the chains of tyranny to the return of democracy, and it's been said if we lose this war, and in so doing lose this way of freedom of ours, history will record with the greatest astonishment that those who had the most to lose did the least to prevent its happening. Well I think it's time we ask ourselves if we still know the freedoms that were intended for us by God the Almighty.

Not too long ago, me and two functionaries of the Ministry of Defense talking to a refugee from Novosad, a doctor who had escaped from General Milutinovic, and in the midst of his story one of my friends turned to the other and said, "We don't know how lucky we are." And the Doctor stopped and said, "How lucky you are? I had someplace to escape to." And in that sentence he told us the entire story. If we lose freedom here, there's no place to escape to. This is the last stand of Nova Srbja. And this idea that government is beholden to the people, that it has no other source of power except the sovereign people, is still the newest and the most unique idea in all the long history of man's relation to man. This is the issue of this war: whether we believe in our capacity for self-government or whether we abandon the path of liberty and confess that a socialist elite in a far-distant capitol can plan our lives for us better than we can plan them ourselves.

You and I are told increasingly we have to choose between socialism or capitalism. Well I'd like to suggest there is no such thing as socialism or capitalism. There's only an up or down: up, man's old - old-aged dream, the ultimate in individual freedom consistent with law and order, or down to the ant heap of totalitarianism. And regardless of their sincerity, their humanitarian motives, those who would trade our freedom for security have embarked on this downward course.

You and I know and do not believe that life is so dear and peace so sweet as to be purchased at the price of chains and slavery. If nothing in life is worth dying for, when did this begin - just in the face of this enemy? Should Christ have refused the cross? Should the patriots of the 1946 revolution have thrown down their guns and refused to fire the shot heard around the Europe? The martyrs of Srbja's struggle for freedom were not fools, and our honored dead who gave their lives to stop the oppression of the socialist tyrants didn't die in vain. Where, then, is the road to peace? Well it's a simple answer after all.

You and I have the courage to say to our enemies, "There is a price we will not pay. There is a point beyond which they must not advance. We will never surrender."

You and I have a rendezvous with destiny.

We'll preserve for our children our democracy, the last best hope of man in Nova Srbja, or we'll sentence them to take the last step into a thousand years of darkness.

Long live the Republic, long live the free Srbjan people.

ON THE GROUND IN BANJA LUKA: THE FEDERAL GENDARMERIE, FORGED IN WAR.

BANJA LUKA – Gunfire sounds in the background. In an adjacent alleyway, Novosad Liberation Army snipers keep watch for movement. On the roof above our heads the men of the Zandarmerija are pouring fire into buildings occupied by the separatists. Five members of the Federal Gendarmerie sit on chairs and boxes in a street, sheltered from the battle. One of their colleagues is busy trying to pry open a box of ammunitions, as another man feeds a belt of bullets into the squad’s machine gun. It’s the fourth week of the battle of Banja Luka, in the war against the Novosad Liberation Army.

In the battle for Banja Luka, the Federal Gendarmerie has deployed a variety of its best units, including the Traffic Enforcement Division. The name may conjure up traffic stops and men rescuing kittens from trees, but in the Srbjan context “Traffic Enforcement Division” is a motorized infantry unit: hundreds of men in dark blue uniform with jeeps and machine guns. Accompanying them is another elite unit called the Jedinica za Specijalne Operacije, JSO, or Special Operations Unit. Together they have done the heavy lifting when the operation to liberate East Banja Luka began. Street by street they have fought to dislodge what remains of the “Novosad Liberation Army” There are fewer than 2,000 NLA fighters left, according to the Federal Gendarmerie and their Garda Panteri militia allies. But these are the hard core – many of them veteran fighters of the first Nova Srbjan civil war.

NLA has burrowed into the Old City of Banja Luka, into buildings that date back hundreds of years. Here they are making one of their last stands around the Parliament building, severely damages after the artillery barrage on the 8th of May. They’ll fight to the death in the basement of the building, a Federal Gendarmerie officer thinks. “The Federal Gendarmerie are extremely professional and disciplined and capable, and that’s one of the biggest differences from 10 years ago,” he declares. The Garda Panteri loyalist militia that is helping to defeat NLA stresses that the Federal forces are fully in charge of the operation and they are the ones leading it. That’s obvious on the ground. Although the militia provides intelligence and is expert in guerrilla warfare, there is no visible presence of militia forces at the front. It is Federal Gendarmerie carrying the fight.

The older Federal Gendarmes have been fighting in Nova Srbja for the last ten years. They say the battle for Banja Luka is difficult, because NLA cannot retreat here and has to fight to the last man. But they’ve seen more serious battles in the last decades. Their men have been forged in this war. As we crawled through holes smashed in the walls of houses to make our way to the roof of one position, Federal Gendarmes were in each room. One team was looking out for snipers, another preparing RPGs, and others catching a bit of rest on cots. On the roof, soldiers are unlimbering a kind of long-barreled cannon on a tripod that fires RPGs through a small hole cut in the wall.

“Against all odds, against all predictions and analysis by so-called experts, the Federal Gendarmerie have victory in hand here in Banja Luka – it is inevitable; we know it and NLA knows it. Everyone can see and knows we will win,” says a sergeant of the Federal Gendarmerie in the building. The Novosad Liberation Army was like a shot in the arm for Filip Vlahovic, it provided the existential threat that has led to the creation of an increasingly professional, stronger army that is more self-assured than it was before 1946. June will reveal if Srbja can build on that success.

CIVILIANS OF BANJA LUKA "WELCOME FEDERAL GENDARMES AS HEROES AND LIBERATORS"

BANJA LUKA - On Saturday, the Federal Gendarmerie regained almost full control of Banja Luka, completing a battle which began almost 1 month ago. In an interview with Nova Srbja Today, the representative of the Federal Gendarmerie said that civilians are welcoming Federal Gendarmes as heroes. Regarding some reports from Novosad's press suggesting that the Federal Gendarmerie has stormed the houses of civilians, the representative said that such messages are being spread by General Dragan Milutinovic's propaganda machine and these reports are unsubstantiated. "If such incidents actually occurred, I would have known about them. There would have been some evidence, photographs, footage or something else. In reality, everything happens on the contrary. When the Federal Gendarmes enter some area, people welcome them as heroes,” the representative said. The Federal authorities are now actively helping people in need and those who lost their homes in Banja Luka. “The government has provided people with temporary refugee camps and afterwards people will be transferred into real homes. Each person may apply to a similar assistance center and get everything he needs: food, clothing, medicines, foods, household stuff, we have everything" he said.

Talking about the situation in Banja Luka the representative said that the militants of the Novosad Liberation Army are entrenched in 3-4 square kilometers; it is 2% of the territory of the city, which they previously controlled. “We do not know for sure how many fighters there are but according to our calculations, there are no more than 1,500. They are holding captive 30 to 40 thousand civilians. Not more, because territory is not large,” the representative of the Federal Gendarmerie told Nova Srbja today. He further said that the Federal government has repeatedly offered the militants to surrender. Over the recent weeks, Banja Luka became a major battleground in Nova Srbja between government forces and separatists.

LIFE IN A WARZONE, BANJA LUKA.

BANJA LUKA, NOVA SRBJA - Jovan Veselinov, his wife and four children are squeezed together on a sofa. This is their living room and now it's also their bedroom. Like most houses in their area, the second floor has been blasted by shells. Outside the front door, sandbags are piled high. Through the windows they can see the battered landscape that is their neighbourhood. There is little in the room besides the sofa and a computer. Today, they are lucky to have power – a friend has lent Jovan a car battery so he can turn the light on. The family has been living under siege in Banja Luka, the capital of Nova Srbja, for a month. Shells are dropped by artillery, snipers shoot from a nearby tower, rockets are launched from a mountain top. Jovan won't be moving away, though. First, he can't afford to, and second, why should he? Banja Luka is his home, he says "There is another district next to us that has also sustained heavy shooting, and they get very heavy shells. There is a mountain in Banja Luka and from here we can see all the Novosad Liberation Army artillery piled up there."

The children have not been to school for three years, and their parents know that they can only teach them so much – his 14 years old daughter finished intermediate school, the 7 years old is illiterate. He tries to teach them to read, but he can do only so much, and they are usually too exhausted to take a lot in. For much of the day, the children collect wood for burning. They find it in the wreckage of houses. It is also their job to bring water home in a bucket from a pipe in the street. "They do it at 5am. They know there is no shooting at this time. They have one hour to fill the bucket. It's a safe hour." There is no radio to listen to, or television, and little to occupy them. "Even when they play at home, they will carry a piece of iron or wood and say, 'This is my pistol,' and start to shoot each other," Jovan says. "They dream of going back to school, being with friends and graduating. This is no life for children; collecting water and wood."

We ask if they play music to drown out the horror overhead. He laughs. "Our music is the mortar, the rockets, the shells. This is our music. We want the kids to learn some songs, but they can't because they haven't listened to any. But they do know which planes or mortars are shooting, because they have memorised the sound of the planes and artillery shells. My main concern is my children. They have been deprived of the most simple things that children should have. They cannot eat and there is hardly enough for a piece of barley bread here in Banja Luka" But even so, he remains optimistic. "I wish and pray that there will be a time when I go back to my job and we will have a good life." As we leave them to the mortars and snipers, all six – from Jovan to two-year-old Marija – raise two fingers to make a V for victory sign.

MASSACRE REPORTED AS FEDERAL GENDARMERIE PRESSES ON WESTERN BANJA LUKA. PRESIDENT VLAHOVIC REQUESTS INTERVENTION BY BOURGOGNE AND YIDDISH FREE STATE.

BANJA LUKA, NOVA SRBJA - Nova Srbja's state radio said today government forces and their allies gained control of 95 percent of western Banja Luka, previously a NLA-held enclave, reducing the separatists territory to a small sliver packed with civilians and fighters squeezed under fire. At the same time, Novosad Liberation Army forces reportedly executed over 280 people after retreating from the western neighborhoods in the city, the Federal Gendarmerie. The Federal Government is alarmed by reports of atrocities against a large number of civilians, including women and children, in Nova Srbja's Banja Luka, a spokeperson of the Ministry of Defense said.

President Vlahovic has publicly exhorted the government of the Grand Duchy of Bourgogne in the west, and the government of the Yiddish Free States in the east, to intervene against the NLA stronghold in Novosad and force them to desist "I call upon the bordering nations of Bourgogne and the Yiddish Free States: the prolonged fighting in Nova Srbja is only leading to more suffering, more casualties, and irreparable damages. Any attempt to start negotiations with the Novosad Liberation army has been proven a failire. The Novosad Liberation Army is actively committed to genocide. We have numerous reports of concentration camps near Novosad, where opposers of General Milutinovic's regime have suffered torture and unbearable suffering. 300.000 people have died, a million has been displaced. This war must come to an end, but we need the help of the democratic and free nations of the international community.
The battle in western Banja Luka should end quickly. We don't have much time. We either have to push forward or witness more of such atrocities," President Filip Vlahovic told reporters in the recaptured eastern district of the city. Footage aired on Nova Srbja's state TV showed scores of people waving Nova Srbjan flags and posters of Vlahovic in the streets of the city's government controlled sector, celebrating what they called "the victories of the Federal Gendarmerie against traitors."

"People run from one shelling to another to escape death and just to save their souls ... It's doomsday in Banja Luka, yes doomsday in Banja Luka" said an officer of the Gederal Gendarmerie. Most of the remaining civilians have now gathered in two or three neighborhoods, packing thousands in a small space and threatening large casualty tolls in any new attack, he said. State television footage from western Banja Luka, showed mounds of rubble and half-collapsed buildings, with bodies still lying on the ground and a few bewildered civilians carrying children or suitcases. In a map distributed by the military's media arm, a small sliver of land, a long rectangular shape in the city center abutting the eastern, government-held parts of the city, remained in Novosad Liberation Army hands. It includes six neighborhoods, most of them still areas where fighting is still underway.
