The formal ceremony in the Camara took place during a special session of the legislature today. The formalities of the Oath of Consulship and ratification of the oath took place. Judite Teixeira will formally take office at 9am tomorrow following the signing of the Oath of Consulship. Teixeira, a former Assistant Minister is expected to unite the Conservative Party ahead of upcoming elections. The elections are expected to be a harsh win for the Conservatives who have seen their popularity begin to wane. Many expect the hardliner Teixeira to be able to wrestle back political control as well as to deliver on Party promises. She spoke to the Camara during a closed door portion of the session. However, a transcript is available at Camara.gov.mj. We have provided the transcript below. She will address the nation on Monday at 5:45pm.

"Fellow Madurans. I stand here- utterly humbled. While I cannot say with certainty that I will remain in this position following the election, I can promise that I will do my best to unite us under the common values of which Madurja is proud to embrace. The world is in an ever changing status. This has always been the case. Yet, we see now that it is doing so more rapidly than ever before. We must not lose our focus. We must weigh the future of our nation by first ensuring it is strong within. Reinforcing our values and morals is the path to take. Madurja faces many challenges. We must develop new and innovative plans to revitalize our economy. We must emphasize manufacturing while protecting agriculture and tourism. We must invest in schools and services without snapping our budget and bringing new taxes to those who cannot afford it. While I sit in this solemn office, that of Consul, I ask that parties focus on common ground. I will not compromise on national values of family, morality, and citizenship. These foundations are strong and will remain. There is much work to be done.

Internationally, we see the clouds gathering. Nations play their games of checkers and chess in the most blatant of ways. The Long Sea is rapidly becoming a point of contention after decades of peace and maritime freedom. We will not see it turned into some private lake for some. It will remain an open passage. With threats come opportunities. Consul Dimasio, without question, was right to hear out the proposition of a Gallian Union. We have two ears and one mouth- we must listen twice as much as we speak. However, such a union should never have been seriously considered following what we learned of it. I vow that Madurja will enter into no such agreement where our sovereignty is at risk of being drained. Madurja will, as it always had in modern times, work with our neighbors and international partners. Doing so, is of the highest priority.

Madurja's future is bright. Despite our challenges, we have an extremely strong agricultural sector, an explosive tourism industry, and our natural gas production is at an all time high. Madurja has an educated and well mannered populace. There is nothing that we cannot accomplish. Join me in defending Maduran principles. If we do this, we will surely be acting for the Greater Glory of God. Thank you"

Consul Dimasio and new Consul Judite Teixeira offer back to back televised speeches
Redondo

On Monday, Consul Dimasio spoke briefly at 8:50 in the morning, 10 minutes before the Consulship of Judite Teixeira began. The two had vastly different speeches. Dimasio offered hope and a positive outlook. Consul Teixeira, speaking a few minutes later at 9:05, offered an overview of her intentions and some issues she sees Madurja as facing. Below, we have provided transcripts of both speeches..

Consul Dimasio

I speak to you as my final act as Consul, an office I am honored to have held for the last 15 years. I do not know what is ahead for me. However, I know that Madurja's brightest days are ahead. There are many issues we face as a nation- internally and externally. I am confident that Consul Teixeira will bring new vigor and fresh approaches to the office. We disagree on much but we both hold Madurja and her future in our hearts. The last days have gone quickly. I have completed the necessary acts of transition and I wish Consul Teixeira only the best. We must continue to work for future generations within the framework of Maduran spirit and ability. There are few limits to our nation's future.


In the past years, I have done up best to bring peace and prosperity to this country. There are many critics. I wholeheartedly understand their perspective and welcome the criticism to come for my Consulship. 15 years is a long time to be at the helm of an ever-changing nation. I can only say, with sincerity, that I acted for what I believed to be right and just for our nation and its future. I want to thank the Maduran people for their efforts and mostly for their trust in me over the last years. I also say to the people, look to your families and your community. Ask yourself what you may do in order to make tomorrow better for both. Take chances. Seek opportunity. Seize the day.

I once again thank you all. To Consul Teixeira, I send the warmest wishes. May God continue to bless Madurja and her people.


Consul Teixeira

Madurans. We will continue to build on what has been started. The Republic is strong. Our system is strong. And our future is likewise strong. Much of that is thanks to my predecessor, Consul Dimasio. Right or wrong, he fought for the Republic and for that, we thank him most earnestly.

Madurja must look within. Our values, faith, and history unite us as few countries can be united. There is much we may draw on to continue building this beautiful nation filled with marvelous people. When I was 11 and was elected to the student advisory senate, I believed I had found my calling. I will now begin dealing with national issues rather than the ever elusive extended lunch period. Together, our parties must work together to find our common ground and common vision. Restoring our economy is one of the key binding goals. The road has been long and has not been easy. I ask you, the Maduran people, to continue down this difficult path. If we do so, Madurja will flourish. We will be implementing new policies, should my party win the upcoming election. These policies will include a 3 year plan to bring economic investment and jobs to Madurja. It will additionally include investments in Madurja in the form of education. Viewing education spending as mere spending is a mistake of the highest order. Education spending is an investment. We will invest in our future through education. We will also seek to bring healthcare into a higher strata. These are investments in Madurja's direct future. We will continue to seek innovation in all avenues. Madurja was once an international center of culture and learning. Those days will return.

Internationally, we must seek to continue partnerships. Madurja places value on those who seek to work together and achieve- regardless of ideological foundations. Yet, we must strengthen our ties with democratic nations such as own. This is the great caveat. Those who seek to achieve but seek to destroy democratic achievement may be partners- yes....but to a fine point. Madurja sits at a critical junction- the Western entrance to the Long Sea. Some nations act in a two-faced manner- promising to uphold freedoms of the sea and at the same time strengthening their grip on it to gain an underhanded dominance. By joining the Long Sea Council, we are entitled to hear explanations and concerns regarding the Sea. We owe it to ourselves to hear, very plainly, how this great highway of the world is being viewed. Make no mistake, Madurja will not tolerate a singular nation acting as Long Sea hegemon. Nations seeking such positioning will face the full diplomatic consequences.

This also brings us to the question of a Gallian Union. While I respect our regional partners, we simply cannot and will not join such a union. Madurja's sovereignty was hard-won. Time and again we have had to act in history to protect it. Joining a union, such as the one proposed, strips our own rights. We cannot allow Madurja to retract upon itself. Consul Dimasio was right to hear out our friends and to see what they proposed. Madurja is always open to dialogue itself. Yet, we must ask ourselves- is Madurja our homeland? As I said, Madurja is always open to working with her partners- especially those regional friends. But we must do so in the interest of our nation and people.

Madurja's future is one that will ring bright and true. Our values of God, family, and justice guide us. We will achieve and see a better future for all Madurans. Join me in this sacred mission.

Justosians Response Firm. Warn Ambrosian and Sylvanian governments to back down. Accuses the nations of "blatant aggression".

The Prime Minister of @Justosia, Jean Blount, warned both Ambrosian and Sylvanian governments to end what he called "blatant agression". In a press conference open to international media, Blount stated that Justosian aircraft will "be forced to defend themselves in performance of regular duties in an area that the Justosian forces routinely operate in". The Prime Minister denied Justosian aircraft attacked any other aircraft. He continued to blame @Ambrosia and @Sylvania for acting with "clear intentions to intimidate the Justosian people". Blount stated that at any sign of open aggression that, "Justosian forces will continue to defend themselves, regardless of the situation".

Madurja sees influx of banking and business

Following the move of a lucrative auto manufacturing line to Madurja, banks have begun to take notice of the nation's extremely friendly business policies. On Wednesday, Gascaran-based Banc Gascar announced that it would be moving into new spaces in Redondo while on Thursday Standard Chartered announced a bold plan to bring into play digital banking. Additionally, Standard Chartered plans the creation of a call center. There have been no announcements yet, but many suspect the initial focus to be in Cartaxo- Madurja's largest city and the heart of commerce and industry. While former Consul Dimasio introduced extremely competitive plans to draw business, many analysts say that the new Consul's leadership may have played a role.

Under Dimasio, the Maduran economy has struggled since 2014. Despite an educated populace and a capable workforce, Madurja has struggled to keep pace with her industrial competitors and to draw businesses from outside of Madurja. Many expect Consul Teixeira to announce her short-term economic plan next week and the long-term plan sometime this month.

MadGas renews multi-nation natural gas pipeline

Madurja Gas Corporation, known by its common name MadGas, has renewed contracts for its gas pipeline running through multiple countries and ending in Eiffelland. The multi-phased line, known as Gallia Line 1, provides cheap but pivotal natural gas to the nations it bisects. Many are hailing the negotiations as a victory for the Teixeira government as jobs remain secure. The natural gas sector has become Madurja's most stable industry. While Madurja has shifted many resources to wind power, it has led the region in natural gas exports since the 1980's. A small amount of oil compliments the exports but MadGas notes it is both "low in quality- aimed at industrial solvents and of miniature quantities". The government has been keen to ensure that the pipeline remains going for the foreseeable future. "There are several competitors. Madurja is the most economical option for the region and will likely be so for some time" said a Consular Office statement.

Justosia issues ultimatum. Says last chances for peace are quickly disappearing

Justosian Prime Minister Blount held a press conference Friday morning in which he warned the Sylvanian and Ambrosian navies to "cease their dangerous, threatening, and blatantly aggressive actions". Blount stated that "Justosian aircraft have never fired upon any aircraft except to defend themselves". The Prime Minister declined to take questions.

Bount outlined what the Justosian government wishes to see happen but this was also in the context of a greater warning. "We are not a mere road apple. We will defend ourselves. The Sylvanian and Ambrosian navies must adhere to the following.
1. The aggressors must immediate begin steaming their fleets away from Justosian territory and territorial waters.
2. The aggressors must cease all offensive activity.
3. The aggressors will admit to their actions which include their fabrication of Justosian aggression.

Any failure to abide by these demands will result in dire consequences" Blount continued. "These consequences are not only for those directly involved, but for those around the world" he said. The overall mood in Justosia seems tense as businesses have begun to suffer and a distinct mood has set in within the capitol. Throughout the country, military traffic has been seen and many are expecting media access to be restricted soon. Prime Minister Blount concluded by saying "We welcome diplomatic solutions. However, we will NOT be prodded into a corner. Justosia will seek every avenue to peace. These avenues are rapidly closing. Regardless of the outcome, it is the world that will know that Justosia is being unjustly provoked".

Justosia does not dictate the movement of military assets in international air and waterways despite its insistence to the contrary. This government has already agreed to a stand down of operations after one of our service members was killed in such a neutral area.

We have additionally agreed to a peace conference in Jugol, Azraq. If these concessions are not sufficient at this time then we fear the situation will only escalate, because Ambrosia nor Sylvania will have their freedoms of navigation infringed upon by the Justosian Empire any further.

The Continental Republic of Sylvania echoes the statement of our ally in the Westernesse States of Ambrosia. We will not be cowed by threats from the Empress' puppet prime minister Blount. Jean Blount has been a non entity in Justosian government until tensions have risen over its actions in the south silk sea. We do not recognize his authority and demand the tyrant Empress to conduct her own affairs as she was before. The Justosian attempts to show itself as some democracy loving monarchy is laughable and easy to see through.

Our ships are operating in international waters and we reserve the right to do so at any time we wish. The Justosians lie when they say we have started this aggression, they started it with their unwarranted fleet buildup and abuse of their fellow people. They have spilled Ambrosian blood and have attempted to attack our ships operating in international waters at the expense of their own pilots. We demand the Justosians agree to the peace conference in Jugol and cease its threats.

Justosian Prime Minister says the Empress will agree to talks

Prime Minister Blount, acting on Imperial behalf, stated that the Empress has agreed to international mediation. He also continued to reiterate his previous position by stating that "the blatant aggression by these nations against Justosia is simply absurd. We are called the aggressors yet, we see fleets on our doorstep". Many are expecting the Empress to appoint an envoy shortly for peace talks in Azraq. Meanwhile the Justosian military has called up reserves and "entered into a defensive posture". Many in Avalon are to be seen taping windows and preparing for the worst. "We will of course exhaust any path to peace. It is clear that many find Justosian defensive progress as threatening. Regardless of the aggression shown by others, it is in our best interest to continue along the diplomatic path" said Blount. When asked if Justosia would pursue any direct offensive measures, the Prime Minister declined to answer. "Obviously, this would put Justosian lives at risk. We are the ones under threat. If an enemy comes, we are prepared" he said. "We do not seek war. It has been presented to us. Any nation would be foolish to accept such a thing without seeking diplomacy" he concluded.

Teixeira: Camara will vote on new tax structure. Madurja to continue pro-business policies

Consul Teixeira unveiled a new tax structure to go into place for 2021. The new plan will replace the earlier 20% flat income tax with an adjusted system. Income taxes will now be a two bracket system of 18% and 27%. There is no direct information as yet of the exact guidelines for each but many expect the 18% bracket to encompass 95% of the population. Additionally, the plan will apply a new flat tax rate on those over 53 who are still working full time. This bracket will be fixed at 17%. According to the plan, this "pre-retirement" bracket is meant to allow for those who are approaching retirement to pad their savings.

Another overhaul is a vast reduction in the corporate tax rate for corporations headquartered in Madurja. The plan would reduce the corporate tax rate to 12.8%. Corporations not headquartered in Madurja but have at least 400 full-time employees in Madurja, will pay a 13.4% tax. According to the Consular office, the new tax code is meant to draw new businesses to Madurja as well as to inspire "innovation and competition".

Editorial: The diminishing role of Redondo and the neo-rise of Cartaxo

Madurja's second largest city is quiet. The buildings are well maintained and tourists flock to the large 19th century boulevards. The plaza near the national legislature remains busy with legal offices and political rallies. Yet, its financial and commercial districts are as quiet as Madurja's 4th and 5th largest cities. Redondo is a comparatively new capital. The city became the site of the royal court in the 1830's and steadily the city grew as government shifted more and more from the medieval capital of Cartaxo.

Cartaxo remains the largest Maduran city and is the economic heart of Madurja. Commercially, financially, and industrially, Cartaxo has retained its own crown. It is still one of the largest tourist magnets and it continues to grow as the younger population seek to relocate from smaller towns and the countryside. Yet, Redondo has failed to grow. Partially, this is because of the lack of affordable housing. However, many jobs remain unfilled despite the economic strain seen by Madurja. With Consul Teixeira's new fiscal policies, many banks and manufacturing firms have already confirmed their move to Madurja. Likely, these will find their way to the Cartaxo region. Redondo's key anchor remains government and a select few number of large businesses.
The Royal move in 1836 to bring the government to Redondo was controversial even then. Nobles saw the relocation of government as a betrayal of tradition and famously called Redondo "nothing more than a royal compound on a city's scale". However, Redondo would grow to meet the new demands. New and grand boulevards were built and the city became a jewel by the 1870's. It drew many of high society and was considered highly fashionable throughout the 1880's. However, by 1900, this luster faded. The 20th century was a time of stagnation for the city until the 1980's. As tech companies focused on Redondo, every other industry shifted or maintained its foundations in the old capital.

Cartaxo will continue to grow as Redondo continues in limbo. Certainly, the capital will not move from Redondo. It is a city that has established itself as a symbol of the Republic and as a tourist magnet. Redondo must face a choice. Re-invent itself or- remain a comparatively sleepy 2nd city that is somehow the capital.

Teixeira says more must be done to deliver on Conservative Party promises. Promises progress.
Redondo

Consul Teixeira's newest policies have done much to attract new business to Madurja in a matter of months. Yet, she remains steadfast in stating that "the Conservative Party still has a long way to go to deliver on what it promised in the last election". With Teixeira taking office at the tail end of the election cycle and the Conservative Party expected to lose many seats in the September election, the Consul says that she is promising progress on the promises made in the previous election.

"Maduran foreign policy has been muddled. My Consulship will define and orient our policies. We will ensure that the Maduran voice is not lost. Further, we will seek to embrace the policies that best reflect Maduran values" said the Consul on Monday. Consul Teixeira announced that her 5 point Plan of Progress will ensure that Madurja "reaches for its potential". The plan encompasses the following:


  1. A complete review of financial policies and a continued effort to create jobs in manufacturing and banking
  2. An ambitious infrastructure program to maintain current levels of access, support, and transit
  3. Defining and orienting Madurja's foreign policy in order to better work with all nations
  4. Ensuring that Madurja's education programs continue to improve academic outcomes
  5. Creating an environment of Consular transparency.
Many are questioning the ambitious plan's timing as Teixeira is not guaranteed to be the Consul following September's election if the Conservative Party remains in control. Several liberal Camara members have noted that Conservative Party continues to act as if it has already won the election. In addition to these election criticisms, some Conservative Camara members have urged caution on the Consul's part as an infrastructure program is not totally within Madurja's budget. Voter turnout is expected to be high and access to part platform's is now legally required- forcing parties to continually publish updates to their platforms. Some have criticized the timing of the elections to coincide with the final month of the traditional tourist season. With Madurja expected to again reach record numbers, many have pointed out that the tourist season will not accurately reflect Maduran economic performance.

Cartaxo Airport funding approved
Redondo

Madurja's largest airport, Cartaxo Vasco International Airport, is receiving a large funding package from the government beginning in October. A 1.4 Billion Escudo investment over 2 years will transform aging terminals and provide funding for a dedicated emergency runway. The current terminals were all constructed in 1978, 1986, and 1999. All terminals will be updated to modern standards over a 5 year period and will be more equipped to handle the rising passenger numbers. With Cartaxo becoming a central hub for international flights, the airport has struggled to provide the proper facilities and support required. The Camara debated the funding, initially requested to be 3 Billion Escudis, for over a year.

Police crackdown on drug trade yielding results. Congon heading north? Concern grows.

Police have initiated raids on several suspected drug trafficking centers near the border with @Auraria. From July 5th to the 11th, over 120 raids were conducted. The new drug Congon was seized in apparent large quantities. The new street drug first appeared on police radars around 2016. However, in 2019, the drug appeared to explode. The completely synthetic drug mimics opioids and is highly addictive. Liver failure is a common side effect, though researchers are unsure why. The drug has become extremely popular among many social and economic classes. Congon can be drank or heated for the user to inhale the fumes. The bright red liquid has been known to be extremely flammable- leading to many Maduran hospitals to deal with minor burn injuries. Police say they are confident that they can stem the flow of Congon.


Republican Navy receives new frigate

The Maduran Navy is receiving a ship first ordered in 2015. After failing to be able to pay for the 900 million Escudo bill, ship construction halted. The builder, Marítimo Grupo Sol, refused to negotiate a payment plan until 2017. The ship builder, which typically builds cruise ships, says that the government wanted to renegotiate the overall cost of the vessel. The government has declined to comment. The payment plan will be through 2023 and will accrue interest to the builder after 2021 at 4%. The new frigate is designed to be a multi-role and modular ship. Named King Luis II will officially enter the Republican Navy on Tuesday.
