STATE COUNCIL TO STRENGTHEN BORDER WITH THRAKIA - POLITIES DISCUSS MEASURES TO INTEGRATE, DISTRIBUTE MIGRANTS

NAUPLIA. The Council of State, the Carian Confederacy's supreme organ of confederate executive government, has announced its intent to dispatch additional National Guard and federal law enforcement units to strengthen the Carian border with Thrakia. As the situation in the former E.F. Mandate continues to deteriorate, both local Thrakians and refugees from the former Pannonia continue to pour into the Confederacy's northern Polities, causing public safety and humanitarian issues. The Ministry of the Interior has reported that at least 60,000 foreign nationals of various origins have crossed into Caria from Thrakia since the summer, raising the total to near 100,000 since the start of the Pannonian crisis. The vast majority of these individuals are either ex-Pannonian nationals seeking to avoid the conflict and partition of their homeland or Thrakians claiming asylum from what they allege to be human rights violations in Thrakia.

The Council of State has been careful to avoid affirming the refugees' claims, hoping to avoid provoking the nearby nations of the Pressburg Pact--and the White Party conservatives who often align with them by reason of their focus on Caria's shared religion with Tarusa. Nevertheless, many of the refugees have succeeded in being granted at least temporary residence in the Confederacy, owing to the difficulty of repatriating them. However, the linguistic and religious barriers between many of the refugees and the local Carians have caused tensions, particularly as the former are often willing to work for lower wages paid "under the table", thereby undercutting the local labour market. "If Consolidated Pierrhean Mining Co. can't reach a settlement with us locals or with lawful foreign workers, they'll just hire some Pannonians as scabs," noted Georgios Valantinos, a unionized miner in Pierrhea Polity in northern Caria. To combat such tensions, the Council of State has offered confederate funds to support, register, and integrate the newcomers, while also leading an effort to distribute them across all Carian Polities.

"A major part of this effort is to localise and regionalise the migrants, so that they will be placed in smaller numbers across a larger number of towns and cities, to encourage integration and prevent ghetto formation," explained Vlassis Papadopoulos, one of the Professors from the University of Anaktora who was consulted by the government in drafting the policy. To give credit where credit is due, the other Polities have proven largely willing to shoulder their share of the common burden. Catholic Polities, such as Navarone, have been active in accepting Pannonians, given their ability to better integrate them, while wealthier Orthodox coastal City-Polities, such as Anaktora and Thoricus, have used their affluence to fund placement programmes for Thrakians. Nonetheless, the sentiment in Nauplia is clear: Caria has done as much as it can, and the inflow has to stop. As the convoys of federal troops head for the border to reinforce frontier fortifications and to relieve local law enforcement, one wonders whether it will be enough. Last week, the Confederate Security Directorate (DAS) indicted six men on trafficking charges for facilitating border crossings. The court documents, which were partly publicized, paint an image of a large scale criminal operation stretching far beyond the humble Carian-Thrakian border. Either way, this crisis will not end anytime soon.

WHITES TAKE CORDELIUM COMMON PARLIAMENT, BOULE SEATS - BLUES FEAR CENTRALISATION INITIATIVES, ATTACK FIRST ARCHON

KRINI. The conservative White Party achieved a significant dual electoral victory following Friday's election in the Free Polity of Cordelium, Caria's largest non-denominational state, which is generally considered to be the buffer between Orthodox and Catholic Caria. Up for election were all seats in the Boule, the Polity's local legislature, as well as the seats accorded to Cordelium in the Common Parliament of Caria. According to the Cordelium Constitution, all representatives of the Polity's demes in the House of Representatives (the Common Parliament's lower house) have to be elected along with local Boule officials; moreover, since the Boule appoints Cordelium's Senators in the Common Parliament's upper house, every Cordelium election is also a national mini-election. Having soundly won both the Boule and House of Represenatives elections for the Polity, the Whites now stand to increase their majority in the House of Representatives, to gain control of an important Polity which was, previously, under liberal Blue Party rule, and, most importantly, to break the deadlock in the Senate in their own favour.

Due to Cordelium's aforementioned status as a mixed Orthodox-Catholic Polity of roughly equal proportion to the nation as a whole, it is generally considered a sort of litmus test for the country's political future. In this case, Friday's events point toward a political shift in favour of the Whites after almost two decades of Blue domination of national politics and of defensive posturing by the Whites.

This shift has not passed unperceived by the Blues, who decried the loss of their former stronghold--and their ability to block White legislation in the Senate with it. "Friday's results will allow the White Party to pursue its policy of centralisation and uniformisation of Caria," stated Karolos Iosiphides, the parliamentary leader of the Blues. His colleague, Senator Frangiskos Samaras of Navarone, went one step further, aiming his comments at the First Archon of the State, Mr. Ioannes Notaras, directly. "Friday's shift has removed any remaining constraints on the White Guards' ability to impose their agenda on the rest of Caria," Mr. Samaras stated, using the name of the 17th-18th century Carian faction that fought against the liberal Bluecoats to impose Orthodox Ascendancy and monarchy of the House of Notaras on the rest of Caria before the 1816 Constitution. "It remains to be seen whether Mr. Notaras will try to mimic his ancestors," Mr. Samaras added, referring to the First Archon's hailing from a cadet branch of the House of Notaras.

These comments comment drew the ire on both sides of the political aisle. Mr. Alexios Episkopos, the Whites' parliamentary leader, lambasted the comments as "divisive" and "unnecessarily provocative and combative". The First Archon, who usually does not comment on legislative matters, went so far as to issue a statement of his own. "Mr. Samaras' comments are disrespectful to both my family, who have dutifully served the country and the Constitution for centuries, and to the millions of Carians who voted on Friday. If he lacks to moral fortitude to apologize to me, I ask that he at least apologize to the Carian People," the statement read in part. Representatives of the social democratic Green Party and the socialist Red Party also chimed in to decry Mr. Samaras' comments, though they did not neglect to express their concern that the Senate's new makeup might signal the end of the more compromising and consensus-based policy that had characterised its meetings over the past decade.

Whatever the case is on that count, the trend of White political ascendancy is set to continue, at least according to Dr. Euthimios Aristou, Dean of the Faculty of Economics and Political Science at the Patriarchal University of Nikaia. Dr. Aristou asserted that the Blue Party's previous political dominance was explained in great part by the liberalisation of norms and the relative secularisation of large parts of the Carian youth in the second half of the 20th century, which culminated in a relatively liberal political climate during the beginning of the 21st century. However, as conservative Carians continue to have larger families than their liberal compatriots, whose own family sizes are decreasing, the electorate is gradually shifting to the right. "The fundamental truth of democracy is that the majority governs, and here, the majority is increasingly made up of the sort of people who would vote for the Whites," Dr. Aristou explained. This has a religious undertone too--since the liberalisation of the Catholic Church in the 1960s (a period when the Orthodox Church underwent a relative counter-liberalisation), Catholic Carian families have been having less children than Orthodox ones. This has resulted in the demographic aging of Catholic Polities, such as Ambracia and Navarone, but also in the decreasing political power of Catholics in mixed Polities--the chief examples of which are Cordelium and nearby Nydra.

While the days of the White Guards and the Bluecoats are far behind Caria, Friday's election signals the end of an era for Carian politics. The Whites of today are not particularly enthusiastic about recreating the Nicene Empire--after all, the current head of the Council of State, the centrepiece of the democratic, directorial Constitution, is the heir to the House of Notaras. But they are most certainly committed to a policy driven by their belief that Caria constitutes one single nation, and that the dogma of that nation is Orthodoxy. If their legislative agenda is any clue of what they have in store, it will mean a more tightly knit and more uniform Caria: the first bill submitted by the new Cordelian delegates to the House of Representatives was one to accord more powers to federal law enforcement and to put in place mechanisms for nationwide policing coordination and cooperation. Previously, such a bill would have failed to pass the Senate, at least without significant amendments that would have largely neutered it. As of Friday, the Whites no longer face such obstacles.

WHITES TABLE ANTI-ABORTION BILL BEFORE COMMON PARLIAMENT - BLUES VOW COURT CHALLENGE, DEMAND COUNCIL OF STATE VETO

NAUPLIA. Delegates of the White Party, which currently holds a trifecta majority in both Houses of the Common Parliament as well as the Council of State, have submitted a controversial new bill to the House of Representatives for preliminary review. The bill would amend the Confederal Penal Code to designate abortion as a felony punished by up to ten years' imprisonment, with limited exceptions such as in cases of health risks or rape. The bill has been widely condemned by the liberal Blue Party as well as the social democratic Green Party, which see it as a form of overreach by the confederal government and an attack on individual liberties. The Red Party has so far refused to comment on the matter due to internal divisions.

In response to the bill's tabling, the Blue Party has vowed to challenge its validity before the Consistorium of the Confederacy, Caria's supreme court and constitutional court, if it ever makes it into law. Mr. Karolos Iosiphides, the Blue parliamentary leader, condemned the measure as a clear violation of the division of powers between the confederal and polity governments, by veering into general criminal law legislation, in addition to trampling the rights and freedoms of Carian women, as guaranteed in the Second Part of the Constitution of Caria. Mr. Alexios Episkopos, the White parliamentary leader, responded to Mr. Iosiphides' allegations by stating that the matter falls within the confederal government's constructive power to establish common medical service standards backed by criminal prohibitions, while also arguing that such legislation has long been constitutional in Caria at the polity level, and cannot, therefore, violate individual rights. Both the White and the Green Party called on the Council of State to veto the bill, though it is doubtful that the Council, which is dominated and headed by the Whites, would do so.

FIRST ARCHON REAFFIRMS COMMITMENT TO CARIAN NEUTRALITY

ANAKTORA. During a ceremony at the Confederal Military Academy, the First Archon reaffirmed Caria's committment to diplomatic neutrality, following overtures by Natalian politicians and activists in favour of Carian accession to WOTO, as well as calls by several prominent White Party politicians for closer ties with the Pressburg Pact. The First Archon, who was in Anaktora for the swearing in of the first battalion of the new Special Corps of Gendarmes (the National Guard's elite counter-terrorism and internal security branch), stated that "neutrality and a balanced, multi-faceted diplomatic policy have long characterised Caria's relationship with its foreign partners." Mr. Notaras' statement was received positively by the Nauplia Stock Exchange (NEX), which saw it as a sign of regional stability and continued openness to trade with all sides. Whereas factions within both the Whites and Blues have a preferred foreign policy partner, the physical proximity of Caria to both blocs and the geographical dispersion of the two factions' supporters has led the two tendencies to cancel out in favour of neutrality for a long time.

CARIA CONSIDERING REFORMS TO DIPLOMATIC SERVICE, AXING PERMANENT MISSIONS ABROAD

NAUPLIA. The Carian Confederacy's Secretariat of State for Foreign Affairs has published a white paper by which it proposes to reduce permanent diplomatic staff and missions abroad in favour of special delegates sent for specific meetings with foreign governments, as well as a more rudimentary consular representation for mercantile purposes. The move comes after a major review by the Senate's Standing Committee on Foreign Relations, which concluded that, in the age of the internet, many ambassadorial and diplomatic functions are largely redundant and fiscally unjustifiable. The white paper also proposed greater availability of online services for Carian expatriates, in addition to stricter protections for meritocracy and against political appointments to the Confederal Diplomatic Service.

COMMON PARLIAMENT APPROVES ANTI-ABORTION BILL - BLUES ORGANISE PROTESTS DEMANDING COUNCIL OF STATE VETO

NAUPLIA. The Common Parliament of Caria has approved a bill submitted by the governing White Party to amend the Confederal Penal Code to criminalize abortion except in cases of rape, incest, or manifest danger to the mother's life or health. The bill, now designated as Act № 402/2021, has been submitted to the Council of State for review. If the Council, which is Caria's collective head of state, does not veto the bill within 10 days, it will automatically enter into force as a Law of the Confederacy. The First Archon of State, the Council's presiding magistrate, Mr. Ioannes Notaras, has indicated that he does not intend to veto a bill "approved by the elected representatives of a majority of Carians, as well as by a majority of Carian Polities." The conservative Whites, who hold a majority on the Council, are likely to follow the line of Mr. Notaras, himself a White, much to the dismay of the liberal Blues, the social-democratic Greens, and the socialist Reds.

Already, the liberal Blue Party, Caria's main opposition party, has teamed up with the Green party to organize protests against the bill, which it decries as an assault on both women's rights and the sovereign rights and powers of Caria's Polities, the federated states constituting the Carian Confederacy. The Red Party has organised its own protests, mostly focusing on the former rather than the latter issue. For their part, the Whites rely upon the support of the highly influential Carian Orthodox Church, which has thrown its full weight behind the bill. Carian Catholics appear divided on the issue--while some bishops are weary of growing central power in a country where their faithful are clearly a minority, others see the ban on abortion as a victory, and one which could help reverse Catholic Carians' decreasing demographic importance. At any rate, regardless of the bill's sanction by the Council of State, a court challenge before the Consistorium of the Confederacy--Caria's supreme and constitutional court--appears to be almost inevitable.

WHITES PROPOSE UNIFORM NATIONAL STANDARDS FOR HEALTHCARE, EDUCATION, SOCIAL SERVICES

NAUPLIA. The White Party seems eager to follow up on its success on its police reform bill with two new bills targeted at healthcare and social services, and education. The original bill created a uniform National Police Agency for all of Caria, whose purpose was to oversee the standards and practices and coordinate the operations of the various confederal and polity-level police services across the country. Despite protests from opponents of centralisation, who feared that this was the first step on the road toward abolishing Polity and Deme-based policing in favour a single national police force, the bill nonetheless passed both houses of the Common Parliament and received the Council of State's sanction.

Now, those same delegates from the Free State of Cordelium who spearheaded the charge for police uniformisation have tabled bills to create similar agencies to establish national standards in the Polities' traditional core competencies: education, healthcare, and social services. The two new agencies, which would be called the National Council for Education and the National Health and Social Services Commission, would be empowered to create and enact All-Carian standards and guidelines, and to enforce them through regulatory offences and fines. They would also be able to control grants to educational, healthcare, and eleemosynary institutions, and to oversee licensing for such institutions at the local level.

The bill has already drawn opposition from the Blue Party, especially in the Catholic states of western Caria; however, the Green and Red parties were not opposed to the bill "in principle," according to a joint statement, and they were open to working with the Whites on both bills.

FIRST ARCHON ADDRESSES NATION FOR CHRISTMAS - TO REMAIN IN NIKAIA UNTIL EPIPHANY TO MEET WITH PATRIARCH, FOREIGN LEADERS

NIKAIA. The First Archon of State and Chairman of the Council of State, Mr. Ioannes Notaras, addressed the Carian People over the Christmas weekend through a televised address. Speaking from the building of Carian public broadcaster KIR in the Holy City of Nikaia, where the First Archon is spending the holidays to attend Church service at the Ecumenical Patriarchal Cathedral of Hagia Pronoia, or "Divine Providence", Mr. Notaras wished all Carians, regardless of faith or political affiliation a merry Christmas and a happy new year. Despite being a primarily Orthodox country, and the home of the Ecumenical Patriarchate, Caria has used the Gregorian Calendar both for civil purposes and for most ecclesiastical holidays (notably excluding Easter) since 1923. Nonetheless, a few million hardline conservative Orthodox Carians, known as the "Old-Calendarists" continue to cling to the Julian Calendar; Mr. Notaras's address lacked any reference to or accommodation of these believers, highlighting an increasing schism between the statist conservative faction of the White Party, of which Mr. Notaras is part, and the anti-statist, libertarian traditionalist faction, which the Old-Calendarists are members of. Mr. Notaras has sought to court more centrist voters due to the liberal Blues' increasing alienation from voters on social issues as the Blues seek to import Occidentian progressive ideas into Caria--a shift which, as this year's elections in Cordelium and elsewhere serve to show, has worked to the electoral benefit of the Whites and the detriment of the Blues.

The First Archon's actual message was typical of past Christmas addresses. Apart from extending all sorts of traditional wishes to Carians, Mr. Notaras's speech was characterized less by overt religious sentiment, in what is an otherwise deeply conservative society, and more by a call on Carians of all denominations to cherish their families and to keep their traditions. In what has been an otherwise very politically active year, the address was bereft of any political messaging, right until the final sentence, when Mr. Notaras announced that he would remain in the Holy City of Nikaia until Epiphany (Jan. 6) to attend ecclesiastic and traditional ceremonies at the Patriarchal Cathedral, and to meet with the His All-Holiness, Ecumenical Patriarch Basil V to "jointly pray that the Carian Nation follows the example of the Virgin Mary." This statement is of twofold significance; first, it is important because the House of Notaras have long claimed the title of Despots of Pierrheia, a title that is intricately linked with a duty to protect the Ecumenical Patriarchate and the Orthodox Faith, which many claim would be inconsistent with Mr. Notaras's duties as the head of an officially non-denominational confederal government body. Secondly, because it is seen as a direct reference to the recently enacted anti-abortion law--and potential Church endorsement thereof--it has caused worry among Blues, Catholics and other secularists of direct entanglement between the administration and Orthodox ecclesiastic authorities.

This statement was only overshadowed by Mr. Notaras's statement that he would also extend his stay in Nikaia to meet with foreign leaders there--adding fuel to discussions of a potential Pan-Pelasgian summit in the city, and causing exciting among Pan-Pelasgianist circles, who hope that such a meeting will lay the foundation of a trans-national, regional Pelasgian Union. Already, the government of @Aresura has confirmed its intent to participate in such a summit.

BLUE-CONTROLLED POLITIES, CIVIL SOCIETY GROUPS CHALLENGE ANTI-ABORTION LAW IN CONSISTORIUM

NAUPLIA. Several Polities whose governments are controlled by the liberal Blue Party, as well as a host of important civil society groups, have filed joint court applications challenging the constitutionality of Act No. 402/2021. The Act, which was recently enacted by the conservative, White Party-dominated confederal government, outlaws abortion, except in certain limited cases, where pregnancy might pose a risk to the mother's life or health, or it is the result of a criminal act (e.g., rape or incest).

The Free and Most Serene Polities of Ambracia and Navarone, the traditional bastions of Catholic Caria, as well as the Polity and Deme of Thoricus, Old Caria's oldest democracy and largest economy, have both claimed that the law infringes on the Polities' power over healthcare by outlawing a medical procedure. They also claim that, additionally and alternatively to their first argument, the law violates several important constitutional rights, including the right to freedom of expression, the right to free disposition of one's life and development of their personality and the right to privacy. Added to the three Polities are the voices of "Leto" (the premier Carian women's interests organisation), as we all as the Carian Human Rights Federation and the All-Carian Association of Physicians. These groups particularly stress the alleged unreasonableness of the law's restrictions on women's rights, as well as the claimed arbitrariness of the procedures to obtain an abortion with the narrowly circumscribed exemptions in the law. They also decry the harsh punishments imposed on medical and other professionals practicing abortions.

The Confederal Ministry of Justice, which is represented by the Legal Council of the State, has rejected all these assertions as baseless. The Minister of Justice responded that criminalizing abortion has long been a feature of Carian law, and that most Carian polities included such bans in their penal codes without any judicial issues until a wave of repeals in the 1980s. According to the Minister, the Confederacy has just as much of a right as the Polities to institute such a ban, using its power to establish common medical standards for all of Caria, and to enforce them through sanctions. Moreover, the Minister asserts that the rights invoked by the applicants have no relation to abortion and that Carian constitutional law has never recognised a "right to abortion".

Whatever the case, the Consistorium of the Confederacy, Caria's highest and constitutional court, will decide the matter, following the closing of submissions earlier today.

FAILED ATTEMPT BY RADICALS ON FIRST ARCHON'S LIFE IN NIKAIA - NOTARAS SAFE AND SOUND, ONE OFFICER INJURED - FIVE ASSAILANTS KILLED OR DETAINED, THREE REMAIN AT LARGE

NIKAIA. The National Policing Agency has announced that an attempt on the First Archon's life was narrowly prevented by the intervention of the Special Corps of Gendarmes. The First Archon was in his native Nikaia to take part in celebrations for the Orthodox Christian feast of Epiphany, following meetings with the Ecumenical Patriarch and foreign leaders from the other Pelasgian Nations. While the First Archon and several government officials were taking part in the procession from the port of Nikaia--where the annual cross-catching ceremony takes place--to the Patriarchal Cathedral, a group of several youths threw red paint on Mr. Notaras and his entourage, ostensibly as a form of protest against the newly signed anti-abortion law. One of the youths then drew a pistol and pointed it at the First Archon; the worst was only prevented by the timely intervention of a unit of the Special Corps of Gendarmes, who were in the vicinity to provide additional security. An officer placed himself between the gunman and Mr. Notaras, taking the bullet in his armoured chestplate, before another officer shot and killed the gunman. Mr. Notaras was escorted off the street unharmed, while the officer who took the bullet was taken to the emergency unit of 424 General Military Hospital, the medical facility of the Carian Army in Nikaia on the First Archon's orders.

The National Guard announced that the Gendarmes were able to apprehend four of the attackers, in addition to neutralizing the gunman. However, the four remaining attackers were able to escape in the confusion that followed, as tens of thousands of Nikaians celebrating Epiphany scattered in a panic due to gunfire. Thankfully, no bystanders were injured in the incident, at least according to the local civil protection agencies. Pierrheia Polity Politarchy and Nikaia Demotic Astynomia confirm that they have set up roadblocks around the city and were able to apprehend one more of the attackers using security footage--however, three more of the attackers remain at large. No organisation has yet claimed responsibility for the events. That being said, the National Policing Agency released information according to which all of the attackers apprehended were students at the Philosophical School of the nearby Patriarchal University of Nikaia (PPN). The Confederal Security Directorate (DAS) has launched an investigation into the incident citing likely terrorist involvement, while the Krypteia has also launched an inquiry into the event's security. The National Policing Agency will release information about the remaining attackers as soon as possible.

NATION CELEBRATES EPIPHANY

NAUPLIA. Like most Orthodox Christians, Carians around the world are celebrating the feast of Epiphany with great pomp and joy. Across Caria, young men have gathered in coastal areas and ports to compete in the traditional cross-catching ceremony, whereby a priest blesses and throws a wooden crucifix into the sea for one of the young men to catch and retrieve. According to tradition, catching the cross bring one good luck for the rest of the year. Epiphany is also traditionally considered to be the last day of the Carian Holiday Season. Children tour the streets of the nation's cities and towns for one last day (after Christmas and New Year's), knocking on doors to sing carols in exchange for sweets and small amounts of money. Stores sell off their last Christmas merchandise in sales and Carians prepare for a long period of uninterrupted work until Orthodox Easter rolls around in late spring.
CONSISTORIUM TO PUBLISH ABORTION LAW RULING BY END OF WEEK

NAUPLIA. The Registrar of the Consistorium of the Confederacy, Caria's supreme and constitutional court, has announced that the Court will release its decision regarding the constitutionality of Act № 402/2021 by the end of the week--likely on Friday. According to the Registrar, the Court has reached a decision regarding the validity of the law's anti-abortion provisions and is set to finalise its written reasons for publication soon.

NIKAIA. The Krypteia, Caria's main internal political security agency, has announced that Markos Samaras, son of Senator Frangiskos Samaras of Navarone, was among the attackers who attempted to assassinate First Archon Ioannes Notaras during Epiphany celebrations in the Holy City of Nikaia. Senator Samaras is the parliamentary leader of the Blue Party and a strong proponent of Carian confederalism and Catholic minority rights, who has voiced vocal opposition to the First Archon's policies. His son, who is currently being held by the Krypteia on several felony charges including treason, terrorism, and criminal conspiracy, is a law student at the prestigious Patriarchal University of Nikaia (PPN) and a member of the University's varsity football team, as well as the leader of PPN's Blue Party youth chapter. Mr. Samaras himself has not made any comments on the matter and has not been seen in public since his son's indictment was published; however, the Krypteia is reportedly seeking him and many of his close associates out.

The announcement of a Blue political bigwig's participation in the apparent conspiracy has sent shockwaves through the Carian political scene. Mr. Notaras himself, who was in Nikaia to visit the mother of the officer who was grievously injured to save his life, condemned what he called the "Blue Party's divisive rhetoric and Mr. Samaras's own failure to control the radicalism both his fellow legislators and his own son." Many White Party officials have called for criminal sanctions against the Blue Party legislators, including Senator Samaras, whom they accuse of a conspiracy to assassinate the first major White politician to hold real power over the Confederacy in decades. Other parties, such as the Green and Red Party, have largely stayed silent on the matter, as public sentiment appears to clearly favour the Whites. Yesterday, White Party supporters staged a protest outside the Blue Party's headquarters, accusing Mr. Samaras of a "coup attempt."

Within the government, both the director of the Confederal Security Directorate, Caria's primary intelligence agency, as well as the Superintendent General, Caria's chief bureaucrat, have resigned over their failure to take more adequate safety precautions. The resignations of the two men, who were known to be major opponents of Mr. Notaras within the Carian permanent administrative state, have further fueled conspiracy theories regarding connections between the Blue Party as a whole and the attempt on the First Archon's life. The Krypteia itself has launched an inquiry into the matter, raiding the Blue Party's headquarters, political youth association offices, and even several facilities belonging to or associated with PPN. Though the three at-large assailants of Mr. Notaras have reportedly been arrested, many think that the wave of arrests related to the attempted assassination may only be getting started.

WHITES SEEK FURTHER CENTRALISATION OF POWER - DISCUSSIONS OF UNITARY STATE REFERENDUM - REDS AND GREENS SUPPORTIVE, BLUES SILENT

NAUPLIA. White politicians have been quick to capitalize on public sentiment and Blue impotence following news of potential links between the Blue Party and the attempt on the widely popular First Archon's life. Mr. Alexios Episkopos, the White Party parliamentary leader, stated that recent events point to a need for further unify Carians, something which may only be accomplished by further political integration. Other prominent white politicians, such as Mr. Anastasios Kalamaras, the First Archon's dauphin and new Superintendent General, have aired the idea of effecting constitutional reforms to transform Caria into a unitary (albeit somewhat devolved) state.

Given the complex amendment formulae required for such widespread changes to the Confederacy's political constitution, voices within the White camp have (with considerable support from the Green Party and the Red Party) proposed the use of a referendum to effect such amendments. Legal experts, such as Professor Dionysios Nesiotes of the University of Thoricus, have noted that recent developments, such as the Constistorium's upholding of the confederal anti-abortion law and the National Policing Agency's formation, have paved the ground for such centralisation of political power.

Blue politicians have made few responses to such proposals, in spite of great apprehension of centralisation in their Party's traditional constitutuencies, which include the wealthier parts of Old Caria's city states and the Catholic states of Western Caria.

ECUMENICAL PATRIARCHATE CONDEMNDS BOOK ON ANAXANDER, ANATHEMATIZES AUTHOR

NIKAIA. The Ecumenical Patriarch of Nikaia, His All-Holiness Basil V, has published a decree condemning a new biography of Anaxander the Conqueror as heretical and anathematizing its author. The book in question, titled "The Nobatian Boy - The Secret Love life of Anaxandros the Conqueror" was authored by Prof. Erasmia Pavliade of the Sublime University of @Cyrene. In the book, Professor Pavliade alleges that Anaxander was involved in a homoerotic relationship with a certain Nobatian named Merkourios. Evidently, this has drawn the ire of the Carian faithful, since the Orthodox Church has canonized Anaxander as a Saint. Many White politicians have called for the book to be banned, though no such initiatives have taken place on a legal level so far. Nonetheless, the powerful Orthodox Church and its civil society network have pressured many retailers, including Caria's two largest chains of online and offline book commerces (Grammatikos Bookstores and agora.ca), into not selling copies of the book.

CONFEDERAL GOVT, ELEVEN POLITIES JOINTLY PROPOSE CONSTITUTIONAL AMENDMENT REFERENDUM - NAVARONE, AMBRACIA REFUSE TO RECOGNIZE REFERENDUM, DEMAND CONCESSIONS

NAUPLIA. The Confederal Government and delegates of the Boules of eleven of Caria's thirteen Polities have jointly agreed to the terms of a series of proposed constitutional amendments to transform the Carian Confederacy into a Federation. Due to the lack of unanimity among the Polities (which is required by Art. 110 of the Constitution), the proponents of the new Constitution have instead invoked Art. 43 to propose enactment of the amendments by way of a nationwide referendum. A referendum can succeed if a majority of Carians in every Polity approve the measure, or if 3/5 of Carians (60%) across the country support it. Based on the latest electoral figures in the supporting polities, it appears that that bar would likely be met, thereby circumventing the need for unanimity.

Nevertheless, Caria's two Catholic Polities--the Free and Most Serene Polity of Navarone and the Free and Most Serene Polity of Ambracia--have refused to recognize the referendum and state that they will not allow it to be held within their borders, alleging that this would invalidate its effect. The two Polities claim that the proposed amendments invalidate the fundamental character of the Carian State as well as the treaty by which they entered into the Confederacy; they also claim that they are well within their power to block Confederal officials from carrying out a referendum in their territory. In order to allow the amendments to proceed, the two Polities demand further concessions specific both to them and to Catholic Carians as a whole, citing fears of domination by the Orthodox majority in a more centralized Caria. The Confederal Government denies the two Polities' legal claims and has responded with threats of criminal sanctions against any public officials who obstruct a nationwide democratic process.

Senator Frangiskos Samaras, the parliamentary leader of the Blue Party, is apparently in Ambracia to lead the movement against the proposed constitutional amendments, despite a warrant for his arrest by the Confederal authorities in connection with the attempted murder of the First Archon of State. It appears that the Confederal Government might attempt to negotiate with opponents of the new Constitution, in order to ensure broad legitimacy and an orderly transition to a new regime. According to unconfirmed reports, a delegation led by the First Archon's own brother, Loukas S. Notaras, Grand Logothete of the Free Polity of Pierrheia, and their cousin Senator Soterios N. Notaras of Pierrheia. In addition to this "carrot," the Confederal authorities have also decided to use a "stick": the Procurator General has notifiedthe Confederal Criminal Court that he will be seeking the death penalty against Senator Frangopoulos's son, Markos, in the case regarding the attempt on First Archon Notaras's life. The White majority in the Senate has also instituted proceedings to lift Senator Samaras's immunity, so that he can be arrested based on the aforementioned warrant.


CARIAN-RADILLAN FREIGHTER EVERFORWARD BLOCKS SEARULT CANNAL - INTERNATIONAL EFFORTS TO CLEAR CANAL DELAYED - EXTENT OF DISRUPTION TO WORLD ECONOMY UNCERTAIN

CSEGIA. The large commercial freighter Everforward, which is owned by a Radillan shipping company and flies a Carian flag due to being registered in Thoricus for tax reasons, has blocked the Searult Cannal in Csegia after becoming stuck between the North and South banks of the cannal. The Triton-class vessel, which weighs 80,000 tonnes and is 369 meters long, has caused great headaches across Europe, as it is blocking one of the world's most important trade routes. This stoppage is delaying maritime traffic and forcing other freighters and tankers to take long and expensive detours around Gallo-Germania; not only is this affecting supply for both finished goods and raw materials the world over, but it is also increasing strain in the Propontine (or Pelasgian) Straits, where local ports find it harder to keep up with almost double the maritime traffic.

International efforts including officials and involved parties from Caria, @Radilo , and Csegia (@Tarusa) are underway, while further international involvement is likely. The Carian delegation to the European Forum's maritime regulatory body has raised the issue of international help to accelerate the dislodging of the vessel, given the limited resources available to local Csegian civil defence authorities. Preliminary efforts to dislodge the vessel by draining water and pulling with tugboats have been delayed both due to a lack of sufficient tugboats and the apparent need to first clear the canal entrance of other vessels before further draining occurs, in order to avoid further stoppages.


GOVERNMENT, CONFEDERAL ELECTRICITY AUTHORITY TO BUILD THREE NEW NUCLEAR POWER PLANTS OVER A FIFTEEN YEAR PERIOD

NAUPLIA. The Confederal Government's Secretariat of State for Energy and Caria's national electricity provider, the Confederal Electricity Authority (AIS), have unveiled plans to construct three new nuclear power plants between 2022 and 2037, bringing Caria's total from 36 to 39. The purpose of the policy is to increase Caria's reliance on nuclear energy and to shift away from fossil fuels as a means of combating both climate change and resource scarcity. The policy would result in over 70% of Carian electricity coming from nuclear power, with additional plans for hydroelectric, wind, and solar facilities making use of Caria's geography where possible. Nonetheless, AIS and the Secretariat have stressed their preference for nuclear over other "clean" forms of energy, both due to improved security and waste disposal methods, as well as superior cost efficiency and reliability compared to wind and solar. For now, hydroelectric remains an attractive option only in the White Mountains with their large and year-long rivers.

FORMER DAS DIRECTOR, SUP'ENT GENERAL ASSASSINATED IN CAR BOMBING - CATHOLICS DEFENESTRATE HEADS OF CONFEDERAL DELEGATION IN AMBRACIA - NAUPLIA DECLARES MARTIAL LAW OVER TWO POLITIES

NAUPLIA. An attack by far-left militants early morning on Saturday resulted in the deaths of Evagoras D. Kypselides and Karolos P. Ioustinides, the former Superintendent General and former Director of the Confederal Security Directorate (DAS), respectively. Authorities have apprehended far-left militants who they claim were behind the attack, after an intensive operation which saw Nauplia's government quarter cordoned off for several hours. The two men, who were staunch opponents of First Archon Ioannes Notaras in the civil service, were on their way to testify at a hearing regarding their alleged gross negligence over security measures during the First Archon's nearly fatal visit to Nikaia.

However, the two men's unfortunate demise seems to have been perceived quite differently in Ambracia, were negotiations are ongoing between a delegation from the Confederal Government and the leadership of Caria's two Catholic Polities, Ambracia and Navarone, which refuse to recognise the upcoming constitutional reform referendum. The Catholic representatives, reportedly under the leadership of Senator Frangiskos Samaras of Navarone, appear to have accused the Confederal delegations' leaders, Grand Logothete Loukas S. Notaras of Pierrheia and Senator Soterios N. Notaras of Pierrheia (both close blood relatives of the First Archon) of having orchestrated the killing as a warning to the Blue faction. When the two men denied the accusation, an enraged Senator Spyridon Dionysiou of Navarone, joined by President Antonios Karnaros of the Ambracian Senate, as well as Senator Samaras, ordered Ambracian guards to defenestrate the two men, causing their deaths. The rest of the Confederal delegation is reportedly being held in custody by the Ambracians for an alleged plot to illegal abolish the Confederacy.

The Confederal Government has responded swiftly and decisively, publishing a decree that places the two rogue Polities under martial law and direct control from Nauplia. The Confederal Navy has blockaded both areas and has landed marines on Navarone, reinforcing local National Guard garrisons and occupying most of the island swiftly to "ensure the rule of law." Confederal forces have reportedly been tasked with remaining on Navarone indefinitely, past the date of the upcoming referendum, and have placed local officials under arrest without incident. In Ambracia, the largest of the two Polities, the situation is more complicated; National Guard units have been activated, and local military garrisons have been put on alert. However, Nauplia seems to have chosen to rely on forces from eastern Caria (particularly Pierrheia and Old Caria) as well as Cordelium, whose loyalty is more certain. While some minor scuffles between Ambracian civilians and haphazard militias have been reported, the existence of any serious resistence to the Confederal forces' advance is unclear. With Nauplia's forces but a few days' away even a slow and cautious advance, the separatist leadership remains in Ambracia, vowing to resist 'till the end, and calling on the Papacy, @Radilo, and Catholics the world over for support--though it is unclear if anyone is listening.


EVERFORWARD DISLOGEMENT TEAMS REPORT PROGRESS, EXPECT BREAKTHROUGH

CSEGIA. International teams working on removing the freighter Everforward from the Serrault Canal reported "significant progress" on Saturday. According to the international teams' joint HQ, water draining on the Canal, coupled with works on land at the ship's primary point of impact with the canal walls, have allowed the crews to partially move the ship. Tugging efforts are expected to follow, though, according to experts, great care must be taken to avoid aggravating the situation. This means that, though a breakthrough might be coming soon, it will still likely take days at best before the Canal is cleared.

In the meantime, an international inquiry into the matter has not yet reached a conclusion as to the reason for the ship's impact with the Canal. Nonetheless, officials speaking to O Logographos on condition of anonymity opined that the evidence points to the negligence on the part of the crew. If this is the case, the company that owns the ship could face liability both at home and globally. As a result, the stocks of the entire group behind the Everforward's ownership have tanked, as investors expect heavy fines and even indictments due to the damage caused by the stoppage on global trade.

Confederal forces have secured Ambracia, according to a press statement by the Secretary of State for Internal Affairs, Mr. Vasileios Servopoulos. Riot police units, supported by paramilitary National Guard forces, have been deployed throughout the Polity's territory, including the capital, Ambracia City. The government of the Free and Most Serene Polity of Ambracia has been dissolved, to be temporarily undertaken by officials directly appointed from Nauplia; many prominent members of the Ambracian government, including at least three members of the Senate (Ambracia's collective head of state), have been taken into custody and await confederal indictment for insurrection, treason, homicide, and other capital crimes. However, the whereabouts of several of the more prominent leaders, including Senator Frangiskos Samaras of Navarone and his compatrior, Representative Spyridon Dionysiou, as well as the Presiding Magistrate of the Ambracian Senate, Antonios Karnaros, are unknown. Confederal authorities have begun a manhunt to locate them.

Confederal troops escort a local police water canon during overnight riots in Ambracia

Authotities report general calm this morning, having asserted control of the city of Ambracia and its environs; however, the previous two days bore witness to continuous clashes both on the highways leading into the Polity from the rest of Caria, as well as in the city proper. Clashes continued through the night, with police being forced to use tear gas, flashbang grenades, and even rubber bullets. Though Nauplia preferred the use of civilian forces, especially local Demotic Astynomia (municipal police) and Politarchy (state police) officers, to avoid antagonizing the locals, the intervention of Confederal National Guard troops was necessitated several times. Military units were also on standby, but were never used.

National Guard troops arrest a man for taking part in overnight rioting

The whole operation has reportedly resulted in three deaths and several hundreds of injuries on both sides. Two of the deaths occurred when protestors (one middle-aged man and an elderly woman) suffered cardiac arrest; the exact causes are unknown, the authorities suspect it was a mix of stress and fear from the clashes, as well as teargas, which exacerbated underlying medical conditions. The third death occurred when a protestor was struck and killed by a National Guard armoured vehicle while attempting to throw an improvised firebomb on officers riding on top of the vehicle. Local hospitals have been sufficient to deal with the injured, though local military hospitals are also on standby.

With Ambracia largely pacified and Navarone fully under confederal administration since the weekend, the authorities in Nauplia are now free to organize the nationwide referendum to vote on changes to the Carian Constitution, which is expected to take place later this week. Nevertheless, though the separatist leadership in the two rogue Polities has been arrested, popular sentiment against closer union with the rest of Caria remains agitated. Indeed, the recent clashes and the imposition of confederal administration have only strengthened this sentiment. Though the White Party-dominated confederal government will likely win its bid to centralize Caria into a proper Federation, it remains unclear just how long the bitter aftertaste of these events will linger in the Catholic regions of Western Caria. For now, the Confederals are focused on amending the Constitution, and bringing the separatist leadership--whom they hold responsible for the murders of the Confederal negotiators on Saturday--to justice.

Celebrations in Central and East Caria, Quiet Displeasure in the West

In spite of unprecedented cold temperatures and snowfall in much of the country, millions of Carians took to the streets to celebrate the success of yesterday's constutional referendum, which marks the end of the Carian Confederacy and the start of the Carian Federation. With 64% of valid ballots and a turnout rate of 76%, the "Yes" (or Nai) side beat the "No" (or Ou) side's 36% soundly--easily bypassing the constitutional amendment limit of 60% to invalidate the requirement of unanimous approval of amendments by all the Polities. Indeed, the "Yes" camp only failed to win over two Polities: Navarone (41%) and Ambracia (32%)--Caria's two Catholic Polities, whose opposition to the amendments was the very reason that the referendum mechanism was used. Support was the highest in Pierrheia (90%), the stronghold of the federalist White Party, while Cordelium, which was only recently taken over by the Whites, was a narrow win at 51%. Overall, the "Yes" side has more than met its goals.

While Nauplians and Pirrheians took to the streets to celebrate, Ambracia and Navarone displayed unusual calm and apprehension. Federal and local police, which have been out in force since a short-lived attempt at secession by the two Polities' governments earlier last week, expected renewed riots and violence; surprisingly, no such violence was forthcoming, though large protests have been scheduled over the coming days. The two Polities have entered the new Federation under an awkward state, still being directly administered by the Federal Government until the end of martial law therein is proclaimed--which many expect to take place once former separatist leaders and their collaborators are apprehended, tried and convicted.

A New Constitutional Paradigm
For Caria, the new Federation is both much more centralized and much more democratic. The indirectly appointed Council of State (Caria's collective head of state) has given way to a single Head of State: the Hegemon, who is appointed by the upper house of the legislature (the Boule of the Polities), and serves on good behaviour (that is, until death, retirement, or impeachment). The Hegemon appoints the Prime Minister and Cabinet, who serve at his pleasure, in an arrangement that is more clear than that of the bureaucratic-executive mix that was the previous Carian cabinet system. The legislature, the Federal Parliament or Koinoboule, is bicameral once more; the upper house, the Boule of the Polities, is once more filled by two delegates chosen by the government of each Polity. However, the lower house, the Boule of the Demes, is directly elected by the citizens of each Carian deme (municipality), proportional in size to their population. Previously, elections to the Carian lower house were determined by Polity law, and thus sometimes indirect.

The judiciary has been streamlined to merge some courts and eliminate some appellate levels, though the federal-polity division subsists by and large. The Consistorium has given way to the Federal Senate Court as Caria's supreme court--though the function of the two courts is largely alike. Notably, the Federal Senate Court is filled by the Hegemon at the recommendation of the Cabinet. This has removed the role of both the legislature and the Polities in its composition.

Federalism has been altered decidedly in favour of the Federal Government: criminal law and policing (as well as most corporate and commercial law) have passed to the federal authorities, in addition to their power over currency, foreign affairs, defence, inter-polity and national matters, maritime matters and shipping, trade, and citizenship. Broadcasting and communications have also been recognised as powers and been given to the federal government. Even education and healthcare, the Polities' traditional main powers, are now subject to federal standards, with Polity law mainly setting enforcement and implementation parameters. Regulation of the demes, planning and zoning codes, nature protection, hunting, fishing, farming, youth protection, certain issues of public health and welfare, and the right to levy certain taxes seem to be the main powers left to the Polities' exclusive control.

Another major change of the new Constitution is the recognition of the Pelasgian Orthodox Church as Caria's preeminent and dominant national religion, giving it official status across Caria. Nonetheless, the new Constitution does recognise Tiburan Catholicism as an official minority religion, guaranteeing it certain broad rights and privileges, in addition to prohibiting discrimination. The Constitution largely maintains the Carian system of pillarism (i.e., parallel institutions for the two religious groups), while also guaranteeing broadly the fundamental rights and freedoms to all Carians.

A Revamped Political Landscape
The enactment of the new Constitution of the Carian Federation has fundamentally altered the Carian political scene, making many of the coalitions and agenda items at the core of the various parties, on both the federal and polity level, obsolete or collateral. This shift has led to a reorganisation of the four main parties into three new political coalitions: the Federalist Popular Movement (OLK), a conservative and federalist party intended as the main successor of the White Party; the All-Carian Democratic Union (PADE), a liberal and regionalist party mainly formed as a successor to the Blue Party; and the Social Progressive Party of Caria (KPKK), a merger of various factions from the former Green and Red Parties. Smaller elements of the various parties have drifted toward to the more radical National Phalanx (an ultranationalist, far right party) and Carian Workers' Party (a communist, far left party), though the two are largely isolated from the Carian political scene.

Caria's new political factions will have plenty of chance to measure their relative strengths with the series of elections that have been planned over the month of February, so as to fill the new organs of the government of the Carian Federation. In the meantime, the present organs of the Confederacy will continue their functions in an interim role where possible. All three major parties hope to field candidates in both the hegemonic and parliamentary elections that are to take place in the coming weeks. So far, only the OLK has announced its intended candidate for the Hegemony of the Federation--Mr. Ioannes Notaras, Caria's incumbent head of state.

NOTARAS PROCLAIMED MONARCH AFTER SELF-COUP - PRESIDENCY REPLACED WITH HEREDITARY KINGSHIP - CARIA A CONSTITUTIONAL MONARCHY, CONSTITUTION OTHERWISE INTACT

NAUPLIA. Following a bloodless self-coup in the early morning hours of Wednesday, Caria is henceforth a constitutional monarchy, with current President Ioannes Notaras as its King. The White Guards--the King's supporters--have otherwise vowed to leave the constitution intact, rendering Caria a federal constitutional monarchy. The move was welcomed by the majority of Orthodox Carians, who took to the streets of Nauplia and other major cities chanting "Olive, bread, and Ioannes for King!" and "We want neither bread nor olive, but Ioannes as King!", in reference to the two staples of the Carian diet (the regional equivalents of "bread and butter"). The Ecumenical Patriarch has blessed the King's assent and invited the King to Nikaia for a proper coronation at the Ecumenical Patriarchate, following a short ceremony at the Metropolitan Cathedral of Nauplia by Archbishop Damascenus of Nauplia earlier today.

The state has swiftly undertaken to replacing the symbols and wording of republican institutions with royal ones at the federal level--highlighting preparation before the event on the part of the White Guard-controlled bureaucracy. Moreover, many Polities have altered their Constitutions to reflect the change--and the Governor General of Western Caria has done likewise for Ambracia and Navarone. The King has announced that elections for the Federal--now Royal--Parliament will proceed as planned at the end of the week--but has already named his right hand man, Superintendent General Anastasios Kalamaras, as Prime Minister, citing the royal prerogative to name and dismiss the premier at will (originally a power of the President of the Federation). The King has also named Councilors of State and Senators of the Royal Senate Court (Caria's supreme court), showing his intent to assume all powers previously afforded to the President.

The Royal Astynomia, Caria's federal police, and the Royal Gendarmerie, the successor to the National Guard, have reported general calm in the regions of the country were the White Guard administration is not popular, pointing to broad acceptance of the new regime. With polls showing a likely majority for the People's Party, the pro-monarchy successor to the King's own former party, the stability of the new regime seems assured.


EVERFORWARD DISLODGED, INTERNATIONAL TEAM TO BE DECORATED FOR EFFORTS - PROSECUTION OF SHIPOWNER FOR GROSS NEGLIGENCE UNDERWAY

CSEGIA. International teams working on removing the freighter Everforward from the Serrault Canal have reported the ship's successful dislodgement, after combined efforts by three nations to remove water and soil from the canal area surrounding the ship. The ship is now underway with the help of a tugboat, allowing traffic through the canal to resume. The Carian Government has announced its intent to decorate its own recovery crews, as well as those from @Radilo and Csegia (@Tarusa) for their efforts. At the same time, the Crown Prosecutor for the district of Thoricus has announced its intent to prosecute the crew and shipowning company (a Radillan corporation) for gross criminal negligence in the matter.

CARIA ANNOUNCES MASSIVE INVESTMENT INTO EASTERN REGIONS OF VARDAR REPUBLIC

THORICUS. The Minister of Trade and the President of the Carian Association of Industrialists and Entrepreneurs (KASEV) have announced a joint initiative for an investment of 2 billion EM into the economy of the neighbouring Vardar Republic, chiefly to develop the more rural, inland regions of eastern and northern Vardarska, as well as the central Vardar regions near Caria, where a minority of Carian speakers reside. The move is meant to enhance the living standard of the Orthodox Vardar majority, whose development lags behind that of the mainly Catholic western parts of the country. Many analysts consider this to be a way by Nauplia to buy influence with the voter base of the ruling Vardar National Party (NPV), who have traditionally been in favour of close relations with Caria, in light of the country's coming parliamentary election. The opposition, the Vardar Democratic Front (VDF), are traditionally more pro-Western, and seek to deprive the ruling NPV of its current control over both the Presidency and the legislature.

Referendum Results Mirroring Previous Vote

The much-anticipated referendum on the Restoration of the Nicene Monarchy turned out to be a stunning victory for the monarchist side, largely mirroring the results of the previous referendum on a more centralized federation. With a 75% turnour and 99.39% valid ballot rate, the "Yes" side gathered 69.18% of the votes, while the "No" side was contented with a mere 30.82% against. The "Yes" vote carried all Polities except for the Catholic states of western Caria--Ambracia and Navarone--where it was limited to 49.64% and 36.77%, respectively. The highest rate in favour was that of Pierrheia, the homeland of the House of Notaras and core region of the old Nicene Monarchy, at 91% in favour. The most narrow was Cordelium, at 55.01% supporting the Restoration of the Anaxandrian Dynasty.

Observers from multiple foreign nations, including at least three official delegations (@Deira, @San Jose, and @Justosia) observed the vote. All international observers save for those of San Jose endorsed the vote as being completely regular and properly carried out and counted. The Justosian delegation was notably headed by Empress Annabella I of Justosia, who has come to the Carian capital as the first leader to visit since the Restoration of the Monarchy. A meeting between her and the new King, following a warm and pompous reception, is allegedly being planned immediately after the referendum's officiation formalities have been concluded. By contrast, the delegation of San Jose seemed eager to invalidate ballots or procedures, even well established ones, at the most minor chance; indeed, San Jose's observers regurgitated certain theories about a "global domination conspiracy", "mass brainwashing of voters by Ioannes Notaras" and a peculiar claim that the King is personally involved in an international child abduction ring from the Vardar Republic. The other delegations voted to disregard San Jose's complaints, a move sanctioned by the Ministry of Internal Affairs and the Carian Electoral Authority.

A Bicameral Majority for the People's Party
The Royalists stunning referendum victory was only matched by their impressive showing for both houses of the Koinoboule, the Royal Parliament of Caria. The upper house, the Boule of the Polities, consists of 5 members appointed by the government of each Polity; whereas most Carian states simply hand all seats to their governing party, two, Thoricus and Kyparissos, apportion them based on the share of each party in their local legislature.

The result was that the conservative People's Party of Caria (KLK) was granted 40 out of 65 seats (a comfortable majority), while the official opposition, the liberal All-Carian Democratic League (PADE) was left with 20 seats only (representing Ambracia, Navarone, the White Mountains, and part of Kyparissos and Thoricus). The two smaller parties, the left wing Social Progressive Party of Caria (KPKK) and the ultra-nationalist National Phalanx (EF) were given 3 and 2 seats, respectively. The communistic Carian Workers Party (KEK) was not given any seats, given that the Carian judiciary refused to authorise its participation in the election by reason of its refusal to remove materials from its platform and charter calling for the violent overthrow of the Carian government, and the establishment of a "proletarian dictatorship".

The scene was much the same in the Boule of the Demes, the Carian lower house, whose members are elected by the citizens of each municipality (Deme) proportional to their share of the Carian population. The Boule of the Demes follows a mixed-member proportional representation system, partly to produce more stable governments, and partly to ensure that smaller and more rural constituencies are not ignored solely in favour of urban centres--without denying most representation to major urban areas.

Here, the KLK was able to gather 199 seats (safely above the 175 seat majority requirement), while the PADE was limited to 95 seats, losing much of its support to the KPKK. The KEK's no participation in the election further boosted the KPKK's performance, allowing its take many of the single-member-plurality seats that the PADE hoped to gain. By contrast, the ultranationalist EF was limited to 16 members of parliament--having lost its support to the more moderate and yet rather conservative KLK. With this dual majority, the Palace of Nauplia can rest assured that Lord Anastasios Kalamaras and his government will continue to have the manifest support of the legislature, as they pursue their legislative agenda to centralize the Carian federation.

As the Carian King prepares for his second coronation, this time at the Ecumenical Patriarchate of Nikaia, on Sunday, the restoration of the Anaxandrian Dynasty's last surviving cadet branch, the House of Notaras, seems all but assured. The Nicene red and gold war banner is flying over all of Caria yet again--and the red and white colours of the KLK, the White Party's main successor faction, have carried the day in Nauplia.

- (International) Ministry of State Security expresses concern over possible links between Western Carian separatist underground terror groups and Catholic separatist counterparts in neighbouring Vardar Republic. Reported contacts between Nauplia and Nova Pajonija over the matter.
- (National) Governorate General of Western Caria refuses to comment on how long direct federal rule over region will continue, citing security concerns and long-term process of safely reintegrating Ambracia and Navarone back into the Carian body politic.
- (Religious) Foreign Ministry and Patriarchate cooperate to ensure smoother flow of pilgrims to the Holy Land, provide better funding for pilgrimage sites and facilities caring for religious visitors.
