The Government of Strathclyde formal request the reopening of the financial conditions of the Joint Comprehensive Plan of Reconstruction, Section 2.1B Post-War Recovery Loan 1988 and the payments settling the War Compensation to Sylvania. We wish to discuss the possibility in the changing of the yearly interest rates which currently sit at 0.5%.

No matter what we remain faithful to the JCPR and the Treaty of Hagga but after 32 years of strictly following the conditions of JCPR, the changing of said conditions shall benefit both.

Signed:
Foreign & Trade Secretary Taran Moyle MSE,

The Continental Republic is willing to negotiate terms of a reduction in interest rates for the repayment of war debt incurred by Strathclyde as outlined by the terms of the Joint Comprehensive Plan of Reconstruction. We await the proposal of your Foreign Affairs and Trade Office on this matter.

The government wishes to discuss in detail on the yearly interest rate and other matters related to the JCPR, we believe these matters are too sensitive and serve us better to negotiate in person than using our diplomatic communication channels.

Therefor we wish to meet in person with a senior member of the Continental Republic government alongside your best subject matter experts. I shall personally attend this possible meeting with Sir Ràild Lùtair a veteran of our civil service and part of the team that represented the then Provincial Assembly of Gwent during the creation of Joint Comprehensive Plan of Reconstruction.

I look forwarding to hearing from you.
