Taran Moyle just finished with representatives of the Manannán Llŷr, it was common for any Manx diplomate to pay a visit to the reservation whenever they were in this part of the world. It was the second time he had visited them even then all diplomatic meetings had become routine for the Strathclyde Government and the Manannán's Chief. Drink some tea, promise to continue flow of money to support their public services, comment something on their special bond finally have a photo for the local paper.

Soon as he arrived he was gone alongside a few thousands marks worth of taxpayers' money well spent. Now he and his motorcade had the task of driving up to the Sylvania border through the heavy snow.

The border crossing between Ambrosia and Ellwood city was the main access point into Sylvania and led onward to Ellwood city, being one of the larger border crossings, its Border Patrol officers were well armed with M1962A4 rifles slung on their shoulders and an M71 service pistol holstered on their utility belts. Thousands of Sylvanians and Ambrosians crossed daily at this crossing, but not today, much to the annoyance of Department of Justice that oversaw immigration and border crossings through the Customs and Immigration Office. Today the crossing had been closed for VIP movement. The vehicles of the Manx delegation arrived at the designated time and Border Patrol teams did their usual inspections that they would do for any other car crossing into Sylvanian territory. The inspection was over quickly and a squad of Lagrange State Troopers escorted the delegation the rest of the way toward Ellwood city.

Taran Moyle would meet with Grant Frazier, the Assistant Director of Foreign Affairs. The meeting would take place in a conference room of the mayor's office. The place a had been secured previously by federal security agents as was customary to do for these kinds of meetings taking place outside the capital.

A.D. Frazier shook Taran Moyle's hand and paused for a few pictures for the local and national media. Eventually things settled down and the two could finally begin meeting.

A.D. Frazier sat back in his chair and allowed himself to get comfortable. "Sorry Director Faraday couldn't meet with you, she is help up in Charleroi with other matters of state, this whole thing with Kadikistan and Serenierre has some of the folks in government a little on edge, but honestly I think it's a whole bunch of nothing, they will spew some fiery words at each other, posture their military's and then go home, but let's get down to business if you don't mind. So you want to refinance the interest rate on the JCPR? Well I think we might just be able to do something about that for the right incentives. Let's hear your proposal good sir."

Taran turned to Ràild Lùtair who had a small leather briefcase, he opened it up to show an old 30 page document, he put on the table alongside three laminated papers.

"The specific terms we are referring with Section 2.1B Post-War Recovery Loan 1988." Lùtair said while passing the whole 30 page document over the table.

"One of the original copies made of the Joint Comprehensive Plan of Reconstruction for you to read to ensure no alteration have been made." Lùtair said

"What we ask is simple Assistant Director, we requesting a moderate cut on the yearly payments which current stands at 0.5% to 0.3%. To be honest there is no direct offer to your government in exchange for this but the Strathclyde have been punctual on our payments alongside following the Treaty of Haaga to the letter for over three decades. The cut will give us more in the public purse that shall allow us to invest in our defence force and private sector which far as I understand many of your well known companies share as well."

Taran said in his opening offer, he continued with his tea.

A.D. Frazier took the document and leafed through it before passing it along to one of his experts who looked over the document in full while they spoke.

"Your government has done well with it's payments these last thirty years, of that there is no doubt. The interest rate is already low, but that is not really the matter. There are people within my government that are concerned with the goings on in Strathclyde. They hear, we want to spend more on defense, and suddenly they start clutching at their hearts. They ask, whatever for!"

The are others who are less in the pearl clutching crowd who are concerned with the troubles within your country. They wonder if that money shouldn't be spent more on your local and national police forces rather than your military. Sylvania already provides for your defense does it not?"
