To the Foreign Magistrate of the Republic of Tôgoku,

The Republic of Cárrana extends its hand in warmest greetings, and we hope that this message reaches you in the best of circumstances. Unfortunately, it must be said that it carries a sentiment mirrored in the feelings of our state and its peoples, one which we must regrettably inform you is one starkly lacking in the cordiality and peace we have known between our nations for as long as we have been acquainted.

The issue of the sovereignty of the waters surrounding the Mazuelas Islands has been a topic that we have seen great debate over, and it is one which sees a regular discussion not only under the roof of our own legislative chambers but under many of those lying on the illustrious shores of Tôgoku. As you are certainly aware, those discussions both within their respective borders and on an increasingly international level have been warranting incredibly positive results indicative of the compromise we have hoped for since the unpleasantness of this issue made itself known, and it is our will that they are allowed discourse for as long as may be necessary. We cannot, however, remain silent with regards to the increasing density of military traffic moving through those waters at a distance which displays a dangerous ignorance of the twenty mile exclusion zone established in previous official statements. The lack of any official comment by your government, too, is a matter which we cannot help but be alarmed by.

Whilst we are very aware of the need of such patrol vessels and protocol in times as turbulent as these, and we acknowledge that it has always been the will of your Republic to see its waters and shores secure, we must insist that you respect the security of our own nation and the many citizens of the Mazuelas. This is not to say that the Republic of Cárrana considers its friends a danger, but rather that we would choose to take the necessary steps needed to ensure a peace of mind amongst our citizens that better reflects the lack of hostility between us. We are sure that you understand our stance on the matter, and it is with great optimism that we look forwards to the future.

It is with regret that the Republic of Tôgoku must state to the Cárranian government that such activities, or 'incursions', as you would have your neighbours believe, within the area are well within the jurisdiction of the government and are most definitely welcomed by the islanders of Nodoka-shima. These territories have a high population of Tôgokujin that the government believes would feel a lot safer under the jurisdiction of a Republic of their own kinsman. Your repeated requests for the withdrawal of military traffic through these waters must respectfully be declined. It is not within the interests of the people for our illustrious nation to do so. However, if the Republic of Cárrana would be so kind to explain their military presence on these islands, some concerns would indeed be alleviated. Why must such a large military presence be placed upon these islands, which hold no strategic value? The only reason that can be thought of by our own minds is that the government of Cárrana seeks to oppress and manipulate the native peoples on these islands. As such, the Republic of Tôgoku does not recognise the legitimacy of the claims made by this regime on the peaceful islands in this region.

To the Foreign Magistrate of the Republic of Tôgoku,

The Republic of Cárrana finds itself deeply offended by the implication of a tyranny upon the Mazuelas Islands, and we must strongly refute any notion that this is indeed the case. The people of the Mazuelas have long been of the utmost importance to both the history and the very roots of the Cárranian nation, and for as long as we have been a Republic they have stood to have their voice heard in every part of our territories. We urge you to reconsider your stance on this matter of sovereignty, and it is our most sincere wish that this has simply been a misunderstanding and little else more than that.

We must implore the illustrious Republic of Tôgoku to once again reconsider its presence in both the waters of the Mazuelas and the exclusion zone previously agreed upon. As you have acknowledged we have had an established military garrison to keep its people safe for many years, stationed alongside an equally long-serving detachment of our proud air force, and we must clarify their existence is one intended as an entirely defensive measure. It is the force which safeguards those islands and it has been for centuries, so we believe it is safely within reason to insist that whilst we deeply appreciate your concerns, the people of the Mazuelas and their Tôgokujin kinsmen are at little risk.

The Republic of Cárrana has never sought to force its people into silence and submission through arms; a fact we must reiterate lest we stride further down this misinformed path.

To whom it may concern,

The considerable time elapsed between the beginning of Tôgokan troop movements and this dispatch's penning, a period of more than a month, should be indicative to both the Tôgokan and Cárranan governments of the prodigious thought which the Grand Presidium and Union State have invested into this matter. It is thus that the views of the Union State ought be noted as carefully considered, with the conclusions drawn and presented herein having been made with the fullest understanding of facts available with regard to the unfolding situation in the Mazuelas Islands.

To put it in no uncertain terms, the Union State views the presence of Tôgokan troops on the Mazuelas Islands as nothing short of occupation. It represents in the eyes of the Grand Presidium a unilateral infringement upon the sovereign territory of the Republic of Cárrana; upon lands which have historically been under the mandate of the Aurarian Empire and thereafter that of the Cárranan state. It represents a willful and worrying disregard by the government and armed forces of Tôgoku of the accepted and acknowledged customs of diplomacy and statesmanship, and of the general good order and neighborliness which all Far Occidental states and peoples ought hold to. It shows a dangerous willingness to disregard centuries of diplomatic custom and courtesy, and a directly counter-intuitive approach to resolving what should be bilateral issues--for regardless of the presence of ethnic Tôgokans on the islands, the Union State cannot in any circumstance condone unilateral aggressive action made by one state against another.

It is however clear that both states view the Mazeulas Islands as territories integral to their own core, and it must be admitted that despite the reprehensible actions by the Tôgokan side thus far, the existence of ethnic Tôgokans on the islands does bring their status somewhat into question. Even so, the Union State would warn the Tôgokan government against attempting to effect border adjustments on the basis of ethnic distribution lest it set a precedent by doing so. The Union State will consider any effort by the Tôgokan government in continuing to incorporate the Mazuelas Islands as a tacit endorsement of this line of logic, and will thus endeavor to begin the diplomatic process of ensuring similar "corrections" to our demarcated frontier here in the north.

It is on this basis that the Union State bids both parties to come together, offering an impartial location in Port Republic for negotiations to take place regarding the status of the islands. It is the belief of the Union State and this office that an amenable solution can be reached, particularly given the tone of dispatches thus far between both governments. It is the hope of the peoples and patriots of the Union State that this situation may yet be resolved warmly and peaceably, and that the concerns of either state will be firmly put to rest.
