It was a brisk calm morning as the government jet landed in Welmonton and the five passengers started to quickly disembark carrying their bags. Kaylee Haag, the lead authority on the trade mission quickly introduced herself to the Confederacy embassy personnel that were awaiting their arrival before swiftly putting her bags in the trunk of the car and crawling inside. Following closely behind was Industrialist and CEO Aaron Brungardt of Deere & Company, a big burley man who had a ruthless tenacity which had made him the youngest CEO in the nation of an already established corporation. He wasted no time getting into the car beating out the rest of the entourage so that he could sit next to Ms Haag.

As the two cars slowly left the airport and headed back to the embassy all was quiet as most of the delegation just stared out their windows, the occasional rustling of papers could be heard as some last minute observations were being made and jotted down. This would be the first nation they were to visit on the trade mission, it had thankfully only been a short flight across the channel. It didn't take long and the cars rolled quickly into the underground parking garage and all passengers disembarked. "Good Evening Miss Haag, we'll immediately notify the State Consul of your arrival" as the Ambassador extended his hand in greetings; "Let them know we're ready to meet as soon as possible, we have a lot of business to discuss and a short time to do it" she quickly retorted.

To say that the capital city of the Confederated Republic was in a state of somewhat heightened tension and vigilance would have been a dangerous understatement, at present.

The confused jingoism of the Justosian Fictionals, their aggressive expansionism in waters closer to home quickly giving way to persistently trespassing in the waters of the Central and Northern Silk Sea, had finally come to a head. The Cussian Navy had been preparing for the scheduled IMPPAC Exercise for more than a month and a half already, with an even more substantial depth available to the Third, Silk Sea, Fleet than its not at all insignificant unaugmented strength.

Nothing much had come of that situation yet, with the mad despot of the South Sea clearly reconsidering the prospects his untested and as yet relatively small naval forces had against the combined might of the Engellish-speaking world and their allies. Something had come of it elsewhere though, it seemed.

The tragic murder of the Natalian leader, Adrianne Stone, by a knife-wielding butcher of apparently Pelasgian ethnic origin had come as shock enough by itself. That the mad Pelasgian was revealed to have been a zealous convert to the Justosian born and based Episcop Fictional terrorist organization had not.

The reciprocal increases in security in and around the capital had been immediate and unwavering. Civilian air traffic and maritime access had been restricted throughout the weekend, when most of the city's working hour population of millions flooded back to their homes in the hamlets and suburbs ringing the city for miles in all directions save eastward - where the Thaumantic crashed against golden-white beaches.

Air Force Harpies growled around the city night and day, occasionally speeding into a thunderous roar, as was the case when breaking away to escort incoming priority flights to Welmonton International Airport. They were joined in their Alert Patrols by black-hulled Vulture VTOLs that almost looked like something out of a science fiction serial, performing endless circuits of this stretch of the Sheltered Sea's inner coast, peeling away here and there to descend and orbit the Statesboro District more closely. Incredibly loud, shark-like silhouettes of Marauder helicopters would have been noted from the approach as well, never far but rarely venturing into the airspace directly over Welmonton, being exponentially more heavily armed than the mostly just exotic-looking VTOLs.

The tension and rapid pace of developments abroad had caused a number of other changes beyond those more obvious ones. The funeral of the Natalian State President in particular required the presence of some representative of the Executive Office for the Administration of Government, given the ancestral obligations and complimentary interests shared between the Himyari power and Beautancus.

In this case the State Consul had been the man to draw the straw - though it was doubtful the First Citizen would have attended personally, even in the best of times. Being a more far more dispensable Deputy Executive, Ord Kenway had packed his bags, prepared to shake a lot of hands and mimic a lot of long faces, and to Camp Hill he went.

As it was, the State Foreign Service Secretary, Sir Endymion Walker would take the lead in representing the interests of the Confederated Republic with its Trans-Cassiopeian neighbor. Joining the Secretary were a number of delegates from the paramount tribes of several Dominions, most notably the Uctené, Coaree, Occonneechee and Scheraw. Secretary Walker was joined as well by representatives from the State Foreign Mercantile Trust (most pertinently to the interests of the Confederacy), Thaumantic Aerospace & Electric, Walker PetroChemical, Midengell Freight & Shipping, the Bank of the Burgesses and the Senate's Foreign Bonds and Currency Trust.

Very rarely did such an assemblage of the great and powerful bring themselves together - and to bear - on a single point of focus. Rarer still was it that a nation could call itself a neighbor of the Confederated Republic though, and such fortunate geographic status carried privileges all its own.

And so, at the appointed hour the cordon of gray and black-clad security and armor drew back ever so slightly, the lights from within the glorious old edifice spilled freely out onto the streets - Beautancus had made ready to receive its callers.

As the Sedan navigated its way via the back streets towards its destination the passengers continued to look out the windows and thru the moonroof. They would have almost swore they had landed in a country in upheaval or preparing for a conflict. Ms. Haag had been informed that she would be meeting with a lower level staff member so she had had the embassy personnel pull up a dossier for her to quickly browse about Sir Endymion Walker so she would have an idea of the man she was meeting with.

There was a tap on the window from the Embassy driver "We are arriving at our destination." As everyone watched as they passed thru mass of security they could only help but wonder; what kind of country is this?

As many students of International Affairs would somewhat miserably attest, Beautancus was a difficult nation to categorize, with interests and motivations that seemed impossible to fully quantify. In fairness, much the same could be said of the rest of the Engellkin nations of the Thaumantic Domain, or even the other nations of the wider Thaumantic Horizon - though none quite to the same degree as the Confederated Republic.

The current Administration had remained focused on setting the Cussian house in order for the first six years of Seigneur Orton's First Citizenship, unavoidably in some cases. In that early period for the Administrative, all had been orchestrated to allow the State Foreign Service to maintain the status quo on the surface, while the great Thaumanticist project of Engellexic Reunification was painstakingly orchestrated behind the scenes.

Beginning with the so-called "Vesper Catastrophe" of the previous year and developing further as a result of the "Sylvanian Cult Crisis," the profile of the Confederated Republic had been raised a fair bit, both continentally and farther abroad. The recent posturing in the Silk Sea (Implarian Ocean) was partly a result of that, though just as much a reaction to direct provocation by a rogue state.

Perhaps unsurprisingly, it was Secretary Walker's great pleasure to be at Cuthbert House tonight rather than shaking hands with who could only say across the Thaumantic, at Adrianne Stone's funeral. Walker hadn't disliked the woman, by any means, but he did have something of a distaste for Himyar as a whole. Nor would he ever be enthusiastic about the idea of traveling to a nation where security was lax enough to allow a Fictional madman to bury a knife in the breast of the nation's leader...

Thankfully little chance of that in Welmonton, he reminded himself. Glancing at the ranks of Capital Security Service troopers - faces obscured, huge and lumpy in black and gray tactical gear - Walker felt even more secure. There'll be no knives here tonight, not that would get through this line.

One of his aides stepped forward, finger pressed to the earbud feeding real-time updates for the staff. "They're on final approach sir."

Walker nodded his thanks, smoothed the lines of suit down once more and stood as straight as he could. He was more than aware of Ms. Haag's beauty and reputation as a negotiator, and looked forward to the opportunity to get a better feel for the woman and her nation.

Waiting for the other Confederacy's sedan to cruise to a halt before him in the yard, Walker bounded forward, hand thrust out. "Ms. Haag, on behalf of the Office for the Administration of Government, allow me to welcome you to the Confederated Republic, and Cuthbert House - it's one of our finest here in Welmonton. Are you finding your stay in-country pleasant enough, or have you not been here long enough for an opinion?"

Ms. Hagg was wearing nothing fancy, but nothing too casual either. Her clothing was a tasteful blend just enough to hopefully draw the wandering eyes of any men that would dare take a look her way. As She exited the sedan she may have shown a little extra leg before walking forward brushing her hair to the side and extending out her hands in a dainty manner, obviously working her angle of charm as she always did."I have not had the privilege of yet of having explored the city more than beyond my trip from the airport to the embassy and from the embassy to your steps. Perhaps if there is some time after our meeting you could show me around and some of the finer dining available here." She then waited for the rest of the delegation to exit.

"I Believe we are ready Sir Walker, and given that this is your city and country we shall gladly let you lead us to where we may begin having our trade discussions, and since you are our hosts we shall listen to your proposals and ideas on strengthening the economies of both our fair nations first"

Ever the proper Cavalier gentleman, Walker proferred a deep nod - though far from a bow - to Ms. Haag, before accepting her hand for the customary appearance of a kiss. "I would dream of no less for one so exquisite and kind as yourself, nor for any delegation from a neighbor of my country so close and nearly placed."

With a sweeping gesture back towards the open doors of Cuthbert House, the Cussian Foreign Service Secretary beckoned for all to join them inside. "Now that we are all present and the most perfunctory introductions made, the real business at hand awaits within."

Cuthbert House was enormous of course, being among the number of those eldest plantation houses remaining in Welmonton. Raised up at a time when there had only been tobacco fields and marshland for miles around, the "house" had been built with dining and ballrooms to accommodate what must have been the entire population of gentry present in the region at the time.

The nature of the deals put forward by the Captains of Cussian industry present in the house were surprisingly even and open-handed, given the reputation of Thaumantic financiers, industrialists and merchants had earned for themselves over the years. Quite obviously so as well.

Someone had ensured that there would be little chance for Ms. Haag and her countrymen to be "spooked," down to some of the finest details even. Billions of pounds, and decades worth of deals were being put on the table - as was a tacit guarantee of the continued sovereignty of the Confederation - with the low asking price of guaranteed "consideration" and occasional support for Cussian and wider-Thaumantic policies abroad.

The delegation looked over and listened to the proposals put forth by the Cussians. They were clearly trying to woo their southern neighbors a bit, who could blame them as nobody likes the idea of an enemy across the fence who could throw a rock thru your bedroom window while your sleeping. It was quite an impressive swoo, more offers than the delegation had even expected, essentially a blank check.

"Well Well Mr. Walker, I cannot say the offers being thrown our way are not very generous as they are more than I could expect." Ms. Haag paused for a moment before she slid across the table one of the many her offers she had been authorized, no expected to deal with the Cussians about.

"We in the Isles most likely in the future will begin a program of opening settlements for the expansion of our territorial integrity for economic reasonings. We have no ill will towards the Cussians seeing as that your our neighbor, and our shared demographics so the idea of keeping fair relations should never be a problem we hope. Where our interests align on foreign relations, we will even throw our weight behind the Cussians, we however hope for a quid pro quo." She could see the looks on the faces of Cussian delegation, the look of pure satisfaction....even those that seemed to have wandering eyes.

"Now economically speaking, we would be willing to reduce tariffs on majority of imported Cussian goods from the standard 20% currently in place to 5%, however on such industries such as select agricultural products and certain heavy machinery the tariff will be reduced but not to such an extent. We propose from the 25% tariff currently in place to protect our largest industries a drop to 12%, perhaps in the future it can be lowered but we still have to have some form of a safeguard for our largest segments of the economy. Allowing our companies the options of doing greater business within each others borders and partnerships"

She took one final look around the room and sat herself down, what could go wrong? This was too easy. Even her own delegation seemed pleased between both parties lines and had easily found an agreement with the Cussians.
