All the contracting parties undertake to create a common market, guided by policies aimed at eliminating customs and policies aimed at creating monopolies that can damage signatory partners. Article I All High Contracting Parties are required and obliged to abstain from aggressive military attacks, actions or threats against each other. Organization of Democratic States, abbreviated as ODS, will have its main office in Tibur and secondary offices in each capital of each member of the organization. Article I The High Contracting Parties are required to create a Regional Security and Cooperation Observatory "RSCO" / Osservatorio per La Sicurezza e Collaborazione Regionale "OSCR" office on the respective national territories. All OSCR observers will be unarmed personnel.
