    The Grand Duchy of Lars, for its part, offers the participation of a total number of about a one/two thousand soldiers, for a permanent presence in the outer territories of the ODS, whether they are, like the Johnston Isle Confederation or a remote atoll of the Union State of Eiffelland-Retalia. We are also interested in urging ODS partners to participate in joint training operations. Joint training and the exchange of experience between the three armed forces can only benefit ODS members.

    "Esteemed representatives. I would like to offer a political, then personal sentiment if I may.

    Firstly. My government and I believe strongly that inclusion of the Grand Duchy of Furlanìe would strengthen this organisation. Recently the Furlanìe government has spoken & labored fiercely for democracy in regards to their situation in the Bourgogne region and with its detractors. Its tensions with the illegitimate regime in West Bourgogne present a stark contrast. One believes in democracy and freedom. One doesn't.


    Lastly. I hope and pray heartily that this organisation doesn't fall prey to the types of petty back room dealing, back stabbing, etectra that infect politics general. If any nation wishes admittance into this noble body that truly believes in freedom, representative government, I would support it, as an observer. Despite differences my government back home might have. I yield."

    Following the formalrequest to join our organization as an observer member, we must inform you that your request has been accepted as regards the status of observer member. The request to be a partial member of the common market has been accepted and therefore the agreement should be discussed at the offices of the ODS. The remaining requests have been refused, security and mutual defense issues are the exclusive property of full members.

    It is the concern of this office to invite the Grand Duchy to conduct a good neighborly policy, respecting the sovereignty of the confined countries, being careful not to fall into provocations.

    I can inform you that Eiffelland-Retalia does not possess any territories outside Germania, nor any islands apart from the ones in the Retalian Sea and the Claret Sea, but it could be good if indeed some soldiers from Lars are stationed in Eiffelland-Retalia and the Johnston Isle to get to know each other better.
    I would also like to ask if it is an idea to station a brigade of the Eiffelloretalian army in Lars, as well as three squadrons of fighter planes.

    The Grand Duchy does not oppose the military presence of the allied countries within its territory, but, observing that the total number of Lars' ground forces does not exceed 35 thousand units, the massive and simultaneous presence of the armed forces of Eiffilland-Retalia and the Confederate States of Johnston Isle, would make us a minority in our home. This difference in strength would move public opinion towards the rejection of such a large presence, in times of peace as they are today. For these reasons, the Grand Duchy invites you not to exceed a total of seven thousand units simultaneously present in the Grand Duchy.

    To the attention of the ODS headquarters

    Following the positive vote of the Friulian Parliament we accept to cooperate with the ODS as an observer, and to implement the lowering of tariffs between the Grand Duchy of Furlanìe and the other ODS members.
    The Grand Duchy, however, denounces the lack of transparency and the absence of real and fair negotiations.
    The ODS, as an organisation of democratic states, certainly hasn't shown itself particularly respectful of its own values, and this will play an important role in the future relationship between the Grand Duchy of Furlanìe and the organisation, even with ODS support, it will be hard to achieve a majority in favour of a future full membership.

    The Grand Duchy of Furlanìe has been an example of respect and positive cooperation with its neighbour nations, working intensely towards stability and pace, and we will continue to act in respect of those key guidelines.

    I take this opportunity to propose a possible ODS mediation in the People's Republic of Burgugne and Grand Duchy of Furlanìe border friction that is of great concern especially to us, but a possible communist expansion into the heart of the Reman sea wouldn't benefit ODS nations either.
    Despite the Friulian soft and defensive response to the PRB threats, an escalation seems today closer than ever, a third party brokering peace between the Grand Duchy and the Burgugnon regime could help ease the tensions, and also show Europe the positive essence of ODS.

    As we continue to work towards implementation of the alliance into our three nations and as we shall no doubt grow. We believe it is time to establish the voice of the ODS for public engagements and press releases, as well as to keep an orderly environment here. The creation of the General Secretaries Office.

    The majority of staff won't be directly linked to the General Secretaries country to ensure continuity when elections happen, they will however obviously bring along staff of their own to assist in their duties. As such a proposed 3 year (3 month?) term, with no term limits, which we can always amend at a later time in the future, for the proposed office. With such a proposal of said office, I would nominate a representative of The Grand Duchy to be named our first General Secretary.

    Organization of Democratic States,

    The Dual Monarchy, that of which includes the Kingdom of Tyskonia and the Confederation of the Smallands, known as Petits-Pays, wish to offer your treaty bound group of nations a Treaty of Non-Aggression between the Dual Monarchy and the Organization of Democratic States.

    Acknowledging our mutual desire for peace in Gallo-Germania, our group of nations will refuse to engage in actions of military aggression between one another. This Non-Aggression Pact or Treaty will be respected by the entities of the Dual Monarchy (both present and future), and the Organization of Democratic States (both present and future). This treaty negotiated does not stipulate on tariffs or actions of economic concern; however, does encourage non-aggressive economic maneuvers between nations in Gallo-Germania. The treaty does not detail any future desire for the Dual Monarchy to join the common market.


    This Non-Aggression Pact would become active upon passage by the Organization of Democratic States. It would become inactive should one of the following occur:

    • Either the Dual Monarchy or Organization of Democratic States are in violation of the treaty by engaging in hostilities with the other party
    • The Organization of Democratic States engages in a war of aggression against a neighbor of the Dual Monarchy, or vice-versa

    Mechanisms for violation may involve third-parties if markers of inactivity of the treaty are not mutually agreed upon.

    The Dual Monarchy will afford the Organization of Democratic States a period of two weeks to accept the offer. The Dual Monarchy is receptive of minor negotiations to the contents of the treaty.

    We agree with the creation of a general secretariat and the creation of the function of General Secretary.
    We also agree with closing a non-aggression pact with the Dual Monarchy, and with taking up a mediating role in the border conflict between Furlanie and the People's Republic of Bourgogne.

    The Grand Duchy of Lars welcomes the idea of creating the office of the Secretary General. An excellent proposal by the Confederate States of Johnston Isle, which finds the Grand Duchy in agreement and would humbly accept this honor to be the fist General secretary.

    Similarly, the Grand Duchy of Lars is in favor of signing a non-agression agreement between the ODS and Dual Monarchy, the signature could take place following the appointment of the first Secretary-General.

    The Friulian delegations letter from their foreign ministry asking for us to mediate between their nation and the Burgundian Peoples Republic should be an opportunity we seize upon. While we may not have faith in the mediation gaining much traction, it is worth noting that we will have tried to keep the peace on the continent. We believe upon the appointment of the General Secretary that job falls upon whomever is elected to the position and their staff.

    Now as for the NAP offer from the dual monarchy, while I do agree with the concept of it, however I also do not believe it is in the capability of our organization to make a sweeping move superseding our government bodies back at home and that such offers should be made directly and independently to our respective governments and left for our legislatures and leadership to decide. We could make a statement, or something of the similar re-assuring the dual monarchy of our intentions to not launch a war of aggression on the continent nor act in any matter of hostility towards it, but measures of a treaty need to be brought before each governing body of the member states, or something along such lines as while I can rest assured my government back home would most likely support signing of such an agreement, it still must pass thru our institutions and I potentially be replaced here for acting outside of our government apparatus.

    We understand the problem highlighted by the colleague of the Confederate States of Johnston Isle, as far as we agree and confirm that the need for the Senate of Lars to approve any international agreement, we do not understand why, if all the three legislative / executive bodies of the countries are in agreement in signing a NAP with double monarchy, we shouldn't do it with a single agreement instead of 3 singles.
    The veto policy and the possibility of individual nations to sign their own independent agreements are not undermined by the possibility of making agreements as a community, because the founding agreement is respected.

    The problem would only arise with future full members if they did not agree to sign the NAP agreement.

    We await the intervention of Eiffilland's colleague.

    First of all, I would like to indicate that Eiffelland-Retalia agrees with assigning the position of Secretary-General to Lars.

    For the NAP with the Dual Monarchy, if it will be a treaty with the ODS, future members will be bound to it as well. If the individual members of the ODS sign on their own behalf and not on behalf of the ODS, future members will not be bound to it.
    We consider it better to avoid the situation that some ODS members have an NAP with the Dual Monarchy and others not, because such a situation could lead to a dilemma when an ODS member without an NAP with the Dual Monarchy rolls into a war with the Dual Monarchy. We can decide to help out the ODS member or to honour the NAP, but either way we will violate a treaty.
    Therefore, if we close this NAP, we must assure that the ODS as a whole adheres to it. According to us, the most efficient way to do so, is by closing this NAP between the Dual Monarchy and the ODS. The alternative would be, that the Dual Monarchy has to start up everything for an NAP every time a new country joins the ODS.

    Having read the voting request by the member, Confederate States of Johnston Isle, in compliance with the regulations, we communicate the positive outcome of the election of the first Secretary General of the ODS. The unanimous vote was reached.

    To cover the role, for a duration of 3 years, will be the nation Federal Kingdom of Etruria with its representative, Alfia Vepunia.

    "Esteemed member states. I, as representative of the Continental Empire and as a humble observer wish to impart our opinion that perhaps we should take more seriously the threats certain puppet states like the 'People's' 'Republic' of Polesia pose.

    It has just broken that it plans to fully join the enemy of democratic civilization the Rurikgard Pact. Upon doing so, essentially voiding their last treaty that currently restricts their military. This is a direct threat to peace, stability, democracy in Europe. I believe the utilization of soft power means like simultaneous, group sanctions on this rogue and illegitimate regime would send a message of sterness while not pushing us towards conflict. For the consideration of you, esteemed representatives of the member states. I yield."

    We thank His Excellency Ambassador Sauzo's comments on Polesia. Of course we follow the events in Polesia with very much interest. However, we already consider Polesia part of the bloc of countries around Kadikistan; therefore, the fact that Polesia joins the Rurikgrad Pact has already been factored in and does not form a major change in the geopolitical or military situation.
