I have the honour of representing the Vaquero Free States, Although our two nations are separated by a great distance, both our peoples have known the indignity of being ruled by a foreign overlord, and as such we the Vaquero would wish to help the people of Neustria to defend their newly found freedom. My government is prepared to send equipment and advisors to the Kingdom of Neustria.

The King is at once proud and ashamed to decline your offer of military assistance; proud that the Kingdom of Neustra has inherited much of the military wealth of Bourgogne and is able to defend itself in uncertain times; ashamed that your generous offer must go to waste.

Or does it.

Perhaps the geographic distance between Vaquero Free States and the Kingdom of Neustria could be counted as an asset. If your country were to host a place where Neustrian troops could train and prepare, where Neustrian ships could refuel and repair, where Neustrian aircraft could land and shelter, it would be a boon to our foreign policies in the West.

I believe a certain reciprocal arrangement could be arranged between our two nation, just as the Kingdom of Neustria has interests in the West the Vaquero Free State has interests in the East. Additionally our economy is largely agricultural and forgive me if I am mistaken but the Kingdom of Neustria has substantial industrial capabilities, currently the Free State is revitalizing it's infrastructure and for that we require a vast amount of material and expertise that we currently lack.

You are correct, Neustria now commands two of the great port cities of Bourgogne and the supporting industries that come with them. The Kingdom is willing to provide a long-term supply of skilled manpower and materials in exchange for a similiar guarantee of equitable military access to the Free State.
