El Palacio de las Moreras was certainly a magnificent building, located 50 km (31 miles) from the center of Solis, it was situated in a rather rural part of the country in stark contrast the bustling capital city. Las Moreras, like so many other civic buildings, was originally built as a home-away-from-home for the Aurarian Kings. It didn’t take long after the Revolution for the Republican Government to seize it and immediately convert it into a residence for the President.

However, Las Moreras was not a government building in the sense of active functions of the Republic’s Executive Branch being done there. Occasionally, Presidents would host meetings there, but for the most part it was a quiet, large, and old relic of the old Empire.

While a symbol of the old empire may have been an odd choice to host the inaugural summit of the Pan-Aurarian Council, the beauty and seclusion of the building made it an ideal location. It was the Revolutionaries that secured the freedom of the Aurarian colonies and brining their representatives to a building where their former Kings slept was a poetic justice the Aurarians found fascinating.

President Sanabria himself was present at Las Moreras to welcome the representatives of the Aurarian countries, as was Diego Esteban de Ossorio, a retired Natalian Ambassador who would serve as the Aurarians’ permanent representative on the Council.

Auraria in the winter was a nightmare for Pedro Felix Gamarra y Costa. He was an aged man with a hair that grayed out too early. Moving from the 28 degrees Florida to the 14 at most Solis during this time of a year wasn't really that great for his health, he considered, but the reason of the move itself was enough to motivate him to do it.

When he was young, in the early 1970s and started his diplomatic career he hoped to see this Pan-Aurarian union appear, but never would he had ever hoped to see free trade and free travel between the Aurosphere and also a council that brings together the countries.

He was the ambassador to Solis in the late 1980s up to the very early 2000s, so he knew the city, but he was surprised how much it changed and developed from those days. A part of his still believed that this posting, so late in his career was annoying as he was hoping to retire as soon as possible, but then again, he said he must not miss the chance to see this diplomatic and political dream come to life.

 

[Vaquero Free State]

This was the first time Augusto Francisco Zeledón had ever left the Free State, he was not a professional diplomat, rather he was a UNI party stalwart sent to the Pan-Aurarian Council, he under strict instructions to follow the party line and to ensure that Integralism would become a relevant part of Pan-Aurarian politics.

Personally, Lorenzo Alamilla was sceptical of the idea of a Pan-Aurarian Council. It had been almost exactly 200 years since Rio de Oro had gained its independence and now, all those years later, the other Aurosphere nations had finally decided to reach out. He knew that such an agreement would be beneficial to his own country but his pride in his nation made it hard for him not to feel slightly resentful that his nation's future would be so massively impacted by a country had broke free from in the past.

After pleasantries were exchanged and an opening ceremony complete with fanfare that the Aurarians had come to be known, the Delegates were welcomed into a large conference room to begin the first official meeting of the Pan-Aurarian Council.

It was a large, circular room was centrally located within Las Moreras. The mahogany table in the center was circular and had a map of the world carved into its top. Lining the walls of the room were the flags of the five Aurokin countries – including Justosia – repeating. At the table itself, chairs were set up and each assigned to the proper country. There was an empty seat at the table that was registered to Justosia.

“Gentlemen,” the President began, rising from his seat “Allow me to welcome each of you to Las Moreras, to the City of Solis, and to the Aurarian Republic. While the Aurarian culture was born in these parts, each of countries have lent a significant hand in forming what it is today. This meeting is historic and represents the beginning of a new era of cooperation between our states. I am honored to be standing among you all today.”

“Let us start by reiterating the incredible progress we have already achieved. People of our countries will now be permitted to travel freely from country to country, they will be allowed to immigrate at will, and with the agreement of free trade we have created perhaps the largest free trade zone in the world.”

“This Council will serve as an arbiter between our states. Its task will be to ensure that our unique cultures are celebrated amongst the larger Aurosphere and it will help to facilitate an open dialogue between our countries. This is an incredible accomplishment.”

“Now, I could talk for hours, as I am sure we all could, but I want to open up the floor to my colleagues.”

The President took his seat again.

"Thank you, President Sanabria. I would like to echo your sentiment regarding this being a truly historic moment for all of our nations. I also wish to share the apology and warmest greetings of President Carrasco Diaz who sadly could not attend today."

"Now, I would just like to make a small remark. All of our nations have changed so much since 1819 when the revolution took place. But, they have all retained one thing and that is their unique connection to this one event in history. The effects of the revolution are still felt today and still guide the politics of our nations, in some cases for the better and in others for the worse. I am happy that finally this history and this connection between our nations is being put to use for the good of all of our nations. I look forward to watching on as this alliance creates opportunities for my people, and your people, that they would never have otherwise. Thank you."

Pedro Gamarra listened to both the Aurarian president and the Riparian representative. He was really happy that finally in the 200th year since the Aurarian colonial empire was replaced with the Aurosphere nations, they finally managed to come together. As the Riparian fiished his speech, he rose up.

"Señores, I am happy to be here and to see up all coming together for this. The project is a success, as we have created a Free Trade sphere that rivals the Anti-State. I wish to congratulate you all for your open-mindedness as we are now a beacon, if not a vanguard of political, cultural and social... development," he made a pause before the last word, as he knew the representative of the Vaquero Free State was in here too, so instead of using "liberties" as the speech was written, he replaced it. He knew that the Free State mustn't be antagonised, as politically it might be considered closer to Justosia than Natalia, Auraria and Rio de Oro and still it is a great victory that Vicente Prima-Riviera decided to befriend them, rather than Justosia.

"On our first meeting I would like to put forward two important subjects. The first one is much more delicate as it regards the presence of Justosia in this council. As you all know, Avalon is very hostile to us all and shows no sign of change, or if it does is to deteriorate the relationship even more. Natalia currently has a non-aggression treaty with them, but we feel that they are just looking for reasons to break it and provoke a war. That is why the Natalian fleet is on alert, ready to defend the Himyari shores. I would ask for a clarification on the invitation of Avalon into this Council. I feel that should the Aurosphere open its gates to Justosia, it will only become vulnerable to infiltration from all kinds of unsavoury characters coming from the frigid south," he said and after he finished he took a gulp of water and then continued.

"The second is more positive I'd say. We are in 2019, in the 200th year since the Aurarian revolution and the end of the ancient regime. We are celebrating two centuries of freedom and liberty and to also celebrate our newly found solidarity, I would propose to create a summer-long festival on Aurophone culture which honours us all."

“Thank you, Señor Gamarra,” said Diego Esteban de Ossorio, the formal representative to the Pan-Aurarian Council “I would like to answer your inquiry into the nature of the Justosians’ invitation to this Council.”

He paused, only for a moment, while he gathered several documents.

“The Justosians certainly continue to suffer from the delusion of Monarchism and have elevated their King to a status near that of a deity. The Justosians’ Monarchy goes against everything that the Revolutionaries of 1819 set out to accomplish and this fact is not lost on the Aurarine Republic,” he began “However, they still share our blood. While the Justosians have shown notably aggressive stances – particularly to Natalia and Auraria, we feel that this Council must be unwavering in its commitment to be a representation of the Aurokin people as a whole. Even if the Justosian King refuses to allow the righteous people of Justosia to integrate with the more civilized amongst us, we must never turn our back on the Justosian people.”

The Delegate pointed to the empty seat, reserved for the Justosians. “No matter what, the peoples of Justosia must always be welcomed at this table.”

Changing his tone, he turned to the point of the bicentennial. “Yes, Señor,” he began “the bicentennial of the Aurarian Revolution has been on our mind for quite some time. Year CC will be an incredible celebration of our values.”

The Gentlemen insisted on using the secular, republican calendar of Auraria – even if its popularity was unique solely to the Radicals of Auraria.

“A world-wide, summer-long festival is a most appropriate way to celebrate.”

 

[Mazidia]

The Imperial Representative of Mazidia had been quiet, maintaining the usual Dominion foreign policy of "hear all, say little." Ambassador Vladimir Harkany was an odd choice for Imperial Ambassador, being descended from a White family that had fled the revolution in Kadikistan. The eccentric Mazidian Cossack had thick, waxed moustaches and a top-knot, but also wore an immaculate white business-suit. His appearance was startling and unique, but his manner was dour and inexpressive.

It was also part of Mazidian foreign policy that, just because you weren't saying much, didn't mean that everyone shouldn't pay attention to you either. So, Imperial Ambassador Harkany, Holder of the Sun King's Writ, contrived to appear like he would jump into discussion when the time was right, while quietly keeping his arms folded, occasionally snorting through his thick moustaches.

Finally, he sensed the time had come to make an interjection. Tactically deploying his words, he spoke in Kadikistani rather than the Aurarian tongue that most of those present were familiar with. He could speak Aurarian perfectly well of course, he had been born and raised in a country at least half-founded by Aurarines. He even preferred tequila to vodka, privately.

"The Aurarian Revolution brought chaos and disorder to all our nations. Though it is true they could not have been born without it, it is hardly something to be celebrated." he said with scorn. "Justosia is a disgrace to all monarchies. They proclaim divine authority. Only one monarch has God's blessing, and it is not he."

 

[Vaquero Free State]

" And neither I might add does the so called Sun King of the Mazidian Dominion" Augusto Francisco Zeledón, the ambassador had tried to keep a civil tongue but he could not resist a dig at the Mazidian, that being said he did agree somewhat with what the Mazidian was saying regarding the Aurarian Revolution..not of course that he would admit it.

. He was aware that some of those representing more liberal nations might have a dim view of the Free State and the Integralist party but frankly he had little concern over how the public in Natalia or Auraria might view his nation, let them tut from their coffee shops and restaurants, In the Free State a new world was being born.

“No Monarch can proclaim divine authority, just as no man of any birth can,” de Ossorio scoffed at the Mazidians’ insinuation.

For a country that believed so earnestly in the cultural supremacy of the Aurarian lifestyle, it had an abysmal record of spreading that to its children. Perhaps the Aurokin of Westernesse were the most regrettable of the lot. The Mazidians’ worship of a celestial body and the Vaquero Integralists’ obsession with the Tiburan Catholics were something to certainly be frowned upon.

“You confuse chaos with freedom,” de Ossorio continued “There would be no way for any of the countries represented here today to have found their independence had the Revolutionaries of the day not been willing to sacrifice. I believe you’ll find that people are profoundly talented at managing their own affairs and that any perceived notion of chaos or disorder stems solely from those who claim to have authority over others. It is the sacred right of the people to forge a new society in the event that the one they presently find themselves in no longer matches their highest ideals.”

The Aurarians, mostly, did not suffer from dreams of the Empire. Perhaps, it was due to the Empire’s inseparable connection to the Royal Family and the Church – both of which are despised so vehemently within the Republic. However, the Aurarians did enjoy that their colonial empire’s might and expanse was second only to that of the Engells, even if the modern Aurosphere had but a fraction of the unity and cohesion of the Engellsphere. Still, the decision to insult the Aurarian Revolution – an event of great death and rebirth – so close to the city where it started, was an egregious lack of tactfulness.

" Well for the sake of all those gathered shall we get to business and leave matters of theology to the scholars and the past to historians and set about that which we have convened to do". Augusto Francisco Zeledón did not wish to remain for longer then necessary, he was here to arrange the best terms for the Free State, nothing more.
