The People's Republic of Varinia understands the plight the people of Nova Srbja are going through, especially after our recent tragedy with the corporate-fascist rebellion in the north. We also understand the problems the government of the Yiddish Free State have, as we also had a refugee crisis when the war in Milesia started and Ivernians came to our gates, not only running from the war, but also from the totalitarian dictatorship instituted there during the war. The Varinian people and their government wishes to stand together with the peoples of Gallo-Germania suffering from the countless crises that rock the continent and bring misery to it's people.

The people of Nova Srbja have suffered too much in the hands of civil and internal strife and have suffered too much from dubious politicians who transformed themselves as warlords, just for the sake of power, crushing all remains of civilization in the process, turning brother against brother in a civil war that may have ended officially a few months ago, but in the latest events seem to return again. The international community should have a duty to help all it's citizens enjoy the right to live peacefully and respectfully in their own countries, without the fear of dictatorships or ethnic cleanses.

For this, the People's Republic of Varinia is proposing two plans, one in which the countries of the Rurikgrad Pact: The Democratic Republic of Kadikistan, The People's Socialist Republic of Calidia, The People's Republic of Milesia and the People's Republic of Varinia will organize a charity fund to help the Yiddish Free State in the refugee crisis that is now in it's incipient moments. The Second Plan also involves the Rurikgrad Pact and the Free States, together with the acceptance of the Republic of Nova Srbja, to send an international force of peacekeepers in Nova Srbja, to try to make sure that Nova Srbja retains it's sovereignty and will remain a peaceful state, this way, stopping all chances of a humanitarian crisis in Central Germania.

Esteemed representatives of Varinia, Kadikistan and Trivodnia. A few hours ago, despite appeals for peace and calls for dialogue, elements of the Novosad Territorial Militia have started a massive shelling of the west side of Banja Luka. The Federal Parliament building has been severely damaged. We also have just received confirmation that our gas and oil reserves have been depleted, and electricity is unavailable in most urban settlements of the Banja Luka province. The fate of 350 servicemen of the Federal Gendarmerie surrounded in a barrack somewhere 10 kilometers into Novosad Autonomous Province territory is unkown. We fear they might have been executed by the militia of Governor Milutinovic who issued an unilateral declaration of independence of the Republic of Novosad.

The Federal Gendarmerie is desperately attempting to regain control of the territories north-west of Banja Luka and aims to seize or force to retreat the long-range artillery pieces that are shelling our Capital City as i'm writing this dispatch. I exhort, i beg the international community to intervene and force the Srbjan Democratic Union and its military forces led by Governor Dragan Milutinovic, to desist and resume dialogue for the sake of the population who has already suffered an unbearable pain.

The Yiddish Free State strongly believes it is in the interest of both our countries that outside intervention in the form of military support from the Rurikgrad Pact states is avoided. As the conflicts in Ivernia, Varinia and elsewhere have demonstrated, Kadikistan typically uses unrest in other countries as a means to push forward its own agenda by using local proxies to establish alternative regimes that are loyal solely to Ivar.

At the invitation of your government, we are willing to work with the Federal Gendarmerie to help restore peace and stability in Novo Srbja. However, this is predicated on the agreement that no other international forces are deployed to Novo Srbja without our expressed consent.

The Yiddish Free State deeply appreciates your offers of assistance in what is undoubtedly a troubling time for ourselves, [MENTION=2168]Novo Srbja[/MENTION] and the wider region. The establishment of an international humanitarian fund to aid the thousands of refugees who have been forced to leave their homes as a result of this brutal and needless conflict should be the first and foremost priority, and we are willing to lend every hand possible to ensure the lives of innocents are impacted as little as possible.

However we must express strong reservations on the benefits of an international peacekeeping force, which may risk enflaming an already very violent and complex situation. It is our firm belief that we must continue to exert diplomatic and political pressure on the secessionist elements before we consider military action.

The United Republic understands the reluctance of the Yiddish Free State in jumping headfirst in an action as complex as a military one. We will be ready to send a humanitarian mission to Amstov to be given under the command of the Yiddish Free State with the surplus of first aid and health supplies that we have from our own crisis. Either so, we must again iterate the fact that the secessionist dictator Dragan Milutinovic and his Novosad regime is committing a genocide against the people of Nova Srbja, the bombing of Banja Luka being especially carried from the reports of the SVB and the Nova Srbjian government to target the civilians. The Chancellery of the United Republic has already given an ultimatum to the secessionist government, threatening them by declaring them a rogue state. The Hartem Tribunal is already issuing the declaration labeling them that and their militias a terrorist organization. This would also bring our commerce with Novosad to a halt but thanks to the past unstable situation in Varinia, as well as the landlocked position of Nova Srbja, their lack of trade with the United Republic will have minimal if any effect.

We approve the fact that pressure must be put on the rebels before any kind of military intervention, but this pressure mustn't come just from one or two nations, but from the whole world, if that is to take effect, though there are chances that it may not. We trust in our Trivodnian friends to be the faces and spokespersons of this actions, as they are close and friendly neighbors of the Nova Srbjan state.

The Federal Government is pleased to hear such news from the Yiddish Free State's government. The latest analysis on Nova Srbja Today is probably the result of unreliable sources and unconfirmed rumors, but we cannot control the free press. The priority of the Federal Government is to topple the regime of General Dragan Milutinovic who is reportedly leading operations from his HQ in Novosad.

Regarding the issue of the Istokgrad People's Republic, our intelligence believes it does not represent an immediate threat. However, we have unconfirmed reports of talks between the People's Republic of Istokgrad and the Democratic Republic of Kadikistan. We have reasons to believe that the People's Republic of Istokgrad will increasingly become dependant on Kadikistani aid and support, but we have no reasons to believe that the government of Istokgrad will actually carry out an attack on our positions on the border. Such move would only allow the Novosad Liberation Army to exploit the chaos, and eventually breach into the territory of the People's Republic of Istokgrad itself.

We don't believe that negotiations with the Novosad Liberation Army are possible, not after 10 years of war. We are confident that the Istokgad People's Republic will come to terms with the Federal Republic of Nova Srbja once the Novosad Liberation Army will be defeated and General Dragan Milutinovic brought to justice. Despite its communist ideology, the Srbjan Communist Party has always distinguished itself as a radical left hub, rather than a marxist-leninist stronghold. However, a prolonged conflict and the increasing isolation of the People's Republic of Istokgrad will definately improve the chances of the Democratic Republic of Kadikistan to transform Istokgrad in yet another satellite communist state.
