Accession talks between the United Federation of Polasciana and the Germanian League

To His Excellency President Artamova,

Following interest expressed by the government of the United Federation of Polasciana in being a full or associated member of the Germanian League, the Secretariat of the Germanian League has provided the League representatives of the Kindgom of Danmark with the responsibility and authority, on behalf the Germanian League, to extend a cordial invitation to representatives of the your government to attend exploratory accession talks to be hosted in the eastern Danish city of Aalborg.

We invite your government to begin negotiations by setting forth its position with especial respect to all or part of the founding Treaty of the Germanian League (TGL) and the Treaty on Collective Security in the Germanian League (TCSGL) and how it sees itself in relation to currently existing structures and aims in respect of its own political, economic, and security policies.

The exploratory talks shall be attended by representatives of the Germanian League.

We look forward to your attendance in Aalborg at your convenience.

Dear Mr Chief Secretary,

It is with the warmest expression of gratitude that I write to you on behalf of the United Federation, it's Central Federal Government and of President Artamova. We believe strongly in the principle of collective action and as such look forward to meeting with yourselves and representatives of the Germanian League in Aalborg. In order to allow our negotiations to continue, President Artamova has instructed me to represent the United Federation. As a Representative in the Polascianan House of Delegates, my home state of Yevcimir is one of three to border Danmark. As Minister of Transport, Tourism and Social Development, my Ministry is responsible for a wide range of issues covered in the Treaty of the Germanian League.

Having spoke to President Artamova and Prime Minister Fedorov, we wish to accept your invitation for preliminary accession talks in Aalborg at the soonest possible date. We greatly appreciate the extension of this invitation to the United Federation from your partners in the Germanian League and wish to express our deepest wish that these negotiations are swift, and successful. While we have little issues with the core of economic and social policy, we wish to express concerns with a few major parts of the Treaty which we find conflict with current Government policy.

Firstly, the Government wishes to express its concern with Articles 11,12,13,14 and 15 with the extension of Article 10.1. The United Federation, whilst making progress in eliminating exit and entrance visas, has concern that a large number of migrants from elsewhere in the Germanian League may warrant a significant change in domestic economic policy on employment and work rights. We have a strong issue with the ability of family members from non-member states being granted similar rights as nationals. The Government also has reservations in taking the visa requirement from students. The United Federation also seeks a wider clarification on the issue of economic crime. It is not without issue that we also ask for clarifications of the role of the Court of Economic Settlements.

While these issues present us with a challenge both domestically and in Aalborg, the Government stresses the importance of the articles on law and order, safeguarding internal security and of transportation and safety. We warmly welcome the articles stated on financial provision, member states, transport, institutions and obligations and these chapters would be relatively swift to close. The Government and the President also find no issue with the Treaty of Collective Security in the Germanian League.

We look forward to both a productive and enjoyable meeting in Aalborg.

With all the pomp and fuss behind them and the negotiating teams finally seated around a table ready to discuss Polasciana's possible accession to the Germanian League, the Chairman of the Germanian League, Bruno Hänsenberger, opened the negotiation phase in earnest by going straight to the point.


“I would like to yet again thank our Danish hosts for providing us with the opportunity to hold these talks in such a lovely city as Aalborg. I also wish to thank the honourable representatives of Polasciana for attending these talks. Now, whilst I do most certainly represent the Germanian League as a whole, it cannot be denied that my Wendmarker Saxon roots make me a man of few words who prefers to get to the point and get things done. I hope everybody shall forgive me for such a flaw,” Bruno Hänsenberger said with a grin.

“From the preliminary exchanges of letters between our respective offices, it has come to light that the Polascianian side is worried about potential issues with her domestic immigration policies. I believe such fears to be somewhat misconstrued. If I may be allowed a brief example from the Germanian League's recent history, during the League's very establishment there was in Wendmark a myth that should the Free State enter the League, the Free State would be swarmed with what opponents of the League called “Danish plumbers” and that honest working Wendmarkers would lose their jobs. With Wendmark having one of the highest standards of living in the world, opponents of the Germanian League claimed that the Free State was some sort of a “city upon a hill”, an “eldorado” for everybody to come and settle.

“Such fears were unfounded. With the creation of the Germanian League, we have certainly seen an increase in exchanges between Wendmark and Danmark. Yound Danish Saxons and young Wendmarker Danes have seized on opportunities to go study respectively in Wendmark and Danmark. Danish and Wendmarker businessmen have profited from the opportunity to deepen their ties. But we have not seen the sight of hundreds of thousands of hungry Danes spilling over into Wendmark, if I may be forgiven the joke,” the Chairman of the Germanian League smiled again.

“And such a situation is not proper to only Danmark and Wendmark. All five League member states have profited greatly from the creation of a common space. And are expected to profit even further as this common space is harmonized and further integrated in the future. It is the goal of the Germanian League to, in the future, attain a fully open space for travel and establishment, as opposed to the currently limited arrangement. Indeed, the Germanian League is not rushing full steam ahead, but instead is treading carefully and building upon her foundations to create a solid structure. After all, we all wish to avoid the fate of the Northern Council.

“But let me get to the situation at hand. With the news of preliminary discussions between Polasciana and the Germanian League made public, there are already those in, for example, Wendmark, who have yet again taken out the old myth of the 'foreign plumber' out of their storage baskets and now try to spook the common Wendmarker with the prospect of 'Polascianian plumbers' coming to steal their jobs. Similar fears arise in other member states of the Germanian League. I believe that it is only normal for such fears to arise in Polasciana. However, such myths have no ground and simply may not stand against rational arguments proven by facts on the ground. And the conclusion of this is that, no matter how much the opponents of the Germanian League might wish for it, Germanian states have a high enough standard of living and economic development for their citizens to not go about dreaming the day when they could swarm upon Polasciana to steal all the jobs in the plumbing and water sanitation industry.

"Now, I believe that my most esteemed counterparts from Polasciana have many further questions to discuss and I shall endeavor to answer all of them and dissipate any worries about the nature of the Germanian League."​

The delegation had a largely rushed journey to Aalborg and with not much time to collect their thoughts, lead negotiator Representative Fabian Meyer, a Germanic Polascianan, was to be thrust straight into conversation with the Germanian League's top leaders. 'Under-prepared', according to himself, for his first taste at the regional stage, Meyer had also been lumbered with a long-time political rival. The Buratiyan Governor, Andrei Pribylov, had few allies in national Polascianan politics - Meyer was sure it was the President's way of 'getting him out of the way.' Clearing his throat, and with a shaking hand, Meyer began;


"дякую, Dyakuyu, Thank You - for your warm welcome, and we wish to also pay thanks to our hosts here in Danmark. It is of great importance to Polasciana that we meet here today, a turbulent time for our region and the shores around our own country. For the Polascianan people, these negotiations mark an important turning point in the development of our nation and represent the brighter future for our economy, and our society, that many of us have worked so hard for.

Mr Chairman, we understand and appreciate your reassurances on immigration. But it is of the up-most importance to the security and the stability of the Polascianan economy that we do not regret taking precautions. While we understand that circulated hype has been created in certain member states of the League, we are firm believers that regardless of the controversy or media coverage - that every Euro or Kryak that changes hands and the way it does so is of the greatest importance to individual Polascianan people who work so hard for the money they deserve. Polasciana has until recently had rather strict controls on the flow of not only people - but also of our money, which has kept our economy moving - even in difficult times for our country. Whilst we are making progress - for example, we have now removed the need for a temporary exit or entrance visa for visits inside Germania and Gallia from two to six months - we still wish to be able to record those citizens who are passing in and out of our borders. Not only to aid public services, but also to help support our tourism industry and the regulations that control it.

We understand, and greatly appreciate, the benefits of free trade areas - but have a firm belief that it is in the interest of our citizens to register, and process, visitors and migrants into our country - both on the grounds of security and of stability. We have existing border agreements with Eiffelland, Danmark and Wiese which detail our request for work permits for visitors and migrants for between six and eighteen months - but relax the need for an extensive visa. This allows a more relaxed and easy flow for tourists, and for businesspeople, from those members states into Polasciana. We've also placed an unprecedented five million Kryak into an international student fund - which allows Polascianan students to travel abroad, and for citizens of other states to come and study in our universities - all without removing the six to eighteen month visa requirement. We believe these existing arrangements have, and continue to, serve us well. While we understand the need to perhaps consider relaxing these further for the three border nations - we still remain incredibly nervous about giving family members the same rights as their nationals, as documented in our initial investigation with you."​

Bruno Hänsenberger listened to Fabian Meyer intently, scribbling some notes on a sheet of paper as the Polascianian representative expressed his views.


"May I then understand that the primary concern expressed by Polasciana is continued border control? In this case, I have to note that for the time being, the Germanian League is not a single space and border controls between member states have not been lifted. This is a stated mid term to long term goal of the League and progress shall be achieved in this direction step by step in a way amenable to the member states. However, I have to repeat, right now all member states maintain border controls between themselves, even if they largely choose to greatly relax controls on their mutual borders to instead dedicate additional resources to borders of third parties. The modalities of a completely free and open space for travel and establishment shall be worked out between the member states in the coming months or years, step by step so as to create a solid and rigid base. Should Polasciana join the Germanian League, then quite clearly your government shall have a full say in this process and shall be able to impact the Polascianian perspective upon this issue.

"The requirement for spouses of member states nationals to be treated as member states nationals for the purposes of visa issuance and free travel follows a simple purpose: family union. It would be most unbecoming of civilized states to indirectly punish their citizens for marrying with a national of a third party and this would create a certain degree of discrimination. This is the reason behind this disposition. Also, Your Excellency, you shall understand that should Polasciana choose to adhere to the Germanian League, existing League Law will have to be applied in full and not only in relations between Polasciana and three of the five member states.

"I hope to have answered Your Excellency's questions, but I understand that there might be further issues you would seek to clarify. "​
