Dear Sir,
The Government of the Republique Populaire is mindful of the strategic doctrines that have been designed by your Government and is understanding of certain key points of divergence between Villesen and Dulwich.

To that end, we are of the view that there is an opening for certain dialogues between the Governments of Serenierre and @Engellex to privately and most confidentially establish a back channel for the purpose of ensuring clear communication between the two capitals in these confusing and concerning times. It is our strong opinion that Villesen and Dulwich should continue to maintain a strong link of communication to ensure no misunderstandings arise at any point and that a mutually beneficial order can be established across the world.

We hope that you shall take this letter in good spirits and shall approach us with the same level of discretion with which we have approached you.

ENGELLEXIAN REPUBLIC​

In the ENGELLEXIAN REPUBLIC PARLEMENT ASSEMBLED the FOREIGN AFFAIRS JOINT COMMITTEE,

The Foreign Affairs Joint Committee has been persuaded to urgently make the following letter to the Government of Serenierre.

It is our understanding that there would be no inconvenience now likely to arise, than before, to the Engellexian Republic Parlement from the diplomatic interaction with the Government of Serenierre, and we, therefore, have not the slightest objection to your wish on additional communication channels.

The Engellexian Republic Parlement was not minded to the creation of a beneficial global order, even relative to some difference of policy and interest.

A question had indeed arisen between the Engellexian Republic Parlement and the Government of Serenierre with respect to the propriety of ratifying agreements into which Gallian nations had entered with the People's Republic of Serenierre. It was the opinion of the Engellexian Republic Parlement, that such agreements ought to be abolished, and of the Serenien, that they ought to be kept. Of the former opinion we remain decidedly; and although that opinion remains without any diminishing within the Engellexian Republic Parlement, still we remain ever of the position, that good understanding was to be kept up between the nations of the Engellexian Republic and the People's Republic of Serenierre.

On a former occasion, when the Foreign Affairs Joint Committee thought such a channel might do mischief, it would be averse to such an establishing; but now since there could be no longer any hazard, in light of the demonstrated determination of the Engellexian Republic Parlement to constructive neighbourly relations of a peaceful character, we are keen for such a channel.

It is the belief of the Foreign Affairs Joint Committee that the Engellexian Republic Parlement will examine with care such a proposal.

That which related to the discussions with the Engellexian Republic Parlement and the Engellexic Thaumantic Company, should be outlined, in order to entitle myself to better consider the appeal.

I was, on a former night, put such questions by the agents of your respective government in Villesen, relating to the State of affairs and considerations so recently pending between the Engellexic Thaumantic Company and the People's Republic of Serenierre on the concern of Borovangian imperialism, and I did request further information on this diplomatic approach, in explanation of what the position of the Borovangian Government is with respect to these overtures.

It was of the utmost importance to the Engellexic Thaumantic Company that the real State of the case should be thoroughly understood.

Government of Serenierre - Private and Confidential

The Villesen Government is not of the view that it must stand in accord with Saulot with respect to their colonial holdings in Himyar, provided if the ETC and the Government of Serenierre arrive at a positive agreement with respect to continuing ongoing supplies of oil and other materials that have already been agreed to. The Government shall be more than willing to renegotiate the agreements following the end of the tenure, however, on account of the geopolitical situation we are of the view that it is not in the interests of any of the concerned parties to breach the contracts already existing.

We reiterate that the Villesen Government is not aware of the situation in Saulot with respect to Al-Kez, however, we shall not be engaged in any involvement, be it direct or indirect, beyond the continued supply of oil to us without any delay or hindrance. For which we shall be much obliged were the Company to facilitate the same.

ENGELLEXIAN THAUMANTIC COMPANY​

The Engellexic Thaumantic Company had not been earlier misunderstood in the main part of earlier discussions respecting the continued trade of oil, merely seeking clarity on the whole for a general consideration, although it does appear the Government of Serenierre has quite mistaken what had been discussed previous, on some points. I am with confidence that the occurred negotiations, respecting the continued transaction of oil from the liberated territory of Magna Risberge, were made with the agreed anticipation of the Government of Serenierre applying the necessary political force, at her disposal, to advise the Borovangian Confederation on the wisdom of instructing her military persons to an act of immediate surrender to Orthrus Command, and for the ceding of the territory to the Engellexic Thaumantic Company.

Given the subsequent injury to profit potentials of resources under the sovereignty of the Engellexic Thaumantic Company, in a contuation of the agreement established between the People's Republic of Serenierre and the Borovangian Confederation, it was decided acceptable to sustain in the event of an early conclusion to the liberation of Magna Risberge, in favour of Company sovereignty and the permanent withdrawal of Borovangian Imperialism.

A great deal of difference now exists between the previous agreement of the Government of Serenierre and the present, however, that does not make necessary the altogether breaking off of discussions, but a review of the position of the Engellexic Thaumantic Company.

The Board of Guarantors has considered the magnitude and difficulty of the subject which it was now my duty to bring under our mutual consideration, but in doing so I do pause for the thought of the immense national interests, on behalf of the People's Republic of Serenierre, which were involved in this negotiation, and of the perilous condition in which those interests were placed at this moment. It is sincerely hoped the Government of Serenierre shall not shrink from the task imposed upon by the disappointing condition of regional affairs, not so much on account of your conscious inability to discharge it even to your own wanted satisfaction, as from the apprehension lest any inadvertent expression or imprudence on your part should add to the difficulties of the present emergency, or place in still greater jeopardy the mighty interests which were at stake.

But I do believe it was now impossible, considering the retreated state of these negotiations on the part of the Government of Serenierre, as evinced in our confidential communications, that the Engellexic Thaumantic Company could with the serious disadvantage to the Serenien public interests any longer delay to demonstrate its opinion in how best to proceed in respect of continued oil exports to the People's Republic of Serenierre. I therefore conceived that, as the Lord Guarantor of the Company, I am discharging a public duty, in benefit of the People's Republic, in so choosing to bring these considered conditions under the notice of the Government of Serenierre.

In the first place, I do call to the serious and most attentive consideration of the Government of Serenierre the magnitude of the interests involved in their, your, previous trading interest involved in your relations with the former territory of Al-Kez. I am guilty of no exaggeration when I state that the People's Republic of Serenierre is dependant on the oil and subsequent products from this territory on a national security understanding. If unhappily we were now on the verge of a rupture, nothing could be less wise than to despise and dismiss; it was prudent to consider what were the resources, and what are the strengths, of each other, as to disengage from any struggle remotely hostile. We do not seek hostility, but respected understanding.

A trading relationship with the People's Republic of Serenierre is being sought independently of the Engellexian Republic Parlement, it is by ourselves, the Engellexic Thaumantic Company, that we approach an equal understanding, that which understands the advantages which it would yield to us both to be great, and convinced that a pacific course was best to be pursued in our intercourse. We will not attempt to refuse to the People's Republic what our own First Republic claimed - the right exclusively to regulate the grounds on which any intercourse would be permitted, but seek we must the furthering of our independent commercial interest.

I draw your attention to the position of the Engellexic Thaumantic Company in respect of the difference now existing.

The Government of the People's Republic of Serenierre determines absolutely, through enacted legislation, to put an end to the prohibited nature of cocaine, and its trade, by the legalisation of the produce and subsequent products, and the marketing and importation of such produce into the People's Republic of Serenierre. The Engellexic Thaumantic Company will dispatch a sufficient representation to Villesen to advise at length, to the Government of Serenierre, the most efficient and happiest character in which to proceed, in respect of legislation, as to facilitate the creation of a market, highly regulated and possessing equally protective standards, for the safe and lawful consumption of cocaine, and cocaine products, imported under a licence regime appropriate for the civilised and independent character of the Serenien population.

Confidential Communique

We inform the ETC that the constitutional order in Serenierre does not function in the manner of legislation as is the form in the Engellexic parliamentary system. Thus, the creation of a "licensed market" would legally not be possible without arriving at a conclusive agreement with this body.

It is stated that under Section 56(4)(vi) of Ordinance XXVII of 1972, the Directorate is charged with the legal responsibility of preparing a draft regime for the proposed scheme. Under the above-mentioned Ordinance, the Directorate 77 has exclusive rights of inspection for such hallucinogenic and intoxicating substances domestically and shall be the main body with which the ETC shall cooperate in that regard.

The ETC is informed that all financial dealings shall be arranged by the Consortium of Independent Suppliers (Pvt. Ltd.), a corporate entity incorporated under the laws of the People's Republic of Serenierre and that this consortium will possess exclusive rights of distribution and possession of these imports in Serenierre, under the provisions of Section 144(9)(k) of Ordinance XL of 1998.

We call on the ETC to supply 1 ton of the substance in question before the end of the month, payment for which will be dispatched upon delivery.

The Engellexic Thaumantic Company will complete the delivery of one (1) ton of cocaine to Serenien agency, before the end of this month of August.

Further delivery of nine (9) tons of cocaine will be completed to the Serenien agency, before the completion of the present year of twenty-eighteen (2018).

All financial transactions will be overseen and undertaken by the City of Dulwich Corporation.
