Request for Public Tender - military-grade satellite launch

Publicly announced on the afternoon of 28 July 2018:

The RNCEF hereby announces a public tender for the launch of a military-grade satellite to be used for surveillance of land and waters near the Republic of New Cathay. More specifically, this satellite will be employed to locate and track armed militant tribes and pirate groups that operate north of the New Cathayan peninsular border in the Mainland Badlands, south of Xinhai. RNCEF has been developing a proprietary satellite for the last few years and is nearing the final phase of production. It is now time to plan the launch of this satellite.

Although optimally placed near the equatorial region for a satellite launch, New Cathay is too small with a densely populated territory making it unfit for a launch. We thus are seeking a competent and experienced satellite launch service to take our satellite into orbit. To be clear, the following must be provided:

1. Secure launch facilities capable of handling a military-grade style launch.
2. Mission control to place satellite into orbit.
3. Ability to accept delivery of satellite by air - launch facility must be located no more than 100km from an airfield/airport capable of receiving a

Competitive offers will be considered and payment will be made in the supplier's currency of choice. RNCEF places a deadline of 15 August 2018 for tenders to be submitted. A decision will then follow promptly.

We write to you to submit our offer to launch the satellite on your behalf. Our track record has proven that we are experienced, with our most recent launch of SETRV a critical success in advancing our knowledge of how space functions. Our facility is top of the line and would be more than capable of assisting you on your fight against the pirates and militias in the Badlands. Our facility is also located near Racow International Airport, and would be easily transported to our facility for launch. Our Mission Control will be able to accurately place the satellite in prime position to track targets north of your border.

The matter of preparing and launching the satellite would cost us around 120 Million Moches, which is significantly less than it would normally cost due to the fact the satellite has already but would still have to examine the dimensions of the satellite to build the right model rocket to transport the satellite into orbit. Unless you plan on shipping the parts of your own rocket disassembled to our facility to reconstruct, test, and launch.

As your agency may now be aware, our military is conducting comprehensive operations against orbital objects. This operation will be ongoing for some time, as we continue to eliminate objects which threaten the safety and security of the Rurikgrad Pact and her member states citizens. We advise that any agency selected for this operation coordinate their launch with our military, and that the selected agency be chosen wisely. Any satellite placed into orbit over regions proximate to the People's Republic and which are deemed potential threats will be neutralized. We thank you for your understanding in this matter.

We appreciate your forewarning and understand this most unfortunate and extreme situation. The purpose of our soon-to-be-launched military satellite is to gather intelligence on violent pirate and tribal militias that threaten our land and sea trade as well as our territorial integrity. The threat of the Badlands is well known to Xinhai as our two countries have cooperated on this issue often in the past.

When selecting our launch service provider we will naturally conduct the necessary due diligence. In addition we intend to coordinate the launch with the Xinhese military (we assume you will liaise on our behalf with your Rurikgrad allies). Our satellites, military and civilian, pose absolutely no threat to Rurikgrad Pact countries and operations. We will endeavour to reposition, whenever possible, out of restricted areas. However please note: it is sometimes physically impossible to avoid certain areas due to the limited manoeuvrability of our satellites. If they cannot avoid restricted areas then their exact orbits and locations will be shared with you in real time, with the expectation that they will not be deliberately harassed or targeted.

This new satellite in particular will also be useful for Xinhai as we intend to share with you intelligence collected in the Badlands.
