The Ulkoministeriö in representation of the inhabitants of Pohjanmaa wish to open dialogue and negotiations between our peoples. As I am sure you are well aware, the post-delegationist nations and the Leninov-Marxist ideology have never mixed well together. That said, I can state with great confidence that the Commonwealth of Pohjanmaa has no designs on or against the Leninov-Marxist ideology, nor any nations that profess it. We, along with our allies in the Anti-State currently hold a mutual defense pact with the Grand Duchy of Lars and there begins our impasse.

I do not approach you empty-handed. It is my sincerest belief that we have commonality in our foreign policies and our desires for the future. First of all I can state that the official position of my Commonwealth is that the Burgundian People’s Republic is a preferable nation in the Gallian region than whichever fascist puppet is established by the Engellinalue (Engell domain). This is a world view that we see equally, and largely because we view the Kadikistani Union as a rational actor with a certain understanding for world politics that values stability.

With this in mind I have two things to offer you; although, I must request something in return. First, we will recognize and respect any Kadikistani expansion of troops to the Burgundian region in support of the Burgundian People’s Republic. The Free Navy will not impede the operations of the Kadikistani Union in their goals there. Our second offering is on the basis of an understanding of the Engellinalue hatred of the socialist way of life. It is our subjective opinion that should the Engells prove successful in Burgundy, it will be their desire to secure more of Gallo-Germania, continue to spread their slavery, and attempt to neutralize the Kadikistani Union itself. To help shore up Kadikistani defenses, the Commonwealth wishes to offer a missile base in the Thaumantic itself to help neutralize any Thaumantic region threat. Pohjanmaa possesses the territory known as Drottning Ragnhild Land, an island split with Sylvania (known there as Queensland) in the north Thaumantic Ocean. We may allow for a Kadikistani missile base, and small garrison of men no larger than 500 men. This base, codenamed: “Karhu” would be fully operated with the support of the inhabitants of Pohjanmaa and have immediate striking distance to all nearby Engell nations. The territory it is launched from would be considered a Kadikistani base, and therefore sovereign Kadikistani territory thus granting the Commonwealth immunity any legal implications as a result of Kadikistani activity there. Should the missiles be removed, the territory would return to Pohjanmaan control after an absence period of 10 years.

In return, we ask that the 2,000 men and women stationed in Lars be overlooked by the Kadikistani Union with that issue being considered as resolved. Kadikistan of course convincing its allies to also no longer consider it problematic as well. Naturally, Kadikistan may continue to pressure the Grand Duchy to remove the “Cussian” contingent in Lars, but cannot attack the Grand Duchy as that would activate our mutual defense agreement. Should this prove to be a successful arrangement, our Commonwealth may also be interested in Kadikistani arms purchases in the future, especially in regards to MBT units.

While this arrangement is unconventional, the Commonwealth of Pohjanmaa firmly believes that this arrangement can also lead to a detente between our blocs and also give Kadikistan and the Anti-State a channel in which they may communicate through Pohjanmaa when concerns arise. President Lepomäki urges you to consider the offer for as long as you need; however, the offer obviously expires should the Grand Duchy of Lars be attacked.

Esteemed minister,

Permit me to extend my own personal gratitude and indeed the gratitude of my people for engaging this discussion and addressing our conflicting issues in an honourable and professional fashion. Alas diplomats such as us find ourselves increasingly isolated in a world that seemingly prefers to speak with the sword rather than words. Out of respect for this initiative I've been granted great liberty by the Central Committee of the All-Union Kadikistani Communist Workers' Party in finding a common solution to the justified issues raised by yourself and your administration.

First and foremost I would like to address the issues concerning the Grand Duchy of Lars. We took note of the increased relations said nation has formed with the Anti-State Bloc, including but not exclusive to mutual defence agreements and even the establishment of military facilities and forces originating from outside of Germania. In equal measure we have also taken note that the Larsian regime refuses any and all diplomatic contact with certain other nations in the region that are concerned with this development, including the Kadikistani Union. Such a rogue attitude, we hope you will agree, is extremely counter-productive in establishing a lasting stability in the region. A nation that refuses to engage in diplomacy leaves us with very little options concerning grave security issues that we seek resolved. The Larsian regime refuses to talk to us so we must resort to communicate in a different fashion. Only they and their harmful stance are responsible for this, for one can not expect us to expose our beautiful Union to a clear and present danger.

Indeed security is something that we must be able to preserve and guarantee to our people. A Cussian military facility at striking distance for the Kadikistani Union and its regional allies is something that we can not look past, the abilities of said military base unable to be properly assessed. We understand you have taken note of the Pax Germanica Initiative which has led to the formation of the Continental Protection Force. We believe you also understand the intentions behind this initiative and indeed the risks. While we have no factual evidence at this time, it is not unlikely that the ultra-aggressive Domain forces will engage the CONPROFOR Peace-Keepers. In that case the Cussian military base in Lars becomes a serious security issue that we must eliminate. To prevent this we urge you in the strongest sense to talk to your Larsian friends and convince them of the fact that the Cussian military presence in their lands makes them a target rather than it deterring potential future conflict.

Should the Larsian Ducal regime refuse to do away with those who invade Gallia, slaughtering thousands in their wake, they need not do anything more to prove their belligerent nature. In such a case the removal of Lars is not only righteous, but essential in the name of durable peace and stability. Those who stand with them at that time directly confess to support such rogue, war-mongering policies and will be dealt with in the same fashion. There is nothing more sacred to me and the All-Union than our security, preferably through established diplomatic stability, but with blood and steel if we are left with no other choice. Furthermore we would seek to reach an understanding that those 2,000 Anti-State military forces are not increased in the future. Upon such an agreement we will discuss with our regional partners concerning this proposal.
