Vangalan Front, General Trask's Theatre

The constant flow of aid to Vangala had now died to a trickle, as the People's Republic of Havenshire shifted its priorities to deal with the vast short-fall that such oversupply to an ally had created- worse, an ally who was unable to deliver the much-expected rice surplus that was expected. There was now serious concern back home that the prospect of a Famine in November 1953 would destroy much of the good-will and productivity that Premier Macclesfield had been able to wring out of the people on the back of simply not being Premier Walker, and his many extravagant promises. It was felt that a Revolt might even be a strong contigency, and the lack of internal surplus arms to counter it would be a grave liability if this manifested.

The priority now for the entire Toyou Region was a mutually contradictory one. First and foremost, General Trask, commander of the Havenite millitary network in Vangala, was expected to hold the status quo, to appease the Vangalan allies and present the facade that business would continue as normal, and that forces would be available to defend Kilika and the heartland if a second front opened with Sikandara, or if the Imperial Yujiner made a break-through on the Emerald River.

Secondly, Trask was not to commit any more Havenite millitary resources to a vast war of attrition than was absolutely necessary. That well over half of his personnel and staff were ethnically Vangalan was not to detract from the fact that too many Havenites had been committed abroad already. Many Havenite personnel, both civillian and millitary, had succumbed to the heat or local diseases, and the endemic corruption which was rife through much of the People's Republic's support and supply network saw much of the aid being squandered and disseminated wherever the money flow was.

Efforts to provide substantial aid to Vangala had not been completely in vain, however. Under Trask and his civillian counterpart Buller's guidance, a rudimentary supply road network was being constructed from Kilika to the front-line, and Havenite engineers had sweated greatly, with much aid from local workers conscripted to the cause, to ensure a steady flow of ammunition. That the ammunition from Havenshire was now drying up meant little, as the roads could be used for other purposes, including the growing influence of Havenite co-operatives, looking for cheap labour and trading in illicit luxuries and untested medicines.

Although on paper Trask had a substantial millitary force to safeguard this network of traders, con-men, thieves, roadbuilders and opportunists, in reality the few armoured vehicles that had made it to Vangala had immediately been requisitioned to the Vangalan Armed forces, along with all artillery pieces and accompanying munitions. Increasingly, General Trask was relying on the co-operatives and their locally hired security forces to know what was happening across the country, or even on Carentanian intelligence liasons.

What had begun as a heroic outpouring of support was now an embarassing folly, a spider-web of connections, outposts, aid-efforts, labour drives and commercial enterpreneurs that was as thin as spider-silk, and being asked to hold as much weight.

Wether it would snap all depended on what would happen when the Yu finally launched their big push, or if Sikandara entered the war.

Northeastern Front, Admiral Havelock's Theatre

Task Force Argent Dawn, assembled and dispatched in mid-late June, finally arrives in the recently "liberated" port of Najin on July 25, 1953. This expeditionary force has one key purpose- to win a glorious short-term victory against the Yu by the end of August, and to reinforce the nascent Liangang-Seoran state, in accordance with the rough parameters of Carentania's vision of communist-tolerant far-eastern statelets stretching from Boliatur to the Seoras. Admiral Havelock commanded from aboard his flagship, the PNS Glorious July, and liased directly with Colonel Masters, who would be the direct-head of all land-forces now landing in Najin. Roughly 5,000 men, 2,000 of which were combat-ready Crimson Marines, would be providing the Hongmenghui with a much needed back-bone. Lacking assault transports, the Crimson Marines had travelled in a number of converted armed merchant vessels, aswell as aboard the Task Force's destroyers. It was well known that this expedition had the potential to end in disaster if a rapid retreat was required, and so overtures had been made to the Carentanian Navy to provide badly needed aerial cover if an emergency warranted it, as Havenshire had no carriers, and had failed so far to secure air-bases in Touzen.

Acutely aware of the lack of air-cover, Havelock's directives to the Crimson Marines is to act as a fire-brigade for the Hongmenghui- in other words, to plug gaps where they develop, and act as they are trained best to do, as a rapid assault force, with light armoured vehicle support. Where necessary, Havelock's fleet can provide direct naval fire support for up to 25km in-land, but beyond that they were greatly limited. Havenshire's somewhat neglected guided missile programme had yet to produce anything that could be reliably used even from a cruiser, though Havelock knew that, if the war lasted into 1954, it was possible the codenamed "Red Rapier" missile might be available in small quantities. But he could not rely on its deployment, or wait for its arrival. He suspected that Havenite presence in Liangang would be in serious jeopardy by October, once the Republicans had been crushed.

His best hope, he knew, was to encourage the Hongmenghui to stabilise, to give them a solid back-bone, and to use his troops to demonstrate through action espirit de corps. He also had to hope like buggery that the Carentanians were successful further north in their up coming offensive into Jurchen, for he would badly need their aid, he was sure.

One thing however, was sure. If Colonel Masters and his Marine Task force could prove their mettle and score some token blows against the Imperial Yu, then Central Congress might concede to dispatch a few more men to stabilise these gains, and perhaps even some propeller planes and disposable pilots to aid the Hongmenghui, provided a secure airfield could be guaranteed.

Captain Dabrowski let out an agitated sigh as the war game ended. He had explained to the Yujiner troops repeatedly, that the last thing they wanted to do was underestimate the poterczi from Luboslaw. Evidently, once they saw what they were up against, they had completely forgotten his sole piece of advice. They were good. Very good, in fact. Dabrowski expected no less from men his unit had trained. But their weakness was obvious. They underestimated the enemy. This idea was punctuated when the last Yujiner trainee found himself raising his hands in surrender after being hit in three vital parts with wax shot, from three different directions, by three Luboslaw operators, who had quietly surrounded the poor sod and ambushed him.

Now granted, it was not likely the communists would field such unusual soldiers, but the principle applied very well to these men, who, hopefully, would understand that it was a very bad idea to underestimate the enemy, no matter who it might be.

He passed over the squad of trainees who he'd decided to feed to the monsters and examined them closely. All shots were made to vital organs, clearly marked with a squashed puddle of red (pistol) or blue (rifle) wax that was used in the simulated ammunition for the exercise. One of them even had the misfortune of taking a blue three-point burst to the back of his Stalhełm, which would have been a sure kill had it been real.

The last soldier stumbled out of the combat area, a simulated building, and lined up with the rest of the trainees. To Dabrowski, it was a sorry day for his training program. These men had the skill, the discipline. Otherwise, they wouldn't have passed the training. But the glaring weakness of overconfidence was something the communists could easily take advantage of.

He was soon followed by what the locals would no doubt find curious should they see it: a squad of miniature operators in full gear tailored to their size, lined up in perfect order, and standing to attention. The squad leader, a relatively tall - for somebody who couldn't possibly be more than thirteen - brunette called Agnieszka-93, removed her helmet and smiled up at the captain in an innocent, childish way that disgusted him, as she reported what he already knew. "Mission complete, Sir. No casualties incurred."

"Good, good. You're dismissed. Take ten."

"Tak, proszę pana!" The squad gave the Sarmatian two-fingered salute before marching off in the direction of the mess, disappearing from sight.

"Gentlemen." Dabrowski placed his arms behind his back and began pacing before the defeated squad of trainees. "What did I tell you about not underestimating the enemy?"

"But Sir..."

"Just because your enemies look like a bunch of dainty little blonde, blue-eyed ragamuffins from a tea cup commercial, does not mean you can let your guard down."

"But Sir..." Again, the protester spoke, and again the captain ignored it.

"Hell, that's one reason they're deployed at that age. And you fell for their game hook line and sinker!"

"But Sir..."

"What is it?" Third time was a charm.

"We never underestimated them." The other trainees nodded in agreement.

"What are you talking about? I saw the whole thing!" Then, Dabrowski thought back. Back to the start of the exercise, recalling every movement they made. Every step they took. It was all perfect. It was all just as they had been taught. The speed, the handling, the positioning... they certainly didn't give any vibes of underestimation. Everything was going smoothly, up until he looked at the other group, and saw that they had already outmanoeuvred his trainees and begun the attack. The protester was right.

They didn't underestimate the enemy. The enemy was just better.

He stroked his chin. Luboslaw wasn't too familiar with him. All he knew was that they took little children and turned them into happy, obedient, enthusiastic, and most importantly, proficient and efficient killing machines.

"We're trained from birth, you know," said an all too familiar voice from behind him.

The captain turned around to see Captain Karczmarek, the officer in charge of another one of the SF training units, reclining against a nearby wall, arms crossed.

"You sly dog." Dabrowski smirked. "How long have you been standing there?"

"Long enough." Karczmarek smiled.

This unnerved Dabrowski. That smile just gave him the impression that there was something wrong with this man. So the rumours about him being a "retired" Luboslaw operator were true, then. "So what I heard was true, then."

"Sure is."

"Maybe you could shed some light on this, then." Dabrowski pointed at the thoroughly beaten squad of trainees behind him.

"As I said, Kapitan," Karczmarek unfolded his hands and shrugged with a certain nonchalance. "We're trained from birth. We kill our first targets at age five. Usually small time criminals, but we work our way up. By the time we're twelve and officially deployed, we know and play the game far, far better than your average grunt. There's definitely nothing wrong with how we're training the Yujiners, Kapitan. The difference is that your men, fresh graduates of our little special forces crash course, just went head to head with a veteran operator unit. There's no question who would have won that."

The other captain turned to leave. "Just be glad the communists aren't throwing these types at us," He raised his hand as if to say farewell and started walking. "We'd be in trouble otherwise."

Dabrowski sighed and shook his head. A very disturbed man, that's what Karczmarek was, without a doubt. He turned back to his trainees. "Alright, I stand corrected. But take my warning to heart. Now get out of here, the medic's waiting for you."

Vangalan Front, Xinhai Province

4,000 Sarmatian Volunteers have arrived to reinforce the troops along the emerald river, and several thousand more are on the way. Most of them have served in the Mezhist Army before, but a few are civilians with no experience, joining up only out of a desire to more directly aid in the fight against communism. They do their part by drilling and taking training from those who know. Compared to the horde of Vangalans waiting on the other side, 4,000 is a tiny number. However, to the 20,000 Yujiner troops they are reinforcing, that's an additional 20 percent. And for this stand-off to work, more able men and women are needed to prepare for the worst. Come October, the waters would subside, and the Vangalan hordes would begin to cross. They can only hope, pray, and fight, until the rest of the army arrives from Nianxu in time to aid them. Otherwise, they would have died in vain, and Xinhai would be lost. But such is the reality of war.

The Raganapura Palace Complex spanned several thousand acres, inside its walls standing anything from barracks to temples, a magnificent zoo, vibrant gardens and towering sculptures being other attractions present. At the heart lay Raganapura Palace itself, an imposing building matched in majesty by only the Aravati River, which provided the waters necessary for the daunting moat that circled the palatial compound.

Constructed in the mid-19th century by the famous Maga King Mindon, whose reign was marked by bloody battles with the encroaching Franconians, Raganapura Palace had served as the main residence for the Maga imperial family until their dying day. After a 2-day siege by Communist forces, the revolutionaries finally stormed the complex, and murdered all inside. It had been a valiant display of defiance by a ruling family desperate to demonstrate solidarity with their subjects, who had suffered continued humiliation century after century. But with the Maga royal bloodline all but extinguished, it was a tragic decision.

The Palace complex was quickly appropriated by the new Communist authorities, and now housed a number of significant organisations in its many structures, from the City and District People's Committees to the provincial People's Assembly and the regional military command. Raganapura Military Command had grown to be the largest and most important in the People's Republic since the war with Yujin. It was staffed by some of the nation's most impressive military strategists, who were responsible for the successful repulsion of the Yujiner invasion. With the Vangalans now seemingly with the upper hand, the question was: what to do next?

Field Marshal Ranjeet Purakayasta had gotten fatter as the Revolution progressed. Formerly Commissioner of the colonial police, before resigning in protest at the massacre of demonstrators, he was then appointed Commissioner of the new Union Police Service post-independence, although soon defected to the Communists after the Revolution erupted. His experience in commanding large formations of men, and invaluable knowledge of enemy Police and Army tactics, earned him a senior position in the Vangalan Red Army. He rejected an offer as Commisioner of the newly established People's Police in favour of a continued career in the military, and subsequently promoted to high leadership.

The Field Marshal, being responsible for the 6th Army of the Vangalan People's Ground Force as well as the 8th & 9th Military Districts, counted several hundred thousand men and women under his command. His insistence that revolutionary tactics of retreat, encircle, destroy be replicated at a strategic level after the invasion by Yujin, rather than the stand-and-die approach of other commanders, and their relative success, had led to his current title. Now he answered only to President Jadugopal Basu, who included Supreme Commander of the Vangalan People's Armed Forces in his plethora of grand titles. Ranjeet's position had meant a guaranteed regular and substantial supply of food, as well as other luxuries. This stood in stark contrast with the majority of Vangalans, most of who struggled to find anything to eat. But, as Ranjeet reminded himself frequently, plentiful food is required for an agile mind, and an agile mind is necessary for victory in war.

After a brief lull from the demands of combat, in which days were spent travelling the country to receive thanks and praise for his defeat of the invading Yujiners, Ranjeet was once more immersed in conflict. Representatives of Havenshire and Carentania were visiting once again, though this time not to discuss sharing equipment and intelligence, but to discuss the possibility of invading Yujin. Both were escalating their involvement in Yujin, and eager for Vangala to bring extra pressure to bear on Xiang Despot by opening a new front. The Field Marshal rejected these propositions, noting the Monsoon season made such a venture near impossible, and reminded them the conditions of war, not the enemy, had been responsible for most Vangalan casualties.

Now Ranjeet was due to meet Bunyen Worthong, Chairman of the Sinhese People's Liberation Committee, an exiled revolutionary outfit also headquartered in the Palace's grounds. The Sinhese People's Liberation Committee had recently been recognised as the legitimate government of Sinhai (or Xinhai in Yu) by the National People's Assembly, and Sinhese independence made a prerequisite for peace with Yujin. Chairman Worthong had no doubt sensed an opportunity to expand his personal fiefdom to include the whole Sinhese nation, and most likely sought to do so on the backs and blood on Vangalan soldiers.

Chairman Worthong, like the diplomats from Carentania and Havenshire before him, and the over-zealous Party officials and bellicose commanders before them, would be disappointed. The Sinhese People's Liberation Army, the military wing of the Committee, was a paltry force of idealists and criminals with no meaningful presence inside Sinhai itself, and thus a useless ally. The stream of supplies from Havenshire had been reduced to a mere trickle, and it was probable Carentania would also start to commit less and less. Remaining resources would be prioritised for national defence, especially with escalating tensions with Sikandara. Field Marshal Purakayasta had previously commanded a far larger war host, but had lost men and women in redeployments to the western border.

"Nomoskar dosta!" Worthong opened with the traditional Vangalan greeting. Years of collaboration with revolutionaries from across the Orient meant Worthong was fluent in Vanga, as well as has half a dozen other Eastern languages.

"Nomoskar dosta!" Purakayasta replied, giving a forced smile almost as wide as his belly.

"Please, shall we proceed?" Worthong shared the same enthusiasm as those who had preceded him, and the same illusion they could draw some concession from the Field Marshal.

Purakayasta simply nodded and gestured towards the entrance of his office.

The transports dock, and a procession of engineers, managerial staff, transport trucks and construction vehicles emerge from the bowels of the ships. There's not a lot to work with, but that was why they were sent here in the first place. What they see is a typical Yujiner city, quaint, like a picture out of an old history book. The only tell tale sign that they haven't gone back in time was the smoke from the little factories in the skyline. The port itself was decent. There were even a few warships sitting in port, decommissioned and anchored, in order to prevent them from being sunk like nearly the whole fleet in Siraama. But what it needed to be was better.

The engineers knew what they wanted. A bigger, better port capable of receiving even more transports, more equipment, and more construction materials. With the right effort and planning, it wouldn't take too long. A month would be enough. And then, once the port expansion was complete, they could do better work faster, and shift to building what they needed to build: Factories. Industry. Production. For now, however, their resources were limited, even as other ships carrying more of these things would arrive within a few days. But that was why they had a plan of action.

Foremen who were fluent in Yuhua went out to get what they needed: labour. Some didn't have to look far, and greeted the growing crowd to explain what was happening. Others ventured into the city to find additional workers. The arrangement was simple. 25 Grosz for an hour of work. And many people agreed. Soon, a small army of workers had assembled, around 2000, and they were ready to get to work. 500 Zloty an hour would be spent here. But these engineers were given all the funding they needed to get the job done. In a month, this quiet little city would be very different from what people saw today.

Battle for Liangang
The sound of gunfire was an incessant noise that never seemed to die in the city. The tenements which had been full of life months before were devoid of life, pockmarked with bullet holes and walls punched through with hammers, providing myriad firing points for the defenders within. Within, the brave men and women of the Hongmenghui were giving their lives for every inch of broken concrete and sundered building surrendered in blood to their enemy; and the Imperial forces knew this cost all to well. Small raiding parties comprised of tanks and armored cars carried their troops into the contested zones of the city, attempting to take advantage of any opportunities presented, however fleeting.

Armed with nothing more than pistols and bolt action rifles, the Hongmenghui refuse to give ground to their armored foes. Strapping bombs to themselves and throwing their bodies from buildings like living grenades, the ghostly pale faces of Southlander troops silently whispers of the horrors they have seen, of martyred Communists and bits of bodies strewn with bits of twisted, smoking metal. Mothers, their families lost, cry as they walk past the streets out of their lost home, fleeing towards a place where no future waits for them. They march past rebels who, united in comraderie, never seem to stop singing their patriotic songs. Armed with little more than swords, spears, an occasional rifle, and burlap bags filled with either rice or explosives, the Hongmenghui soldiers held no fear for the deaths that awaited them. The violence that was present before them solidified their belief that the Empire was slaughtering its own people, they believed entirely in their righteous cause even as the refugees that fled quietly blamed them for bringing this destruction to them.

General Sun Daoshi knew the situation in Liangang was untenable. His offensive had created an enormous logistics chain that was sabotaged at every chance by the Communists and the Emperor. He quietly believed that the Emperor sought to weaken his force, to undermine him in this battle, in order to launch his own offensive against the Southland. But Sun Daoshi could not abandon this battle. He was so close to achieving a breakthrough, to spearheading an assault into North Seora itself to reinforce the Imperial forces there. So close, but so far - the Hongmenghui bitterly retained control of the suburbs of the city, and he could not extricate them from those positions without a comprehensive campaign. 250,000 men, and he simply didn't have the manpower. 250,000 men; 120,000 consumed supporting logistics, another 15,000 lost as casualties; 115,000 troops left. Most of those were entrenched throughout Liangang, engaged in a pitched battle with the enemy. There was no decisive victory in sight, despite their lack of supplies and armaments the Hongmenghui maintained a grizzly determination and zeal that even Sun Daoshi was forced to recognize and respect. Over a thousand tanks had been committed to the battle, and already he had lost more than a tenth of them. Half had been withdrawn, and Sun Daoshi knew exactly what to do with them. In a weeks time, he would launch a second offensive to encircle the city and cut off Hongmenghui reinforcements. He was wary, however - the areas around Liangang were densely populated, and there would always be routes for the enemy to enter the city. He was nervous that such an attack would only tarpit his forces further...

Qiangzuo Province
The train powered its way through the chill mountain air of the Qiangzuo plateau, striding a rail ling that hugged the side of a cliff. Aboard it, dozens of soldiers tensely watched every direction. Opposite the mountain was another that faced it, and the soldiers scanned the ground for what they feared waited there; artillery. Their position was well defended against an assault by infantry, but they were extremely exposed to howitzers. A train car equipped with two turrets bearing 90mm guns bore its barrels towards the hill. A chill ran down each mans neck as he watched a curious location on a ridge. A slight movement betrayed the rebel positions, a man poked his head out from behind the crest less than a mile away.

"Contact!" someone shouted, the turrets on the car adjusting to target the foe on the move. Too late; the rebel artillery fired from beneath a camouflaged net, trained in on a spot on the rail. The first shot slammed into a car carrying Sarmatian-made jets, piercing through and detonating in the side of the mountain. The train lurched, but stood astride the tracks. The second shot went slightly high, missing the turret car by less than two meters. Bits of debris flew from the mountain and pelted the soldiers. Several men fell off the train, plummeting to their deaths below as the concussive wave blew them from where they sat. The rest of the men began to open fire, but the enemy was too far for any of them to hit. The train driver, realizing the danger, increased the speed to dangerous levels. Speeding around a turn, the train desperately tried to cling to the tracks. Another howitzer shot, well aimed, slammed into the rear car, piercing it and detonating on the side of the mountain. The car flew off the tracks, down the mountain, and carrying with it the rest of the cars. Half a kilometer of air separated the train from the ground - there were no survivors, but the rebels were quick to retriever whatever salvage they could. By the time an Imperial response force had arrived, there was little more then strewn wood, mangled metal and naked bodies lying in shallow, open graves dug in a neat line.

Seoran Front
The arrival of the Havenite troops was most fortuitous; there were a number of areas where they could be used in conjuction with Hongmenghui offensives. The Hoesang Pocket, a location of Imperial resistance behind the front lines near Najin, had been encircled by Hongmenghui forces, but the blockade was porous and supplies from the nearby Imperial-held city of Nyongbyon ensured that the Imperial resistance would not be stamped out quickly. If the Havenites could support the Hongmenghui 9th Provisional Infantry Division in the capture of the town, Najin would be secured within a matter of weeks. Alternatively, the larger city of Balgibyeol, third largest in Seora, had been recaptured by Imperial forces in a counter-offensive only weeks before. By controlling it, the Imperials maintained a network of supply lines that hindered Hongmenghui offensives into the area. It would be a difficult battle regardless, but all the more so if Nyongbyon was taken and Imperial forces retreated to reinforce Balgibyeol. Finally, two small fishing towns known as Donglam and Sunjohang were serving as a sea-supply lane to keep Imperial forces equipped with ammunition and food; taking either one of these towns in a naval assault, if possible, would disrupt the enemy supply lines - though, given their distance from the front lines, it would be likely that an Imperial counter-attack would be vicious and casualties would be high.

The choice was left to the Havenite commander, who was still autonomous. The chain-of-command in the Hongmenghui forces, which had months before been little more than an infantile apparatus, has coalesced into something far more comprehensive, largely due to a restructuring of the Hongmenghui itself into a more centralized organization. Commanding officers were promoted by merit, and supported by political officers appointed by the Hongmenghui, to ensure that skill and ideology went hand-in-hand. Political officers were notorious for their ability to convince Seorans about the righteousness of their cause, organize local cadres, and convert the people into a Communist ideology. People's Councils were set up, and within weeks after being organized in any given area they would have total control over civil responsibilities. The idea was to transition Seora from an Imperial vassal state into an autonomous Communist state - and many of the nationalistic Seorans in the north and west were quite supportive of the measures. Once an actual government could be formed, the Hongmenghui would formally recognize the state and request military assistance, a prospect which the Seorans could theoretically deny.

"And from here, we can see the enemy positions!" Lieutenant Muhammed Shahidullah excitedly passed the binoculars to the visiting National Defence Minister, before wrapping his scarf tighter and tighter around his face, the biting cold air seeping through the folds and gaps onto his damaged skin, raw from the frequent shaving expected of an officer, no matter how junior.

"Yes yes, most impressive," Minister Nurul Banerjee grumbled as peeked quickly through the binoculars, eyeing the almost invisible dots that marked the Sikandari and Yujiner defensive positions. His accompanying entourage clapped politely as the Minister lamely demonstrated the use of binoculars, their hands, frozen despite being gloved, making a rhythmic thudding sound as they collided.

Denjong District straddled some of the most impressive peaks of the Meghalayas, and bordered with the regional giants of Sikandara and Yujin. This isolated artillery position, one of many across Vangala's northernmost regions, in fact looked into the territories of both nations, as demonstrated by Lieutenant Shahidullah and National Defence Minister Banerjee. In the case of an invasion by Yujin or Sikandara through the treacherous mountain passes, which the high command of the People's Armed Forces near-unanimously agreed was an impossibility, or at the very least an improbability, artillery posts as these would be the first line of defence of the People's Republic.

The National Defence Minister was currently on a morale-raising tour of these far-flung combat stations, the Vangalan Red Army, as the Communist forces were more commonly known, having been at war constantly for nearly three years. No doubt many revolutionaries' enthusiasm and zeal was waning, and they needed reassurances from their leaders of the importance of their sacrifices.

"Is it true we may be passing through ourselves?" Lieutenant Shahidullah asked inquisitively, referencing a possible invasion of the Qiangzuo plateau by Vangala's armies. The National Defence Minister had heard such speculation from the other outposts he had visited. Most likely the product of empty chattering that was necessary to keep warm and sane in these bleak conditions.

"It is not the intention of Vangala to interfere with the national liberation of Yujin," The attached Political Officer interjected before Banerjee could dismiss the Lieutenant's conjecture, repeating the well-worn Party line Nurul Banerjee himself had said countless times to the warmongers in Kilkila, Rijeka and Westhaven. The construction of a new socialist economy and politics at home was now the primary focus of the Vangalan Workers and Peasants Party.

"Anti-feudalism, anti-imperialism, and what else Lieutenant?" The Political Officer continued, pressing Lieutenant Shahidullah and his knowledge of Party slogans.

"Anti-militarism," The Lieutenant replied meekly.

"Correct. The martyrs of the Great Mutiny did not fight and die so Vangala could fight other wars. They fought and died so Vangala could fight no more wars," The Political Officer finished his pompous lecture with a direct quote from the new history texts provided to Vangalan children.

A cold silence then fell on the artillery posting between the men, who stared into the obscurity of the surrounding fog, with the harsh shrieking of the winds that whipped all present the only noise.

"Here - a gift!" Minister Banerjee's personal assistant, the one unfortunate to be chosen to aid the Minister in his tour of lonely military outposts, gestured towards the containers that had been carried upwards through the efforts of the nearby village peoples. Inside was alcohol, cigarettes, food and dated editions of People's Voice, as well as other publications of the United Motherland Front. Rations rarely reached these parts, even moreso than in other military units, with Vangala struggling with a poor harvest as a result of Yujin's invasion and heavy monsoon season.

The soldiers assembled excitedly, and gave the necessary praise and gratitude, before descending onto the supplies rabidly. Only the newspapers went untouched, although after earlier seeing the pages of old editions poke through the uniforms of those stationed here, Nurul Banerjee guessed they would be used for purposes other than reading.

The Republican Front
"Tā māde!" someone cusses as the scream of a bomb follows the whine of a propeller engine; everyone dashes for cover and the 50lb bomb slams into the side of the factory, blowing out the corner of the structure and lifting a cloud of dust. AAA opens up on the sky, sending a hail of tracers into the night sky, the flashes of flak bursts above seemed like lightning, and the low thunder of hundreds of explosions slowly, endlessly rumbled through the city streets.

Dozens of troops hurried about to rescue workers in the damaged arsenal, each soldier sparing a glance into the military factory. The assembly lines still moved, but the amount of materials moving past each worker seemed extraordinarily finite. Their hearts slowly sank; this factory was supposed to be producing ammunition for the front lines. Without ammunition, their revolutionary army would be crushed. Each secretly knew that this war was over, and yet each had secretly sworn in their hearts that they would never stop fighting.

The Republican revolutionaries were fighting a brave battle against the enemy; their losses were attributed simply to a lack of supplies. They had been successful on the field, but a sentiment of betrayal left sore wounds in many of the soldiers minds. The Imperial army would no doubt have reached Nianxu by the end of the week; the Hongmenghui, ostensibly allies, had failed to provide the requested reinforcements. Arguably, they did have their own concerns to deal with.

Soon, the world would be fought in Nianxu. The soldiers would fight, but they would inevitably lose. The outpouring of support that had been provided to the Communists had skipped them; the Republican nations of the world had seemingly forgotten about the East. Even Touzen, the beacon of light for Post-Delegationism, had failed to sponsor them even as they embraced Post-Delegationist parties. Two failed revolutions within half of a century - the Republican flag, with its red, gold, and blue, had bled too much. Many of those who looked up at it daily wondered if it would ever fly over their country.

Zhenjing
The training of elite special forces within the capital, though out of sight of the majority of society, had not gone unnoticed by the Imperial Court. The Sarmatians had been granted one of the elite Imperial Guard's own training sites to perform, and though the two units performed different operations and with different tactics, the illustrious Imperial Guard maintained perhaps the best training facilities in the entire nation. To the Sarmatian's dismay, however, the Imperial Court was often entertained at these training sites - an event that had been identified by one of the Commanders as a potential weakness in operational security and, as such, spectacles and events unrelated to specialized training were performed to entertain their "guests".

Today, however, was a different matter. The Emperor himself, flanked by oathbound Imperial Guards who had sworn beneath the blossoms of the plum tree to die on the same day as their Emperor, if not sooner, were to visit the grounds and observe the training of these foreign trained forces. The harbinger called out the arrival of the Emperor, and the Yujiner's practicing their training immediately stopped and reverentially knocked their heads on the floor three times as the Emperor Qirui arrived. He lifted his hand and waved for them to continue. Many stubbornly refused to do so and, as such, the commander of the Imperial Guards voiced the Emperor's order: "Continue!"

The Emperor signaled for one of the Sarmatian commanders to come over; regardless of his disposition or feelings towards the Emperor, any refusal would be taken as a severe insult and could result in an acute loss of head, limb, or worse. There were many forms of torture in Yujin - all with the same ultimate ending, death; slicing, also known as a thousand cuts, was perhaps one of the most grueling. Being buried neck deep and forced to drink molten lead was no more pleasant a prospect. Surely, some of these thoughts must have slipped through the Sarmatian mans mind as he hurried over.

The Emperor did not speak at first, however; instead, he simply watched the troops performing. He still wore the same ceremonial golden robes as those of Emperor's past, though he was from time to time known to wear more modern style clothing. Today, however, was an important day. The Emperor smiled at the Sarmatian, "Hǎo! Hǎo!" He moved to the edge of a banister overlooking the training ground and clapped his hands, the recruits each hushing each other to hear what the Emperor had to say.

"Excellent, excellent!" the Emperor smiled jovially, "You men, you are a part of the future of this country! A future we can forge with the assistance of our partners, but a future that shall be forged by our own hands! But first, we must deal with a threat to our own country, our own existence. That threat exists in every shadow, watching us, waiting for a moment of weakness to strike out and slay us when we least expect it!" His face twisted into one of hatred and a sort of grim madness. His fingers grew tense and rigid, as though he were strangling an invisible child. "That enemy is Communism, and it is an infection on the body of Yujin, given to us by lepers from foreign lands. Tell me, friends, what must one do to an infection of the body?"

Silence followed, but the Emperor was not expect an answer. These questions were rhetorical, he always intended to answer them himself. "You cut it out! You cauterize the wound! We can not suffer this infection anymore, my subjects. We must cut it out, and you shall become the sword that slices at the infected, the flame that burns the body to save it. You shall be the Huǒdāoduì! A flaming sword in the darkness, a weapon of the Empire to root out the Communists and the rebels wherever they hide! I am counting on you, my loyal subjects, to do your duty for me, for Heaven, and for your ancestors!..."

The Emperor's tirade continued, spiraling into a mixture of self-appraisal and anti-Communist slogans. The performance continued, the soldiers continuing their routines, the child warriors of Sarmatia performing their actions before the skeptical eyes of the elderly leaders of Yujin; no doubt they were professional, but their lack of life experience and filial piety damned them in the eyes of the Yujiner's. Perhaps this was the way of Sarmatians - put a gun in a child's hand and hope that he does not fire at you, or his playmate. The wide-eyed Westerner's were difficult to understand.

The Golden Dove Hotel and Casino was an extravagant to say the least, no expense had been spared to make it the pinnacle of resorts and one of the favorite destinations of tourists and Cantigians alike. Inside the money, booze and if you knew the right people, drugs flowed while being drowned in the sounds of the slots, laughter and the often angry patron who had just lost his meager fortune at the poker table. The air was hazy from the bevy of smokers puffing away at their cigars and cigarettes, Jack Henriksson waded through the sea of people, wandering about and taking in all that surrounded him. In a short month he had gone from the belly of a unmarked submarine back to the halls of the Capitol building in Charleroi and back out of his homeland on a mission. In that same time he had gone from being an Admiral, to a missing man and then the head of Sylvania's newly created strategic Services, though the Strategic Services was still a top secret division of the Department of Military Intelligence and he was still classified as a missing man.

Henriksson heard a voice reach out to him above the din of the casino floor, "Welcome to the Golden Dove, Admiral." Henriksson turned to meet the man who had addressed him, it was none other than Charles Elwood, owner of the resort and the man he had been looking for.

Henriksson smiled as he shook hands with Elwood. "What is a dead man doing in my resort of all places," Elwood abruptly asked.

"Take me to a more private place and I will answer," Henrik spoke loudly over the hundreds of voices filling the room, he did not fear being heard as his voice would be lost within the noisy room. Elwood put his arm around Henriksson's shoulders and led him to his penthouse suite on the top floor, upon reaching the suite Elwood plopped down on one of the plush couches and ordered the serving girl to fix them a drink. "Water will be fine," Henriksson ordered as the serving girl stepped out of the room.

"Water? You drink water while meeting an old friend?" Elwood said in a mock insulted tone, the two had been friends from their days at the Naval Academy in Baldwin-Whitehall, Elwood had given up an instead went into civilian aviation, founding the highly successful Trans-Occidental World Airways while Henriksson continued his naval career. Henriksson's eyes lingered a little too long on the exiting serving girl. Elwood chuckled, "Cantigian women, I always like to watch them leave and that's about all they are good for, once they start getting ideas in those tiny little brains of theirs they end up involved in things women should never be involved in. I'll tell you those women will be death of this country, I'll put everything I own down on that bet, but you are not here to discuss the finer points of Cantigian feminism so I ask again; what is a dead man doing in my hotel?"

Henriksson looked away from the doorway the serving girl had gone through back to Elwood, "I never died, Charles, simply went away for a while, needed a change of pace. You know that our good Homeland finds itself surrounded these days, an oasis of peace and freedom among a sea of savage ideologies. I am director of a new office now, only the President, myself and the men in our organization are aware of its existence and we need your help."

"Color me intrigued, Jack."
Elwood was leaning in now, taken in by Henriksson's words. He shooed the serving girl away as she set the drinks down upon the table.

"The President is attempting to change the landscape of Sylvania, make intervention alittle more popular than it would be in an unchanged environment. Our success with Østveg has bolstered his move and more Sylvanians are warming up to the idea. Now we wish to attempt something similar in Yujin for the Republicans there but without having to put forth the hard power just yet. War is an unpopular business and we have no idea how people in Sylvania would handle such a prospect, for now our secret agency will have to suffice, working undercover to promote the change we want. That is where you come in, with the Golden Dove outside the jurisdiction of Continental Law and it extensive wire services we can get in contact with the Republicans in Yujin and perhaps even begin money transfers without there being an obvious connection to Sylvania." Henriksson sighed with relief as he emptied out the information he had to Elwood.

"You want me to be the middleman for funding a foreign war?" Elwood asked incredulously.

Henriksson simply replied yes to Elwood's bewilderment. "We know that a General Zhao Yue is commanding the republican army in Yujin and we desperately need to wire a telegram to him and express our desire to assist him in secret." Elwood sat there silently as Henriksson continued to talk at him, Henriksson was starting to get a little anxious, he knew his information would be safe with his old friend but he wondered if perhaps he had set to much on Elwood's table for him to process properly.

Suddenly a smile crept across Charles Elwood's face, "Well now, this is just the excitement a need to spice up my life!"

"What? Being a millionaire to boring for you?" replied Henriksson jokingly. Soon they were in the Golden Dove's telegram office in Charles Elwood's private booth.

The message read:

“Aspetto la vostra decisione, Signore Callazia,” Hans said with a thick Bourbiner accent as he watched the middle aged man in front of him shiver in a mixture of anger and fear. For Mister Callazia, regional director of one of Nichtstein's biggest banks, the reaction was quite a novelty. For Hans... well... he's seen more than enough during his career with the Heimatschutz, also the Seventh Bureau, also the Bureau Zero, more rarely the X-Kdo.

Alfredo Callazia, a typical upper class very high income middle aged Retalian, looked up from the pile of photographs depicting him the very inappropriate company of teenage boys, and stared upon Hans with such hatred that if it was quantifiable in energy, the Bourbiner agent would've been turned to ashes in the split of a second.

“Who... what... are... you?” Alfredo uttered, spitting out every single word.

“Mmmm... do you know that the internal security of your bank wiretaps all personnel they deem of vital importance for bank operations? This means this room, too,” Hans said looking around himself, clearly not answering Alfredo's question. “But strangely just today the division responsible for monitoring, among other things, this room, is having an inspection from corporate HQ. And strangely enough, bugs are off during this very moment and will be off until I exit the room.”

Hans looked back at Alfredo. “I am from the Government, Signore Callazia. But not from the impotent liberal freedom loving democratic parliamentary monarchy one. I am from the other Government. The omnipotent one, the one that protects this country and its freedom. The freedom that allows the liberal democratic monarchy to exist. The freedom that allows you, and others like you, to indulge in your sinful debaucheries, to embezzle corporate money, to launder mafia money and to do many other things, such as enjoying life and not rotting away in some extermination camp or gulag.”

Alfredo just stared blankly at the man in front of him, not knowing what to answer. Hans leaned back in the chair and repeated with a smirk on his face.

“Now, Signore Callazia. Given all of the above, do you agree to support freedom and world peace by cooperating with us?”

Hans exited the building with a face that reflected the regular politeness of a passerby, but did not betray any hint of extreme satisfaction. Indeed, he had just managed to recruit a major piece to reinforce their black banking scheme. Not only that, but he also convinced Signore Callazia to spare a certain portion of his revenues tied to some less honourable trades (such as laundering mafia money and such) to reinforce the X-Kdo's own revenues. Whilst individually this did not really amount to much, Bureau Zero had on its list of totally and completely disinterested and honourable donors a whole collection of bankers, mafia bosses, government personnel, both at home and even some abroad!

Alfredo would be put to use to facilitate black bank transfers to Yujiner Republican rebels. Those were taking quite a beating lately and whilst the Seventh Bureau didn't have much hope it could turn the situation around, they could at least lengthen out the process. The Republican contact in Nichtstein insisted that wiring lots of money would do quite a lot of good and is an utmost urgency until ways are made to funnel more tangible supplies (like rifles and tanks, for example) to the Republican areas.

As of how the Heimatschutz operated... Mafia? Somewhat. Secret Society? Close enough. Patriots of Nichtstein? Definitely!

Dear Sir,
I am writing today to inform you of the details of the meeting conducted between the Imperial High Command and myself at the General Headquarters of the Imperial Military.

The meeting was convened following an official request from my office to allow the Government to be better informed about the defensive position on the eastern frontiers with the communist entity of the Vangalan Republic. In the interests of keeping you informed, I have presented a summary of the discussions which occurred today:

1. The Imperial Military and its strength on the border: I have been informed that Army Groups North and East have been placed on high alert to prevent any breakthrough by enemy forces. The total strength of these units is approximately 800,000 personnel, of which 450,000 is currently mobilised and fully deployed. The remaining portion of the units can be mobilised in 36 hours.

2. Preparations for a Vangalan invasion: The Imperial Military has fortified strategic positions all across the border zones, created trenches, bunkers, and other measures to blunt any potential invasion force's momentum. The airforce is currently on high alert and radar operations are under orders to immediately report unusual activity. ISIS is also keeping a close watch on Vangalan radio and telegraphic signals to ascertain whether any out of the ordinary activity is detected.

3. Weaknesses in the defence: The Imperial Military has identified key areas along the front where potential breakthroughs can be made by enemy forces. Key areas of interest include the southern flatlands, where an armoured assault by the Vangalan forces would necessitate a bloody response by our own armoured and artillery units; the tribal areas in Khomestan where tribal tensions are currently simmering; and the immediate area of the length of the 23km border with Yujin. I have already authorised the High Command to rectify these flaws as much is feasible.

RECOMMENDATIONS: The Imperial High Command has suggested that additional units be repositioned to further augment the capabilities of the eastern quadrant. General Mahmud Bakhtiar, commander of AG East, has suggested boosting numbers on the front from 800,000 to 1,250,000 by reducing numbers in units in less threatened areas further to the west. It has been suggested to involve the Mezhist Union as well and to have a sizable contingent present in Sikandara to assist in the event of a Vangalan assault into Sikandari territory at the urging of its foreign masters; Kyiv and/or Carentania due to our Empire's position on Marxism.

The Chief of Military Intelligence also sought to increase cooperation with ISIS and the Mezhist Intelligence operations in Yujin to protect Sikandari interests.

Additionally, the Imperial High Command sought the Government to formulate an official policy on what pre-requisite conditions must be met for the Military to assume that armed conflict involving the Empire and the communist entity is a distinct possibility. In my own opinion, I do firmly believe, Your Excellency, that the Emperor should be informed of the situation in detail by the Government and his opinion be sought in the creation of that policy.

The mood in the General Headquarters is quite grim and the tension is palpable, apparent in the generals demeanour during my interactions with them. The general impression that I have managed to collect is that, the generals feel confident in the capabilities of the troops to counter an invasion but are concerned that any armed conflict will embroil the Empire in the greater regional tensions to an undesirable level.

SUMMARY OF A CONFIDENTIAL MEETING
ON THE ISSUE OF THE THREATS TO THE EMPIRE


INTRODUCTION:
1. Following the recommendations of the Imperial High Command, it was deemed wise by the Chancellor and the members of the Government to convene an emergency session of the Imperial Cabinet, with the presence of His Majesty, to discuss the situation along the frontier with the Vangalan communist republic. It was previously decided to leave no mention of the meeting in the schedules of all those present, lest the information leak beyond the acceptable level. The cabinet met at the Imperial Fortress in Shahdara to discuss the matter at hand and to deliberate on the official policy the Empire would be adopting and to decide the prerequisite conditions that would necessitate a response from the Imperial Military. It was decided that the senior leadership of the military be also present at the meeting. Those present were given the same briefing granted to the Grand Councillor for War, the day before. The recommendations of the Imperial High Command were presented afresh by the Chief of Army Staff.

FRONTIER WITH VANGALA:
2. The following has been approved by the Emperor:​

a) The Imperial Military's Army Group East and Army Group North, with their combined strength of 800,000, is to increase currently active troop numbers from 450,000 to 650,000 personnel, leaving 150,000 in reserve. All leaves shall be cancelled for the time being and all units within the AG East and AG North are placed under the highest peacetime alert and preparedness levels.

b) The Imperial Military is to redeploy troops from AG South and AG West to AG East and AG North, respectively. These redeployments should serve to bolster the already existing units in the area and should at no cost weaken the capabilities of the AG South and AG West. The Grand Councillor for War has, however, vetoed the original proposal of 450,000 redeployed personnel on the frontier due to it being perceived as being too inflammatory. The High Command is to look for a smaller number.

c) The Imperial Navy is to strengthen its operations in the waters close to the hostile nation and to attack any communist vessel – civilian or military – that veers too close to Sikandari territorial waters.

d) The Imperial Air Force is to be in a constant state of preparedness and to be ready to embark on operations at any time, as a precautionary measure. Sikandari airspace is to be closed to any flight headed to Vangala.

e) AG South, by virtue of being the Empire's guardian of our flatlands, must be granted additional armoured and artillery units, as well as heavy and mechanised infantry, to repel a Vangalan invasion in the most likely region.

INVOLVEMENT IN YUJIN
3. The following has been approved by the Imperial Government as a collective, with assent from the Emperor, on our involvement in Yujin:
a) The Government of Yujin (IMPERIAL YUJIN) shall be given financial assistance in the region of Ϡ4,560,000,000* to bolster its position. The Imperial Government of Sikandara shall additionally provide oil on discount to the Imperial Yujiner military, with payments to be made at a later date, and subject to inflation adjustment.

b) The Imperial State Intelligence Service (ISIS) is to increase the scale of its operations to fortify our position in the Western wilderness of Yujin and to actively seek out alliances with locals.

c) Dispatch agents to scope the landscape of Western Yujiner provinces to determine suitable locations for military operations if the Imperial Military is forced to intervene.

d) The ISIS is charged to assassinate hostile individuals and to identify pro-Sikandara individuals in the provinces.

e) The Imperial Military is to send additional infantry weaponry and light armour to support anti-communist guerillas.

f) The Government of Imperial Yujin is to be presented an offer to lease other weaponry under contract from Sikandari arms manufacturers, with payment to be made later, which shall not be inflation adjusted.


PREREQUISITE CONDITIONS FOR IMPERIAL INVOLVEMENT IN CONFLICT
4. The Cabinet has discussed and debated these prerequisite conditions extensively, with several hours spent on the final wording of these points. Prior to formalising its decisions, the Cabinet wished to acknowledge the gravity of the situation and the impact any Imperial involvement would have on the people.

The following conditions have been decided to be a legitimate casus belli:
a) The Imperial Military is authorised to invade Yujin and occupy the Western Provinces if the Imperial Dynasty of Yujin falls and is replaced by a regime that operates contrary to the interests of the Empire. AG North is to be prepared for such an eventuality and must be ready to act within 36 hours of issuance of orders from His Majesty.

b) The Imperial Military is authorised, in advance, to attack Vangalan forces if they breach Sikandari territorial sovereignty. But the armed forces are to not pursue the enemy into non-Sikandari territory.

c) The Imperial Military may, however, pursue the enemy in territories that are disputed between Vangala and Sikandara and restore the Imperial realm if Sikandari forces are attacked by enemy forces from those areas.

d) An attack on Sikandari interests, or those of our Mezhist allies will be taken as grounds for war with any enemy, either the communist entity to our east or hostile forces in Yujin.

It has been decided that if conditions presented as 4b, 4c, or 4d occur, it would necessitate an immediate response, the nature of which will be decided by the Imperial High Command.

ORDERS TO THE IMPERIAL MILITARY
5. The Cabinet
has ordered the Imperial Military to be in such a state to be able to repel an enemy incursion into Sikandara within 48 hours. As such, the military has been told to present a report which will immediately take into confidence the Cabinet and the Emperor about the speed at which the entire military can be mobilised in the event of an invasion by Vangala. Additionally, the military has been ordered to find a manner in which to be more efficient in mobilisation and to be prepared as early as possible, prior to an enemy invasion.

ORDERS TO THE INTELLIGENCE SERVICES
6. The Cabinet
has ordered all intelligence services of the Empire, civilian and military, to increase the scope of their operations and to arrest, without warrant any communists deemed to be a threat to public order and national security. In our foreign operations and radio surveillance, Vangala and Yujin oriented bureaus must function in a manner supposing that the Empire is in a state of war. The highest level of alert is issued by Imperial sanction to remain alerted of any suspicious movement by the communist enemy that may endanger the Empire. DIPLOMATIC EFFORTS
7. The Cabinet
has decided to open dialogue with the following:
a) The Ambassador of the Empire to the Mezhist Union is to open dialogue with the Government of that country to increase their involvement in this matter and to provide a greater role in supporting us, logistically and materially.

b) The Imperial Government is to seek out dialogue with the counterparts in [MENTION=877]Franken[/MENTION], [MENTION=11]Eiffelland[/MENTION] & [MENTION=1243]Ivernia[/MENTION] to provide access to their weapons industry.

c) The Emperor has stated that he shall unconditionally pardon the Potenzan Prime Minister for his insulting remarks. Clearing the way for official dialogue to resume between the Sikandari Government and its counterpart in [MENTION=1181]Potenza[/MENTION].

The aims of these meetings is to reach out to likeminded nations to assist the Empire in the manner the Communist Bloc seems to be assisting the Hongmenghui and the Basuist Republic in Vangala. Even if these avenues do not commit materially, the Empire could do well to access their financial pool for credit during the unstable times ahead, if the Vangalan military attacks the Empire. Despite that, the Empire's long and stable history of credit repayment shall only serve to aid us if that hour is upon us.

PREPARATIONS FOR WAR
8. The Government is keen to have exact figures from the various departments of state to determine effectively our position and our preparedness to engage in open conflict with Vangala. The Grand Councillor for the Interior and the Grand Councillor for War have jointly taken responsibility to write a report on this issue and to present it to the Cabinet in under a week. The report is to include our petroleum stockpile, our additional energy requirements, our financial condition, and the steps that must be taken to fortify ourselves on those accounts.

PRESS MANAGEMENT
9. The Government has decided that no information shall be leaked to the press about the gravity of the situation. However, careful selections shall be released detailing accounts of cruelty and barbarity being perpetrated by the Vangalans
and the non-Imperial Yujin forces. The veracity of these stories does not need to be upheld. The Grand Councillor for Information is to handle this matter. Public opinion must be decidedly against the Vangalan Communists and non-Imperial forces in Yujin.

COMMUNIST PARTY OF SIKANDARA

In a situation where there is an outbreak of hostilities between Vangala and Sikandara, the Sikandari Communist Party shall be banned with immediate effect, its senior members shall be arrested, its MPs shall be placed under house arrest, and its lower cadres shall be detained by ISIS. Any members, who are not MPs, found to be have any connection with enemy forces will be immediately executed. Additionally, Marxist propaganda shall be made illegal and possession of such material will be grounds for execution, as per Treason Act 1909. The operation shall be carried out in the strictest of confidentiality to ensure that the general public is kept in the dark of the measures being carried out against the Communists and Marxists in the midst of the society. Following the completion of this exercise, state media shall issue a report detailing a sanitised version of events for public consumption.

LOCAL MILITIAS
11.
In a situation where Vangala has invaded and occupied Sikandari territory, local militias in the countryside will be entrusted with entrenching themselves in the trenches and positions and conduct guerilla warfare from behind enemy lines. The benefits of our universal military training scheme shall ensure that a number of distractions shall present themselves to the Vangalans and ensure that the advance is halted or delayed until the military is fully mobilised and deployed. As such, the Government shall immediately begin to supply additional weaponry to these militias on the eastern frontier. Machine guns, grenades, sub-machine guns, mortars and sniper rifles are to be dispatched to the militias to augment their rifle based strength.

FURTHER DISCUSSION
12. The Cabinet has decided to meet in a week's time to discuss the issue again, following the presentation of reports detailed in today's meeting. His Majesty has commended the Government and the military leadership for their active role in addressing the threats to the Empire. It has generally been agreed that the Opposition Orange Democrats be informed of the meeting, by virtue of being the second largest party in Parliament, but the Republican and Communist parties, for obvious reasons, are to be left in the dark about the meeting. The Chancellor has vetoed involving independent MPs from being made privy to the proceedings.

Additional topics of discussion during the meeting were the emergency location of the Imperial Government and methods by which to ensure the presence of a chain of command. The Emperor was briefed about plans to take the Imperial Family, sans the senior princes and the Emperor, to safe lodgings in remote corners of the Empire.

The meeting was generally a very successful and productive one, in the opinion of Chancellor Suleymani.

The engineer set the blueprint down on the table, taking his time to appreciate how construction had now begun. Within a few weeks, perhaps even less, dredging of the harbour would have been completed, allowing it to accommodate a faster intake of resources - human, material, and mechanical - and would greatly improve the speed of the construction project. This piece of land would be turned into an arsenal, which would no doubt be used to build something that would be used to win the war, and properly crush the rebels.

The engineer wasn't really all too concerned about the war, that is, aside from the fact that he was potentially in danger of being killed. But these were the Southlands, relatively safe, and relatively independent, from what he understood. Hopefully, nothing bad would happen to him. Although by just coming here, he was already risking that. But the rewards, he could already imagine the rewards. What if the war could be won? What if Yujin could become a major investment concern? Surely then, his efforts here and now would pay off in the future. Yes, it wasn't a gamble. It was an investment.

His confidence renewed, the engineer resumed his work, in order to make sure that his investment was well worth it all.

„Thank you for asking, it’s quite tasty,“ the Franconian agent was delighted he could combine his preference of exotic dishes with his official duties tonight. The waiter of the Yuijini restaurant in Danzig’s old town showed a friendly smile he would have shown any tourist eating there. He and his family that ran the restaurant made a handy revenue from the tourists enjoying the multi-cultural atmosphere of Danzig. However, as with most expats their ties to the mother country still were very close.

As the Franconian agent was better safe than sorry he had employed the resources of Southern Eiffelland Landesnachrichtendienst (1) station, whose region also covered Danzig, to vet the owners as to their political affiliations. It turned out they were staunch monarchists. Thus Franz Bierhals could safely use the restaurant to meet his counterpart from the Mezhist Union to discuss involvement in Yuijn. Furthermore, with the restaurant being situated in the thick of the bus- and shiploads of tourists frolicking through Danzig their meeting would be even more obscure to overly curious observers.
Just when he had finished the main course, Mr Bierhals‘ Mehzian colleague arrived. The Franconian quickly hid his disappointment over having to skip the delicious dessert, but he comforted himself with the thought that his wife wouldn’t nag so much about his expanding waistline then. Putting on his most friendly smile Bierhals politely greeted the spook from the far east.

The bunker shook, dust drifting from the lamp that illuminated the room, as yet more bombs fell on the city above. The Imperial's felt that they were so close to victory, and yet they failed to realize that every bomb they dropped, every building they shattered, produced another fortress that the Republican soldiers would defend. The Republican armies had begun to fall back to defensive positions, the strategic defensive networks built by the Republicans allowing for an organized retreat. The Imperial casualties were growing, and General Zhao Yue had sworn to turn Nianxu into exactly what the Imperial's had created there - a mass grave, only Zhao Yue would fill the pit with the corpses of the enemy. He had betrayed his country to stop such a massacre, but would his desperation drive him to commit the same depravities? Above the city, tracers continued to rake the sky, and every few minutes an Imperial fighter would fall like a falling star, slamming into the ground in brief, subdued explosions.

His grim mood was broken by good news, though. A printer roared to life and spit out a sheet of paper with ink that seemed to take too long to dry. Zhao Yue read over the missive quickly and pointed to a clerk. "Quickly! Prepare a reply!"

The man hurried to a morse code machine and looked at General Zhao expectantly. General Zhao considered his options - leaving the city would destroy the moral of his men, but guarantee his safety and the safe proceedings of the meeting. Staying here would be a deadly risk, but if taken would prove his would-be allies commitment to the cause.

"Want to meet STOP. Nianxu under attack, cannot leave post, STOP. Safe passage into city by sea, STOP. Request for General Zhao directly," he looked to the man, "end." He rubbed a hand over the short hairs on his head and considered the possibilities. Even if he were to acquire funds, would it be possible to ship in supplies? He had to considered other options - perhaps a fighting retreat to Yingzhou would prove more fruitful. The city lacked the manufacturing capabilities of Nianxu, but there were ways that problem could be alleviated, with the right allocation of resources... It all depended on how committed these friends of the Republic would be.

The Seoran Front
Hongmenghui forces controlling Gongyong, south of the crucial Imperial-held town of Balgibyeol, are pushing hard towards the sea in an effort to divide Balgibyeol and the Imperial salients in the North from the main Imperial combat units located between Sunjohang and Lelang. The offensive, spearheaded by Hongmenghui light infantry units complemented by limited quantities of motorised support units, is encountering minimal resistance, with most Imperial forces in the Northeast concentrated around Nyongbyon, Balgibyeol, and within salients north of Najin and north of Yodeok. Hongmenghui forces anticipate securing the route to the sea by Friday.

Combat in and around the Yodeok salient has diminished in intensity in recent days as the Hongmenghui encirclement cuts off much needed supplies from the pocket of Imperial troops. Starvation is believed to be taking an increasing toll on the units isolated within this pocket, and desertions and surrendering soldiers are becoming a more common occurrence. Combined the the Hongmenghui's efforts to mobilize the populace in their favor, acquiring supplies from locals has become much more difficult for the Imperial force. The Yodeok salient is expected to collapse under Hongmenghui pressure some time next week. Imperial resistance north and south of Najin is, however, much more tenacious as modestly supplied Imperial forces defend against Hongmenghui attacks.

The Hongmenghui Homefront
In a bid to gain more popular support, People's Councils organized by the Red Alliance have begun initiating "struggles", or popular trials of wealthy landowners, including seizing and redistributing land held by elite living in Yujin. Though unpopular among the upper classes, the struggles are effective at mobilizing the lower classes for class warfare, and the redistribution of land, combined with Hongmenghui agricultural initiatives and seed distribution, is expected to result in higher harvest yields despite continued poor weather, particularly in eastern and central Mao province and north Seora.

Hongmenghui industrial output continues to drop, with most ammunition and weapons now being homemade devices or looted armaments. Most explosives are made out of fertilizers, sometimes even human excrement, or jury-rigged artillery shells. Derelict Imperial tanks and downed planes are often found stripped of parts, with their weapons seeing improvised use on board vehicles seized during struggles. Within Liangang, industrial output has reached an all-time low. Intense combat in and around the cities arsenal has destroyed that facilities capacity to produce weapons of war; nearly all pre-war strategic locations have been destroyed either in the initial revolt, the Imperial counter-offensive and the Hongmenghui withdrawal from certain districts, or in the ongoing insurgency. The civilian population of the city proper, once estimated at approximately 750,000, is now believed to have plummeted to less than 20,000; while the suburbs located around the city, estimated to have sustained populations of another 500,000, are now expected to house less than 100,000 residents. Most residents are now internally displaced persons taking refuge in the countryside, while many have attempted to either flee to Dongbiao or Baizhuhai.

The cacophony of noise from the wildlife was almost deafening in its intensity, the buzzing of insects, the chirping of birds, the howls of monkeys boring into the ears of the Hongmenghui fighters as they trudged through the dark depths of the hidden rainforest, their legs drenched in sweat and mud, their bodies exhausted by the heat and carrying. Only the accompanying elephants, whose occasional trumpeting broke through the torturous monotony of the rain-forest's sounds, were burdened with greater loads.

"Jiùmìng a! Jiùmìng a!"*

The desperate cry came from one of the younger recruits, whose feet were now fully submerged in the dirt, his poor situation worsened by his pathetic flailing as he struggled to remain upright, weighed down by his heavy supplies. The convoy came to a sudden halt, while the Hongmenghui fighters at the back assisted their comrade in need, eventually freeing him from the sloppy grip of the soil below. Their guides, local tribes-people and members of the Village Peace Force, watched on, speechless, motionless. They had said nothing throughout the entire journey, not even to the officers from People's Military Intelligence at the start.

Heavy monsoon rains removed much of the good work done for the 'Hong Meng trail', optimistically known by the Hongmenghui themselves as the Shènglì or 'Victory trail'. Those navigating its many pathways now had to contend with fallen trees and other dislodged plant-life, washed away by the seasonal downpour, and more dangerously, as just witnessed: the ground itself. As a result of the worsened conditions arising from the weather, together with the impact of the invasion by Yujin, and opportunity of potential new supply routes through the Republic of Jurchen, which was closer to the theatres of war, what had once been a mighty stream had been reduced to a mere trickle, perhaps only a few dozen fighters and several tonnes of equipment passing through the trail each week.

The Hongmenghui recruits had all changed immensely since arriving in Vangala. Weeks of intensive training in cruel conditions had exacted a heavy toll, but hardened many. Training instructors from People's Military Intelligence demonstrated the use of modern firearms, and the successful guerrilla tactics of the Vangalan Revolution. Propagandists from the United Motherland Front disseminated pamphlets, printed posters, held lectures to instill a strong devotion to Communist ideology. No longer unarmed, untrained or uninformed, these peasants, labourers, vagrants, criminals were now soldiers.

"Qù! Qù!"**

The order to resume came from the Hongmenghui troop leader, and with no time for rest allowed, the march continued. It would be several days before they reached Yujin. Once through the rain-forest, they would have to negotiate the treacherous mountainous passes of the Meghalayas, and then the merciless border defences of the Empire.

It was a daunting task.

Plukowski always did like this city. Carry enough cash around, and they would ignore you. Other than that, there were of course, the many sights of Danzig, all from its history and all that. Speaking of which, he had read the history books growing up. And the history books were clear: Sarmatians and Germans did not get along. At least, as far as the Old Imperium's foreign policy went, anyway. But the Mezhist Union was a bit more lenient on the matter. After all, this was a modern world, and those two entities - the Swieczieman Imperium and Holy Germanic Empire - no longer existed. There was little reason that Sarmatians and Germans should not get along.

As he entered the restaurant, Plukowski returned the smile offered by his northern counterpart and gave friendly greetings, before sitting down. "I hope you enjoyed your dinner, friend," the FID operative noted the lingering smell of something that must have been delicious. "I know I would have. So I'm sure you know why we're both here, yes? And in such an appropriate venue as well. We cannot allow communism, or any uncivilised ideology, for the matter, gain a foothold in Yujin. I understand that your government holds a similar position, am I right?"

„The food they serve is excellent, indeed. If there weren’t a couple of other reasons for intervening in Yuijn, you should do so in order to prevent so briliant a culture from tearing itself apart,“ Franz Bierhals commented. Indeed, it was a sign of the changing times that both the Sarmatians and Germanians were ready to cooperate: Thanks to modern means of communication and transport the regions of the world had grown far closer and Nürnberg found itself concerned not only with its former colonies but with other regions, too.
„You are quite right, sir. Our own defeat and failure to back a loyal government in Vangala is enough. We do not want to allow the rise of yet another communist regime, let alone a designated sock puppet of Vangala,“ the Franconian spook explained, „Due to the strained political situation in Germania in the wake of Danmark’s downfall we could not afford to relocate a significant amount of troops to the far east. Still, we can and will help you otherwise.“

From below the table Bierhals pulled a black leather briefcase. As he put a couple of spreadsheets, he added: „The guys back in Nürnberg crunched the numbers: This sheet shows you how much and fast our armament factories could expand their output (including spare parts for vehicles) to cater to the needs of the Yuijini theatre. This table, shows similiar caculations for tinned food et cetera, while here you see the shipping capacities we have at our disposal. Last but not least, this is an exact calculation on how much monetary funds we could allocate to your efforts. Which of these option should I shed a bit more light on?“

Vangalan Front, General Trask's Theatre

Efforts to supply the Hong partisans in the Quengzho Plateau have increased as monsoon season draws to a close. Though the jungle has swallowed most semblance of a road, the "Hongmenghui Trail" continues to operate, largely utilising Vangalan resources. However, Havenite-sponsored networks of hand-to-hand information passing have been tenatively established, and Radio Free Yujin now broadcasts beyond the Meghalayas, inspiring the Quengzho Partisans to continue their war of harassment and logistical denial.

A small number of elite CIB agents have been infiltrated to support Radio Free Yujin and the partisans, and many of them have begun to train the guerillas further, and lead those that make it across the Meghalayas in dangerous and critical missions of intelligence-gathering and sabotage. All of them carry cyanide pills in the event of capture, and are consummate professionals.

That said, their reports, erratically relayed back home via the Trail and radio codes, paint a grim picture. Efforts to fully identify and catalogue the flow of Swieczeman aid into Yujin and the routes it comes by have begun, and some agents have also been dispatched to observe events at Danbu, which the Mezhist Union foolishly announced publicly in a newspaper.

Aerial reconnaissance of the Emerald River has also begun, in conjunction with Carentanian and Vangalan air force assets, and plans for long-range bombing campaigns against Yujin cities and industrial centres are tentatively being considered, once the skies over the Meghalayas are reasonably clear. However, Havenshire has very few bombers of its own, and would mostly be providing interceptors as escort, though it is a keen advocate of this strategy.

Northeastern Front, Admiral Havelock's Theatre

Aiding the Hongmenghui in making rapid gains, the ground-part of the Crimson Marine task force has been split into 12 active companies, with 6 focused on reconaissance, patrol, and rapid assault missions, and 6 more in reserve to defend Najin and begin establishing lines of logistical support to Liangang.

With the theatre amorphous, and worrying reports of a massing Imperial Army offensive, supplied by Mezhists, the Task Force finds itself increasingly hoping for the delayed arrival of Carentanian air support. The promise of Carentanian Carrier cover is what made this direct intervention even possible, and its absence has led to many sleepless nights for Admiral Havelock.

With only 6 Helicopters, many of the companies are heavily reliant on Partisan liasons and translators hired in Vangala to operate, utilising local intelligence and maps to form patrol routes and plans of attack. The poor quality of the roads, however, makes for slow progress, and the Task Force is reluctant to stray too far from its armoured vehicles, which are both lifeline and liability in the rough terrain.

With the imagined advantage these units provide against the Imperial Army increasingly dwindling, plans for a rapid evacuation of Havenite forces have begun to be drawn up, though at the same time they are operating increasingly far from Najin, with units aiding in the assault on Yodeok and Balgibyeol.

Admiral Havelock is keen to see these towns fall at least, and a clear line be drawn between Najin and Liangang, so that key Hongmenghui assets can be evacuated, and, if necessary, Havenite forces funnelled in, though this option looks increasingly unlikely.


Home Front, Havenshire

The establishment of a Hongmenghui Office in Westhaven has been welcomed by the Party elite, and much has been made of the arrival and integration of Yujiner immigrants into parts of Havenite society. In reality, the number is currently very small, and the majority are occupied with the business of establishing the Hongmenghui as a legitimate political and economic force. Many asylum seekers and poor refugees however, have been enticed to come to Havenshire, to serve as an agricultural labour pool, and help Havenshire with its food problems.

With the Harvest due in October, however, there is a growing national mood of discontent and impending cynicism about the promises of the new Premier. Many feel that this foreign war is draining national labour, including some vocal members of the newly-formed Business Council.

Worse still, the near abject slavery of the Carnish, whilst nothing new, has reached near unbearable levels for that tiny sect of Havenites, who have been pushed far past breaking point to try and meet war production quotas. They too, rumble discontentedly, and many Party officials still remember the last time they rose, and have begun quietly planning how to crush such an Uprising if it came...

For his part, Macclesfield is keen to see his foreign allies, particularly Kyiv and Carentania, take up more of the slack. He has made many grand promises, but the reality is that Havenshire is too small, too weak, and too far to carry this war alone. He must also be aware of the grumbling of officials. He may have the full support of the Millitary, but the bureaucracy is becoming increasingly discontent with his rule...

Plukowski chuckled at the comment with a certain appreciation for its implications. "Yes, if only to ensure the survival of a unique and wonderful culture." He raised a hand and ordered something for cold himself as his counterpart continued on into something more serious.

It was no secret that Vangala was something of a sore spot for Nürnberg. After all, it would be a second blow to Franken if these communists who overthrew the local Franconian-backed government expanded their power, then what would it say of the Kingdom? Nothing good. Still, despite his reports of Franken's inability to send troops, Plukowski was hopeful, and nodded in understanding of the situation. Even the Union was in the process of evacuating its expats in Danmark. At the very least, they were willing to do everything else - which was more or less the same thing Swiecziema was up to. Any troops in Yujin were simply providing training and advice rather than directly engaging in the conflict.

"We understand entirely and would not ask for any more than what you are willing to provide." The FID operative observed his counterpart draw out sheets and statistics... something the analysts would probably be better off deciphering, in the end. As the options were laid out in front of him, Plukowski carefully considered what had been emphasised in his briefing. The Union itself had limited shipping capability, and the massive diversion of this transport capacity to support the Yujiner conflict was beginning to place a strain on its ability to trade internationally. There was of course, also the money involved.

"I'd like to see your available shipping capability. Aside from Sikandara and Danbu, we are planning to create a third channel of entry into Yujin via Potenza's colony Port Arturo. If it is possible to split your transportation between military cargo like arms, munitions and supplies, and economic cargo like construction materials, heavy equipment, and the like, we could route the former through Port Arturo, and the latter through Danbu - our public face. Giecz wants us to look good with our economic assistance and ensure that any actions against it will be... damning to whoever does so."

After some more thinking, he added. "Funding would be my second choice." The cold drink soon arrived.

Port of Azirpur

The foreman watched as the next ship arrived. Officially, it was registered as "fishing boats" and "agricultural supplies". He wondered why they even bothered disguising it as such when it was clear that this port was for weapons. Well... it was an open secret, in any case. Officially, it was for other things. But regardless, he ticked off the arrival of the "fishing boats" and "agricultural supplies" - torpedo boats and fast attack craft, plus the weapons and ammunition they would be using.

Which coast these were going to didn't really matter, although it would probably make more sense that these were going to Xinhai, considering there were still ships in the east. Either way, it wasn't his job to find out where they went, just to say that yes, they arrived here, and would be crossing the border.

Elwood had lent Henriksson is personal Hawkins 314 flying boat for the trip to Nianxu, it was there that he would meet the General of the rebel republicans and discuss what kind of money he would need to keep up his war. It was important to keep Imperial Yujin embroiled in war, it kept the communists and the fascists occupied while tinier nations fell into the hands of Republicans. Unfortunately these Republican Rebels were still in effect, allied with the communists. That would need to end, he would need to instill into General Zhao that the communists were just as dangerous as the imperialists and that they could not rely on the communists to assist them in any direct way.

The plane itself was luxurious as it was designed, along with Henriksson, two of his best agents had come with him to assist him along with the six crew members needed to fly the plane. It took many days to get there but it was the only method of transportation that would allow them safe passage into the city. In the distance they could see it being pounded by imperialist attackers and the situation looked grim. Henriksson throught to himself that perhaps they were too late, that the republicans were beyond saving and that any money given to them would be better spent elsewhere. He hoped that once he arrived his mind would be changed and that the spirit of the rebels would still be strong and in the fight. Henriksson had been allotted a large portion of money from Sylvania's newly created black budget, the very idea of a black budget was almost offensive when thinking about the values that Sylvania outwardly projected, but the world was different now. The communists and the fascists were closing in and growing in power, if the good republics and democratic monarchies of the world did not start fighting back now, the tide would never be turned and they would be swallowed up. Everything had to be kept secret, Henriksson himself thought that direct intervention would soon be needed, but the political climate of Sylvania needed to change before the could happen.

The waters were choppy and dangerous, but there was no choice, they needed to land. The landing was rough and it felt as if the large plane would break up as it hit the water, they were spared an accident and the plane began to taxi into the port, the General was correct in telling them that the safe way into the city was by sea, they were not stopped or attacked. As they reached the docks, they could hear the pounding of the shells slamming into the city off in the distance, all of it continued to instill the feeling that this trip would not be worth it, that the cause was in the clutches of defeat. It certainly seemed that way as a rag tag group of rebels approached the plane as they docked. Henriksson had attempted to learn a few Yujiner phrases but he could tell he was failing to get across to the men that he needed to see General Zhao, that was the disadvantage of such a new intelligence agency, nobody knew how to speak the Yujiner language, he had to hope that they recognized who he was talking about or that perhaps one of them spoke some English.
