Your Excellencies:

In light of Xinhai's declaration of an exclusive defencive zone 100 miles from Xinhaiese coasts in the Kalahari Sea, the Republic of New Cathay humbly requests a partial exception for the RNC Navy and RNC Sky Force. As may be known to you New Cathay is frequently pestered and threatened by armed tribal and pirate groups that base themselves in the Mainland Badlands, north of our peninsular border. Our military engages in precision operations at times to dismantle armed groups, deter smuggling and border raids and conduct surveillance.

Most of this activity is located within 500km from our peninsular border, however in recent months some of these groups have based themselves farther north closer to the border with Xinhai. Up until your declaration the RNC Navy and RNC Sky Force had been conducting maritime and aerial patrols within this zone (naturally not getting too close to the Xinhaiese maritime border) and were successful in eliminating some pirate forces. However, since your declaration we have recalled such forces to remain outside the exclusion zone.

We request specifically the following: permission for up to 3 light destroyers, 4 unarmed patrol aircraft and 5 armed air-to-ground aircraft to be present and operational within this exclusion zone at any one time. Naturally our forces would communicate operations and planned routings to your ATC and naval forces in advance. If armed operations against our enemies are required we will alert you as far in advance as possible.

We trust given our many centuries of peaceful coexistence this request will be honoured. Should further details need to be discussed we are naturally open to such dialogue.

We thank you for your respect in contacting us regarding this. It is our understanding that such operations have hitherto been conducted jointly, and it was our misjudgement that such an imposition would not impact our joint regional security. In light of your request, we will make full exceptions for your forces to conduct operations within the designated regions. Furthermore, we will continue to offer assistance as may be necessary to eliminate criminal activity in these regions.

We hope to ensure continued prosperity and harmony between our two nations, especially now in these turbulent times of strife.

Many thanks for your positive response. Indeed these land, air and sea missions are typically conducted jointly with your forces, but naturally with your attention in the past year having been drawn elsewhere we have taken it upon ourselves to patrol the Mainland Badlands on a more unilateral basis. While our forces are for the most part equipped and capable for such tasks, we look forward to the day when joint operations may resume. In the meantime we shall endeavour to keep you apprised of all armed action we take in the Badlands and nearby seas. Should your assistance be deemed necessary the appropriate channels will be followed.
