Rurikgrad Pact
Treaty of Mutual Friendship, Co-operation and Mutual Assistance

On the 12th of December 1956 the Democratic Republic of Kadikistan, the People's Republic of Varinia, the People's Republic of Xinhai, the Independent Democratic Republic of Kashtan, the People's Socialist Republic of Calidia and the People's Republic of Milesia have signed Treaty of Mutual Friendship, Co-operation and Mutual Assistance, abbreviated as the 'Rurikgrad Pact' after the location of its foundation. The Revolutionary Palace in Rurikgrad where the Pact was signed was highly symbolical since Rurikgrad is not only named after Kadikistan' and Europe's first communist leader Andrej Rurik, but it is also the second largest city in Kadikistan after the capital and the sole Kadikistani entry point into the Gothic Sea. The latter along with the Kalahari Sea being the uniting geographical factors of the socialist allies. Our late Glorious Leader, Marshall Nikolai Leninov himself attended the historic conference facing other great leaders such as General Roman Becker from Varinia, General Secretary Sebastian O'Brien from the People's Republic of Milesia and the duo General Ludwig Toffensteiger and First Secretary Arvo Maimu from Calidia. All of these great men put their signature under the Rurikgrad Pact, committed to its defence and legitimacy.

But what exactly does this new level of co-operation and mutual assistance mean for our people and our allies in the Gothic Sea? The treaty is to last for the following sixty years in the first instance with the procedures for setting up a renewal included. The Rurikgrad Pact will provide for a unified military command, with the command being appointed through collective decision making of the four nation's involved. In the initial stage the Revolutionary Armed Forces of Kadikistan in close co-operation with the Varinian Insurrectionist Army, took a leading role in developing the relatively new armies of Milesia and Calidia. As the strongest partner, it was deemed Kadikistan's responsibility to her allies that they would guide and support the smaller partners with all means available to them. Weapons were standardized and Revolutionary Army military manuals introduced, with joint training, annual manoeuvres and Revolutionary Army-style uniforms. Formerly an exception to the latter was the Insurrectionist Army which maintained its traditional uniforms while allowing for a few alterations to give the old White Army uniform more socialist characteristics. The Pact commits the members to come to each other's immediate assistance if attacked and to consult among themselves on important international questions related to their common interests. The Treaty was based on the principle of non-retroactivity, meaning that the current members are not obligated though encouraged to join ongoing conflicts prior to this date such as the Milesian Revolution.

The majority of the actions performed by the Rurikgrad Pact will be run by the Political Consultative Committee and the Unified Command of Pact Armed forces. The Unified Command are both based in Rurikgrad while the Political Consultative Committee is seated in the Calidian city of Raakvere, formerly Hartem. The Unified Command is in charge of all military activities of the alliance and is composed out of the top military commanders of the three member states. The Political Consultative Committee shall be made up out of secretaries from the ruling parties or coalitions and will advise on all non-military matters through collective decision-making. This new alliance will further consolidate the friendship between the nations of Kadikistan, Polesia, Calidia and Milesia and is to usher in a new era of safety and stability in the Gothic Sea region. While originally founded as an instrument to consolidate and defend the strictly Marxist-Leninovist gains in Europe, the alliance has been opened up to all socialist nations, in order to protect their independence from the reactionary forces of this world.

SUB: Serenien membership of the Ruriksgrad Pact

Following a vote taken in the Commissariat for People's Deputies, it has been decided, by a vote of 200-142, that the Republique Populaire shall be acceding to the Rurikgrad Pact as a full member, assuming the full burden of obligations and rights that role implies. However, it is important to note that the Commissariat has approved the accession on the following grounds:
1. The accession shall be treated as highly confidential and shall remain undisclosed in public channels.
2. The Revolutionary Guards shall continue to have membership in their own capacity and shall be allowed to fly their own banner at the Secretariat building of the Pact.
3. The 1956 Accord for the separation of ideological spheres shall be respected and adhered to across the alliance.

As such, having satisfied most of our concerns in the Nangong Conference, I am pleased to submit the official membership bid of the Republique Populaire for the approval of the General Body of the Pact.

It is with great joy that we can announce, after nearly a week of careful deliberation among all members, that the Treaty of Mutual Friendship, Co-operation and Mutual Assistance from this day forward includes the sole legitimate government of Gouw Marken under the benevolent Prince-Bishop Quintus VII. Following in the great footsteps of his predecessors the Quintus VII has guided the State of Gouw Marken towards the next step in its evolution and traditional modernization. For the first time in history this formerly isolated nation has joined an international alliance of peers and words can not express our pride about the fact that the people of Gouw Marken chose the Rurikgrad Pact. Esteemed Comrade,

It is my hope this correspondence finds you well. The events in the wider world are self evident and most concerning and we appreciate the concern demonstrated by the Union in respect of the Burgundian Crisis. However, it is with concern that we note the Government of the Kadikistani Union has in recent times chosen to disregard the 1956 Accord undertaken by our two governments in an effort to learn from the mistakes of the past. Those mistakes, whose name is best left unmentioned at this juncture, serve only to show the true wisdom of Comrade Leninov and Generalissimo Serazin.

We do note that the Kadikistani Union is commencing a major deployment of its military arsenal onto Gallian shores. As this would mark the first deployment of Kadikistani assets in the Gallian continent, the concerns present in Villesen are very real and the undoing of decades of precedent is indeed quite alarming.

In the interests of ensuring that a peace prevail between our two countries, we inform the Government in Ivar that Villesen shall continue to see the 1956 Accord as subsisting between our two countries. Furthermore, attention is drawn to Article 12 thereof, wherein it is stated:

"Article XII: Either contracting state may engage in the sphere of the other (with such consent) should the circumstances so merit in the interests of furthering the cause of the Marxist revolution in good faith."

While the Kadikistani Union failed to secure an exemption from the Politburo of Serenierre prior to engaging strategically with the Burgundian crisis, which prima facie amounts to a breach of the 1956 Accord. Premier Martinique has extended her willingness to invoke the powers of Article XII retroactively. From the vantage point of this Government, the 1956 Accord shall continue to exist and the long tradition of cooperation between our two nations shall prevail.

In light thereof and in summation: it remains the official position of the Republique Seraziniste that the 1956 Accord remains in place and the Kadikistani Union has merely acted within the meaning of Article XII and the brotherly bilateral relations continue to exist. While a divergence of interpretation may exist between Villesen and Ivar, we remain of the view the Accord subsists.

Furthermore, it is reaffirmed that while the Ruriksgard Pact is an esteemed organisation, political reality does not allow for a full membership of the Serazinist Republic in the alliance, despite Villesen maintaining positive ties with each member-state at a bilateral level.

It would be appreciated if any Pact military asset is in Gallia, it not transgress any limit of Serenien sovereign territory. Given the state of our defensive readiness, we cannot guarantee that our systems would differentiate between participants in the crisis. As such, caution at the Serenien frontiers - maritime and terrestrial - is well advised.

After taking ample time to evaluate and reflect upon the potential membership of the People's Republic of Polesia it is the opinion of the Political Consultative Bureau, therein staunchly supported by the Combined Command for Pact Armed Forces, to allow the former Observer State full membership into the Rurikgrad Pact. The Executive Committee has deemed that the progress and socialist labour committed by the Polesian people for the past two years has proven their conviction and earned them such a privilege. They have done so under the guardianship of the Kadikistani Union while also learning from the experience of the other member-states Calidia and Milesia. All three current member-states are now committed to the sovereignty of the People's Republic of Polesia and sworn to uphold it like Polesia has done in turn.

Comrades, welcome to the Rurikgrad Pact.

The Westernesse States of Ambrosia declares its intent to post a new delegation office mission within reach of reasonable communication and coordination to ensure peace and understanding between these Westernesse States and Rurikgrad Pact Members.

This declaration derives from this part of the Rurikgrad Mission statement: “... the alliance has been opened up to all nations, with various political systems, in order to protect their independence from the dominance of ...” domineering states and alliances.

We would also like to clearly state that the WSA shall be seeking non-membership channels for dialogue with other existing international alliances. These Westernesse States are simply seeking to establish lines of communication with armed alliances so that we may conduct our national security efforts in good faith of a safer democratic world. We will not endorse or condemn any group among the Big Three that portends to protect democratic values; we share these values, helped pioneer these values, and will defend these values as an independent state among Europe’s diverse landscape.

The People's Republic of Serenierre is most disappointed in the wanton disregard of the 1956 Accord between Kadikistan and Serenierre. The membership of the Burgundian People's Republic in the Rurikgrad Pact is a grave insult to this Accord and we are of the view that this is a grossly inappropriate measure and entirely disingenuous on part of the Pact's leadership. In light of the grave insult to the Communist Party of Serenierre, and to the People's Republic, we have determined the following:

1. The Ruriksgrad Pact is henceforth declared a rogue entity and an international terrorist organisation.
2. The Communist Party of Serenierre shall no longer recognise the corrupt ideology of Marxist Leninovism and shall deem it an innovation.
3. The People's Republic of Serenierre shall no longer maintain contact with the Rurikgrad Pact in any official capacity.
4. The Communist Party of Serenierre and its sub-ordinante bodies shall immediately cease to maintain contact with the Rurikgrad Pact in any official capacity.
