"Esteemed colleagues,

Today marks a historic moment for our nation as we stand before the European Forum for the first time as a member of this esteemed international community. Historic indeed for the barriers between states and post-statist entity have been torn down, uniting us in our resolve for democracy and peace. We come together at a crucial juncture in history, facing a grave international security situation that has necessitated the creation of the Security Council itself.

As a polity that has finally assumed its place within the forum and chosen to inaugurate this esteemed body alongside others, we are keenly aware of the immense responsibilities that come with this privilege. Our journey to this moment has been marked by resilience, determination, and a commitment to peace, security, and prosperity for all nations.

The very reason the Security Council came into existence was due to the dire need for collective action in the face of unparalleled threats to global peace. Today, we find ourselves confronted with an interconnected web of challenges, from terrorism and violent extremism to cyber warfare and humanitarian crises, but at the center of this web stand the chauvinistic ambitions of the Ivanist regime and its territorial designs upon its neighbors and beyond. This threat transcend borders, ideologies, and political affiliations. It requires a united front, and the Security Council has been called into session to rise to the challenge.

Working on the foundation of Resolution 9/2023 by esteemed delegate Tao Shun, we propose that the Security Council formally authorizes itself in a resolution SC1/2023 to realize points 3 to 6, that is assist White Helmet freedom of navigation operations as well as facilitate the enforcement of the cessation of all acts of piracy as well as the end to the current state of illegal territorial occupation by the Tarusan Empire, if necessary by force, to initiate a process of democratic institutionalization under statutes of the European Forum and overseen by the Security Council. The significant difference to Resolution 9/2023 is then, in short: The authorization of enforcement of its envisioned outcomes by the international community via this Security Council.

Gentlemen, I must state, in the beginning that it is an honour for Ebria to be part of this body of the European Forum, especially in its first form and shape. It is clear to us that the creation of this body finally ensures that we after moving towards creating a true global body that keeps the peace, rather than just a place where people come to argue.

Even so, I understand the urgency at hand and I must state a few things first and foremost in regards to the Mandate system, their recent history and what comes in the future. Al-Magrab, Hajr and Isphilisteia have been under the administration of this organisation of more than half a century, and we cannot but be disgusted by the fact that 5 decades if not more of "nation building" done by the EF have been such a useless waste of resources, time and energy, that when the Mandate system was abolished, the territories were in chaos. Even before the Gothic Sea Pact invasion, the oil production of Al-Magrab and Hajr were at a fraction than what they were during their Mandate period. Even so, it is important that we take a look at this recent history, and I want to remind you all a series of events. They will seem that I am attacking the Hanseatic Republics, but I will not, especially as the Hansa and Ebria are becoming closer and closer allies and will work together for the betterment of Germans, Ebrians and even Hajiri Uroduah.

I want to remind you all, of the Gothic Sea Pact, to which the Scanlaw adhered. We know that today, the anti-Tarusan faction of the Scanlaw, which created the present day Hansa, has lost control of the polity, especially as Thuringau-Lethonia have been outright castrated by the EF enforced end of their chemical weapons program, and led to the hegemony of Gutarike, a membership into the Gothic Sea Pact and an illegal invasion of the two Uroduah Mandates. That is in the past, but we cannot ignore it, and as much as I feel you all think I am ranting, I will tell you why it is extremely important.

The end of Scanlaw has been a surprise for very few, but the fact that the anti-Tarusan faction managed to keep Hajr, rather than allow Gutarike to fully take it has been a surprise for many. Something that I fully commend the Hanseatics for doing, for we could not allow Tarusan alifgned polities to dominate the world oil trade as they did in the past two years, as they have all but waged an economical war against all of us.

But Hanseatic presence in Hajr, under the current status quo leaves us vulnerable to propaganda, and I remind you all. Here, we are all democracies. We in this council and in the corridors of powers in our own nations, know it, recognise it and ignore it, but the people, the masses can fall for it. Hansa, sadly suffers from an original sin, if I can use a christian metaphor, namely, the consequences of the actions of the Scanlaw, right before the Polar Divorce. If we impose Resolution 9 while keeping the status quo in Hajr, it will be extremely problematic legally and morally, for we punish one half of the consequence and ignore the other.

I am not saying the Hansa must withdraw from Hajr, God no. Too many Ebrian investors are hoping for a friendly Hajr and Hansa, but we must know how to act to ensure that any anti-EF, anti-DDI, anti-Democratic, anti-CETO, hell... anti-anything propaganda of the Tarusans is dealt with, and killed in its infancy, before it becomes problematic. I think it is not just Ebrians who have an open connection to the internet and follow the speeches of Ivan Kiselev, where he bemoans democracy as chaotic and hypocrite. With the recent economic stagnation brought by the Tarusan economic war against us, many people are quite open to lending an year to his rants. I feel Post-Delegationist polities are even more vulnerable to that, because, and forgive me for being pessimistic or apocalyptic, but a viral video that somehow vibes with a critical mass, can bring down a government, especially if that mass is moved towards withdrawing their endorsements from the standing head of government and polity.

I want to ensure that we all understand what will happen if we enforce resolution 9 by moving into Al-Magrab and Noks, and that we will be ready for it. To mitigate the propaganda front, I will recommend a reformation of the EF Mandates, by finally disbanding them, and moving towards a Security Council Trusteeship System, where they are administered by a Security Council Commission and headed by Hansa for Hajr and we will decide whom for Isphilisteia later. It might not happen overnight, but it must be put out there, for the world to see, that the EF takes its position seriously and that it knows it there were mistakes in the past in governing them, and that today we are working to ensure that the mandates are turned into viable national administrative polities, rather than just mere colonies.

This of course, does not mean that later, Hajr cannot through a referendum join the Hansa as an associated state... polity... because in the end, the world is filled with them, from Jurchen to Lanur in the Anti-State, Loago for Neustria, Rio de Oro and Natal for Ebria, Cantignia for the Thaumantican Order and so on. They are all remnants of a long dead era, but today are part of national communities which are brought together by common markets, institutions, languages and maybe even culture for some.

I wanted at first to let the other members put forth their positions, hence why at the moment, I will wait on the others to put my vote until the others put forth their positions, but I hope the others see my point of view. We must capitalise on having the moral highground and we must take actions for it too. A simple statement for the Hansa that it will never be a colony and that it will work with the EF to form it into a viable polity, followed by some white helm presence in Hajr, can negate a lot of Tarusan propaganda against our moves.

I will also fear that in the short run, this might be useless, for the CSID, the Ebrian intelligence service fears an enforcement of the resolution 9 will lead to the activation of the Gothic Sea Pact and the Pact of Steel, which will lead the Valls Pact to fight a Tarusan united front, Csengia, Gutarike and Serbovia, which at the moment we fear we are not fully ready.

I will yield the floor to the others, and I hope they will take me that I am too pessimistic in my approach and that I am wrong.

First of all, esteemed colleague Valen Fernandez, welcome back to these hallowed halls.

Esteemed colleagues,

We have to realise one thing. An important component of democracy is pragmatism, the answer to the question: What is feasible?

I share the notion of our colleague Valen Fernandez that at this moment a full-blown war with the Gothic Sea Pact and the Pact of Steel will be extremely challenging. But this notion should be a signal to make ourselves ready for such a situation at an extremely fast pace.

I also share the notion of our colleague Valen Fernandez that a different approach to Tarusan propaganda is needed. I agree with her alternative plan. It will take longer than the military option of just walking in, but the chances of success are much higher.

Ladies and gentlemen, under happier circumstances I would have started with a speech of thanks and welcome for this historic event. Unfortunately the world is rapidly changing and requires an equally rapid response from this body.

Tianlong shares the points supported by the honorable representative Ada Valen Fernandez. We share the moral analysis and the doubts expressed but also the intention to find a solution in the short term, within the legality of international law.

We support the application of points 3 to 6 of Resolution 9/2023, but we also invite a cordial warning on points 3 and 5. Their application must be limited to the restoration of free and safe navigation and therefore the actions undertaken militarily and politically by members of the European Forum must be proportionate to these goals. A disproportionate response to the threat will not be supported by the Tianlong Republic, but condemned as in violation of the same resolution 9/2023.
