Your majesty,

My committee has voted to approach you with an offer to sell the Province of Visislava in the Electorate of Lower Marpesia to the Kingdom of Elben for approximately t3 trillion, or slightly more if paid over a 7-year period.

It is our view that a contiguous corridor between the Kingdom of Elben and the Grand Duchy of Bourgogne would be useful to you, and that Elbeners and Burgundians will be more willing to fund development projects in this lightly populated and mountainous region than Windhaven is.

This deal will still require a vote in the Thing and the approval of Queen Julian. Before we push forward with the plan, however, we must know that we have a seriously interested buyer.

Having communicated with His Majesty, I have been instructed to inquire further about this offer. An amount, though larger, paid over seven years would be easier for the royal treasury to bear. Would the people of Visislava be amenable to shifting their loyalties from Gunnland to Elben? Is there any already existing modern infrastructure or is the land completely undeveloped?

Visislava is a province of Lower Marpesia, only recently made part of the Kingdom of Gunnland. The Visislavic inhabitants are Slavonian speakers but on the whole are pleased not to live in neighboring Crotobaltislavonia. They do not necessarily feel adequately represented in Francophone Île-des-Pins, just as, speaking as a marpesienne, we do not always feel adequately represented in Windhaven. This is the window for a land transfer, while the Kingdom of Gunnland is still in the process of legally integrating its southern regions and devising mechanisms for political representation. There is infrastructure but as of now the transportation infrastructure between Chagny and Eschenbach obviously runs through Île-des-Pins, not directly through Visislava.

The Kingdom of Elben is prepared to go forward with the purchase of Visislava for the price of t3 trillion. A down payment of 10 percent, in gold bars, will be secretly shipped via armed train to Windhaven by Low Sunday if this is acceptable. Details of the shipment and subsequent shipments, amounts, rail timetables, etc., will be forwarded to the Thing.
