It has come to our attention that major military-industrial enterprises in Franken have responded to Sikandara's request for proposals regarding military procurement. We are contacting your government to communicate our concern over this matter. The government of Sikandara is among the most aggressively reactionary states in the world today. It is engaged in a bloody suppression of political rights, an aggressive war against Yujin and has aligned itself closely with the arch-Mezhists in Sarmatia. Consequently the transfer of advanced weaponry from Franken to Sikandara is of great concern to the Revolutionary Republic. It is the belief of our intelligence experts that whatever is provided to Sikandara will be made available to Sarmatian experts for study, potentially aiding them in the development of weapons that might one-day be turned on the soldiers of the Kyivan Peoples Revolutionary Insurrectionary Army. If the sale of armaments to Sikandara procedes it will severely damage the relations between our states.

Conscious as we are of the commercial necessity that led to this unfortunate state of affairs, the KNRR is willing to consider offsets to Frankish industry to compensate them for the loss of the Sikandaran market. Assuming of course they are receptive to our concerns.

His Majesty's Government is delighted to see that the K.N.R.R. is still as responsible an actor on the international stage as it has always been renowned. Since we are very interested in good neighbourly relations we suggest the Council of Commissars and His Majesty's Government cooperate to establish a telegraphic hotline link between our two capitals lest one neighbour's concerns be overlooked again.

Regarding the already concluded weapons deal we have to point you towards our own opportunities and threats analysis: Due to the former outweighing the latter we went through with the contract. What's more, the Kingdom of Franken is not interested in acquiring the reputation of a partner who might rescind agreements at a whim, may the reasons be ever so honourable like listening to one's immediate neighbour. Nevertheless, we are prepared and willing to exchange concerns over this and that foreign policy with the K.N.R.R. in the future.

I am deeply disappointed by this development, but mindful of the productive relationship that exists between our states we do not intend to pursue this matter further. However, we sincerely hope your government will be more mindful of our security situation going forward. The Mezhists represent an existential threat to our state, our people and our ideals. We cannot and will not sit by idly well they build an arsenal to destroy us.

Concerning your offer; after much deliberation the Sovnarkom has concluded it would not be appropriate to establish a new line of communications at this time.
