Yujin Crisis: Sha Bomb Destroys IWC Meeting

An emergency meeting by the Imperial War Council at Yuesui was struck by a bomb today, with the explosion collapsing the north face of the structure the meeting was held in. It is unclear how many, if any, of the Generals in attendance were killed, although local hospitals have registered more than two hundred dead and wounded. The facility at Yuesui, south of Zhenjing, was the scene of high security, suggesting that the bomb may have been an insider attack.

Colonel Sha Ruidao claimed credit for the bombing, denouncing the IWC as a "seditionist clique," and swore to tear apart the IWC. The Generals of the Imperial War Council, often derided as warlords throughout the nation, were granted powers of governance by the Imperial regime which usurped civilian power at the local level, turning many of the provinces into military fiefdoms. These General's personal armies are credited with halting Communist advances in many parts of the country but have devolved power from the center of Yujin and factionalized the nation.

The attempted assassination of many of Yujin's military leaders is expected to deal a severe blow to attempts by the Imperial War Council to retake Zhenjing, with forces amassing for a counter-offensive outside of the capital.

Yujin Crisis: IWC Command Under Attack

Officers loyal to the Imperial War Council are coming under systematic insider attacks, revealing a potentially massive network of assassins and spies throughout the warlord ranks. It is unclear how many officers have been killed but many Imperial forces have been thrown into disarray by the scale and scope of the assassinations, with the chain of command in some units entirely breaking down. Desertions have begun to rise, with at least two battalions disbanding when the entire command was killed after being locked into their headquarters while it burned down.

Experts suggest that a rumored network of Hongmenghui assassins known as the Xueliang, or Blood Sickles, may be responsible for the attacks. Though no definitive proof concerning them exists, evidence acquired by the Imperial command suggests that the Hongmenghui had long infiltrated the Imperial military and quickly acted to infiltrate the warlord forces when they began conscripting from the local populace. These agents allegedly formed sleeper cells which only recently activated, upsetting the long held Imperial belief that the Xueliang may have simply been a concept, as they had not struck when Mao Province fell.

Non-warlord forces, including those loyal to Sha Ruidao, have not been struck by these attackers, leading pundits to suggest that Colonel Sha and the Hongmenghui may have struck an alliance to topple the Emperor and the warlords loyal to him. Colonel Sha has not claimed credit for the strikes against the IWC, but has sworn to tear apart the IWC after claiming credit for a bombing attack which struck the IWC's senior leadership.

Yujin Crisis: IWC Combats Insider Threat

Insider attacks on forces loyal to the Imperial War Council have made a significant impact on the IWC's chain of command, with many lower ranking officers hesitant to or outright refusing to accept promotions to higher positions vacated by their assassinated superiors. Morale has fallen to record lows, with several tens of thousands of soldiers allegedly abandoning their posts.

Under such pressure, it is unsurprising that the IWC has moved to counteract the threats posed by insider attacks. Mass detainments, expulsions, and reportedly several executions highlight the perception of the threat among the IWC. Experts are unsure about how effective the measures will be, however, and whether or not they will have any positive impact on morale.

Meanwhile, Imperial military units in Mao Province have moved to besiege numerous units loyal to the IWC while within their bases. Fighting has yet to break out, though this is the first sign that Colonel Sha Ruidao maintains some margin of support from the Imperial military's upper command. Combat around the Seoran-Yujin border has deescalated further as Imperial units relocate from the front lines to shore up units loyal to warlords.

In a bid to legitimize the deposing of the Emperor, Sha Ruidao pressed charges against Xiong Qirui through the Justice Minister. The former Emperor has been indicted on numerous charges including: crimes against peace, war crimes, and crimes against humanity ranging from mass executions and employment of biological weapons on civilian populations, the assassination of foreign diplomatic staff, the inhumane treatment of prisoners of war, mass rape and the wanton destruction of critical infrastructure.

The precedent for these charges has yet to be established, and it will be the aim of the prosecution to establish the definitions for crimes against peace, humanity, and crimes of war. With no national or international basis, Colonel Sha has set his aim high in order to set a broader precedent. The trial of Xiong Qirui will be the first time in living memory in which a nation tries a living former leader for crimes against his country and people. The former Emperor Xiong Qirui has been derisively nicknamed the "Monster of the East" by his detractors, but supporters note his successes against the Communists prevented the fragmentation of the country. Colonel Sha Ruidao disputes that, however, citing exploits and those of his men as the reason for successes against the Communists and claiming that Xiong's actions directly led to the fall of Xinhai, Qiangzuo, Seora, and the Southland.

Meanwhile, warlord forces continue to suffer losses associated with an internal purge, daily assassinations, and large scale desertions. Experts suggest that it is unclear if the Imperial forces amassing for a strike against Zhenjing maintain the unit cohesion requires to be considered combat capable, much less enough to mount an offensive against the well dug-in, elite forces of Sha Ruidao.

The former Emperor Xi Qirui faced his first day at trial today, appearing before a provisional court amid heightened security, with scores of soldiers locking down the courthouse at which the man accused of numerous heinous crimes faces his opponents.

The prosecution outlined the facts in their opening statements, presenting a veritable army of witnesses and documents which they believe will irrefutably support their claims that the former Emperor of Yujin is responsible of crimes not against an individual, nor the nation, but against humanity and conscience itself. Supporting the mighty task are documents allegedly proving that the Emperor himself had signed orders authorizing the deployment of biological weapons which unleashed plagues against the civilian population of Mao province, sanctioned mass executions of civilians in Mao and elsewhere, and incited scenario's which deepened the conflict.

For their part, the defense representing the Emperor has presented documents and records which suggest that it was the Emperor's belief that, as supporters and sympathizers for the rebel cause, those killed via such attacks had forfeited their legal rights and the government maintained no responsibility to ensure their security, and that furthermore they had established themselves as opponents of the regime and thus were tantamount to rebels themselves.

In other news, the Imperial War Council of Yujin officially disbanded following announcements from several Imperialist factions that the entire General Staff of the IWC had been assassinated in the bombing of late last September or through the terror campaign conducted by an unknown faction within the military. Though assassinations have been dwindling as most of the attackers have revealed their identities, the impact on the former Imperial military is lasting. At least ten divisions loyal to the IWC have shifted their allegiances and sided with Colonel Sha Ruidao, and numerous General's of the Imperial Military, separate from the warlord armies, have acknowledged the regime led by Sha Ruidao as the current interim government of the nation and called on Sha to push for the formation of an interim government to provide much-needed stability to the war torn nation.

Sha Establishes Timeline for New Government

Colonel Sha Ruidao announced today that there was no plan to pardon Xiong Qirui, nor allow the ousted Emperor to resume rule if acquitted. He also made it clear that no man would be enthroned as a replacement for the Emperor, and that the institution of the Empire, which has governed Yujin for the majority of three milennia, was coming to an end.

The death of such an ancient regime is welcomed by little fanfare as the military junta in charge of the current government announced a timeline for a transition into a new government. The first benchmark of the timeline is set forward as a special conference to be held by the end of November, with academics, policy-makers, and other special interests both domestic and foreign invited to present proposals in what is expected to be a lengthy brainstorming session where proposals are expected to be fleshed out and put towards a future Constitutional committee.

The formation of a Constitution to shape the future Yujiner government is set for the beginning of January, with the hopes that the Constitution will be accepted by February 19, 1955 as the Yǐwèi government. Until the new government is established, existing ministries will continue to serve in their function, and a moratorium will be imposed on new legislation at the national, provincial, and local levels while a record of said laws is taken.

In replying to questions from reporters, Colonel Sha Ruidao embraced the concept of political parties, and called on political groups to begin the process of forming such organizations across local, municipal, and provincial boundaries in order to establish a competent nation-wide structure to serve the nation. Acknowledging that the Constitution had not yet been discussed, and that political parties had no solidified roles, Colonel Sha declared that there was wisdom in assessing broad political trends within Yujin, especially as the nation moves to recover from the catastrophe of civil conflict. In a clear reference to the Hongmenghui, however, Sha Ruidao warned of utilizing political parties to pursue violent or seditious agenda's and stated that any political group which sought to further destabilize the nation would be dealt with appropriately.

Yujin Calls For Sikandaran Withdrawal

The government of Colonel Sha Ruidao, which took control of the nation in a short, bloody coup earlier this month, has called for a broad, phased withdrawal of Sikandaran troops from Yujiner territories. Setting out a timeline, Sha's plan calls for the complete withdrawal of Sikandaran troops from every province with the exception of Xianbei Province, by November 23, 1954. Sikandaran troops thereafter will reduce their commitment in Xianbei by a quarter every month until all Sikandaran forces have withdrawn by March 22, 1955.

"On behalf of the armed forces of Yujin and the people of this great, auspicious nation, I thank the Empire of Sikandara for its assistance in thwarting the Hongmenghui threat, countering foreign meddling in Toyou, and bringing stability back to our region. However, as our nation looks to move towards a new, modern government, the presence of foreign soldiers on our territory projects a sense of encroachment and restriction. To embrace harmony, reaffirm our friendship, and secure our future, I hereby lay out a framework for a timely, dignified withdrawal of Sikandaran forces from all Yujiner territory by Spring of 1955."

Colonel Sha further noted that a refusal on Sikandara's part to withdraw troops would amount to a refusal to recognize Colonel Sha's transitional regime and an attempt to assert it's own Imperial hegemony in Toyou, an action which would immediately be recognized as an act of aggression and be dealt with swiftly. Relations between Sikandara and the junta in Yujin have yet to be defined, with analysts concerned that Imperial Sikandara may refuse to recognize the new regime and initiate a war to restore Xiong Qirui. Other analysts note the rapidly declining stability throughout Yujin's provinces caused by the vacuum created in the wake of the Imperial War Council's disbanding as an opportunity for Sikandara to seize Xianbei itself.

Sikandaran troops were instrumental in defeating Hongmenghui forces in Lianggang and Mao Province, incurring thousands of casualties as they fought alongside IWC forces to recapture the province. The fragmentation of Yujin and conflict between Zhenjing and Shanghu created a precarious political situation for Sikandara, which supported local forces in Xianbei to counter rising influence of Communists in that area. Since the collapse of the Hongmenghui, Sikandaran troops have been perceived outside of Xianbei as occupying forces, with two soldiers being attacked and critically wounded by knife-wielding assailants after attending a noon prayer last Friday.

The Commonwealth of Camden and its Folk are gladly hearing about the closing of this horrible stage in the history of Yujin. The war against the communist rebels was seen with confusion and rarely was someone who fully understood its implications and geopolitics in Camden. The two factions fighting it were both inhumanely atrocious, as the communists were agents and ideological friends of the anarchist Anti-State, while the royalists have shown that they didn't manage to evolve past the dark ages when simple and average people meant no more than means for the Emperor to follow his agenda.

Both the so called Hongmenghui and the so called legitimate government have created an infamous image for themselves in the eyes of the western world, as both have shown that the people mean nothing for them, as both of them killed civilians in the tens of thousands, just to accomplish their plans. We have lost all the respect we naively had for such movements that were calling for such fast change, when we saw that they were led by opportunists who didn't care for the people.

In such a dire situation, Colonel Sha Ruidao has appeared in our eyes as the third way in this conflict and it seems that we should have been more interested in him, as he both managed to defeat the anarchists and the Mad Emperor. Though we would like to see Yujin become a democratic republic, this conflict has shown us that we shouldn't be so naive to expect such sudden changes from a nation that has no tradition for such institutions like democracy. For this, we have finally understood that stability is now the most important thing the Yujiner people needs, not demagogues with martian rhetoric. For this, we hope that Colonel Sha Ruidao will finally bring Yujin to the road to stability, reconstruction and later, we hope, prosperity.

The Imperial Government, while refusing to comment on diplomatic recognition of the new set up in Yujin, must state that we are not opposed to the idea of winding down our operations in Yujin. However, we must make it clear that the process shall be a slow one and we require cooperation on part of the local authorities. Additionally, we demand immediate action to be taken to bring the attackers to justice.

We agree with the statement by the Camdenite government. Indeed, both the Hongmenghui and the government of the former emperor are guilty of severe crimes against humanity. On the other hand, with Colonel Sha Ruidao, Yujin may finally have someone who acts in the interest of Yujin. We wish him all the luck he will need to form a stable, and maybe even democratic, government in Yujin.

We also agree with the government of Sikandara that the attackers of Sikandaran soldiers have to be brought to justice. Colonel Sha's wish for the retreat of Sikandaran troops from Yujin is legitmate, but we doubt whether the deadline of 23 November can be reached.

Yujin's failing economy has experienced further turbulence as the military junta moved today to expel all senior leaders of the Imperial Finance Ministry, the organ of government responsible for taxation, economic stimulus, and regulation of commerce. Accusing the Ministry of flagrant corruption and ethical misconduct, a spokesman for the junta of Colonel Sha Ruidao decreed that the acting Minister and the Chiefs of the Ministry would be released from their duties shortly, and that a military-led special committee would be assigned to run the Ministry until governance was handed over to a civilian-led government.

The caretaker military government announced that the special committee would immediately interface with industry experts in order to facilitate an emergency economic salvation plan to head off enormous inflation rates which have all but broken Yujin's national economy and crippled its currency. Mao and other northern provinces, ravaged by disease and famine, are bracing for a particularly harsh, dry winter.

Critics of the junta have expressed concern over a broader takeover of the government by the military, warning of an end to civilian government in Yujin. Official spokesmen for Sha's government have decried such concerns as hysterical and reiterated their pledge to honor the Constitution-building time line laid out by Colonel Sha. Meanwhile, military units from across the nation continue to pledge their support to the Sha regime, adding further legitimacy to Sha's transitional process.

The Cooperative Republic of Arakan understands the problems that exist in the Yujiner state at the moment and understand that its imperative to cleanse the governmental institutions and state organs of the last reactionary elements of the Imperial regime. It is a logical move to think of, as when the moment of change comes, the old entities need to be removed so that space is created for the new ones, for the youth and for the future.

The Socialist Programme Party has concluded its 2nd Congress this week and there will be major changes coming from the southernmost state in Toyou. The results of the Congress's talks and debates will be published in the next days, but in short, for the government of Yujin, we wish to state the the whole ideas of the western socialists based on the so called World Revolution have been declared false. It is clear that when a people has managed to enter its socialist stage of development it should concentrate on building socialism, not starting pointless war across the globe.

For this, the SPP relinquishes its relation with the Hongmenghui and denies any sort of ideological based cooperation between the rebel movement and the Party. The peoples of Toyou should have the right to live in peace and for that, the Central Committee, Council of Commissars, Consultative Assembly and the Premier, under the wisest advises from the great leader and comrade Thakin Zeya have decided that the relations between Arakan and Yujin need to improve, pragmatically, without any judgement of each other's ideological and social-political regimes.

It is understandable that through the auspices of realpolitik, the need of peace in Toyou and the ideological split of the heretical Hongmenghui from the SPP, that the great comrade Thakin Zeya is even willing to negotiate the status of Hongmenghui refugees in Arakan with the leader of the Yujiner Military Caretaker Government, led by Colonel Sha Ruidao.

Health Problems of Emperor Iskandar Iman are worsening

The health problems of the Arakanese emperor Iskandar Iman are worsening. First having a stroke that left him with vascular dementia, Emperor Iskandar Iman ended his political life in 1948 when the status of his health proved that he is incapable of directly ruling. The next year, the Self-Strengthening Junta was created, with its members being Viceroy Krisna Thuranda, the General-Governors Mara Tri Kumara and Eko Darma Bin, Field-Marshall U Kuwat and the Empress Dowager Citra. It is said that the Emperor still rules indirectly through the Junta, with the Empress Dowager, his mother, being described as his ears and eyes. Even if he retreated from political life, the Emperor was still present to a number of public events, each of those being marked by at least one incident caused by the Emperor's behavior, starting from the fear of the Emperor to see the sun when he got out of the Mara Zi Palace for the Union Festival, continuing to the scandal when the Emperor ordered the Hcaung to kill all monkeys around the capital Panthein and ending with the Emperor's orders to have everyone in the city move into their houses, lock their doors and close their windows, when he is out of the palace.

In the light of those events, the personal physicians of the Emperor have declared that his mental condition has worsened and that for the sake of keeping the Empire together, it would be the best thing to have the Emperor stop attending at public events and even stop taking walks in the city. Those proposals were accepted in unanimity by the Self-Strengthening Junta, whose chairpersons, Field-Marshall U Kuwat and the Empress Dowager Citra have decided to end all the public appearances of the Emperor until he will be better. Even if the Self-Strengthening Junta didn't comment on it, the Arakanese authorities seemed to be preparing for a state funeral.

We are sad to hear about the worsening health condition of His Imperial Majesty Emperor Iskandar Iman. Our sympathy goes to all the people of Arakan, but especially to Her Imperial Majesty Empress-Dowager Citra, who has to see her own child deteriorate in this way.

News the All Islands Kollamese National Union, Kollam's largest party, would enter a supply-and-confidence agreement with the Azraqi Empire's ruling left-wing government has sparked protests across the archipelago.

Thousands gathered in cities across the Azraqi colony to demand independence. Only minor outbreaks if violence were reported, with the security situation in Kollam, also known the Azraqi Spice Islands, having improved dramatically in recent years.

Factions involved in the disturbances included Communist parties, post-delegationist groups as well as ethnic and Hindu nationalists.

The AIKNU favours what it calls "total autonomy" where Kollam would be an equal state in a confederation with the Azraqi Himyari mainland. By appealing to both the dominant Alamese and Irulan ethnic groups, it has managed to emerge as the largest political force in Kollam.

However its preference for home rule over independence puts it at odds with every other Kollamese political party bar the Dawipan Muslim League.

Protest leaders vowed to continue with marches until the AIKNU abandons support for Azraq's coalition government, led by the social democratic Justice Party and far-left Movement for the Poor and Dispossessed. Both parties have declared their support Kollamese independence in the past but the Azraqi Emperor Tiirka Illah and Council of Elders, Azraq's upper chamber, vowed to block any attempt at decolonisation.

Extrafree Trade Commission approves missile exports to Lars

The Extrafree Trade Commission (ETC) of the Anti-State has formally cleared the export of advanced anti-air missile and area denial systems to the Grand Duchy of Lars, giving green lights to a further intensification of the strategic defense cooperation between Shinkyo and Lars.

The move had been a largely anticipated by analysts for several months, clearing the last formal bureaucratic requirements before the weapon systems could be moved to Lars as part of a seeping military link between the Grand Duchy and the Touyou entity that began earlier this year with the deployment of Touzen-made radar systems to Lars at a time of aggressive posturing against the liberal democracies of Gallo-Germania by the Kadikistani-led socialist bloc that had emerged as the dominant power of the continent following its successes in the Seven Days War.

With Ivar’s isolationist pivot and rapprochement between Lars and Crotobaltislavonia, the necessity to deploy accompanying weapons system seemed to have been less important to Dictator Hayabusa, the deployment of purely defensive radar systems generally seen as the internationally less controversial option.

Now, with ongoing criticism of Larsian foreign policy by the Serenniere-dominated Western Gallian group and the completely reshuffled geostrategic playing field in the wake of the Long Sea Crisis, it appears as if the administration in Shinkyo has reconsidered its previous assessment to reverse its stance towards a more robust commitment towards Lars, which is largely seen as one of the Anti-State’s strategic partners in the region alongside Eiffelland.

Moving fast under mounting pressure from the Central Opera, the Extrafree Trade Commission that is regulating trade regimes with non-post-delegationist entities, has now cleared the export of 15 Inari 2 SAM batteries linking with the previously delivered radar systems of the Sparrow and other kind, as well as a prototype Kappa 2R area missile defense system for the protection of strategic assets from enemy missile attacks. An application for the export of counter-battery artillery systems is said to already have been filed.

“We continue to value our partnership with Lars and value the partnership of like-minded democracies in trying times when cooperation on many fields will be essential in the upcoming years”, a spokesperson for the Office of Revolutionary Defense and External Affairs said regarding the deal.

Anti-State authorities have approved the opening of a new rare earths mining facility in the Central Exclusion Zone of the Western Jizhou Unincorporated Territory, marking a rare expansion of human settlement in the largely uninhabited territory west of the Legation Coast.

Facility 25, as the mine is officially numbered, will host about 20,000 miners and assistance personnel and will be connected to inhabited territory via airship and a dedicated train line through the Xianmen Massive, passing by Lake Nabayan and its arboreal forests. As its numbering suggests, it will be the 25th permanent such facility as part of the proclaimed "Drive to the West" of retaking the Unincorporated Territories for human usage. Once fully operational, Facility 25 is expected to become an important factor in facilitating the continuing growth of the microchip industry in Touyou, as miners will extract materials vital to the production of modern electronics.

The Central Exclusion Zone was created in 1942 after the Calamity, an event which resulted in the rapid depopulation and the death of potentially millions of Xhengese living in the area. In September of that year, the Continental Army closed the area and forcibly evacuated the local population over the time of several months, the uncoordinated nature of these activities killing an unknown number due to exhaustion and malnutrition, with many more dying within the zone. To this day, it is not known what precisely caused military authorities to decide to evacuate the area. Although outlandish rumors about paranormal activities have been spread by conspiracy theorists over the years, the official position continues to be that the evacuation was conducted "for reasons of revolutionary security and preventing immediate and substantial harm to human life in the area".

It has been established that severe levels of contamination make it impossible to this day to stay for extended amounts of time within the deepest parts of the zone, and satellite photography has only helped to establish that nature has reclaimed large parts of the former cities and other signs of human settlements in the area after the events. Illegal settlers, smugglers and bandits have been known to flock to the Exclusion Zone due to its lawless status, and it is for this reason that the few arteries of government control piercing the area have to be heavily guarded against raids by these outlaw elements.
