Not something literally available for the governments of every country to see. There's no representatives sitting in an office building in any of your nations for you to arrest. There is no Sheridanian State. Just a collection of Labor Unions and a People's Military. Obviously they can claim no official affiliation, because of the work they are proposing to do.
