To His Excellency Umbert de Roncalt, Foreign Minister of the Grand Duchy of Furlanie, with neighbourly amicality and respect, the Res Publica sends her greetings.

Your Excellency, the events surrounding the littoral of the Mare Retalium and Mare Longum are of course in the focus of attention of the Res Publica, and even more so the activities surrounding our direct neighbours. Our Commonwealth has the honourable position of sharing a border with many nations we have traditionally called friends, which without a shadow of a doubt includes the Grand Duchy, and it is our full intention to maintain this tradition in perpetuam. The continous mutually beneficial interests between the Grand Duchy and the Commonwealth surrounding the island of Savalia (Savalonut)* in the current context of a potential disagreement between the Grand Duchy and some of our direct neighbours are a concern to us.

Which is why the Res Publica would appreciate the Grand Duchy's view and position on the current issues arising between the Grand Duchy and the Organisation of Democratic States in honesty and unveiled by the mass media and official press-releases.

Your Excellency shall understand that given the public face of the current relations in the littoral of the Mare Retalium and in a context where third parties may seek to use the island of Savalia (Savalonut)* to the benefit of their objectives against some of the Commonwealth's neighbours in disagreement with these third parties, that this third party benefit may become a detriment to the Commonwealth, a prospect so upsetting that we hope shall not arise between us as neighbourly partners.

As you will certainly know already, the island of Savalonut is mainly a tourist destination for many Friulians, but its location near the entrance to the Reman sea made our military presence strategically important, therefore the Savalonut Naval base is one of the most advanced of the Grand Duchy, with a significant Navy presence, especially in times of international tensions.

Exactly for its outmost importance to the safety of our mainland and to the homely sea of Reman, no external force, third, foruth or fifth party will ever posses any kind of facility or outpost on Savalonut, if not forcefully imposed through war and military occupation

We hope this reply will ease the concerns of the Commonwealth and reinforce our mutually friendly relations.

The Friulian Government, watching powerless the winds of war blowing on Europe, and in front of an uncertain and perilous future, would like to further inquire on the stance and alignment of the Remurian Commonwealth on the geopolitical stage.

We recognise the feeling of disorientation of the Remurian Government, transpiring clearly from your news networks, and in the delicate state of relations of the Gallo-Germanian area, we fear that an heavy weight, such as yourselves, picking the wrong side, could spark serious consequences.

Therefore, in the friendly spirit that unites our nations, and dwarfed by the pressures and tensions arising from the domineering attitude of the Organisation of Democratic States, a yoke that has been standing heavy on our back for a long time, we ask the Remurian Commonwealth to cast light on the future of its relations with the blocks of Gallo-Germania.

Although, in a peaceful and positive time, we would be supportive of any sovereign decision taken by the Commonwealth, our times require clarity and serious consideration of consequences.

We hope to be able to treat the Commonwealth as a neutral and prosper nation, or as a close and honourable ally in the future.

Your Excellency,

I understand the urgency of your letter and the honesty with which you approach me this day. Your Excellency may be assured of mine and the Commonwealth's continued friendship.

As an initial point of discussion, I would like to apologize to Your Excellency that I cannot satisfy with an agreement the full extent of your apparent dissatisfaction with the Organisation of Democratic States.

Neither myself nor my countrymen feel any ODS yoke above us. Maybe because the ODS is too young to throw weight around, or maybe because it is not able to throw weight around, or maybe because they simply do not wish to throw that weight on anyone, by design or by lack of foresight, but it remains that Remuria doesn't feel claustrophobic between Auraria and Eiffelland-Retalia.

I understand that the Grand Duchy of Furlanie may have opposing views with the ODS, despite having joined as an observer, and we fully respect this situation and leave it to the interested parties to be resolved.

The Remurian Commonwealth has been at the cross roads of civilizations and powers for a long time. And so we appreciate the various powers being in their own regions. Our Pelasgian brethren in Faith on their side of the Long Sea, our Kadikistani brethren in Faith in their vast reaches in the East and the Anti-State remaining within their own confines, building their utopian dream of a stateless realm away from the bothers of this world.

Yet we see now a global shift in the paradigm of power, of alliances competing for power and projecting said power.

The feeling that arises is not one of disorientation, but that of discomfort as we find ourselves close to the epicentre of events.

The Grand Duchy may rest assured that we see Furlanie as a responsible neighbour and have for numerous centuries lived as good neighbours. Yet we shall be honest in that the Commonwealth has concerns about an overly assertive Pelasgia, an ever expanding Rurikgrad Pact, the treaty between Ivar and Grau, the hawkishness of the Anti-State, the the tensions between Furlanie and the ODS.

The Commonwealth shall make her future decisions based on the best interests of our Res Publica, something we have so far managed to do in respect of the best interests of our neighbours, guaranteeing peace and prosperity for generations of Remurian citizens, and also for our neighbours' citizens.

Your Excellency,

We notice an increase in Friulian military activity along the Furlanie - Savalia - Corifia route. I shall be honest in that given the tensions between your own Grand Duchy and the Organisation of Democratic States that controls the Retalian Sea and airspace, the last thing we would wish now is for any misunderstandings to happen between the Grand Duchy and the ODS in this rather claustrophobic area of space, further saturated with impressive volumes of civilian merchant traffic. We have sufficient troubles now with Pelasgia.

Given the above, we are ready to offer your Air and Naval forces passage through our territorial waters hugging our coastlines and, thus, avoiding the Retalian Gate that is heavily burdened with civilian and merchant traffic. Our own waters, being less deep and less prone to high-tonnage civilian traffic, are nevertheless sufficient to allow for the safe passage of naval assets. We are furthermore regularly maintaining specific sea channel depths at certain key locations through yearly earthworks to allow for efficient passage of less tonnage heavy merchant traffic to our own ports, as well as allow the efficient redeployment of the Remurian Naval assets on a north-south axis.

Such passage would be granted on the principle of innocent passage, we would request all artillery on ships to be "at peace" and facing strictly along the central axis of the vessel, all submersibles to be surfaced, transponders be active for identification and routes provided by Remurian naval authorities to be followed.

For overflight, we expect the same with specific air corridors to be followed and transponders to be active and identifiable by both Remurian civilian flight control and military defence installations.

The above are to guarantee safe navigation for all military and civilian assets, your own and our own in the area, and to avoid collisions or waterway accidents.

We believe such would avoid unnecessary tensions between the Grand Duchy and the ODS at this point in time, all while respecting the Grand Duchy's passage to and from her Long Sea provinces.

I will be honest with Your Excellency that we do not view your association with Ivar in a positive light after Ivar triggered the current upheaval in Pelasgia on their own whim and desire. Our opinion of the Rurikgrad Pact is deteriorating by the day parallel to the situation in Pelasgia. However, we recognize your right as a sovereign nation to associate and treat with any powers you like, as long as this is not to the detriment of the Remurian Commonwealth.

As such, we trust fully in the Grand Duchy of Furlanie to not use such innocent passage to collect any information for the benefit of the Rurikgrad Pact, in line with our good neighbourly relations.

I am in expectation of your acceptance or refusal of our offer and we will understand both answers.

I am honoured to inaugurate my recent appointment as new Incargât dal Forest of Furlanìe with this epistolary exchange.

Your offer is most welcome from the Friulian Administration, as international tensions rise and unsolicited attacks come our way, trusting our neighbours has become very hard, and a recent failing in communication from this office and yours have been cause of concern, a concern that brought the Confenonîr to the decision of removing from office my former colleague Siôr de Roncalt.

While I do not feel the right to comment or judge the modus operandi of my former colleague considering the difficult and dangerous tasks he had to undertake in the negotiations with ODS, we nevertheless offer you our sincere collective apologies.

I can assure you that the Friulian Government has no intention of starting a war with anybody, as the Ivar-Grau Understanding and then the Treaty of Spesse where made exactly to work towards peace initially, and entrench ourselves after our project for a peaceful resolution to the ODS-Rurikgrad tensions resulted in a catastrophic and unanticipated fail. From the start, the Friulian Government has worked hard, putting its interests alongside those of the continent, hoping in the good intentions of our historic partners.

Therefore your proposition cannot be underestimated, as it shows an honestly uncommon positive attitude towards peace and cooperation, an attitude that we thought had been lost in time; our nations have been close trade partners and good neighbours for centuries, and your actions remind us all the reason of our peaceful coexistence.

Nevertheless we do need to work together to smooth a number of corners: the Council of Ministers would accept the offer immediately but some concerns have arisen from our military advisers, the Friulian Faskust naval doctrine places discretion above all else, the extensive action of the Friulian Navy in the Reman sea, historically at the service and defence of all Reman sea nations, wouldn't be possible if carried out from manifest naval movements, moving small fleets around the sea would cause uproar and political tensions we do not want to rise, therefore, albeit very known to everyone, our movements are kept secret and low-profile with the intensive use of submarines and very little visible vessels, that come into action only in case of emergency.

Your request to have our submarines surfaced would harm this doctrine, showing clearly to all our otherwise discreet monitoring-focused movements in the waters around us. That said, is not secrecy what we seek, so we propose instead to have Remurian officers welcomed at the Naval base of Linian, our main strategic headquarter of the region, hosted on our Government expenses, and enjoy full disclosure of our naval movements at any given moment.

Secondly, we look with concern at your growing distrust towards Ivar, as the fear of having yet another domino fall on the side of the ODS is, you will understand, troubling for Grau.

While we do not see in Ivar anything more than what you see, our cultural affinity has given use the opportunity to work towards a strategic alliance that inhibits the expansion of the Rurikgrad Pact into Gallo-Germania, brings power equilibrium, and protects us from any offensive actions from our main enemy, the DDI.

That said, our efforts to avoid the expansion of communism are still very much alive, so much so that we are considering a future support of anti-communist factions in the messy Pelasgian theatre, efforts that could, if your administration is available for further negotiations, be shared with you in a first Remurio-Friulian real collaboration.

Finally, whatever the destiny your government will chose for the Remurian people, we would like to propose you a non-aggression pact that would ensure our mutual good intentions and add another brick of trust to the building of peace.

Your Excellency,

I am looking forward to working with you to further the relations between the Commonwealth and the Grand Duchy and I wish the Honourable Umbert de Roncalt further success in his new postings and further endeavours.

In so far as the concerns of your military advisors you voiced earlier, our own military advisors adopt a different opinion and in their estimations, the concept of covertly navigating through the Retalian Sea is close to impossible to accomplish. And submersible assets are anyway tracked by littoral powers, therefore the locations and vector of movement of such assets becoming known anyway. We, of course, in no way doubt the capacity of the Friulian Navy, and it is possible that the capacity of your Navy exceeds that of the Commonwealth's own, I am simply stating the opinion of my own countrymen.

Therefore, we believe that our offer does not contravene with your preference for discretion, for indeed before and after transiting our waters your submersible assets would be able to continue on with submerged deployment.

Furthermore, there are concerns for naval traffic accidents in our littoral waters should your submersible assets proceed submerged through our waters. And then instead of avoiding unnecessary risks with this solution, we would instead be creating new ones. We yet again do not undermine the competence of your sailors, but instead would prefer to cancel out any risks completely.

Therefore, I have to insist that should the Grand Duchy accept our offer, your submersible assets be surfaced during transit through Remurian waters. I understand fully that this might not entirely satisfy Your Excellency and the Council of Ministers.

On the subject of our liaisons to the Friulian Naval base of Linian, we are of course honoured by this offer and we would be happy to dispatch such a team. However, I shall state clearly that the Commonwealth has no pretence to wish to know all Friulian naval movements across the world's seas and oceans. Instead we can see such a team as a mechanism to avoid any misunderstandings should the Grand Duchy seek to use Commonwealth waters for transit and thus clearly limit the scope to such eventualities. Our team shall not seek to learn of any Friulian deployments outside of this strictly defined scope.

On the subject of Pelasgia, it is not a mystery that the Commonwealth would like to see a democratic constitutional process take hold in the Empire and we shall strive to support such a process. I would be eager to learn more of Your Excellency's ideas on the matter and of course, if by joint effort of Remuria and Furlanie we can support the democratisation of Pelasgia, then such would be productive to the region in general. For now, I shall in confidence reveal that the Commonwealth's less public support is limited to personal equipment to improve the fighting capability of Pelasgian troops. The public side of the support is well known and no secret is done of this.

Finally, on the subject of the non-aggression pact, I shall have to be honest with Your Excellency in that the Commonwealth believes our centuries of peaceful coexistence are testimony enough to our mutual commitment to non-aggression. But we also understand that in these uncertain times, when everything changes radically overnight, that a rekindling of such commitments would serve a purpose of peace and stability.

Any formal Non-Aggression Treaty would have to go through the full approval of the Serene Assembly Broad and Wide and would require a certain period of time and specific procedures to be implemented on the Commonwealth's side.

But I believe our Federal Government and your Council of Ministers can start the preparatory works for such a treaty that would confirm and reiterate our mutual adherence to non-aggression between our Nations.

The recent instability in Grau has slowed our capacity of response, and I apologise for the long wait.

I am reaching you under the approval and support of His Majesty's Regent Durant de Salustri, that has taken on himself the many issues Furlanìe faces in these trying times.

Considering the urgency and importance of the topic discussed, Crt. Regent Durant agreed with the points highlighted by your office, any submarine of the Friulian fleet moving through the offered corridor will respect the rules set by your Government; we hope to receive your liaisons in the Linian naval base so to prove our good intentions and desire for peace and cooperation; and finally His Majesty's Regent hopes that the process necessary for reaching a non-aggression pact will be engaged, and we all hope to receive a positive outcome, and if not so, we'll be open to further discussions.

Considering the unstable situation in Parliament, and inside the Government itself, our discussion over a joint involvement in Pelasgia will be sadly abandoned, but other opportunities will eventually arise for our nations to work together.
