"Don't underestimate the need for theory and fundamental scientific research. Einstein just started thinking and analysing, and came up with the relativity theory. That theory caused a revolution in science, and that revolution in science caused a revolution in society. But if Einstein would have been asked to think up something that would cause a revolution in science, he would have tried to improve the steam machine. It is indeed not good to only focus on theory, but you can't do anything without theory. It may seem efficient to only focus on practice, but only on the short term, because practice takes its tools from theory. If theory does not deliver new tools any more, practice can't work either. The only reasons why computers work, is that somebody developed a completely binary version of mathematics. He did so in the 19th century but there was no application for that at that moment. That application showed up decades later," Von Seydewitz said.

He took a sip of his water, and continued.

"Furthermore, the people in the field can't do anything practical without knowing the theory. So what you should do, is focusing on both theory and practice. Our universities do so. They consist of a part that is continuously thinking up and testing new ideas without an application and a part that searches for the right tool to solve a problem. And in this way the cooperation between our universities and our companies works. The companies define a problem and the universities look whether they have a solution for them, and if not, they develop a solution. It is also the universities that develop something and ask the companies if they can use it."

"For foreign banks starting services in Polasciana, it shouldn't be a problem to get Eiffellandian or even EDF- or Germanic League- banks interested in doing so.

Well aware of the lessons that Polasciana must learn from its western neighbours, Gruaman envisioned his nation not as a country still stuck in the past and desperate for change - but instead as a nation that was moving forward, but without real motivation for doing so.

"Your point is well understood," continued Gruaman after taking a glance at the clock not situated far from his chair, "But it is practical results that must drive forward our outlook. For too long my country has seen itself as moving without direction. Nearly two thirds of our major industries remain in state control, dragged down by a lack of ambition or motive. We drive forward in government, but with frustration. It is my understanding that should our young people be given the opportunity to see real change, suggest in your own institutions, it would be a catalyst for change, that is what we believe."

Grumblings around the cabinet table in Karasicena, heckles on the campaign trail, Gruaman was a Prime Minister desperate to speak with conviction, but surrounded by indecision.

"I would formulate it a bit differently. I would say that a country needs a goal to achieve. You as a government leader can formulate that goal, but then it is best to let everyone decide for themselves how to achieve that goal. Because if you not only formulate the goal but also tell people how to get there, you exactly create the choking athmosphere that will slow the process down and make people dissatisfied," the Chancellor said. "But you just formulated your end goal: Making your country energy-independent. How to achieve that, there are plenty of possibilities. But you must leave it to engineers and scientists to find those possibilities, and then to the people to implement them and find the most suitable way."
