Nay, old chap, we simply recognize the awesome strength of Europe's armadas, aeroforces, and armies which benefit from mutual observation of each other. Ignorance and paranoia of what the other side is capable of can only lead to excessive and erratic actions, counteractions, and ultimately war. We see it as our duty to our citizens and national security to observe the activity of our northern neighbor, Sylvania, and our southern neighbor, Beautancus, and duly expect that their naval and air assets shall probe the major movements of Ambrosia betwixt.

Though distant to all: probing of Justosia by the tentacles of DDI, ODS, Rurikgrad, or independent actors shall one day soon come, and the Empire would do its legacy a favor by permitting freedom of navigation to minor military contingencies which seek to assess the Implarian's safety for global commerce. Avalon's sequential fleet is of interest to the world because it bolsters a trend of expansion of power from an Empire few understand or back.

Failing all else: I personally invite you, Sergio Montez, to meet me in @Auraria later this month as I represent our interest in the humanitarian crisis taking place in Serenierre. Aurarian immigrants make up a major benefactor to our nation's diversity, as it does your majority, and I hope that the homeland of your people can serve as an instructive base for future negotiations.

Another, easier route to war, are these reckless & purposely provocative FON operations meant to bait a nation into conflict. One need look no further than Sylvania's attempts at goading Eiffelland. My good man in a rational, more civilized Europe, we could agree with your sentiment. In the seemingly perpetual powder keg that is our actual geopolitics, we simply cannot.

Justosia would never seek to infringe on anyone's right to international waters. Justosia also knows these potential bad actors would know better than to use that as a springboard to infringe on our territorial waters. I'm sure you can agree with this, no? We're always a friend of global trade. Sea lanes are for all. So too is national security. Our sovereign has ordered a moratorium on FON operations in an attempt to soothe this current environment on our behalf.

Perhaps no fleets would be necessary if a select few nations would stop doing their best, or should we say worst, to inflame tensions. This simply isn't the Europe we live in. We are merely taking steps to bolster our national security in the face of relevant circumstances. Justosia has tried to understand Europe. In return, Europe, save for a very select few noble nations, has tried to understand only how to betray us. Are you, is Ambrosia different? Let's see.

I have the authority of course, to extend to you an invitation to Avalon. Perhaps, God willing, Justosia & Ambrosia can work together for European stability as we have tried to before. We have no interest of being in Solis, or anywhere in Auraria. To be used as a propaganda opportunity by a government that is also currently trying to create yet another power bloc. Including the threats of war for not signing a sudden, one sided 'treaty' that Vargas herself described as "A war mongers' wet dream."
