THE AVGIROS-FERREIRO ACCORDS

PART I: TREATY OF TRADE AND FRIENDSHIP BETWEEN THE AURARINE REPUBLIC AND THE PELASGIAN EMPIRE [Public, Available to All]

The Aurarine Republic and the Pelasgian Empire, to be referred to in this document as "Auraria" and "Pelasgia" respectively, and as the "High Contracting Parties", resolved to:

PROMOTE free trade and all the benefits it entails to Europe as a whole;

FACILITATE amity and interaction between their respective peoples and cultures;

STRENGTHEN the long tradition of bilateral cooperation between their respective government on the world stage;

IMPROVE the general welfare of their respective peoples through economic expansion;

PROTECT their respective core industries without compromising world trade;

PROVIDE for the needs of their citizenry through the consumption of each other's unique products; and

EXPAND global integration of their economies and mutual interconnectedness;

HAVE AGREED as follows:

Article 1: Tax-Free Zones
The High Contracting Parties agree to create tax-free zones in their respective territory to promote Pelasgian and Aurarian businesses' investments and operations in each other's territory, and to solidify and expand the trade between them.

Article 2: Elimination of Port and Transport Duties
The High Contracting Parties agree to lift all port duties and other importation and transport duties at ports of entry and land-crossings, as well as to merchant ships flying each other's flag.

Article 3: Relaxation of Direct Barriers to Trade
The High Contracting Parties agree to progressively relax and reduce all barriers to trade between them. This reduction shall include the halving of all import and export tariffs to one another, as well as quotas and other direct barriers to trade by the end of the current fiscal year. The resulting barriers shall be eliminated by the end of a five-year period thereafter.

Article 4: Mediation and Cooperation for Effective Enforcement
The High Contracting Parties shall establish a joint commission to overview any indirect barriers to trade, including but not limited to health, safety and quality standards and inspection fees. These authority shall be known as the Permanent Commission for Auraro-Pelasgia Trade ("PECAPT"). PECAPT shall be jointly staffed by representatives and specialists of the two governments on an equal basis, and it shall have the task of over-viewing trade between Auraria and Pelasgia subject to this Treaty. Its role shall be strictly advisory, and not judicial or executive. The High Contracting Parties shall also agree to establish a neutral arbitration committee to resolve all disputes between companies, governments, and companies and governments, and other bodies, within the scope of and relation to this agreement.

Article 5: Relaxation of Indirect Barriers to Trade
The High Contracting Parties agree to work together to synchronise and relax non-tariff barriers to trade and indirect barriers to trade in general, including, but not limited to, health and safety standards, national security industrial protections and preferred product origin regulations. Subject to the provisions of Article 4, PECAPT shall monitor and evaluate trade barriers and trade relations between the two countries, and jointly release recommendations for the relaxation of these barriers, which the High Contracting Parties shall be free to accept or reject, in an amend or other form, subject to the principles of good faith and mutuality.

Article 6: Cooperation to Combat Economic Crime
The High Contracting Parties agree to cooperate to combat any economic crimes, such as tax-fraud, tax-evasion, corruption, smuggling and regulation violations that may originate from their bilateral trade ties, particularly as they are affected by this Treaty. A special subcommittee of the PECAPT, subject to the provisions of Article 4, shall be set up to this end, to be staffed by representatives of the governments and police forces of the High Contracting Parties.

Article 7: Cultural Cooperation and Mutual Amity
The High Contracting Parties agree to promote cultural cooperation, interaction and friendship between themselves and their citizens and subjects. More specifically, Pelasgia agrees to establish a Pelasgian Cultural Centre, a Pelasgian Academic Centre and a Pelasgian Language Centre in Solis with the approval of Auraria. Auraria agrees to establish an Aurarine Cultural Centre, an Aurarine Academic Centre and an Aurarine Language Centre in Propontis with the approval of Pelasgia. These centres will promote such activities as linguistic accreditation and instruction, museum and university exchanges, and cultural exhibits and exchanges, subject to the laws and approval of both parties. With the agreement and approval of both parties, smaller branches may be set up in other cities and territories.

The duly authorised plenipotentiaries and representatives of the High Contracting Parties, as listed below, have signed and sealed the present Treaty in Aurarine and Pelasgian. Both versions of the Treaty are equally authentic, binding, enforceable and legal. All the obligations in the treaty are interconnected and mutually binding on both of the High Contracting Parties. No amendment may be made to the treaty without the express, written approval of both of the High Contracting Parties.

Done in the Palace of Saint Despoina, on the Hill of Paradeisos in the Theme of the Optimatoi, on the 17th of December of the Year Two Thousand and Eighteen of the Christian Era or the Common Era.

PART II: AN UNDERSTANDING BETWEEN THE AURARINE REPUBLIC AND THE PELASGIAN EMPIRE WITH PERTINENCE TO THE STATUS QUO BETWEEN THEM AND IN THEIR REGIONS IN GENERAL [Secret, Restricted to the High Contracting Parties]

The Aurarine Republic and the Pelasgian Empire, to be referred to in this document as "Auraria" and "Pelasgia" respectively, and as the "High Contracting Parties", HAVE AGREED as follows:

Article 1: Regions affected by this Treaty
The High Contracting Parties have agreed that this Treaty is binding on them with regard to the following regions: Gallia, Himyar and the Long Sea. Outside these areas, the Treaty in question has no effect or relevance, at least in terms of generating binding obligations.

Article 2: Pelasgian Abandonment of the Trier Concord
Pelasgia shall leave completely and permanently the compact known as the "Trier Concord" which consists of a military alliance between the Dual Monarchy of Trier and Pelasgia, as well as associated secondary states, primarily directed against Kadikistan. Pelasgia shall neither maintain nor make anew any military alliance with any state in Gallia without the express consent of Auraria.

Article 3: Aurarine Abstention from Alliances in Himyar
Auraria shall abandon completely and permanently any current and future military alliances in Himyar, whether actually ratified or merely being negotiated or considered. Auraria shall neither maintain nor make anew any military alliance with any state in Himyar without the express consent of Pelasgia.

Article 4: Mutuality and Consideration
The promise granted to Pelasgia by Auraria in Article 3 is given in consideration for Pelasgia's promise in Article 2. The promise granted to Auraria by Pelasgia in Article 2 is given in consideration for Auraria's promise in Article 3. The two promises shall be inseparably bound, and any non-rectified breach of either promise shall automatically extinguish the other, until and unless it is explicitly and adequately rectified within a reasonable time.

Article 5: Status Quo of Influence
Pelasgia shall not seek to expand its political influence, control and presence in Gallia. Auraria shall not seek to expand its own political influence, control and presence in Himyar. Deviations from this rule may only be made with the approval of Pelasgia in Himyar and the approval of Auraria in Gallia. This shall include but not be limited to political and international unions, territorial and colonial expansions, military occupations. This article shall be interpreted ejusdem generis. Derogation from the rules of this provision may be made for reasons of national and state self-defence, provided that such derogation is made in good faith and with due notice and sufficient information being given to other High Contracting Party.

Article 6: Exceptions from the Above
Nothing in this agreement may prohibit either of the High Contracting Parties from maintaining and pursuing economic, cultural, civil and other non-military and non-political alliances and ties across the Long Sea in the region where the other High Contracting Party is located.

Article 7: Cooperation in the Long Sea
The High Contracting Parties shall cooperate to ensure peace and normal trade in the Long Sea, particularly with regard to peaceful and free navigation in the Long Sea.

Article 8: Future Cooperation in the Region
The High Contracting Parties shall maintain contact to further cooperate in Germania and the Kalahari. The High Contracting Parties shall seek to promote peaceful coexistence with Kadikistan, while acknowledging the Status Quo Treaty between Pelasgia and Kadikistan as the basis for peace in Germania, the Kalahari and the surrounding region.

Dear Minister Avgiros,

It is with great honor and humility that I have had the time to represent the people of the Aurarian Republic in the drafting of this treaty. While we are both aware of the historic significance of this treaty, I do feel the pressing need to once again reiterate that this treaty is the most expansive and ambitious plan to strength the ties between the Pelasgian Empire and the Aurarian Republic in history. Undoubtedly, this treaty will revolutionize the relationships between our countries not only on a diplomatic level, but on a cultural and economic one.

As defined by the Constitution of the Republic, I will take this treaty back to Solis with haste and have the National Court vote on its final passage. It will then require the signature of the President in order to become law. Our Government has been anxious for such a treaty for a long time, so I suspect a quick and expedient approval process. My Ministry, of course, stands ready to answer any questions or explain the process in any greater detail.

Please extend my thanks to your staff for their professionalism and hospitality throughout this process. I look forward to this being the first of a number of pleasant exchanges between our countries.
