ŽIVOTINJE FIGHTER SHOT DOWN OVER CAPITAL;
SIXTEEN KILLED BY FALLING WRECKAGE

In the early morning hours, as leaflets rained down, a fighter jet of the Životinje Union attempted an attack on the government section of Bolghar. a A fighter-bomber, identified as one belonging to the Životinje Air Corps, attempted a bombing attack on government buildings in the center of Bolghar by using the confusion caused by hijacked and other stolen civilian aircraft droppeing propoganda leaflets on eastern Volgan cities as well as the capital. Though a Volgan fighter destroyed the attacking aircraft before it could launch its weapons, the wreckage of the plane fell on an apartment complex causing the deaths of sixteen innocent Volgans and the injuring of a dozen more.

PREMIER PETROV PLACES VOLGA ON WAR ALERT;
DEMANDS JUSTICE FOR THOSE KILLED IN ATTACK

Premier Petrov, expressing outrage at the blatant act of aggression made by the Životinje Union on the Volga Republic, placed the armed forces on full alert, has ordered reenforcements to the Kuma (East Volga) border and ordered all reservists to report for duty. The Premier also announced that Republic airspace and territorial waters closed to all unathorized traffic and declared "the country is at is at the highest state of alert" and to insure the saftey of all Volgans and security of the country, he has "instituted martial law until further notice."

"This violation of sovereignty and attempted attack on the government and people of the Volga Republic must not go unanswered and the Živ government must be condemned by all peaceful nations for this hostile and unprovoked attack," Premier Petrov said to the Bolghar Reporter, but when when word came of the deaths and injuries caused on the ground, he went on to demand "justice be dealt unto those who ordered this cowardly attack."

CENTRAL COMMITTEE & SUPREME COUNCIL GRANT PETROV WARTIME POWERS

In the rare joint session of the Central Committee and the Supreme Council, Petrov, who already is Premier and therefore head of the government, was made General Secretary of the United Socialist Worker's Party of the Volga Republic and granting him full emergency wartime powers and the authority to conduct such measures that will insure the security of the Republic.

What has transpired here is evidently an amateurish false flag attack carried out on behalf of the Volgan government for ulterior political motives, evidenced by the lack of independent verification on these Volgan claims as well as simple geographic facts.

The claims of the Volgan government carry an indirect implication that either the Confederate or the Serbovian government provided assistance in this hypothetical attack. A ludicrous claim that will achieve nothing but a loss of sympathy for Volga among European powers.

This government made neither direct nor indirect implication of either the Confederate or Serbovian assistance in this very real and deadly attack. And though we are not surpised that the attack would be so vehemently denied and declared a pure fabrication by this, what is surprising is that it is the Serbovian government that is doing the denying before the instigators of this foul deed does, the Životinje Union.

Applied investigation of the wreckage will of course conclude that the aircraft in question was not armed with deadly munitions. As a downed vessel, it may have turned in to an unintentional missile, striking the apartment buildings in question with direct impact of the airplane. Based on this conclusion, believed to be fact by this Air Corps, there is nothing to deny.

The People's Republic of Vangala condemns this flagrant attack on the Volga Republic and demands strong action from the international community to punish Životinje and prevent further incidences like this from occuring again as well as ensure further measures need not be taken.

The Volga Republic thanks Vangala for its support and the call for condemnation of the Životinje Union for its violation of Volgan sovereignty, we are not holding our breath that such outrage from the international community beyond those nations friendly to the Volga Republic, even though the Živs have admitted to the atrocity.

If the Volga Republic was even remotely committed to justice, they would have requested that an unbiased team of investigators were introduced to examine these events, the wreckage, and all elements that might lead our international community to reaching the truth.

At this point, sovereign Volga has likely tampered with the evidence in question, leaving this sort of fair investigation impossible. Volga Republic's distorted view on legalities, after all, prompted them to declare Martial Law in reaction to our assertion that Volga is void of Civil Liberties. Premier Petrov was granted full-emergency wartime powers, before either of our nations declared war; nor shall we.

This incident is not to the liking to Khalsa Raj government, neither the obvious violation of Volgan airspace by Životinje aircraft, as it matters not whether the aircraft was armed or not, nor the war preparations of the Volgan government, though the deaths and injuries are unacceptable, such preparation is not a proportional response.

Such response by this is an appropriate response if the actions by the Životinje are in fact preparations for an attack on the Republic.

MARTIAL LAW PUTS DAMPER ON NEW YEAR CELEBRATIONS

With martial law still in effect throughout the Republic, the usual lively New Year celebrations were muted as citizens respected the curfew and were off the streets as midnight came and went with little fanfare. If any did welcome in the new year, they did so in privacy of their homes, as the only sound on the streets were the sound of military and police vehicles.

Though the martial law was ordered by Premier Petrov, Volgans do not blame him or the government for the restrictions but rather they place the blame squarely on the shoulders of the Životinje Union as it was that nation's violation of Volgan sovereignty that forced the Premier's actions. At this time, martial law has been nearly universally accepted and obeyed with few arrests, which for the most part were for minor violations.

MERIBIA NUCLEAR TEST CONCERNS CoN

Heated discusion in the General Assembly at the Council of Nations has been going on for several days in response of the Soviet Republic of Meribia's announcement of its conducting of a nuclear test detonation. With condemnation being called for by both Carentania and the Levantine States and echoed by several other nations with no actual support for the Meribian test, there have been opposition to the strict sactions against the country, opposition even coming surprisingly from the Oikawan ambassador who supports diplomacy over the draconian measures called for in the resolutions.

ŽIVOTINJE UNION MORE CONCERNED WITH VOLGA THAN WITH MERIBIAN NUKES

As discusion about Meribia goes on, a circular reveals that the Životinje Union is more concerned with the martial law instituted in the Volga Republic in response to the Živ violation of Republic airspace than they are with the Meribia's detonating of a nuclear device. In fact, the Živ ambassador to the CoN will not consider discussion of the Meribian matter before discussion is opened concerning Volgan martial law though it is doubtful that they will want the crimes committed by the Životinje Union against the the Republic to be a part of that discusion.

SECURITY COUNCIL STILL FAILS TO ACT ON BATAVIAN CRISIS

As it has always been expected to happen, the Security Council at the Council of Nations have failed in its duty to provide peacekeepers and relief to the beleaguered people of Batavië. As they continue to prevent anyone else to provide the needed aid, the Council does nothing, and though a new emergency resolution has been presented, to allow contingent of Montelimarians, who seem to be acceptable to all those interested, to be deployed as the Council debates who else will be allowed into the country, this too has been blocked by the Empire of Oikawa and will likely to continue as long as that nation has veto power on the Council. It is the opinion of many in Volga that the Oikawan government is as responsible for the spilling of innocent Batavian blood as the BRA.
