 MANY SHOCKED AT BUTUAN AMBASSADOR'S SECURITY COUNCIL SEAT VOTE
Sikatuna Kandaya, Butuan's Ambassador to the Council of Nations, has shocked many in the capital with his vote for Carentania for a seat on the CoN Security Council. The thought of Butuan supporting a communist nation for any position has many political pundits puzzled and some talk that Kandaya has lost his mind. This was put to rest somewhat with a statement from the Foreign Minister.

"With Communist insurgents on the run in Malabang, it has been determined that this is a good time, and a good way, to attempt to open a dialogue with the more moderate left-wing states in the hopes that with their co-operation, we can finally bring an end to the decades long blood-letting in Malabang."

Though there are still those that are sceptical, most are willing to at least make the attempt, especially considering the thousands of Butuanese that have been killed and maimed in Malabang over the last two decades.

 BOMB EXPLODES ON BUS IN BUTUAN CITY
During the lunch hour in downtown business district of Butuan City, a bomb explodes aboard a bus while loading and unloading passengers near a busy intersection. The explosion killed all twenty-three on the bus as well as another sixteen nearby with flying debris contributing to another forty injured up to a block away in all directions. City bus #166 originating out of the central station had made ten stops before reaching the intersection, it is unknown when or where the bomb could have been place on the bus, but letter saying that at 12:40 pm a bomb would go off in the downtown was delivered to the headquarters of the Capital Police at 12:20 pm and said it was was the MRA's response to the military offensive in Malabang and more would come. The bomb actually went off a 12:35 pm. Though the type of explosive used has not been determined nor has the mode of detonation, authorities said that it could have been worse if the explosion happened at the time the letter had indicated as it would have put the bus in the middle of Resturant Row which was crowded with lunchtime patrons.

Though this is not the first terrorist attack nor the worst in Butuan history, it is the first time in six years an attack has been connected to the Malabang Revolutionary Army beyond the shores of Malabang itself and worse, the first time one has been directed at civilian targets instead of at government or military installations and personnel. This may be an indication that the MRA is becoming deperate and is now willing to shrug off the mantle of a rebel army and don the one of a terrorist organization.

 SOLAREN THREATEN EXECUTION OF HOSTAGES
The government of the Solaren theocracy has issued an announcement that it will execute the 3800 Nicosians it holds unless the international community pays a ransom of €40 million in addition to Serbovia unfreezing Solaren assets, Carentania retract its hostile statements and the EDF cease any and all military movements into Lorraine, Eiffeland or proximity to Solaren.

 POSSIBLE TARGET OF BUS BOMB DISCOVERED
During their investigation of the Butuan City bus bombing, Police have discovered that the target may not have been as random as first thought. Forensics has assertained that the bomb was on a remote detonator and the reason for its early detonation was likely due to the poor construction and the sub-quality of the materiels use. If the bus had been where it should have been at the time indicated, it would have been in front of the Regency Resturant of the Conrad Hotel at the time Anglyn's High Commissioner to Butuan, Sir Edward Atterton, was having lunch with a visiting friend.

Though the High Commissioner is known to patronize the resturant, Atterton's staff had only placed the luncheon that morning, but it has been found out from the hotel staff that the friend the High Commissioner was dining with, who's name has not been released, was a guest at the hotel and had reserved the table, one near the street, before arriving in the city. The police are investigating the friend as well as the hotel and resturant staff.

Though the press has placed a great deal of emphasis on the timing of the bombing corresponding to the Honorable High Commissioner's luncheon at the Regency Resturant, evidence so far does not support the theory that Sir Edward Atterton was the intended target, but we will continue to investigate such a possibility and will provide the High Commission with pertinent information in obtained.

 SUSPECTS IN BUTUAN CITY BUS BOMBING EXPAND
With the investigation continuing of the Butuan City Bus Bombing that took the lives of 39 people and another 40 more injured, may have taken a new direction. Though they remain the primary suspects, some evidence has surfaced that the Malabang Revolutionary Army might not have been responsible for the bombing and that an unknown person or group may have actually been behind it, using the MRA as a way to divert suspicion and cover their tracks.

 CANTIGNY AND PAN-OCEANIA
Though the Rajahnate is concerned with the violence in Cantigny, it is just as concerned with the Commonwealth's government's Pan-Oceania ideas and the possibility that it will use what is happening in Cantigny to put those ideas into reality.

CANTIGIAN ORGANIZATION OUTLAWED IN BUTUAN
With Felix Ilchester and his so-called 'Patriots' Oceanic Union for National Democracy' calling for armed insurrection in the Anglysh territory of Tangaloa, the government of Butuan has determined that P.O.U.N.D. is not a peaceful political movement but one that has a agenda designed to destablize the legitimate and lawful governments of the Implarian and therefore it has been declared a terrorist organization and by order of HM, Rajah Sulaiman II, has been outlawed within sovereign territories of the Rajahnate of Butuan.
- Foreign Minister Rājkumār Salamat Lakandula

With the advocating of armed insurrection by the leadership of the organization, the organization meets the requirements of being categorized as a terrorist organization under Butunese law and as such any person, organization or business found having connection to P.O.U.N.D. will be subject to arrest and seizure of assets.

With P.O.U.N.D. being designated a terrorist organization, it creates an interesting diplomatic situation for the Rajahnate, for the leader of the organization, Felix Ilchester, is also Chancellor of Cantigny, thus causing the government of Rajah Sulaiman II the need to reevaluate Butuan's relations with the Commonwealth.

If what the Butuan Times reports is in fact true, Sulaiman II has now betrayed the Proud People of Butuan, and shown himself to be a queer errand boy to his outstanding Anglysh masters. This would exemplify how the Mad Rajah is an assailant against the natural will of all Oceanic Peoples and their right to Democracy. If the Union for National Democracy has been outlawed, then Butuan has made itself out to be a nation state without law. Thus, we deeply pray that the Butuan Times is mistaken, and we can still count Butuan as a place for peace loving Oceanic Patriots.

Butuan is a peace loving nation, but once the Union for National Democracy called for armed insurrection, be it in Tangaloa or here in Butuan, it became no better than the MRA.

CANTIGNY THREATENS ATTACK OVER UNCONFIRMED DISAPPEARANCE OF AMBASSADOR
Though the Rajahnate denies the allegation, the government of Cantigny has dispatched warships, including an aircraft carrier, to Butuan when they declared that their Ambassador, Kenneth James, has been detained by Butuanese authorities. Though no evidence has been presented to support the allegation, the Internal Ministry has been assign to investigate the matter. In the meantime, the Defence Ministry has ordered to place defence forces on alert and foreign embassies are being informed of the situation.

High Commission to Butuan
Kingdom of Anglyn

Just as the Rajahnate does, the Kingdom of Anglyn also recognizes the threat posed by the Commonwealth of Cantigny to the autonomy of Butuan, but unlike the government of Cantigny that wishes to impose itself on the Butuanese, HM government offers assistance to the Rajahnate, especially those military forces stationed at Subric Bay.

Though the Rajahnate does not believe that the Commonwealth of Cantigny would commit an act of war against Butuan, we will keep in mind this offer and will call on aid from the Kingdom of Anglyn only if it is necessary. Concerning the Anglysh forces in Subric Bay, though the base is Anglysh, if Butuan is attcked, the base may become a target and we advise you to take what measures your military commanders think prudent.

Secretariat of State of the Holy See.

His Holiness Pope Stephanus IV is gravely burdened by the whispers of war carried upon the Oceanic winds. The Secretariat of State offers the services of the Tiburian Catholic Mission in Butuan to guarantee the safety of Ambassador James. War, We remind all parties, is an abomination and not the legal prerogative of a Christian state.

A special admonition to the Rajahnate is this: creating an atmosphere of bellicosity, We worry, will compromise the security of the priests, religious, and lay missioners of the Tiburian Catholic Church in Butuan. Delicacy is required to not frame this argument as cause for racial, religious, or colonial conflict. If the Rajahnate follows down the path of saber-rattling, the vicar apostolic of Butuan will surely clamor to His Holiness the Pope to call upon Cantigny for the protection of his flock. And how could We refuse?

In nomine Christi,

H.E. Gaspar Cardinal Puopolo

Even if those are serious allegations the People's Government thinks that war is an exaggeration.
Only through peace this crisis can be resolved. War isn't the only way to overcome this kind of crisis.
The best way to deal with it is to create a commission that will inspect Butuan in the name of the Council of Nations.

THE Commonwealth easily recognizes the importance of faith in Butuan, and advocates a scenario which is devoid of all forms of violence, as facilitated by the Other Than Mormon interests within Butuan, and the Mormon interests from Cantigny. If such an arrangement were made, utilizing the Secretariat of State of the Tiburian Catholic Mission in Butuan, the Commonwealth would naturally view that cooperation as an act of good faith between all Oceanic Nations, and quite worthy of Worldwide commendation and praise.

With Chief of Mission, Mister Kenneth James, living under the Catholic persuasion; Cantigny feels especially obligated to assure the safety not only of its Mormon majority, but also the Other Than Mormon Patriots of Oceania as a whole. Let it be known that the Commonwealth is firmly committed to the protection of third parties, be they of the cloth, or tourist & traveling entities.

TO: H.E. Gaspar Cardinal Puopolo

The Holy See

Once again, the Government of Butuan denies any knowledge of the whereabouts of Ambassador Kenneth James. If there has been any foul play, it was within the confines of the Cantigny Embassy, therefore outside the jurisdiction or the ability of the Butuanese officials to guarantee the well-being of the Ambassador.

The Holy See need not worry for the saftey of Catholics, or for that matter, any religious faith within Butuan, at least not from the Butuanese government, we cannot say the same for the on what Cantigians will do if they are allowed to invade Butuan for I must that it is not this government that is sabre-rattling as it is Cantigny that has deployed warships our waters, and not the other way around.

THE Commonwealth does not believe this course of action is conducive to the ongoing humanitarian operations taking place in Butuan. In support of the people of Butuan, and in firm support of the Rajhanate and the Nation of Butuan as an entity of noble strength: Cantigny has invited the Associated Press, Freedom Review, and The Press to observe and report on the all-inclusive facilitation of Democracy that the Commonwealth has embarked upon despite the military escalation imposed by the European Defence Federation.
Forward Cantigny!
