Great and Good Friend of Democracy,

The Confédération des Petites-Pays (Confederation of the Smallands) has long been held in contempt of the ideological purity of post-delegationism that originates from the attitudes of the intellectual bourgeoisie or intelligentsia in Shinkyô. There has been persistence and continued distaste and dissatisfaction with the existence of a monarch in the Smallands and the continuation of a statist government headed in Louisiane. Depending on the period of time and the leadership within the Anti-State and Touzen specifically, relations have wandered from poor to worse. This has been despite the near uninterrupted rule of the Section gauloise de l'Internationale post-délégationiste sociale (Gallian Section of the Social Post-Delegationist International) and the
Mouvement républicain et post-délégationiste (Post-Delegationist and Republican Movement), both of which are political parties which subscribe to different views in post delegationism.

There has been a steady chorus from Shinkyô that post delegationist party politics within the democratic state are not equivalent to the traditional post delegationist ideology and should be shunned as heretics.

What has proven encouraging is that since the ascension of Dictator Hayabusa, the international politics of the Anti-State has shifted. This has resulted in détente between our differences in ideology and subsequently a warming of relations that has culminated in the advanced positioning of armed peacekeepers from the Anti-State in the «General Defense and Refugee Zone». Louisiane has found this change in our general relationship and view important to the post delegationist movement and general health of democracy around the world.

With this in mind, the Smallands which to engage in what we would call the Great Rapprochement.

It it our belief that further increasing the international solidarity and cooperation between the Anti-State and Petites-Pays is paramount to the goodwill between our peoples. It is our belief that the Great Rapprochement must include both economic and military cooperation. This would include the expansion of the Post-Delegationist Free Trade Zone to include the Smallands in small phases, thereby reducing the impact on the shareholders of our markets. Furthermore, the formation of a greater cooperative military system in which Petites-Pays may engage in exercises regularly with the variety of military forces which exist in the Anti-State. Such military cooperation would greatly improve the military readiness of the free and democratic world. Further expanding upon this a mutual exchange of military bases would be ideal for free world to be able to conduct defensive operations across the globe.

Of course the Great Rapprochement is something that cannot just be defined by such small transactions and the cooperation of cultural departments and programs, as well as university exchange and sporting events ought to be included. It is my feeling that our future cooperation is the key to ensuring freedom in our world. I await your opinions with great curiosity and hope for the future.
