The Imperial Parliament of the Empire of Carinthia-Harkány

As part of the Gemeinwohl Reforms of Kaiser Joseph III, the Imperial Parliament was created in 1868 as a national legislature with the purpose of governing the matters of the Common Good to both Carinthia and Harkány and act as a safeguard for both Kingdoms.

The Parliament is comprised of 120 Delegates, 60 from Carinthia and 60 from Harkány. The only restriction on who can be a Delegate, as set by Imperial Law, is that the individual may hold no other elected or appointed office of the Empire nor the Crown Lands. Additionally, political parties are banned on the Imperial level. Since Hallein and Karcag serve as the dual capital of the Empire, Parliament regularly holds session in both the Carinthian and Harkaner Parliament Buildings.

Colleagues of this Imperial Parliament, it is my honor, privilege, and responsibility to bring this bill before this committee for consideration. I need not provide any history listen to the esteemed Delegates of this Committee as it cannot ever be forgotten that centuries ago, the people of Crotobaltislavonia once called the Carinthian Empire their country. They once bowed to the Carinthian Emperor who guided us all. While time has changed, they do share a commonality and blood that we have today.

Today, we have seen the devastating failure of the Trier Concord to do anything in like of yet another invasion of Eastern Powers seeking to disrupt the peace and serenity of Gallo-Germania. Once again, Kadikistan bares its ugly claws into a good, free loving people. The Slavonian People now suffer from Trier and Chagny's inability to keep the peace. As children of God and former brethren, it is the duty and responsibility of the Carintho-Harkaner Empire to provide the support that others have not.

Therefore, I present IB1273 before this committee to reverse the decision by His Excellency, Chancellor Stefan Furst, and admit no less than 10,000 Slavonian Refugees with the intention of admitting more once the original have been settled. This is our duty, it is our God-given responsibility.

"An Act to Authorize Carinthia and Harkány to Accept Refugees Independent of a Broader Imperial Act"

Colleagues of this Imperial Parliament, it is my honor, privilege, and responsibility to bring this bill before this committee for consideration. I need not reiterate enough that the general consensus of this body is that the Empire of Carinthia-Harkány, by action of the Imperial Parliament, will not admit any refugees from Crotobaltislavonia under any program administered by the Imperial, Union Government.

However, I do recognize that under current law, as governed by the 1857 Treaty of Unification and reiterated by the Immigration and Customs Act of 1975, neither Carinthia nor Harkány as sovereign entities have any authority to enact legislation pertaining to immigration that does not coincide with Imperial Law. Given the unprecedented crisis occurring in Crotobaltislavonia, I believe that a special exception should be made that grants Carinthia and Harkány the power to determine, amongst their own government, whether or not to admit refugees into their territory.

This act will simply grant Carinthia and Harkány authorization to develop and implement a refugee program for the admittance of Slavonian seeking refuge from their war torn homeland. The two powers will be authorized to run this program for a period of five years and at the fourth, the Crown Lands must submit their renewal proposals to this body. This act does not and will not authorize any Imperial funds for use for this program in either Carinthia or Harkány.

Voting on Resolution 456; Granting Political Asylum to King Malcolm V of Caledonia

RESOLUTION 456 SUMMARY
"A Resolution to grant the exiled King of Caledonia, His Majesty Malcolm V, political asylum within the territory of the Empire of Carinthia-Harkány and be offered the full benefits provided to the subjects thereof."

Colleagues of this Parliament, on the 18th of February, 2018, the Caledonian King, His Majesty Malcolm V, arrived with his family to the Carintho-Harkaner Legation in Dun Eidyn. He fled, but was not pursued, by the revolutionary government of Caledonia. He arrived at the embassy toward 0300 and Minister Cinege offered the King and his family safe refuge within the Legation Complex.

The next day, the Carintho-Harkaner Empire formally announced to the world that it was housing the Caledonian King but had not made any decisions upon recognition of the new Government nor ant determination on a permanent solution. Since then, the Honorable Norbert Falkenrath, Minister of Foreign Affairs, has been in touch with the revolutionary government in Caledonia. After negotiations with the new government, the Minister recommends to Parliament that the Empire formally recognize the new Caledonian Government as well as offer full political asylum to King Malcolm V and any that he chooses to bring with him.

The Minister stated that any action to the contrary would nearly confirm the new Caledonian Government would fall to Kadikistani influence. At present, the government of Caledonia did not reflect the hostile and expansionist policies of Kadikistan and therefore the two should not be considered ideologically similar.

Based upon his recommendations, I have submitted Resolution 456 to this Parliament. Should the resolution be passed, it will offer King Malcolm V and his family full asylum within Carinthia and Harkany as well as offer formal recognition of the new Caledonian Government. I thank my colleagues for their due consideration.

Resolution 456 has been passed by the full body of the Imperial Parliament on Sunday, the 11th of March, 2018. It shall now go to the Chancellor for concurrence and the Kaiser for final signature. ​

Colleagues of this Imperial Parliament, it is my honor, privilege, and responsibility to submit this bill to this Committee for due consideration. Recently, under the direction of Joint Finance Minister Csaba Nemes, with the blessing of Chancellor Furst - but not the full approval of the Imperial Parliament nor the respective governments of the Crown Lands, has authorized increasing more generous foreign aid packages to the Free State of Trivodnia.

I am taking up the call of millions of Harkaners and Carinthians in calling upon this body to formally audit the expenses of the Joint Finance Ministry and exactly how much it shall cost the Treasury to give such substantial aid to Trivodnia. To not find this information promptly is to fail our responsibilities as guardians of the public trust.
