The Palace of the Republic is a large, 50,000 square meter building constructed to be the official meeting spot of the Aurarine National Court in 1539. While the purpose of the Court has changed significantly from 1539, the Palace has consistently served as its headquarters.

Colleagues of the honorable National Court,

I speak for the people of Tauritania when I submit this bill for consideration before the committee. In March of 2017, the Parliament of Tauritania approved enabling legislation to address a number of factories left abandoned either by order of the defunct Caudillo Basurto or by the volition of the factory's owner. We have seen the proud workers of those establishments reclaim the factories and restart their lives - owning the labor themselves and rebuilding livelihoods destroyed by war and corruption. Following a number of court cases, in August of 2019 the President of the Republic requested a ruling on the legality of these operations.

The Constitutional Council ruled that property cannot be seized simply due to abandonment and further that regulation of these factories only falls to the National Court in areas where the commerce stemming from them crosses Provincial boundaries. I believe that the National Court, through proper legislative remedy, can redress the situation in Tauritania and compromise the matters at hand.

First, this bill authorizes the National Court to conduct a thorough investigation into whether or not the commerce of each factory in question has crossed Provincial lines. Secondly, this bill will provide definitions of what needs to occur for property to be abandoned. Thirdly, this bill will empower the Ministry of Trade and Industry to further provide clarification on the rights of workers to their own labor. Fourthly, this bill will require proper and dignified compensation for the loss of each factory seized by the workers to the original owner.

The National Court cannot abide rich business owners abandoning and destroying the ways of life of their workers and only after such time that the factories have turned profitable, do they seek to reclaim what they've abandoned.

Thank you for your attention on this critical matter.

The Republic is at a new day, the start of a new era. The heroes of the Second Aurarine Revolution have unshackled the dictatorship that stood in defiance of the values that Auraria was founded upon. The Second Republic was proclaimed as the Alliance for the Restoration of the Republic completed its goal and brought democracy back to Auraria. It was an honor and a privilege to see the tricolor of Auraria once again fly above Marisela Palace, the Palace of the Republic, and other government buildings across the country.

I feel, though, in the new era of the Second Republic, we require a new identity. I propose before the National Court a resolution to allow the citizens of the Republic to submit their own designs for a new Flag of the Republic. The colors of the flag have traditionally been purple, gold, and black. Purple, as the symbolic color of Auraria chosen by King Matteo II. Gold for the country's prosperity and good wishes for the future. Black to remember the past and never forget the lessons it teaches. Resolution 1050 would ask that designs submitted follow the new color code of Purple, Gold, and Red - Red to represent the sacrifice of all those during the Second Revolution and all those who have lost their life in the line of duty for Auraria. In accordance with the selected flag, the Republic shall redraft the Great Seal of the Republic to remove the color black and instead place red.

The New Flag will represent the new era. I ask my colleagues to consider the future and help us forge a new path.

Dear President Ordenes, Consul Valera,

I write to you today in response to an inquiry jointly submitted by the Honorable Elena Valera, Consul of the National Court, and His Excellency, President Bartolome Ordenes. The inquiry in question instructed the Ministry of Foreign Affairs to complete an analysis and provide recommendations based upon them concerning the Organization of Democratic States (ODS) and potential Aurarine Membership. As directed, enclosed is the completed report by the Ministry and the recommendations. This letter is to serve as an executive summary of its contents.

Firstly, on the matter of ideological alignment – there is no doubt held by any credible entity within the Aurarine Republic that the ideologies of the participating countries of ODS are in line with the values the Republic holds dear. The nations in question: the Grand Duchy of Lars, the Kingdom of Eiffelland-Retalia, and the Confederated State of Johnston Isle all three represent firm moral standing and values well suited for broader diplomatic relations with the Aurarine Republic. Therefore, on the Government’s first concern of fraternization with ill actors, the Ministry believes firmly that this will not be a problem.

However, membership in the Organization of Democratic States requires commitments as outlined that may prove problematic to broader Aurarine diplomatic goals. The greatest concern, and the Government correctly outlined it, is the requirement of mutual defense. It was neither the request nor is it the purview of the Ministry to weigh in on political matters of the National Court, but nevertheless we felt it necessary to do so in order to provide the most thorough evaluation of the Government’s inquiry. It is the firm belief of the Ministry that there is no appeal of mutual defense with the three countries of the Organization of Democratic States and that such a requirement, alone, is enough to confirm the defeat of ratification in the National Court. Further, the action of the National Court to vote down membership in the Organization of Democratic States would result in an embarrassment and a moral quandary that we feel, both from a PR stance of the Government and a foreign policy objective, is best avoided entirely.

Once more, the “Common Market” outlined by the organization can serve as problematic in primary consideration of the highly advanced Eiffellander industrial sector. The Ministry believes that a free trade agreement with Eiffelland will adversely affect domestic manufacturing still recovering from the Second Revolution. However, the significance of such an impact is best left to other agencies to speculate.

It stands then, the question of observer status. While ignoring the political question surrounding observer status and judging it solely on its face, the Ministry would continue to suggest that application of observer status through the proper channels of the ODS would not be regarded as the correct, or most preferable, method of entry into the organization.

It is a long-standing goal of the Ministry, as outlined by President Ordenes, to improve relations with the Kingdom of Eiffelland-Retalia, and to a lesser extent the Grand Duchy of Lars, in order to further isolate the Grand Duchy of Furlaìne, which all evidence would suggest provided significant support to the Caudillo’s Regime. The Ministry believes that ODS membership, brought up through direct diplomatic action with Eiffelland-Retalia is the preferable, and recommended method of entry into the organization.

In closing, the Ministry feels close observation of the ODS, in particular regards to its growth considering the military component, is critical for the Republic to monitor. Further, if the Government is to feel that entry to the ODS furthers its foreign policy agenda, then it should be done sooner rather than later to build the Republic’s credibility in the ODS and assist in preventing the organization from making decisions counter to the interests of the Republic.

Marisela Palace was abuzz with activity, even more than usual. Late last night there was a near stampede in the Office of the Foreign Minister as staffers and deputies raced to be the first to present Minister Cabello a letter from the Kingdom of Etruria. To their surprise, the Minister was not in his office but dealing with a deliciously vague “important business elsewhere.” Then, his poor Executive Assistant was handed the letter and he followed the proper channels to deliver it to President Ordenes’ Office.

Procedure is usually commended, but when Minister Cabello’s Chief of Staff, Alejandro Melendez, discovered the contents of the letter and the number of eyes that had seen it – he went into a rage. However, that rage was nothing compared to the volcanic eruption of the President’s Chief of Staff – Susana Petit. The Steel Woman controlled Marisela Palace with an almost tyrannical power. Despite the botched handling, the staff of Marisela Palace leaped into action.

The Communications Office was developing messaging surrounding the ODS. The news wasn’t public yet but that seemed only a matter of time. Ordenes wanted to be prepared to handle the media. More than that, he wanted to be on top of it before Delegate Miguel Ruiz of the Conservative Party had the opportunity to make his pitch to the National Court.

The Legislative Affairs Office was quick at work determining how many votes they’d have in the National Court. The Leg Director reported to Susana that they were not prepared to brief the President, which only meant that they didn’t have any path to passage. The President was coming off of repeated failed foreign policy goals – but the failure to negotiate an ODS membership remained fresh in everyone’s minds.

For Ordenes, to say the letter was expected would be a lie. To say it was wanted would be an over simplification and controversial. It put the country in an odd position. As he walking down the hall to the Santander Conference Room, Minister Cabello was on a plane to Charleroi in a rather well-kept secret trip to Slyvania. It was no secret that a significant portion of Auraria’s politicos and populace had a sympathy and support for the DDI. Further, the topic would almost certainly arise in the talks between Cabello and Faraday. However, to receive an invitation from the ODS was considered an unprecedented gesture. Given the summit’s failure and the Serenien’s seeming commitment to war, the geopolitical situation was certainly different from the last time that Auraria had maneuvered through the Court.

“Mr. President,” Susana appeared before the entrance to the Conference Room “Here are your materials. Everyone is prepared inside. Director Vasquez will remain in the Leg Shop making calls, but I am more than capable of standing in his place.”

“Of course,” the President responded, putting on his glasses and flipping through the papers, still hot from the printer. “What’s Miguel’s mood?”

“He seems open to talks. Appreciative of the invitation,” Susana answered “But you know how hot headed he can be.”
“Do you fancy Aurarian poetry, Susana?” the President closed his briefing materials.

“I’m sorry?” she replied.

“Poetry..poems, fun stories. Navarro, Jiménez, Romero…uh Alsono too,” he rambled off names of famous Aurarian poets “Mostly from the romantic era. There’s a levity to the ones pre-revolution.”

“You know I don’t have time to read anything other than the memos they stack kilometers high on my desk,” she smirked.

“That’s a shame,” Ordenes smiled back “You’d be surprised…or maybe you wouldn’t…how many of them feature some sort of love triangle. They always portray it as so fun and whimsical. Yet there isn’t anything fun and whimsical about this mess.”

“Well,” Susana grabbed the materials from the President, knowing he wouldn’t read them “international alliances and the security of the nation are a bit more complicated than centuries old poems.”

“Oh will you have a bit of levity in your life?” Ordenes snarled and opened the doors to the Conference room, all of the attendees immediately rose. “Madam Consul, Leader Ruiz…esteemed colleagues of the National Court. Thank you for meeting with me on such short notice.”

The doors closed and the meeting began.

BILL SUMMARY
PL2101 and PL2102 are twin pieces of legislation; one to ratify the ODS Charter and the other to provide the enabling legislation to meet the standards and obligations of ODS Membership. In accordance with constitutional law, while the President of the Republic retains legal authority to bind the Republic to international treaties, the actualization and implementation of these treaties falls to the National Court.

Therefore, pursuant to both the constitutional obligations of this body and in pursuit of stronger ties and continental, global, peace – I present before this body the legislation that will finalize Auraria’s membership in the Organization of Democratic States.

*OOC: Before a bill can be given to the President for signature, it needs certification from the Council of State that it follows constitutional law. Usually, the National Court submits a copy of the proposed bill to the Council of State before voting to quicken the process. Even if the Council determines a bill to be unconstitutional, the President does have the ability to sign it anyway. However, this technically violates his constitutional obligations and leads to legal challenges. The Aurarine System is complicated, overly bureaucratic, and dumb.
