Yesterday, the Congress of Beira passed with overwhelming support a measure that would end the country’s civic-military dictatorship and return to the 1914 Constitution. The move brought a swift end to the civil strife that threatened the serenity of the country and ended a decades-old regime without a single gunshot or act of violence.
In a show of support, the Ministry of Foreign Affairs and Worship, under direct order from Minister Winston Wellington, offered a letter of congratulations and called for the continuation of peaceful and beneficial relations between the two countries. Spokesmen in the Ministry stated that is the “God-given right of the people to organize into a government that is beneficial to their lives. While differences exist between the Arcadian and Beiran peoples, we cannot deny that the lack of bloodshed is commendable and deserves our support.”
The Congress of Arcadia, the lower house of the Arcadian Parliament, went a step further and passed a resolution congratulating the people of Beira on a “tremendous and spiritual accomplishment.” The resolution came as a surprise to some as it is uncommon for the Federal Government to release a resolution honoring the actions of a foreign power. Even more significant is that the Constitution grants the Congress the power to represent the common folk of Arcadia.
Unlike legislation, a resolution does not require the blessing or signature of the Royal Senate in order to be granted legal status. Certainly, this resolution fell on deaf ears within the halls of the Senate. A number of Senators openly criticized the passage of the resolution and called for the Senate to respond by striking down the resolution. When asked to comment on the proposed response, the Lord Protector stated:
“I am not confident that the Royal Senate has any legal or constitutional basis to engage in such an action…and I’m afraid I lack any such interest to find out.”
When pressed to give his opinion on the resolution itself, the Lord Protector remained just as short and did not answer any questions on the matter. Equally uninterested in comment was the King himself, who’s office did not return any of our calls.
Ultimately, the Beiran Resolution has no impact on the Kingdom of Arcadia aside from the costs of printing the document. Still, it shows an area of disagreement between the two branches of Parliament and it sheds light on the Arcadian Government’s overall opinion of growing republican movements not only in Himyar but across the globe.
