Dear Mr. Breckenridge,

I hope you recall my time in Charleroi as fondly as I do. Despite our political differences, I feel we have found considerable amount of common ground both personally and as representatives of our nations. For better or worse, the fate of Sylvania and the World Republic are tied up, tied to the fate of Westernesse and Europe as a whole.

With the current display of open aggression by the nation of Beautancus and the Thaumantic Domain in Burgundy, we should consider our options to secure the continent from a similiar fate. The genocidal conduct of the war in Burgundy and the reveling in atrocities displayed by the Cussians ought to make both our nations wary of our neighbour.

It is with these experiences in mind that I propose an agreement between our nations. This agreement would forsee that either of our nation joins the other in defense against the Thaumantic Domain, should it come under aggressive attack from Domain forces. I also propose the agreement to remain a secret one, seeing how aggressively the Cussians have conducted themselves in the recent past, as they might display an unforseen and dangerous reaction to such a mutual defense treaty.

I hope your government finds itself in agreement with this sentiment.

Your visit was quite a good one and well received among the citizens of Sylvania. I agree that our fates do seem to be somewhat intertwined as of late. The aggression of the Domain does worry the Continental Republic and its people and we have been monitoring their movements and actions as closely as we are able.

Any agreement that can be made can only exists as a gentleman's agreement without the express consent of the Continental Congress. My executive authority does not allow me to make any binding agreements militarily with other nations. I do concur that such an agreement will be needed and as our ties grow closer something official may be in our future interests. So as not to pull my nation into a destructive war I shall limit my side of the agreement to apply only to our lands in Westernesse. I am not interested in committing Sylvanians to die because of some adventurist policy leads to a Domain first strike and I am sure you feel the same. Hopefully there will be no need for war in Westernesse.
