Greetings!

Dear Sir,
I write to you today to seek the Kadikistani Union's permission for a small flotilla of Elben's navy in the near future to pass through Kadikistani waters to the open Gothic Sea in order to transit to Gunnish waters. Exact details will be forwarded to your embassy in Eschenbach once they are finalized.

Hopefully in the near future, we can negotiate a proper, long term agreement allowing Elbenese flagged civilian and naval vessels free access to the open sea as our two realms are not at war at this time.
