On the morning of the 30th of May, at 07:00, a Togokan naval vessel, later identified as the Matsuwa-maru, was detected passing through Diets national waters. Naval authorities were unable to make radio contact with the vesssel, and the Ministry of State would like official confirmation that the vessel's voyage was sanctioned by the appropriate Togokan authorities. As of the authoring of this cable, the vessel is stationed twelve (12) kilometres within Diets national waters.

Firstly, the Republic of Tôgoku feels disposed to apologise on behalf of both the crew and captain of the Matsuwa-maru, (松輪丸) hereafter referenced towards as MM, for the intrusion of the vessel into Diets national territory. Instructions have been telegraphed to Kaigun Headquarters, and MM should be withdrawing momentarily. We again, apologise for this grave misjudgment on behalf of the nation. The ship in question was a vessel of one of our training exercises, but we have reason to believe that it was blown off course and into national waters by fierce storms. A diplomatic envoy has been dispatched as of this moment, with priority flight orders to address the matter in person. We take our foreign matters quite seriously, and hope that a mutual agreement can be made between our two similar countries.

Shushō Mizushima Keiko has also sent her heartfelt apology, and late condolences on the passing of Prince Waldr. It is hoped that future agreements can be made, and that this event serve not as a disaster, but as the opening to a long dialogue between two countries that, although separated by seas, is connected as one in mind and hopes. As such, proposals are being sent across the Thaumantic in hopes of establishing future treaties. Furthermore, the Shushō sends her support in regards to the false accusations by the Demokraatliku Vabariigi Saaremaa against their ideological enemies. It is logical that, in these times, some foul countries would seek to imprison the virtuous so that their own crimes may go unnoticed.

The Ministry of State praises the Magistrate of Foreign Affairs for its quick response in this matter. Appropriate provisions will be prepared for the arrival of its representative. We are glad to see the Magistrate's announcement of Togoku's support in our censure. As a single front, much more can be accomplished by two sovereign nations such as our own. Our Minister of State and his representatives will see that the Magistrate's diplomatic propositions are overlooked and quickly affirmed, if that is the appropriate course of action. The Shusho Keiko is clearly a wise and just representative of her people. Our nations are thoroughly interconnected by our cultural values, not least of which our naval tradition.

To the Kingdom of Dietsland,

We have safely recieved the Prince at the capital. Preparations are underway for the Tanabata festivities. We thank you for taking this great opportunity to observe our great nation, and we hope that the Prince enjoys his time here as much as the nation delights in hosting these events for his Highness. Furthermore, the Foreign Affairs Magistrate understands that with recent events, maritime traditions are at a low amongst Occidentian nations. We would be delighted if for the upcoming June 7th parade you would participate with your illustrious Navy in our Force of Arms festival. Such a display would show the bolshevists and the post-delegationists that our two nations are not to be trifled with!
