THE TREATY OF KYPARISSOS (aka. "THE AVGIROS ACCORDS")
TREATY OF AMITY AND FREE TRADE BETWEEN THE CONFEDERATED REPUBLIC OF BEAUTANCUS AND THE PELASGIAN EMPIRE [Public, Available to All]
The Confederated Republic of @Beautancus and the Pelasgian Empire, to be referred to in this document as "Beautancus" and "Pelasgia" respectively, and as the "High Contracting Parties" collectively, resolved to:
PROMOTE free trade and all the benefits it entails to Europe as a whole;
FACILITATE amity and interaction between their respective peoples and cultures;
STRENGTHEN the long tradition of bilateral cooperation between their respective government on the world stage;
IMPROVE the general welfare of their respective peoples through economic expansion;
PROTECT their respective core industries without compromising world trade;
PROVIDE for the needs of their citizenry through the consumption of each other's unique products; and
EXPAND global integration of their economies and mutual interconnectedness;
HAVE AGREED as follows:
Article 1: Promotion of Maritime Trade
The High Contracting Parties agree to mutually rescind all port duties and other direct shipping charges on maritime trade between them, as they apply to ships of each other's merchant marine and/or under each other's ensign in each other's ports, harbours and other coastal and maritime points of entry.
Article 2: Mutual Trade in Agricultural Goods
The High Contracting Parties agree to lift all barriers to each other's agricultural products, as defined in Annex A of this Treaty, in so far as the products in question do not overlap. Excluded from this provision are all items and categories listed in Annex B of this Treaty.
Article 3: Mutual Trade in Services
The High Contracting Parties agree to lift all barriers to each other's services, as defined in Annex A of this Treaty. These include, but are not limited to, banking, finance, insurance, internet, tourism, transportation, construction and tech outsourcing services consumed by the consumers, firms and government agencies of each of the High Contracting Parties from companies belonging to the other. Excluded from this provision are all items and categories listed in Annex C of this Treaty.
Article 4: Mutual Trade in Heavy Industrial Products
The High Contracting Parties agree to lift all barriers to each other's heavy industrial products, as defined in Annex A of this Treaty. These include, but are not limited to, regular, industrial and heavy automobiles, locomotives, ships, construction equipment, general electronics and appliances, marble, oil, natural gas, precious and generic ores, lumber, pulp and paper, and rubbers. Excluded from this provision are all items and categories listed in Annex D of this Treaty.
Article 5: Mutual Trade in Light Industrial Products
The High Contracting Parties agree to lift all barriers to each other's light industrial products, as defined in Annex A of this Treaty. Excluded from this provision are all items and categories listed in Annex E of this Treaty.
Article 6: Mutual Trade in Natural Resources
The High Contracting Parties agree to lift all barriers to each other's natural resources, both raw and processed, and the products thereof, where these products are themselves basic resources and components for the production of power or of other, more specialised products and services. These include but are not limited to marble, oil, natural gas, precious and generic ores, lumber, pulp and paper, and rubbers. These products are defined in Annex A of this Treaty. Excluded from this provision are all items and categories listed in Annex F of this Treaty.
Article 7: Mutual Trade in Synthetic Materials, Chemical Products and Pharmaceutics
The High Contracting Parties agree to lift all barriers to each other's natural synthetic materials, chemical products and pharmaceutics, as defined in Annex A of this Treaty. These include but are not limited to elastics, plastics, glass, chemical compounds of common and industrial uses, generic pharmaceutical drugs and specialised pharmaceutical drugs. Excluded from this provision are all items and categories listed in Annex G of this Treaty.
Article 8: Cultural Cooperation and Mutual Amity
(1) For the purposes of this Article, "Cussian" shall be the adjective referring to the High Contracting Party known as "Beautancus" elsewhere in this document.
(2) The High Contracting Parties agree to promote cultural cooperation, interaction and friendship between themselves and their citizens and subjects. More specifically, Pelasgia agrees to establish a Pelasgian Cultural Centre, a Pelasgian Academic Centre and a Pelasgian Language Centre in in Welmonton and in Roanoke City with the approval of Beautancus. Beautancus agrees to establish a Cussian Cultural Centre, a Cussian Academic Centre and a Cussian Language Centre in Propontis and in Ioli with the approval of Pelasgia.
(3) These centres will promote such activities as linguistic accreditation and instruction, museum and university exchanges, and cultural exhibits and exchanges, subject to the laws and approval of both parties. With the agreement and approval of both parties, smaller branches may be set up in other cities and territories.
Article 8: Permanent Committee for Trade and Exchange between Beautancus and Pelasgia
(1) The High Contracting Parties agree to the creation of a Permanent Committee for Trade and Exchange between Beautancus and Pelasgia, to be hereafter referred to as the "Permanent Committee".
(2) The Permanent Committee shall be composed of government officials and specialists from both of the High Contracting Parties, at an equal rate, and it shall act under their joint supervision. It shall be jointly funded by the High Contracting Parties.
(3) The Permanent Committee will be tasked with overseeing the implementation of this Treaty. More specifically, it shall be tasked with arbitrating and resolving disputes arising as a result of this Treaty between the High Contracting Parties and their citizens and companies, which cannot otherwise be resolved by the High Contracting Parties' domestic justice systems, as outlined in Annex H of this Treaty.
(4) The Permanent Committee will also monitor the direct and indirect trade barriers between the two countries and recommend ways to remove them, unless otherwise provided for in this Treaty. Its recommendations shall have no binding authority other than that which the High Contracting Parties seek to give them. The same shall apply to recommendations made regarding the overall state of trade and other exchanges between the High Contracting Parties as a result of this Treaty.
Article 9: General Cooperation
The High Contracting Parties agree to cooperate and to assist one another towards the goal of mutual advancement, progress, peace, security and prosperity. This cooperation shall include diplomacy, defence, intelligence, legal, governmental and other reform and other items as detailed in Annex I of this Treaty.
The duly authorised plenipotentiaries and representatives of the High Contracting Parties, as listed below, have signed and sealed the present Treaty in Cussian Engelsh and Pelasgian. Both versions of the Treaty are equally authentic, binding, enforceable and legal. All the obligations in the treaty are interconnected and mutually binding on both of the High Contracting Parties. No amendment may be made to the treaty without the express, written approval of both of the High Contracting Parties.
Done in the City of Hagios Andreas, on the Island of Kyparissos in the Theme of the Thalassinoi, on the 29th of November of the Year Two Thousand and Eighteen of the Common Era or the Christian Era.
